세미나'에서 국내 주파수 재할당 정책에 대한 발표를 하고 있다.</figcaption></figure> <p>국내 이동통신사업자들이 3G·롱텀에볼루션(LTE) 주파수 재할당에 대한 정부 연구에 촉각을 곤두세우고 있다. 세부 계획에 따라 인공지능(AI)과 6G 등 미래 사업 준비를 위한 투자 계획 수립에 지장을 줄 수 있기 때문이다. 업계는 주파수 재할당에 천문학적인 금액 투자가 이뤄지는 만큼, 구체적이고 예상 가능한 재할당 대가 산정 기준이 세워져야 한다고 주장한다.<br /> <br /> 24일 과학기술정보통신부에 따르면 정부는 오는 2026년 6월 LTE 95㎒ 폭을, 2026년 12월엔 3G 20㎒ 폭과 LTE 255㎒ 폭을 재할당할 방침이다. 이를 위해 과기정통부는 올 하반기부터 전문가로 구성된 연구반 운영과 사업자 의견 수렴을 거치고 있다. 내년 6월부터는 대역별 재할당 여부와 새로운 조건 등을 수립하고, 같은해 12월부터 주파수 재할당 신청을 받는다.<br /> <br /> 업계는 주파수 할당 방식에 대한 고려 요소들을 주목한다. 그간 주파수 재할당 가격 산정 방식이 명확하지 않고 일관성이 없었기 때문이다. 실제 2016년은 전파법 시행령 '별표3'을 참고한 대가와 과거 경매대가 모두 고려했지만, 2021년에는 과거 경매대가 기준과 5G 기지국 투자 조건 할인 등을 적용했다.<br /> <br /> 이처럼 명확하지 않은 주파수 재할당 대가 산정 방식은 이동통신사업자들의 장기 투자 계획이나 신규 투자 계획 수립에 어려움으로 작용할 가능성이 높다. 현재 SK텔레콤과 KT, LG유플러스 등 이통3사는 각각 AI를 활용한 미래 사업을 구상하고 천문학적인 투자 계획을 세우고 있다. 또 미래 통신 기술인 6G를 위한 투자도 병행하고 있다.<br /> <br /> 국내 이동통신사들의 연합체인 한국통신사업자연합회(KTOA)는 해외 주요국 재할당 정책 사례를 감안해 합리적인 대가 산정 방식을 세워야한다고 주장했다. 이들에 따르면 미국·스페인·영국·프랑스 등 주요국들은 주파수 재할당 대가 관련 기준이 제도적으로 구축됐다. 특히 미국과 스페인은 기술 혁신과 망 투자 독려를 위해 재할당 대가를 받지 않고 주파수 이용 기간을 연장하고 있다. 영국은 과거 주파수 경매 대가로만 선정한 방식으로 산정한 주파수 재할당 대가를 인정하지 않고 있다.<br /> <br /> 송철 KTOA 대외협력실장은 최근 열린 '스펙트럼 포럼 세미나'에서 “해외는 과거 구매제보다는 정확한 시장 가치와 주파수 이용 환경 변화를 반영할 수 있는 다양한 시도에 따라 재할당 대가를 산정한다”면서 “우리나라는 재할당 대가 산정을 둘러싼 주파수 이용자와 정부 간의 갈등, 불투명한 재량 행사에 대한 국회의 지적 등을 고려해 명확한 재할당 대가 산정 기준을 관련 규정에 마련하고, 산정 과정을 투명하게 공개해 주파수 이용자의 예측 가능성을 만들어달라”고 강조했다.<br /> <br /> <span id='newsroom_etview_promotion'></span>KTOA는 이번 주파수 재할당 대가 산정 방식에 따라 산업에 미칠 영향이 클 것으로 전망했다. 송 실장은 “한때 통신 산업이 아주 유망한 산업군이었지만 현재 통신 시장 가입자는 포화하고 매출은 정체 시기에 접어들었다”면서 “국제 경쟁력 강화를 위해서라도 네트워크의 안정성 능력, 기술 고도화, 신기술 도입 등 네트워크 투자 자원의 확보가 많이 필요한 시기다. 재할당 대가 향방에 따라서 산업 경쟁력에 큰 영향을 미칠 것으로 보고 있다”고 말했다. </p> <figure class="article_image"><a
