align="right">حذر الخبير العراقي في شؤون المياه طاهر حمد الهاشمي من تفاقم ازمة المياه في البـلاد بحدود عام الفين وستة عشر بسبب حصار الدول الاقليمية المائي والتجاهل الدولي لهذه القضية. <br/>واوضح الهاشمي أن العراق سيعاني من ازمة مياه حادة وغير اعتيادية في حال لو بقى الاهمال الحكومي والدولي لملف حصار الدول الاقليمية المائي غير المبرر. <br/>واضاف أن هناك دراسات علمية تشير إلى احتمالية جفاف نهري دجلة والفرات بنسبة احدى وسبعين بالمئة من نسبتهما المائية الحالية في ما استمرت كل من ايران وسوريا وتركيا في الحصار المائي الذي بدأ منذ سنوات. <br/>يذكر ان العراق قد حصل على موافقة منتدى التعاون العربي التركي الثالث على استضافة بغداد لتركيا وسوريا في اجتماع موسع لبحث موضوع المياه في إطار جامعة الدول العربية وسيتم تحديد الوقت المناسب لهذا الاجتماع بعد تشكيل الحكومة الجديدة.</p> </div> </div> <hr/> <p> </p> <blockquote><p>Syria’s plan to divert the waters of the Tigris portends a long and bitter quarrel with Iraq, reports <b>Bassel Oudat</b> from Damascus </p> <hr noshade="noshade"/> <p>Last year’s severe drought in northeastern Syria dried up the Khabur River which is the lifeline in that region, causing some 500,000 Syrians to migrate to other areas inside Syria. In response, the government signed a deal with the Kuwaiti Fund for Arab Economic Development to begin a project on the Tigris close to the Syrian-Turkish-Iraqi border, diverting enough water to fertilise 200,000 hectares.</p> <p>Baghdad was infuriated by the project and called Damascus to an "emergency meeting" to clarify the details of the "surprise plan" which would divert river water over long distances inside Syrian territories. Iraq’s Water Resources Ministry stated that any diverted water will affect Iraq’s already meagre water quota, which would negatively influence local agriculture and the economy. Iraqi officials also predicted that the plan will jeopardise already worsening relations between the two neighbouring states.</p> <p>Syria has not responded to Iraq’s invitation. Informed Syrian sources asserted that the project was conceived decades ago, and not a new concept at all, as the Iraqis are claiming. In fact, it is an indicator of warming relations between Syria and Turkey, because Ankara gave Damascus the green light to go ahead and begin the project.</p> <p>The plan is indeed old, but was delayed because previous governments in Turkey refused to sign any agreement to share water with Syria and Iraq. With encouragement from abroad, Ankara was fooled into believing that it would be stronger and have more leverage by controlling the water flow.</p> <p>Syria and Iraq have fought over water resources in the past. In the 1980s, it threatened to ignite a war. Eventually the quarrel came to include Turkey, especially after Ankara began building large dams on the Euphrates and Tigris. So far, no three-way agreement has been reached because Turkey refuses to share the water with Syria and Iraq.</p> <p>The heart of the problem lies in differences of interpretation of Syria and Iraq on the one hand, and Turkey on the other. Turkey believes the Tigris and Euphrates rivers, which originate in the Taurus Mountains in Turkey and pass through Syria and Iraq, to be "marginally cross-border rivers" because they barely pass inside the borders of Syria and Iraq. But Syria and Iraq consider them major international water bodies which should be evenly divided among everyone.</p> <p>When the regimes in Damascus and Baghdad fell out in the 1970-80s, this negatively affected their rights to the waters of the Euphrates and Tigris and a number of smaller rivers, because they refused to sit together or with the Turkish side. Ankara used Syrian- Iraqi tensions to exercise control over the waters of the rivers and keep a much larger share than stipulated in international water agreements for itself. It constructed massive dams on the rivers, using their waters in agricultural and industrial projects along their banks. It cut down the amount of water going to each country, and refused to recognise that the two rivers were international waterways but rather local Turkish rivers which happen to pass through Syria and Iraq on their way to the Arab shore, south of Basra in Iraq.</p> <p>In 1974, Turkey began the Southeastern Anatolian (GAP) project which consists of 21 dams, 17 of which on the Euphrates including Ataturk Dam and four others on the River Tigris. It also included 19 power stations and 47 water reservoirs, and a variety of other projects in the fields of agriculture, industry, transportation, irrigation and communication. Ankara earmarked $32 billion for the project and received a large part of the budget from international funding in the form of loans and grants, especially from the US, Canada, Israel and France.</p> <p>In 1987, Syria and Iraq tried to gain some recognition over the waters of the two rivers, but it was too late. Turkey refused to negotiate with them as one party and dealt with each side separately, taking a disproportionate amount for itself. Damascus and Baghdad could do nothing, especially in light of the fact that Ankara continued its plans to construct dams and was able to cut off the flow of the river altogether to both neighbours.</p> <p>In 1989, Syria and Iraq agreed to divide the quota of the Euphrates River given to them, whereby Syria’s share amounted to 42 per cent and 52 per cent went to Iraq. Later, in 2000, the two sides agreed that Syria should receive a share of the Tigris water (which flows 50km inside its border), enough to irrigate almost 200,000 hectares of land.</p> <p>In the end, sharing the waters of the Euphrates and Tigris became a capricious matter, not relying on clear and precise agreements based on international law. Turkey’s whims dictate quotas with no base in international law. In 2007, a three-way meeting failed to result in a comprehensive agreement on the issue because Turkey refused to change the status quo and wanted to make it a de facto arrangement.</p> <p>Syria’s project to divert Tigris water, which it started publicly planning at the beginning of this year, has antagonised the Iraqis to an unexpected degree, and Baghdad’s reaction came as a surprise to Damascus. This is especially true since there is a preliminary agreement regarding this issue with the previous regime in Iraq, which Iraqis today consider invalid. The Syrians counter that the agreement was concluded with a legitimate Iraqi government and not one person per se, and it is illogical to annul agreements between countries every time the regime changes.</p> <p>Syrian political circles feel that Iraq’s reasoning is another attempt by Iraq’s government to raise tensions between the two countries, and manipulate this domestically now that Iraq is about to form a new government.</p> <p>Relations between the two neighbours have not been at their best for almost one year, after Iraq’s Prime Minister Nuri Al-Maliki accused Syria of hosting and assisting Al-Baath Party elements who support the ousted regime in Baghdad. Iraq claims these elements are behind a number of attacks in Baghdad which have killed hundreds of Iraqis. These accusations also came as a surprise for the Syrians who said they have tried their utmost in the past few years to prevent fighters from going into Iraq by more vigilant control of the border. At the same time, Syria is home to 1.5 million Iraqi refugees and says it has cooperated with Iraqi authorities.</p> <p>Syrian officials believe that Iraq’s objections to the Tigris project are not a result of Iraqi concerns over water but have other political goals to do with domestic Iraqi politics, power struggles among Iraqi factions, and complications in forming Iraq’s new cabinet.</p> <p>No doubt, the quarrel between Syria and Iraq over the past decades has allowed Turkey to do as it pleases with the waters of the Euphrates and Tigris. Today, closer ties between Damascus and Ankara — which could almost be described as a strategic alliance — are still not enough to convince Turkey to admit that these are international rivers, and it continues to control them unilaterally.</p> <p>Observers believe that rising political friction between Syria and Iraq, their distraction with secondary issues over more important ones, and their lax positions towards Turkey on the water issue and other matters have not only caused tension, but resulted in immense strategic losses for both parties. </p> <p>They will have to look beyond this from the Tigris and Euphrates rivers may force Iraq to shut down its thermal and hydro power plants, a government spokesman said.</p> <p>The spokesman, refusing to be named, said volume of waters reaching Iraq from the two rivers, which originate in Turkey, had fallen to unprecedented levels and may eventually not be enough to run such plants.</p> <p>He said the Ministry of Planning was seriously considering the situation which will eventually lead to the elimination of thousands of megawatts which these power stations produce.</p> <p>Iraq still relies heavily on its thermal and hydro electrical plants which currently produce most of its output.</p> <p>The spokesman said the ministry of planning has decided not to built any such plants in Iraq in the future.</p> <p>“We shall solely rely on gas-turbines which use much less amount of water,” the spokesman said.</p> <p>Iraq currently produces up to 1,600 megawatts from its thermal plants such as Musayyab, Nasiriya and Tajji.</p> <p>Hydro plants built on dams regulating the flow of the Euphrates and Tigris have a capacity of up to 700 megawatts.</p> <p>The exclusion of 2,300 megawatts will be yet another blow to the country’s rickety power grid.</p> <p>Iraq still suffers from outages that may continue up to 20 hours in major cities.</p> </blockquote> <p><a align="right"> <p>بغدا: اكد خبير اقتصادي ان المشروع السوري على نهر دجلة الذي سيخفض من واردات العراق المائية سيؤثر سلباً على قطاع الكهرباء والزراعة وسينعكس سلباً على الوضع الاقتصادي في البلد. وقال مهدي عدنان ان الأصوات الحالية تدعو إلى الحوار والتوصل الى تفاهمات بين الجانبين العراقي والسوري،</p> <p>مشيراً الى ان قراءة الوضع الحالي لا تدل على أمكانية حدوث تصعيد يمكن يصل لحالة الصراع بمختلف مستوياته على المياه. يذكر ان مناطق شمال العراق تعتمد في توليد الطاقة الكهربائية على المحطات الكهرومائية من خلال مشاريع دوكان ودربندخان وسد الموصل، وان انخفاض مناسيب مياه دجلة ستؤثر بالسلب على هذه المشاريع. وأضاف مهدي ان تمسك اي جانب بموقفه بشكل لايمكن ان يتحمله الوضع الذي يعاني منه العراق يمكن ان يؤدي الى تصعيد بين الطرفين قد يصل الى خلق أزمة بحيث يخرج الموضوع من حالة التفاهم الى حالة الصراع وعندها ستتدخل الوساطة الدولية ودول الإقليم لحل هذه المشكلة متمنين ان لايصل الوضع لهذا المستوى بأي شكل من الأشكال.ولفت الى وجوب الأتفاق بين البلدين في حق العراق بحصته من المياه بالشكل الذي لايؤثر على أقتصاده ووضعه الزراعي. يذكر ان الحكومة السورية اقرت تنفيذ مشروع بالتعاون مع شركات كويتية لسحب مياه من نهر دجلة لري أراضي سورية تصل مساحتها الى 200 ألف هكتار في منطقة الحسكة شمال شرق البلاد لأغراض زراعية مما أدى الى طلب الحكومة العراقية عقد اجتماع مع الجانب السوري لحل هذا الموضوع بالشكل الذي لا يؤثر الى ورادات العراق المائية. ويعاني العراق وسوريا نقصا في وارداته من المياه السطحية بسبب مواسم الجفاف بالإضافة الى تنفيذ تركيا لمشاريع اروائية ضخمة من خزانات وسدود ادت الى تقليل مناسيب مياه النهرين بشكل كبير. من جانبه قال مدير عام دائرة المشاريع والبزل في وزارة الموارد المائية علي هاشم ان سحب أي كمية من مياه نهر دجلة ستؤثر بالسلب على واردات العراق المائية. وأضاف هاشم طلبنا عبر القنوات الدبلوماسية عقد اجتماع مع الجانب السوري للتوصل لاتفاق يحافظ على حصص العراق المائية من نهر دجلة، مبيناً انه من المتوقع ان نتوصل الى تفاهم وعقد اتفاقيات بهذا الخصوص. وأضاف هاشم ان معدل ما يدخل العراق عبر الحدود الدولية من نهر دجلة يصل الى 19 مليار متر مكعب سنوياً، بينما تبلغ واردات النهر الإجمالية بعد ان تصب به معظم روافده النابعة من ايران لتصل الى 49 مليار متر مكعب سنوياً، مشيراً الى الوزارة تأمل بان لا يقوم الجانب السوري بسحب كميات تؤثر على المعدلات المذكورة خصوصاً في السنوات التي تقل فيها مناسيب المياه في النهر. وأردف سنحاول ان نحصل على أتفاق عادل ومنصف خلال اجتماعنا مع الجانب السوري ونعتقد انهم سيقدرون الوضع، مبيناً انه تم الطلب لعقد هذا الاجتماع عبر القنوات الدبلوماسية من خلال وزارة الخارجية وما زال rel="tag">جمعية الصليب والهلال الاحمر</a></p> <div class="entry" dir="rtl" align="right"> <p>Millions of people in Iraq cannot get clean water or water in sufficient quantity. The ICRC is doing its best to improve access to safe water. This is an update on ICRC activities carried out in Iraq in March and April.</p> <p>The Tigris and the Euphrates, which supply the bulk of Iraq’s water, are slowly dwindling and in some areas can no longer be used as a reliable source of drinking water. Across the country, the shrinking of the rivers is having serious consequences on the functioning of water treatment plants. It also affects underground aquifers, where the salt content of the water is increasing. This water is often unfit for human consumption or even for agricultural use. </p> <p>The volatile security situation in some areas and the rising price of fuel have put additional strain on already scarce services, as have population growth and displacement. In many places, the strain is further compounded by a lack of qualified engineers and staff able to maintain and repair water and sanitation facilities. Many farming communities were hard hit by the drought that struck northern Iraq in 2008. Average rainfall over the past 10 years has been far lower than in previous decades. In the north, water supply systems fed by springs and shallows aquifers have been depleted and often have less water available to meet demand. Although rainfall has been better in many places during 2009 and 2010, low water-levels continue to affect agriculture production, meaning Iraq needs to import more rice and wheat. With less water of sufficient quality generally available, management of the existing resources is key. </p> <p>Because large suburban residential areas have sometimes developed without adequate infrastructure, and certain sewage treatment plants are bypassed, wastewater is discharged untreated into rivers and lakes. Ditches and ponds filled with foul-smelling polluted water blight many neighbourhoods. The United Nations recently estimated that around 83% of sewage is being let into rivers and waterways. </p> <p>Water treatment and distribution facilities are also disrupted by persistent power shortages. Iraq is currently producing around 6,000 megawatts of electricity a day, while demand is estimated at 10,000 megawatts. Health, water and sewage facilities and other infrastructure in many parts of the country still rely on back-up generators to meet their need for electric power. </p> <p>Water distribution systems that are old or badly maintained are further weakened by illegal connections and substandard plumbing within households. Leakages cause large amounts of wasted water and frequent contamination. According to the United Nations, nearly half of Iraqis in rural areas are without safe drinking water. The Iraqi government estimates that 24% of Iraqis in the country as a whole, or nearly one in four, do not have access to safe water. </p> <p>"Reliable access to enough water of sufficient quality remains a major challenge for large parts of the population", said Julien Le Sourd, the ICRC’s water and habitat coordinator in Iraq. "The ICRC is doing its utmost to improve this by repairing and upgrading water supply and sewage systems. We do this in partnership with the authorities and we are also providing training for maintenance staff working in water treatment plants." </p> <p>In March and April, ICRC water engineers:</p> <ul> <li>completed work at the Ashty water station, in Erbil governorate, which provides safe drinking water for around 10,000 people living in nearby villages; </li> <li>built an emergency unit in the 50-bed Qala’t Salih Hospital in Missan governorate; </li> <li>upgraded the storage capacity for drinking water and for water used in the cooling system in Medical City Hospital, Baghdad. The hospital can accommodate 1,400 patients and treats around 10,000 outpatients per day; </li> <li>renovated a primary health-care centre serving around 400 patients in Sadr City, Baghdad; </li> <li>connected the school of al Rahma camp for internally displaced people (IDPs) in Najaf City, which has 1,000 pupils and teachers, to the municipal water and electricity supply networks; </li> <li>supplied and installed a new mortuary refrigerator with a capacity of 12 corpses in Beiji General Hospital, in Salah Al Din governorate; </li> <li>delivered water by truck to 4,500 displaced people in Sadr City and to 340 in Husseinia and Ma’amil, Al Imam Ali General Hospital and Fatma al Zahra Hospital, all in Baghdad governorate, and to 360 in Qalawa Quarter camp in Sulaimaniya; </li> <li>installed equipment used to fill water bags for distribution during emergencies at Al Wathba water treatment plant in Baghdad; </li> <li>repaired the Hindiyah water treatment plant in Karbala, which supplies water to around 125,000 people; </li> <li>installed a large-capacity pump in al Fadhliya water treatment plant, Thi Qar governorate, providing drinking water for 82,000 people. </li> <li>assessed, in cooperation with Iraqi Correctional Services engineers, 11 detention facilities under the authority of the Ministry of Justice, evaluating needs and recommending improvements for the delivery of essential services (water, electricity, sewage). </li> </ul> <p><b>Bringing aid to vulnerable people</b> </p> <p>The ICRC maintained its support for people facing special difficulty earning a living and supporting their families, such as women heading households, people with disabilities and displaced people: </p> <ul> <li>more than 2,300 displaced families headed by women in Diyala, Salah Al-Din and Ninawa governorates were given monthly food parcels and hygiene items; </li> <li>around 2,100 people displaced in March from Mosul to Hamdanya and Tilkaif were given food parcels and rice; </li> <li>61 disabled people in Erbil, Dohuk and Ninawa governorates were given micro-economic aid enabling them to start small businesses and regain economic self-sufficiency. A total of 459 disabled people have now received such aid in a programme that started in 2008. </li> </ul> <p><b>Assisting hospitals and physical rehabilitation centres</b> </p> <p>Iraqi health facilities still benefit from ICRC support. To help disabled people reintegrate into the community, the ICRC provides limb-fitting and physical rehabilitation services. In March and April: </p> <ul> <li>six hospitals and three primary health-care centres received medical supplies and equipment; </li> <li>25 doctors and 28 nurses successfully took part in a training course on strengthening emergency services given at Al Sadr Teaching Hospital in Najaf and at Sulaimaniya Emergency Hospital; </li> <li>two people from the Ministry of Higher Education and Scientific Research involved in the teaching of prosthetics and orthotics went to the National Centre for Prosthetics and Orthotics in the United Kingdom under ICRC sponsorship for advanced training. </li> </ul> <p><b>Visiting detainees</b> </p> <p>ICRC delegates continued to visit detainees in order to monitor the conditions in which they are being held and the treatment they receive. In all cases, the ICRC shares its findings and recommendations in confidence with the detaining authorities. In March and April, the ICRC visited detainees held: </p> <ul> <li>in Counter-Terrorism Directorate and Tasfirat Najaf, in Najaf governorate; </li> <li>in Mina and Samawa prisons, Basra governorate; </li> <li>in Counter-Terrorism Directorate, Kirkuk governorate; </li> <li>in US custody, in Remembrance II, Baghdad governorate; </li> <li>in four prisons and one police station in Erbil, Dohuk and Sulaimaniya governorates. </li> </ul> <p>Around 1,550 detainees held in Hilla I & II Correctional Facilities were given mattresses and recreational items such as ping-pong tables, soccer balls and volleyballs. </p> <p>The ICRC makes a special effort to restore and maintain ties between detainees and their families. In March, it arranged for six Iraqi families to enter Kuwait and visit their relatives detained there since 1991. In addition, around 10,500 Red Cross messages were exchanged between detainees and their families in Iraq and abroad during the month of March. </p> <p>During March and April, the ICRC responded to more than 3,600 enquiries from families seeking information on detained relatives. It also issued 220 certificates to former detainees making them eligible to receive social welfare benefits. </p> <p>At the request of the office of the United Nations High Commissioner for Refugees, the ICRC issued 73 travel documents for Palestinian refugees in Iraq to enable them to resettle abroad. </p> <p><b>Clarifying what happened to missing people</b> </p> <p>The ICRC supports the authorities in their efforts to clarify what happened to those who went missing in connection with the Iran-Iraq War and the 1990-1991 Gulf War. It also helps train forensic professionals in the identification and management of mortal remains and regularly supplies equipment. In the past two months: </p> <ul> <li>the Technical Sub-Committee of the Tripartite Commission, handling cases of persons missing in connection with the 1990-1991 Gulf War, held its 64th session in Kuwait, which was chaired by the ICRC and attended by representatives from Iraq, Kuwait and the 1990-1991 Coalition (the United States, the United Kingdom, France and Saudi Arabia). Nine samples of human remains were handed over by the Iraqi to the Kuwaiti delegation for DNA analysis in an effort to determine if they belonged to missing Kuwaiti nationals. The sub-committee will hold a special meeting on forensics in Kuwait in May; </li> <li>mortal remains of Iraqi soldiers were repatriated from Kuwait under ICRC auspices. </li> </ul> <p><b>Promoting international humanitarian law</b> </p> <p>In line with its mandate, the ICRC promotes compliance with international humanitarian law and reminds parties to a conflict of their obligation to protect civilians. ان المناطق الشمالية شهدت هطول كميات جيدة من الامطار، ادت الى زيادات مناسيب واردات نهر دجلة، موضحا ان كمية الامطار الساقطة في محافظة كركوك زادت مناسيب النهر بواقع 48 ملم، فيما شهدت المياه في السليمانية زيادة بحجم 21 ملم، والموصل بمعدل 19.3 ملم. واضاف المصدر ان هذه الامطار اثرت بشكل ايجابي على واردات نهر دجلة وفروعه مما سيعزز الموقف المائي في البلاد.</p> <p>واشار المصدر الى ان واردات نهر الفرات لا align="right"> <p>يخطط العراق لاستيراد 80 بالمائة من احتياجاته من القمح والأرز خلال عام 2010، وفقاً لغازي حسين، المتحدث باسم شركة الحبوب المملوكة للدولة والتابعة لوزارة التجارة.</p> <p>وتظهر أرقام وزارة التجارة أن العراق استورد 3.55 مليون طن من القمح و1.17 مليون طن من الأرز في العام الماضي، وهو ما يشكل ارتفاعاً مقارنة بالكميات المستوردة من القمح والأرز في عام 2008 والتي بلغت 2.54 مليون طن href="https://web.archive.org/web/20120517004342/http://arabic.irinnews.org/ReportArabic.aspx?SID=1539" class="external" target="_blank">انخفاض منسوب المياه في نهري الفرات ودجلة </a>مما تسبب بدوره في انخفاض الإنتاج. وحذر عبد الله من أن العراق قد يواجه موسماً زراعياً صعباً نهاية هذا الصيف.</p> <p>وجاء في قوله: "لا تزال كمية المياه التي نتلقاها من نهر الفرات عند الحدود مع سوريا منخفضة عند حوالي 250 متراً مكعباً في الثانية… أما بالنسبة لنهر دجلة، فقد شهدنا انخفاضاً بنسبة 50 بالمائة في معدل التدفق من 1,680 متراً مكعباً في الثانية [خلال وقبل أبريل 2003] إلى 836 متراً مكعباً في الثانية الواحدة". وأشار إلى أن تغذية الخزانات على نهر دجلة في مستوى معقول في الوقت الحاضر، غير أن الخزانات الثلاثة الكبرى التي تتغذى من الفرات، وهي خزان حديثة وسد الموصل وبحيرة الحبانية تعاني من نقص شديد في المياه.</p> <p>وقد قررت الحكومة في عام 2009 تخفيض المساحة المزروعة بالأرز، والتي تعتمد كلها على المياه من نهر الفرات، بسبب نقص المياه وارتفاع مستويات ملوحة التربة. وعلق عبد الله على ذلك بقوله: "إن هذا الوضع يقلقنا، خصوصاً في موسم الصيف المقبل. كما يمكنه أن يؤثر [على الزراعة] في بداية فصل الشتاء المقبل عندما تحين الحاجة لأولى قطرات الري [في أكتوبر ونوفمبر]". </p> <p><strong>ضعف القطاع الزراعي</strong></p> <p>وتعد معظم الأراضي العراقية، حوالي 78 بالمائة، غير قابلة للاستخدام الزراعي. كما أن ما يقرب من 9.5 مليون هكتار من الأراضي الهامشية المتبقية تستخدم للرعي الموسمي للماعز والأغنام، وفقاً <a href="https://web.archive.org/web/20120517004342/http://www.nationalaglawcenter.org/assets/crs/RL32093.pdf" class="external" target="_blank">لتقرير صادر في شهر يونيو 2004 عن الكونغرس الأميركي</a>. ولا والتحاليل المشتركة بين الوكالات (بدعم من مختلف المنظمات الرئيسية للأمم المتحدة ومكاتبها في العراق) تحت عنوان "<a href="https://web.archive.org/web/20120517004342/http://www.fao.org/fileadmin/user_upload/ISFP/Iraq_Food_Prices-Final.pdf" class="external" target="_blank">تحليل أسعار المواد الغذائية في العراق</a>" إلى أن أسعار المواد الغذائية في البلاد ارتفعت بشكل حاد مقارنة بالأسعار العالمية. ويعود ذلك إلى حد كبير إلى زيادة الأسعار المحلية للوقود والكهرباء بنسبة 800 بالمائة في الفترة 2004-2008.</p> <p>ووفقاً لمهدي القيسي، وكيل وزارة الزراعة، أنتج العراق 117,000 طن من الأرز و1.281 طن من القمح في موسم 2008-2009. وهذه الأرقام تشمل الإنتاج المبلغ عنه من قبل المزارعين لوزارة التجارة، مما قد يجعلها منخفضة.</p> of its wheat and rice requirements in 2010, according to Hussein Ghazy, a spokesman of the state-owned Grains Company affiliated to the Trade Ministry. </p> <p>Trade Ministry figures show Iraq imported 3.55 million tons of wheat and 1.17 million tons of rice last year – up from 2.54 million and 610,000 tons respectively in 2008. </p> <p>Rising imports are being triggered by the <a href="https://web.archive.org/web/20120517004342/http://www.irinnews.org/Report.aspx?ReportId=85925" class="external" target="_blank">low water levels in the Euphrates and the Tigris</a>, which is causing reduced production, said Aoun Thiab Abdullah, a senior official in the Water Resources Ministry. He warned Iraq could face another difficult agricultural season this summer. </p> <p>“The amount of water we receive from the Euphrates at the border with Syria is still low at about 250 cubic metres per second… As for the Tigris, we have seen a 50 percent drop in the flow rate from 1,680 cubic metres per second [in and prior to April 2003] to 836 cubic metres per second. He noted that reservoirs fed by the Tigris were at a reasonable level at present. </p> <p>However, the three biggest reservoirs fed by the Euphrates – Haditha Reservoir, Mosul Dam and Habaniyah Lake – have severe water shortages, he said. </p> <p>Because of water shortages and high levels of soil salinity, the government decided in 2009 to halve the area planted with rice, all of which is dependent on water from the Euphrates. </p> <p>“This situation worries us, especially as the summer season is coming and it could even affect the beginning of the next winter season, when the first irrigation [in October and November] is needed,” Abdullah said. </p> <h3>Weak agricultural sector </h3> <p>Most of Iraq – 78 percent – is not viable for agricultural use. Almost half of the remaining 9.5 million hectares is marginal land used mainly for seasonal grazing of goats and sheep, according to a <a href="https://web.archive.org/web/20120517004342/http://www.nationalaglawcenter.org/assets/crs/RL32093.pdf" class="external" target="_blank">June 2004 report for the US Congress</a>. Agricultural output accounts for only about 4 percent of gross domestic product. </p> <p>Agriculture has been paralysed by decades of war and insecurity, underinvestment, and the unchecked cutting down of trees for firewood, which had worsened salinity and desertification. According to the Agriculture Ministry, salinity affects at least 40 percent of agricultural land, mainly in central and southern Iraq, while 40-50 percent of what was productive land in the 1970s has been affected by <a href="https://web.archive.org/web/20120517004342/http://www.irinnews.org/Report.aspx?ReportId=84142" class="external" target="_blank">desertification</a>. </p> <p>A Food and Agriculture Organization (FAO) <a href="https://web.archive.org/web/20120517004342/http://www.faoiraq.org/images/word/Agriculture%20Overview%20Feb09.pdf" class="external" target="_blank">report</a> estimated that “one third of the Iraqi population resides in rural areas and depends upon agriculture for their livelihoods. However, this segment of the population suffers disproportionately from poverty and food insecurity as 69 percent of all Iraqis living in extreme poverty and food insecurity reside in rural areas.” </p> <p>FAO noted that Iraqi wheat farmers saw a 55 percent reduction in production during 2008 due to severe drought conditions, and dependence on imports is estimated to have risen in 2008 to 74 percent for wheat and 69 percent for all cereals. </p> <p>A joint report by FAO and the Inter-Agency Information and Analysis Unit (supported by major UN agencies and offices in Iraq) entitled <a href="https://web.archive.org/web/20120517004342/http://www.fao.org/fileadmin/user_upload/ISFP/Iraq_Food_Prices-Final.pdf" class="external" target="_blank">Iraq Food Prices Analysis</a>, said food prices in Iraq had risen at a steeper rate than global food prices, largely because of an 800 percent rise in domestic fuel and electricity prices in 2004-2008. </p> <p>According to Mahdi Al-Qaisi, undersecretary in the Agriculture Ministry, Iraq produced 117,000 tons of rice and 1.281 million tons of wheat in the 2008-09 season. These figures are only for production communicated by farmers to the Trade Ministry, so they could be on the low side, al-Qaisi said. </p> <p>Total consumption of wheat in 2010 is expected to be 4.5 للفصل الصيفي القادم. <br/>رشيد أكد أهمية الحفاظ على كمية المخزون المائي في بحيرات وخزانات السدود، فضلا عن التركيز على ضرورة تأمين توزيع الحصص المائية بشكل عادل بين المحافظات، بالاضافة الى بذل الجهود
