Now, with its sights set on attaining the economic level of a fully developed nation by 2020, the planning system must be made even more efficient and focused. It must ensure that every investment made in the country, contribute towards creating the desirable objective of a strong, modern, internationally competitive, technologically advanced, post-industrial economy. Cities in Malaysia must also be fully aware of the enormous competition it faces in a region with rapidly expanding and modernising economies, all contending for the same pool of potential international investments. Efficiency of urban governance is also fundamental issue in development characterized by sustainability, subsidiarity, equity, transparency and accountability, civic engagement and citizenship, and security. As described above, city competitiveness is harnessed through 'city marketing and city management'. High technology and high skilled industries, together with finance, transportation, tourism, business, information and professional services shopping and other commercial activities, are the principal components of the nation-s economy, which must be developed to a level well beyond where it is now. It uses web services technology to provide efficient way of satisfying users’ needs in the reference section of libraries. The formal WSDRS model consists of the Z specifications of all the informal specifications of the model. This paper discusses the formal validation of the Z specifications of WSDRS model. Raja Azie</a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>Iron in groundwater is one of the problems that render the water unsuitable for drinking. The concentration above 0.3 mg/L is common in groundwater. The conventional method of removal is by precipitation under oxic condition. In this study, iron removal under anaerobic conditions was examined by batch experiment as a main purpose. The process involved by purging of groundwater samples with H2S to form iron sulfide. Removal up to 83% for 1 mg/L iron solution was achieved. The removal efficiency dropped to 82% and 75% for the higher initial iron concentrations 3.55 and 5.01 mg/L, respectively. The average residual sulfide concentration in water after the process was 25*g/L. The Eh level during the process was -272 mV. The removal process was found to follow the first order reaction with average rate constant of 4.52 x 10-3. Zakaria</a> </p> <p class="card-text"><strong>Abstract:</strong></p> This paper presents an on-going research work on the implementation of feature-based machining via macro programming. Repetitive machining features such as holes, slots, pockets etc can readily be encapsulated in macros. Each macro consists of methods on how to machine the shape as defined by the feature. The macro programming technique comprises of a main program and subprograms. The main program allows user to select several subprograms that contain features and define their important parameters. With macros, complex machining routines can be implemented easily and no post processor is required. A case study on machining of a part that comprised of planar face, hole and pocket features using the macro programming technique was carried out. Implicit semantic relationship between words in a form of BaseNP have shown significant improvement in term of precision in many IR studies. Our research focuses on linguistic phrases which is language dependent. It is defined as time overrun or extension of time for completion of a project. The field survey conducted includes the experienced developers, consultants and contractors in Malaysia. 34 causes of the construction delay have been determined and 24 have been selected using the Rasch model analysis. Jusoh</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Landfill gas, particularly methane is one of the greenhouse gases which contributes to global warming. This paper presents the findings of a study on methane gas production from simulated landfill reactor under saturated conditions. A reactor was constructed to represent a landfill cell of 2.5 m thickness on sandy soil. The reactor was 0.2 m in diameter and 4 m in height. One meter of sand and pebble layer was packed at the bottom of the reactor followed by 2.5 m of solid waste layer and 0.4 m of sand layer as the cover soil. Degradation of waste in the solid waste layer was at acidification stage as indicated by the leachate quality with COD as high as 55,511 mg/L and pH as low as 5.1. However, methanogenic environment was established at the bottom sand layer after one year of operation indicated by pH of 7.2 and methane gas generation. Leachate degradation took place as the leachate moved through the sand layer at an infiltration of rate 0.7 cm/day. This resulted in landfill gas production of 77 mL/day/kg containing 55 to 65% methane. Nevertheless, the result of this study shows that the non-financial measures usages, particularly, customer oriented indicators and product/ service oriented indicators, appears to be important as it enhances firm performance. Metametadata encapsulate metadata instances by using the properties and attributes provided by ontologies rather than describing learning objects. A novel metametadata taxonomy has been developed which provides the basis for a semantic search engine to extract, match and map queries to retrieve relevant results. The use of ontological views is a foundation for viewing the pedagogical content of metadata extracted from learning objects by using the pedagogical attributes from the metametadata taxonomy. Rahman</a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>The objective of this study is to determine the thermal comfort among worker at Malaysian automotive industry. One critical manual assembly workstation had been chosen as a subject for the study. The human subjects for the study constitute operators at Body Assembly Station of the factory. The environment examined was the Relative Humidity (%), Airflow (m/s), Air Temperature (°C) and Radiant Temperature (°C) of the surrounding workstation area. The environmental factors were measured using Babuc apparatus, which is capable to measure simultaneously those mentioned environmental factors. The time series data of fluctuating level of factors were plotted to identify the significant changes of factors. Then thermal comfort of the workers were assessed by using ISO Standard 7730 Thermal sensation scale by using Predicted Mean Vote (PMV). Further Predicted percentage dissatisfied (PPD) is used to estimate the thermal comfort satisfaction of the occupant. Finally the PPD versus PMV were plotted to present the thermal comfort scenario of workers involved in related workstation. The result of PMV at the related industry is between 1.8 and 2.3, where PPD at that building is between 60% to 84%. Rahman</a> </p> <p class="card-text"><strong>Abstract:</strong></p> A biosensor based on glucose oxidase (GOx) immobilized onto nanoparticles zirconium oxide with polyethylene nanocomposite for glucose monitoring has been designed. The CTAB/PEG/ZrO2/GOx nanocomposite was deposited onto screen printed carbon paste (SPCE) electrode via spin coating technique. The properties of CTAB/PEG/ZrO2/GOx were study using scanning electron microscopy (SEM). The SPE modified with the CTAB/PEG/ZrO2/GOx showed electrocatalytical response to the oxidation of glucose when ferrocene carboxaldehyde was used as an artificial redox mediator, which was studied by cyclic voltammetry (CV). Several parameters such as working potential, effect of pH and effect of ZrO2/PEG layers that governed the analytical performance of the biosensor, have been studied. Local spectrum features are extracted using overlap sub block window that are mapped on the face image. For each of this block, spatial domain is transformed to frequency domain using DFT. A low frequency coefficient is preserved by discarding high frequency coefficients by applying rectangular mask on the spectrum of the facial image. Low frequency information is non- Gaussian in the feature space and by using combination of several Gaussian functions that has different statistical properties, the best feature representation can be modelled using probability density function. The recognition process is performed using maximum likelihood value computed using pre-calculated GMM components. Thus, entrepreneurial engineering education needs an environment where future engineers can be formed through practical learning and the interaction with forces, ideas and inspirations, in the final perspective of effectively identifying, acquiring, developing, and transferring technology into new business products and services. This paper aims to investigate the characteristics of a successful entrepreneur for engineering students. A questionnaire was used to measure the level of entrepreneurial competencies. The questionnaire was based on the Personal Entrepreneurial Competence Model, developed by McClelland Individual. Participants were recruited from the final year students of eight programs under the Faculty of Engineering. Of the 432 questionnaires distributed, 210 were collected back, giving a response rate of approximately 49%. Findings suggest that final year engineering students have respectable entrepreneurial attitudes and behaviors, and are competent to be engineerpreneur. A standard dress form (industrial form) with the size of small (S), medium (M) and large (L) size is measured using full body scanning machine. Later, the pattern for the clothes is designed parametrically based on the measured dress form. Hazi Attire program is used within the framework of AutoCAD to generate the basic pattern of front bodice, back bodice, front skirt, back skirt and sleeve block (sloper). The generation of pattern is based on the parameters inputted by user, whereby in this study, the parameters were determined based on the measured size of dress form. The finalized pattern parameter shows that the pattern fit perfectly on the dress form. W. Hamzah</a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>Personalized learning becomes increasingly popular which not be restricted by time, place or any other barriers. This study proposes an analysis of Personalized Learning using Item Response Theory which considers course material difficulty and learner ability.The study investigates twenty undergraduate students at TATI University College, who are taking programming subject. By using the IRT,it was found that, finding the most appropriate problem levels to each student include high and low level test items together is not a problem. Thus, the student abilities can be asses more accurately and fairly. Hamzah</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Currently, planners try to have more green travel options to decrease economic, social and environmental problems. Therefore, this study tries to find significant urban travel factors to be used to increase the usage of alternative urban travel modes. This paper attempts to identify the relationship between prominent urban mobility indicators and daily trips by public transport in 30 cities from various parts of the world. Different travel modes, infrastructures and cost indicators were evaluated in this research as mobility indicators. Although the department consist of only six employees, but it provides services in various chemical application in an oil and gas business. The services provided span across Asia Pacific region mainly Indonesia, Myanmar, Vietnam, Brunei, Thailand and Singapore. Currently there are no effective tools or integrated systems that support the sharing or transfer and maintenance of knowledge so the department has considered preserving this valuable knowledge by developing a Knowledge Management System (KMS). This paper presents the development of a KMS to support the sharing of knowledge in a service-oriented engineering department of an oil and gas company. The embedded features in the KMS like blog and forum will encourage iterative process of knowledge sharing among the employees in the department. The information and knowledge being shared, discussed and communicated will be then achieved for future re-use. Therrmophilic bacteria isolated from water sampled from hot spring. About 120 isolates of bacteria were successfully isolated form hot spring water sample and tested for extracellular phytase producing. After 5 passages of the screening on the PSM media, 4 isolates were found stable in producing phytase enzyme. This study is meant to reconstruct a 100-year flood event that took place in this river basin. Sarawak River Subbasin was chosen and modeled using the one-dimensional hydrodynamic modeling approach using InfoWorks River Simulation (RS), in combination with Geographical Information System (GIS). This produces the hydraulic response of the river and its floodplains in extreme flooding conditions. With different parameters introduced to the model, correlations of observed and simulated data are between 79% – 87%. Using the best calibrated model, flood mitigation structures are imposed along the sub-basin. Analysis is done based on the model simulation results. This half-cycle window technique approach can detect almost correctly for initial detection of disturbances i.e. voltage sags, swells, and transients. Samples in half cycle window has been analyzed based continuous S-transform for entire disturbance waveform. The modified parameter has been produced by MATLAB programming m-file based on continuous s-transform. CST has better time frequency and localization property than traditional and also has ability to detect the disturbance under noisy condition correctly. Abu Hassan</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Freeze concentration freezes or crystallises the water molecules out as ice crystals and leaves behind a highly concentrated solution. In conventional suspension freeze concentration where ice crystals formed as a suspension in the mother liquor, separation of ice is difficult. The size of the ice crystals is still very limited which will require usage of scraped surface heat exchangers, which is very expensive and accounted for approximately 30% of the capital cost. This research is conducted using a newer method of freeze concentration, which is progressive freeze concentration. Ice crystals were formed as a layer on the designed heat exchanger surface. In this particular research, a helical structured copper crystallisation chamber was designed and fabricated. The effect of two operating conditions on the performance of the newly designed crystallisation chamber was investigated, which are circulation flowrate and coolant temperature. The performance of the design was evaluated by the effective partition constant, K, calculated from the volume and concentration of the solid and liquid phase. The system was also monitored by a data acquisition tool in order to see the temperature profile throughout the process. On completing the experimental work, it was found that higher flowrate resulted in a lower K, which translated into high efficiency. The efficiency is the highest at 1000 ml/min. Hasan</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Binder drainage test is widely used to set an upper limit to the design binder content of porous asphalt. However, the presence of high amount of fine particles in the drained binder may affect the accuracy of the test result. This paper presents a study to characterize the composition and particle size distribution of fine particles accumulated in the drained binder. Fine aggregates and filler in the drained binder were extracted using a suitable solvent. Then, wet and dry sieve analysis was carried out to identify the actual composition of the extracted fine aggregates and filler. From the results, almost half of the drained binder consisted of fine aggregates and this significantly affects the accuracy of the design binder content of porous asphalt mix. Hasan</a> </p> <p class="card-text"><strong>Abstract:</strong></p> This paper characterizes the effects of artificial short term aging in the laboratory on the rheological properties of virgin 80/100 penetration grade asphalt binder. After several years in service, asphalt mixture started to deteriorate due to aging. Aging is a complex physico-chemical phenomenon that influences asphalt binder rheological properties causing a deterioration in asphalt mixture performance. To ascertain asphalt binder aging effects, the virgin, artificially aged and extracted asphalt binder were tested via the Rolling Thin film Oven (RTFO), Dynamic Shear Rheometer (DSR) and Rotational Viscometer (RV). A comparative study between laboratory and field aging conditions were also carried out. Abdullah</a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>Enterprise Applications (EAs) aid the organizations achieve operational excellence and competitive advantage. Over time, most Small and Medium Enterprises (SMEs), which are known to be the major drivers of most thriving global economies, use the costly on-premise versions of these applications thereby making business difficult to competitively thrive in the same market environment with their large enterprise counterparts. The advent of cloud computing presents the SMEs an affordable offer and great opportunities as such EAs can be cloud-hosted and rented on a pay-per-use basis which does not require huge initial capital. However, as there are numerous Cloud Service Providers (CSPs) offering EAs as Software-as-a-Service (SaaS), there is a challenge of choosing a suitable provider with Quality of Service (QoS) that meet the organizations’ customized requirements. The proposed model takes care of that and goes a step further to select the most affordable among a selected few of the CSPs. In the earlier stage, before developing the instrument and conducting the pilot test, the researchers conducted a structured interview with three experts to validate the proposed model. In conclusion, the validity and reliability of the instrument were tested through experts, typical respondents, and analyzed with SPSS 22. Without good financial standing, public institution will rely on the government funding. Ostensibly, this contradicts with the government’s aspiration to make universities self-sufficient. With stiff competition from private institutes of higher learning, IHL need to be prepared at the forefront level. The corporate identity itself is the entrance to the world of higher learning and it is in this uniqueness, it will be able to distinguish itself from competitors. This paper examined the perception of the stakeholders at one of the public universities in the east coast region in Malaysia on the perceived reputation and how the university communicate its preparedness for self-sustainability through corporate identity. In contrast, risk sharing in equity financing like sukuk helps the economic system to be better sustained. Nevertheless, some types of sukuk are haunted by the issue of imitation with bonds. The critics on the imitation issue not only have raised doubt on the ability of sukuk to diminish risk shifting behavior but also the ability of this Islamic financial instrument to ensure better future financial stability. Through that, this paper provides discussion on the possibility of sukuk to induce risk shifting and how equity financing may help sukuk to be free from risk shifting. This paper is important in the sense that sukuk receives a significant demand from investors throughout the world. For this instrument to be supportive in the future economic stability, the issue of imitation needs to be identified and addressed. The target groups of respondents in this study were Grades G3, G5, G6 and G7 contractors with specialization in building works and civil engineering works registered with the Construction Industry Development Board (CIDB) in Malaysia. Results from this study were analyzed with Statistical Package for the Social Science (SPSS 15.0). From this study, it was found that respondents have highest ranked five significant variables out of a total of forty-one variables which can caused late payment problems: a) cash flow problems due to deficiencies in client-s management capacity (mean = 3.96); b) client-s ineffective utilization of funds (mean = 3.88); c) scarcity of capital to finance the project (mean = 3.81); d) clients failure to generate income from bank when sales of houses do not hit the targeted amount (mean=3.72); and e) poor cash flow because of lack of proper process implementation, delay in releasing of the
