He rose to league prominence as the <a href="/wiki/General_manager" title="General manager">general manager</a> of the <a href="/wiki/Buffalo_Bills" title="Buffalo Bills">Buffalo Bills</a>, building a team that participated in four straight <a href="/wiki/Super_Bowl" title="Super Bowl">Super Bowls</a>—the most consecutive appearances <a href="/wiki/List_of_Super_Bowl_champions" title="List of Super Bowl champions">by any team</a>—but lost each time.
