document.getElementById('articleViewerGroup').style.margin = "0px 0px 10px 10px"; } </script><span fd-type="start" fd-id="default"></span><p>A developing El Ni帽o weather pattern in the Pacific Ocean could give the border region some relief from its lingering and devastating drought, experts say.</p> <p>A typical El Ni帽o period means better snowpack conditions where the Rio Grande originates in southern Colorado and northern New Mexico, and more water for the region from the runoff and increased rainfall, said David Novlan, a meteorologist and climate expert for the National Weather Service in Santa Teresa, N.M..</p> <p>"There's a glimmer of hope for our region, although the effects of El Ni帽o aren't likely to occur until the fall, winter and early spring," Novlan said. El Ni帽o means the "little boy" or Christ child in Spanish. This year so far, "we're off to a pretty dismal start," Novlan said. "Since the beginning of the year, we've had 0.16 inches of precipitation when our normal is at 0.99 inches of rain. That's 83 to 84 percent below the normal for this time of year."</p> <p>El Paso's total rainfall over the past five years has been 9.51 inches in 2013; 6.06 inches in 2012; 5.27 inches in 2011; 6.67 inches in 2010 and 8.6 inches in 2009.</p> <p>Novlan said, "The years with the lowest rainfall — 2010, 2011 and 2012 — occurred in La Ni帽a periods, when the weather across the Southwest was dry."</p> <p>Less precipitation further upstream, in southern Colorado, also translates into less snowpack and less water that flows into the Rio Grande, which supplies numerous agricultural and urban water users along the way. The U.S. Bureau of Reclamation manages the water allocations for two irrigation districts in the region and Ju谩rez from water stored at Elephant Butte and Caballo dams.</p> <p>Filiberto Cortez, division manager of the U.S. Bureau of Reclamation-El Paso Field Office, said that as a consequence of several drought years in a row, the major water users agreed for the second straight year to receive their water releases June 1 instead of in March. The allocations were announced Tuesday.</p> <p>"The combined allocations represent 20 percent of the overall allocation from our storage of 731,000 acre feet of water," Cortez said. "That is better than last year because last year we were able to allocate only 6 percent of our storage."</p> <p>Last year, the Elephant Butte reservoir, which is used for recreational boating and fishing, was 96 percent empty, Cortez said.</p> <p>El Paso Water Utilities Co., which supplies El Pasoans with their drinking water, relies on the Rio Grande for part of its water supply.</p> <p>John E. Balliew, president and CEO of El Paso Water Utilities Co., said when the Rio Grande allocation is reduced, the city utility has to offset the reduction by increasing its use of groundwater, and will resort to stricter conservation measures as needed.</p> <p>"El Ni帽o, if it does come about, should help," Cortez said. "Hopefully, we will get more snowpack over multiyears. In the meantime, we should heed what John Balliew at the El Paso Water Utilities recommends: That's to continue using measures to conserve what we have."</p> <p>The allocations announced this past week include 70,000 acre feet of water for the El Paso County Water Improvement District No. 1; 89,000 acre feet of water for Elephant Butte Irrigation District; and 12,943 acre feet of water for Chihuahua. An acre foot is the amount of water needed to cover an acre to a depth of 12 inches.</p> <p>In 2009, the U.S. Bureau of Reclamation announced allocations of 535,256 acre feet of water for El Paso's irrigation district, 260,426 acre feet of water for the irrigation district based in Las Cruces, and 50,265 acre feet of water for Mexico.</p> <p>"Farmers are very concerned. Last year's drought was the worst on record for us in the history of the Rio Grande Project, going back to 1906," said Jesus "Chuy" Reyes, general manager of the El Paso County Water Improvement District No. 1. "This year, we seem to have a little more water available from the dams. Based on our allocation for the irrigation district, we will have enough water to last us through the end of August."</p> <p>Gary Esslinger, treasurer-manager of the Elephant Butte Irrigation District in Las Cruces, said the drought drastically reduced the water available from Elephant Butte to users in the areas and downstream.</p> <p>"The cycles of snowpack show that they tend to run two to three years of good snowpack followed by drought," Esslinger said. "Whatever we get from El Ni帽o won't help us in this year's irrigation season. Although you can never really predict the weather, we might end up with flooding during our monsoon season. The last big flood we had (2006) took out Hatch, and hit farmers hard with too much water."</p> <p>Esslinger said he works closely with Reyes, his counterpart in El Paso, to come up with the best plans that mutually help their districts, despite the ongoing lawsuit that the state of Texas filed against the state of New Mexico over alleged improper water diversions by New Mexicans.</p> <p>"Texas initiated its original action against New Mexico in 2013, alleging that New Mexico has violated and continues to violate the Rio Grande Compact, an interstate water contract between Texas, New Mexico and Colorado, by allowing illegal and unauthorized diversions and use, in New Mexico, of water apportioned to Texas," according to the Texas Commission on Environmental Quality. </p> <p>"Texas asks that New Mexico be ordered to stop these illegal diversions and to compensate Texas for damages it has incurred because of New Mexico's unlawful activities," the TCEQ said.</p> <p>The U.S. Supreme Court recently ruled that Texas can proceed with the lawsuit. New Mexico state officials are in the process of preparing their response.</p> <p>Agriculture is essential to the economies of El Paso and of Do帽a Ana County in New Mexico, experts said.</p> <p>Reyes said agricultural operations from the Elephant Butte area to Hudspeth County contribute $14 billion to the region's economy.</p> <p>Texas state Sen. Mary Gonzalez said in a March 3 column for the El Paso Times that El Paso County had 600 farms in 2007, and the market value of products sold from their operations was about $50 million.</p> <p>Gonzalez, who is working to preserve the agricultural industry, said El Paso has been a top producer of cotton and pecans in the state, and its dairies once ranked among the top five milk-producing counties of Texas.</p> <p>The El Paso County Agricultural Forum she organized "brought farmers and agricultural experts in water and agribusiness together to discuss how we can diversify crops, protect land use and save resources in our region," Gonzalez said.</p> <p>Brian Hurd, professor of agricultural economics and agricultural business at New Mexico State University, said drought has affected farmers in the Mesilla Valley. </p> <p>"In some cases, it has brought about change in what is being produced," he said. "The important crops grown in the Do帽a Ana County region include pecans, chile, cotton and lettuce. Agriculture is a significant part of the regional economy. </p> <p>"The dairies are under a lot of stress because the farmers have had to rely on hay to feed their cows," he said.</p> <p>But not everything is bleak, as Hurd points out that pecan production has reached record high levels, mainly because farmers in Southern New Mexico have had access to water wells.</p> <p>"Pecan producers reported yields of 60 to 70 million pounds higher than in the previous year," Hurd said.
