This chapter discusses the technological myth in the climate change denial discourse by arguing that the much-announced nuclear renaissance at the beginning of the 21st century was a carefully orchestrated public relations campaign. The authors aim to provide an explanation of how the revival campaign was by no means a natural and logical consequence of either the environmental context or the reality of nuclear power energy. To this end, the chapter traces the history of this public relations effort and argues that it is a mere continuation of the denial promoted by the nuclear industry since its inception. This denial narrative has to do with the persistent refusal by pronuclear advocates to acknowledge the main facts of the industry. In this chapter the authors first review what these facts are. Then they describe the nuclear renaissance campaign, including its main proponents and discourse; that is, how the nuclear revival has been framed by the pronuclear advocates. Finally, the chapter discusses the results of this campaign and concludes that is incorrect to qualify the renaissance attempt as a complete Whilst the ‘carbon lobby’, including the fossil-fuels industries, stand to gain by undermining the validity of global warming, it appears that the ‘nuclear lobby’ benefits enormously from the growing body of evidence for human-based global warming. This situation has led to a significant nuclear renaissance with the promotion of nuclear power as ‘clean and green energy’. John Ritch, Director General of the World Nuclear Association, goes so far as to describe the need to embrace nuclear power as a ‘global and environmental imperative’, for ‘Humankind cannot conceivably achieve a global clean-energy revolution without a huge expansion of nuclear power’ (Ritch nd). To similar ends, India’s Union Minister of State for Environment and Forests, Jairam Ramesh, remarked, ‘It is paradoxical that environmentalists are against nuclear energy’ (Deshpande 2009). To contemporaries in France and West Germany, arguably nothing symbolized this uncertainty more clearly than nuclear energy. This article examines, from the perspectives of three sets of actors, perceptions of the present and visions of the future connected with anti-nuclear protest. Anti-nuclear activists critically re-evaluated narratives of 'progress', deploying both backward-looking and forward-looking references to emphasize the importance of action against nuclear technology in the present moment. Movement-aligned counter-experts from the natural sciences came to question their own professional commitment to scientific progress as they argued that risky technologies were being rushed to commercial use for prestige and profit. Finally, social scientists sympathetic to protesters situated the anti-nuclear movement in relation to a 'new' era or a new phase of modernity: not nuclear technology, but opposition to it seemed to reveal where society was headed. However, after more than 30 years of intense debates involving a wide variety of interrelated problems, scientists have collected irrefutable proof that the actions of humankind have caused climate changes that represent an imminent threat to the survival of the human species on Earth, requiring coordinated international action that seeks to determine the economic aspects of the stabilization of levels of GHGs (greenhouse gases) in the atmosphere. The transition to a worldwide low-carbon economy presents political challenges, where, the most complex political question, is the supply of energy which would depends on a change in the supply of energy from fossil fuels to renewable, hydro and nuclear. The objective of the analysis is to identify if there is the intent and the possibility for a different form of public engagement in shaping the nuclear future. The study builds on the comparative analysis of the cases of Hungary and the United Kingdom. The 'communication packages' theory serves as reference of comparison. The study finds that changing social value sets and communication technology developments create challenges to governments in securing support for the nuclear agenda. This challenge creates an opportunity for members of the public with 'reluctant acceptance' of the nuclear agenda.
