يعيشون داخل سجن للنساء في بغداد، مشيرة الى ان بين النزيلات في هذا السجن وعددهن 414، اثيوبية وثلاث سوريات يشكين من الاهمال والعنف. <br/>وذكرت منظمة حمورابي لحقوق الانسان في تقرير اصدرته عقب زيارة قامت بها الى سجن النساء الرئيسي في بغداد في ايلول/سبتمبر، ان عددا من النساء المتهمات او المحكومات يعشن داخل السجن مع اطفال بعضهم في سن الرضاعة. <br/>وطالبت المنظمة بايجاد حل انساني ل21 طفلا يواجهون عقوبات من دون ان يرتكبوا اية جريمة. <br/>واوضحت المنظمة التي تديرها وزيرة الهجرة والمهجرين السابقة باسكال وردا، انه يمكن للدولة ايجاد وسائل خاصة لمساعدة هؤلاء الابرياء في عيش طفولة غير التي يشعونها حاليا. <br/>وتابعت ان حياة هؤلاء الاطفال تقتصر على النظر الى امهاتهم وسماع قصص تجعل منهم قنابل موقوتة. <br/>وجاء في التقرير ان السجن يضم 414 نزيلة بينهن 18 محكومة بالاعدام، وان هناك ثلاث سوريات واثيوبية.</p> وزيرة سابقة ونائبة في البرلمان امس الاثنين، عن مشاهد صادمة في سجن «الشرف» الواقع داخل المنطقة الخضراء، والذي زارته برفقة لجنة نيابية مؤخرا، في وقت اعترفت وزارة حقوق الانسان بأن العراق لا يمتلك حتى الآن بنية تحتية كافية ومناسبة لاستيعاب جميع معتقليه.</p> <p>يأتي هذا في وقت كشف رئيس لجنة حقوق الانسان البرلمانية سليم الجبوري، عن غلق سجن الشرف في المنطقة الخضراء وسط بغداد بالاتفاق مع وزارة العدل لوجود انتهاكات فيه.</p> <p>وأوضح الجبوري أن لجنة حقوق الانسان في البرلمان زارت السجن الخاص قبل ثلاثة ايام ما تمخض عن فتح تحقيق «بين وجود انتهاكات لحقوق الانسان فيه». وأضاف «طالبنا وزارة العدل الاسراع باغلاقه، والوزارة استجابت اليوم (امس الاثنين) لهذا المطلب وأغلقت السجن بشكل رسمي».</p> <p>وجاء ذلك بعد انتقادات دولية واسعة لوجود سجون «سرية» تحت اشراف اجهزة الامن او مكتب القائد العام للقوات المسلحة، تشهد انتهاكات وتعذيبا، رغم ان الحكومة تواصل نفي ذلك.</p> <p>عضو لجنة حقوق الانسان في مجلس النواب ازهار الشيخلي، تحدثت عن مشاهد «صادمة» تضمنتها الزيارة الاخيرة التي قامته بها اللجنة لهذا السجن. وقالت «سجلنا بعد الزيارة عدم صلاحية المعتقل للاحتجاز، ولاحظنا تعمد ادارته رش المطهرات بشكل سريع قبيل وصولنا، وبكمية كبيرة. كذلك وجدنا ان غرف الاعتقال التي تستوعب اربعة معتقلين، حشر داخلها نحو احد عشر معتقلا واكثر».</p> <p>وتضيف «علمنا لدى الزيارة ان هناك حالات اعتقال استمرت مدة سنتين او ثلاث سنوات وهذا خرق كبير، فضلا عن عدم معرفة اهالي المعتقلين بمكان احتجاز ابنائهم كما لم يتمكن محامو المعتقلين من مراجعتهم بسبب عدم تمكنهم من الحصول على اذونات الدخول الى المنطقة الخضراء». </p> <p>وتقول الشيخلي التي شغلت منصب وزيرة المرأة خلال حكومة ابراهيم الجعفري «سمعنا من بعض الموقوفين ان هناك حالات تعذيب تكون بشكل منظم بعد حصول زيارة لمسؤول حكومي للاطلاع على اوضاعهم، ولمسنا ظروف اعتقال مزرية وتصدر عن غرف الاعتقال روائح كريهة تدل على عدم تمكن المعتقلين من العناية بأنفسهم بشكل جيد بل هي لا تصلح للسكن البشري».</p> <p>وتضيف «على الرغم من كوننا نمثل اعلى سلطة تشريعية في البلاد لكن منعنا من التصوير وسمح لنا بإدخال هواتفنا المحمولة فقط وحاولنا معرفة ما اذا كان هناك سجون سرية ولكن لم تجب ادارة المعتقل عن تساؤلاتنا وردت بالنفي». </p> <p>ونفى المعنيون عن معتقل الشرف للجنة البرلمانية وجود معتقل للنساء، حسب الشيخلي التي تؤكد «منعونا من التحقق بأنفسنا وقالوا ان المعتقلات من النساء يأتى بهن الى هنا للتحقيق ثم يتم اعادتهن الى اماكن احتجازهن ولكن لم نتمكن من تثبيت هذه المعلومة». </p> <p>وحول ضمانات عدم وجود معتقلات سرية مشابهة، قالت الشيخلي ان معتقل الشرف هو الموقع الاول الذي تزوره لجنة حقوق الانسان «ولدينا قائمة بالمعتقلات سيتم زيارتها تباعا ولكن لن يبلغ احد بموعد الزيارة لنحافظ على عنصر المفاجأة كي نتأكد من صلاحيتها كمواقف وسجون».</p> </p></div> </div> </div> <hr/> <div class="post استمرار انتهاك حقوق السجناء بالعراق ومواصلة تعذيبهم وسلب انسانيتهم الى تشكيل لجنة بالبرلمان العراقي لمتابعة اوضاعهم. فقد كشف نائب عن حزب التيار الصدري،   عن تشكيل لجنة قانونية لمتابعة ملف المعتقلين في السجون العراقية بعد ورود معلومات عن حصول انتهاكات في العديد منها. <br/>وقال القاضي مشرق ناجي إنه "بعد ورود معلومات عن وجود حالات تعذيب في السجون العراقية وتأخير في حسم بعض قضايا المعتقلين تم تشكيل لجنة مركزية لمتابعة ملفاتهم"، مبينا أن "المعلومات الأولية تفيد بوجود أكثر من 51 معتقلا في سجون العمارة والناصرية والبصرة بدون محاكمة منذ فترة طويلة".وأضاف ناجي أن "أكثر المخالفات كانت في سجن البصرة rel="tag">جمعية الصليب والهلال الاحمر</a></p> <div class="entry" dir="rtl" align="right"> <p>Millions of people in Iraq cannot get clean water or water in sufficient quantity. The ICRC is doing its best to improve access to safe water. This is an update on ICRC activities carried out in Iraq in March and April.</p> <p>The Tigris and the Euphrates, which supply the bulk of Iraq’s water, are slowly dwindling and in some areas can no longer be used as a reliable source of drinking water. Across the country, the shrinking of the rivers is having serious consequences on the functioning of water treatment plants. It also affects underground aquifers, where the salt content of the water is increasing. This water is often unfit for human consumption or even for agricultural use. </p> <p>The volatile security situation in some areas and the rising price of fuel have put additional strain on already scarce services, as have population growth and displacement. In many places, the strain is further compounded by a lack of qualified engineers and staff able to maintain and repair water and sanitation facilities. Many farming communities were hard hit by the drought that struck northern Iraq in 2008. Average rainfall over the past 10 years has been far lower than in previous decades. In the north, water supply systems fed by springs and shallows aquifers have been depleted and often have less water available to meet demand. Although rainfall has been better in many places during 2009 and 2010, low water-levels continue to affect agriculture production, meaning Iraq needs to import more rice and wheat. With less water of sufficient quality generally available, management of the existing resources is key. </p> <p>Because large suburban residential areas have sometimes developed without adequate infrastructure, and certain sewage treatment plants are bypassed, wastewater is discharged untreated into rivers and lakes. Ditches and ponds filled with foul-smelling polluted water blight many neighbourhoods. The United Nations recently estimated that around 83% of sewage is being let into rivers and waterways. </p> <p>Water treatment and distribution facilities are also disrupted by persistent power shortages. Iraq is currently producing around 6,000 megawatts of electricity a day, while demand is estimated at 10,000 megawatts. Health, water and sewage facilities and other infrastructure in many parts of the country still rely on back-up generators to meet their need for electric power. </p> <p>Water distribution systems that are old or badly maintained are further weakened by illegal connections and substandard plumbing within households. Leakages cause large amounts of wasted water and frequent contamination. According to the United Nations, nearly half of Iraqis in rural areas are without safe drinking water. The Iraqi government estimates that 24% of Iraqis in the country as a whole, or nearly one in four, do not have access to safe water. </p> <p>"Reliable access to enough water of sufficient quality remains a major challenge for large parts of the population", said Julien Le Sourd, the ICRC’s water and habitat coordinator in Iraq. "The ICRC is doing its utmost to improve this by repairing and upgrading water supply and sewage systems. We do this in partnership with the authorities and we are also providing training for maintenance staff working in water treatment plants." </p> <p>In March and April, ICRC water engineers:</p> <ul> <li>completed work at the Ashty water station, in Erbil governorate, which provides safe drinking water for around 10,000 people living in nearby villages; </li> <li>built an emergency unit in the 50-bed Qala’t Salih Hospital in Missan governorate; </li> <li>upgraded the storage capacity for drinking water and for water used in the cooling system in Medical City Hospital, Baghdad. The hospital can accommodate 1,400 patients and treats around 10,000 outpatients per day; </li> <li>renovated a primary health-care centre serving around 400 patients in Sadr City, Baghdad; </li> <li>connected the school of al Rahma camp for internally displaced people (IDPs) in Najaf City, which has 1,000 pupils and teachers, to the municipal water and electricity supply networks; </li> <li>supplied and installed a new mortuary refrigerator with a capacity of 12 corpses in Beiji General Hospital, in Salah Al Din governorate; </li> <li>delivered water by truck to 4,500 displaced people in Sadr City and to 340 in Husseinia and Ma’amil, Al Imam Ali General Hospital and Fatma al Zahra Hospital, all in Baghdad governorate, and to 360 in Qalawa Quarter camp in Sulaimaniya; </li> <li>installed equipment used to fill water bags for distribution during emergencies at Al Wathba water treatment plant in Baghdad; </li> <li>repaired the Hindiyah water treatment plant in Karbala, which supplies water to around 125,000 people; </li> <li>installed a large-capacity pump in al Fadhliya water treatment plant, Thi Qar governorate, providing drinking water for 82,000 people. </li> <li>assessed, in cooperation with Iraqi Correctional Services engineers, 11 detention facilities under the authority of the Ministry of Justice, evaluating needs and recommending improvements for the delivery of essential services (water, electricity, sewage). </li> </ul> <p><b>Bringing aid to vulnerable people</b> </p> <p>The ICRC maintained its support for people facing special difficulty earning a living and supporting their families, such as women heading households, people with disabilities and displaced people: </p> <ul> <li>more than 2,300 displaced families headed by women in Diyala, Salah Al-Din and Ninawa governorates were given monthly food parcels and hygiene items; </li> <li>around 2,100 people displaced in March from Mosul to Hamdanya and Tilkaif were given food parcels and rice; </li> <li>61 disabled people in Erbil, Dohuk and Ninawa governorates were given micro-economic aid enabling them to start small businesses and regain economic self-sufficiency. A total of 459 disabled people have now received such aid in a programme that started in 2008. </li> </ul> <p><b>Assisting hospitals and physical rehabilitation centres</b> </p> <p>Iraqi health facilities still benefit from ICRC support. To help disabled people reintegrate into the community, the ICRC provides limb-fitting and physical rehabilitation services. In March and April: </p> <ul> <li>six hospitals and three primary health-care centres received medical supplies and equipment; </li> <li>25 doctors and 28 nurses successfully took part in a training course on strengthening emergency services given at Al Sadr Teaching Hospital in Najaf and at Sulaimaniya Emergency Hospital; </li> <li>two people from the Ministry of Higher Education and Scientific Research involved in the teaching of prosthetics and orthotics went to the National Centre for Prosthetics and Orthotics in the United Kingdom under ICRC sponsorship for advanced training. </li> </ul> <p><b>Visiting detainees</b> </p> <p>ICRC delegates continued to visit detainees in order to monitor the conditions in which they are being held and the treatment they receive. In all cases, the ICRC shares its findings and recommendations in confidence with the detaining authorities. In March and April, the ICRC visited detainees held: </p> <ul> <li>in Counter-Terrorism Directorate and Tasfirat Najaf, in Najaf governorate; </li> <li>in Mina and Samawa prisons, Basra governorate; </li> <li>in Counter-Terrorism Directorate, Kirkuk governorate; </li> <li>in US custody, in Remembrance II, Baghdad governorate; </li> <li>in four prisons and one police station in Erbil, Dohuk and Sulaimaniya governorates. </li> </ul> <p>Around 1,550 detainees held in Hilla I & II Correctional Facilities were given mattresses and recreational items such as ping-pong tables, soccer balls and volleyballs. </p> <p>The ICRC makes a special effort to restore and maintain ties between detainees and their families. In March, it arranged for six Iraqi families to enter Kuwait and visit their relatives detained there since 1991. In addition, around 10,500 Red Cross messages were exchanged between detainees and their families in Iraq and abroad during the month of March. </p> <p>During March and April, the ICRC responded to more than 3,600 enquiries from families seeking information on detained relatives. It also issued 220 certificates to former detainees making them eligible to receive social welfare benefits. </p> <p>At the request of the office of the United Nations High Commissioner for Refugees, the ICRC issued 73 travel documents for Palestinian refugees in Iraq to enable them to resettle abroad. </p> <p><b>Clarifying what happened to missing people</b> </p> <p>The ICRC supports the authorities in their efforts to clarify what happened to those who went missing in connection with the Iran-Iraq War and the 1990-1991 Gulf War. It also helps train forensic professionals in the identification and management of mortal remains and regularly supplies equipment. In the past two months: </p> <ul> <li>the Technical Sub-Committee of the Tripartite Commission, handling cases of persons missing in connection with the 1990-1991 Gulf War, held its 64th session in Kuwait, which was chaired by the ICRC and attended by representatives from Iraq, Kuwait and the 1990-1991 Coalition (the United States, the United Kingdom, France and Saudi Arabia). Nine samples of human remains were handed over by the Iraqi to the Kuwaiti delegation for DNA analysis in an effort to determine if they belonged to missing Kuwaiti nationals. The sub-committee will hold a special meeting on forensics in Kuwait in May; </li> <li>mortal remains of Iraqi soldiers were repatriated from Kuwait under ICRC auspices. </li> </ul> <p><b>Promoting international humanitarian law</b> </p> <p>In line with its mandate, the ICRC promotes compliance with international humanitarian law and reminds parties to a conflict of their obligation to protect civilians. داخل المعتقل منها (الحنتور) وهو سرير طابقين يتم تقييدنا به بطريقة مقلوبة وتعذيبنا والطريقة الأخرى وضع الكيس في رأس المعتقل وخنقه والطريقة الثالثة رش الماء على جسم المعتقل وصعقه بالعصا الكهربائية في مناطق حساسة حتى يعترف المعتقل على قضايا او أفعال لم يرتكبها ….. </p> <p>على الرغم من أن الارتباك بدا واضحا على صوت وكلمات «ر.ش.ع» وهو أحد 87 معتقلا أفرج عنهم من سجن مطار المثنى قبل أن يتم إغلاقه من align="left"/></a> <p>سرد هذا السجين السابق حكايته التي بدأت باعتقاله نهاية العام الماضي وانتهاء بالإفراج عنه في الرابع عشر من الشهر الماضي، إذ يؤكد أن اعتقاله وأحد أشقائه كان في حي الورشان شمال مدينة الموصل مركز محافظة نينوى، إذ يعمل حدادا ويعمل شقيقه سائقا لسيارة أجرة وهو لا يعلم إلى الآن لماذا تم اعتقالهما، ولماذا تعرضا لكل أنواع التعذيب من أجل الاعتراف بجرائم كانت قد ارتكبت في الموصل، وهو لا يعرف من قام بها ولماذا. ويقول «بعد يوم واحد من اعتقالنا ومجموعة أخرى من أبناء الموصل تم ترحيلنا إلى بغداد ودخلنا سجن مطار المثنى، وهناك بدأت رحلة العذاب، إذ تعرضنا لكل أنواع التعذيب منها أن الضباط كانوا يضعوننا على جهاز سماه المعتقلون والضباط على حد سواء بـ(الحنتور) وهو جهاز لكشف الكذب يعلق فيه المعتقل من أقدامه على سرير عال ويبدأون بضربه ليعترف بجرائم هو لم يقترفها». وأوضح أن هناك أساليب أخرى للتعذيب، منها أن يوضع 30 معتقلا في غرفة صغيرة، وهؤلاء المعتقلون لا يستطيعون بمجموعهم الذهاب إلى الحمامات سوى فترة 15 دقيقة للجميع، ومن أساليب التعذيب أيضا وضع أكياس النايلون على الرأس إلى أن ينتهي الأكسجين فيه، ويبدأ السجين بأول حالات الإغماء إضافة إلى رش أجسام المعتقلين بالماء وضربهم بعصا كهربائية. </p> <p>وحول ما إذا كان هناك قضاة أو محققون التقى بهم، قال «التقينا ضباطا كانوا يسألوننا عن جرائم حدثت في الموصل، ولم نعلم إن كانت تلك تحقيقات أم لا، لكن المهم أن أهالي المعتقلين لم يعرفوا أين هم لكنهم يعلمون أنهم نقلوا إلى بغداد فقط، ولم يقم بزيارتنا أي من أهالينا». </p> <p>معتقل آخر رفض ذكر اسمه أكد أنه على اطلاع بأساليب التعذيب التي مورست بحق السجناء في هذا السجن، وأنه كان شاهدا على موت أحد النزلاء وهو برتبة عقيد في الجيش العراقي السابق، ويدعى رياض، فقد توفي من شدة التعذيب. </p> <p>هذه الحالة أكدها أيضا محافظ نينوى أثيل النجيفي، إن أحد المعتقلين في سجن المثنى توفي من شدة التعذيب، مؤكدا أن أوامر باعتقال أكثر من 400 شخص لم تصدر من القضاء، وقد تم اعتقالهم ضمن عملية «سور نينوى» الأمنية عشوائيا ومن دون علم المحافظة، مطالبا بإعادة جميع المعتقلين إلى مدينة نينوى للتحقيق معهم، لأن هذا جزء من عمل القضاء في مدينة الموصل. كما طالب النجيفي بإيقاف الاعتقالات التي تجري حاليا بحق أبناء الموصل ومن دون أوامر قضائية، وأشار النجيفي إلى أن المعتقلين يودعون في سجون يمنع حتى القضاة من الوصول إليها، لذلك تعتبر سجونا سرية، مؤكدا أن وحدات الفرقة الثانية وبأوامر من القيادة العامة للقوات المسلحة هي التي تقوم بهذه الاعتقالات وإيداع من يعتقل في السجون السرية، مشيرا إلى أن أهالي المعتقلين وبعض المعتقلين المفرج عنهم رفعوا دعاوى قضائية بحق قائد الفرقة الثانية. </p> <p>على نفس الصعيد، تمت إقالة شريف المرتضى مدير السجون والإصلاح التابع لوزارة العدل العراقية من قبل المالكي بدعوى شموله بقرارات هيئة المساءلة والعدالة، لكن المرتضى عزا  سبب إقالته لصفقة سياسية يديرها مكتب القائد العام للقوات المسلحة (المالكي) لأنه على علم بالمعتقلين وأوضاعهم من معتقلي التيار الصدري وغيرهم من المعتقلين، وأشار إلى أن هناك صفقة ربما ستتم خلال أيام. </p> <p>إلى ذلك، طالب أسامة النجيفي، القيادي في القائمة العراقية التي يتزعمها إياد علاوي «بتشكيل لجنة تحقق في الانتهاكات (على أيدي قوات حكومية تخضع لقيادة نوري المالكي، رئيس الحكومة والقائد العام للقوات المسلحة المنتهية ولايته)». وقال النجيفي لـ«الشرق الأوسط»: لقد «طلبت من المالكي قبل يومين وخلال لقائي به في مكتبه تشكيل لجنة تحقق في الانتهاكات التي تعرض لها معتقلون في سجن سري في مطار المثنى تابع لمكتب القائد العام للقوات المسلحة، وكذلك في الانتهاكات التي يقوم بها عناصر الفرقة الثانية في الجيش العراقي والخاضعة لقيادة المالكي مباشرة»، مشيرا إلى أن «المالكي وعد بتشكيل هذه اللجنة التحقيقية». </p> <p>وقال النجيفي إن «عناصر الفرقة الثانية من الجيش الحكومي تمارس سلطة مطلقة في نينوى بغض النظر عن الحكومة المحلية ومجلس المحافظة والقضاء هناك»، منبها إلى أن طبيعة هذه الانتهاكات تتلخص في «مداهمة البيوت والعوائل، والاعتداء بالضرب على الرجال والنساء والأطفال، واعتقال من يريدون من غير أي مذكرات قضائية أو أسباب موجبة، وممارسة التعذيب ضد المعتقلين الأبرياء، مما أدى إلى وفاة أحدهم خلال التعذيب». وأضاف «أن الانتهاكات اليومية للمدينة تصل إلى حد إغلاق الأسواق والشوارع ومحاصرة الأحياء السكنية وترويع المواطنين الآمنين وضربهم في الشوارع بلا سبب»، منوها بأن «هذه الانتهاكات وغيرها تحدث منذ أشهر طويلة، وقد تحدثنا في مجلس النواب (البرلمان) السابق عنها وبحضور المالكي نفسه الذي استضافه البرلمان وحدثت مشادة كلامية بيننا ولم نصل إلى أي نتيجة». </p> <p>وكشف النجيفي عن أنه فضح موضوع السجن السري في مطار المثنى منذ أشهر، وقال «فضحت وجود السجن التابع لمكتب المالكي الذي لم نتمكن من الوصول إليه أو دخوله مع أننا أعضاء في البرلمان، وتحدثت كما أبلغت رئيس الوزراء وقتذاك بالممارسات اللاإنسانية مع المعتقلين البالغ عددهم 430 وجميعهم من أهالي مدينة الموصل». </p> <p>وعن سبب استخدام مطار المثنى كسجن، وهو الذي تحول في عهد الرئيس العراقي الأسبق صدام حسين إلى مشروع لبناء أكبر مسجد في العراق والمنطقة لكن بناءه لم يكتمل، قال القيادي في القائمة العراقية «إن الحكومة تستخدم كل الأماكن كسجون ومعتقلات ومقرات لثكنات عسكرية»، داحضا تبرير وزير الدفاع المنتهية ولايته عبد القادر العبيدي الذي قال في تصريحات إعلامية بأن «هذا السجن تابع للقوات المسلحة، وفيه سجناء عسكريون وبعض المدنيين، كون السجون التابعة لوزارة العدل لا تكفي للمدنيين»، وقال النجيفي «من الطبيعي أن يتحدث وزير الدفاع بهذه الطريقة، بينما كانت وزيرة حقوق الإنسان وجدان ميخائيل قد فضحت الممارسات اللاإنسانية ضد السجناء في هذا المعتقل، لكنها لم تقوَ على فعل أي شيء سوى البكاء فهي ضعيفة وغير قادرة على فعل ما هو أكثر من ذلك». </p> <p>ومضى النجيفي قائلا في رده على تبرير وزير الدفاع بقوله «إن جميع المعتقلين الـ430 الذين نقلوا من مدينة الموصل مدنيون، وليس بينهم أي عسكري، وهناك قضاة للأسف مارسوا التعذيب بأنفسهم ضد المعتقلين، حسبما نقل لي أحد الذين أطلق سراحهم بعدما تعرض للشلل في الحركة بسبب التعذيب»، موضحا أن «هؤلاء المعتقلين تم القبض عليهم بلا مذكرات قضائية». واتهم النجيفي المالكي بـ«الوقوف وراء هذه الاعتقالات العشوائية، وعدم التعاون، ومحاولة نقل السجناء إلى بغداد وتعذيبهم»</p> الخميس ، عن مسؤولين عراقيين ان اكثر من 100 سجين تعرضوا للتعذيب بالصدمات الكهربائية والخنق بأكياس بلاستيكية والضرب، دعت المنظمة الدولية التي مقرها في لندن الى فتح تحقيق في ذلك. <br/>وقالت حسيبة حاج صحراوي نائبة مدير برنامج الشرق الاوسط وشمال افريقيا في منظمة العفو في بيان صدر الخميس ، ان وجود سجون سرية يشير الى انه من المسموح به للوحدات العسكرية في العراق بانتهاك حقوق الانسان دون رادع . حالات التعذيب التي تحدث في الكثير من السجون ومنها المعتقل السري الاخير. <br/>وطالب المرصد في بيان له بعمل قاعدة بيانات تابعه لوزارة العدل بأعداد المعتقلين والتهم الموجهه لهم ونشرها عبر جميع وسائل الاعلام ليتسنى لذوي المعتقلين معرفة مكان تواجدهم وتوكيل محامي للدفاع عنهم حيث وردت الى المرصد المئات من الشكوى من ذوي المعتقلين يطلبون معرفة مصير ابناءهم وفي اي سجون يقبعون. <br/>واضاف البيان ان ملف المعتقلين العراقيين يعتبر احد الملفات الخطيرة التي لازالت تهدد حياة وحرية الالاف من المدنيين والتي تحمل بين ثناياها انتهاكات شتى لحقوق الانسان بشكل عام وحقوق المعتقل بشكل خاص سواء من ناحية السجون
