Taking into account the socio-demographic, economic, value and pathological transitions... etc. that have given rise to new family forms and structures, critical scientific thinking within the view of the social sciences becomes a fundamental epistemic requirement, especially when it emerges from the heart of the daily life of families, and questions their problems and aspirations.</p> </div> <div id="resume-1207220-fr" class="tabContent" lang="fr" xml:lang="fr"> <p style="text-align: left;">Ce congrès interdisciplinaire vise à aborder, analyser et discuter les fonctions de la famille dans la production de la protection sociale et dans les soins de santé dans les pays du Sud. Ceci en prenant en considération les formes de résistance et de résilience que l'institution familiale a produite face aux effets du néolibéralisme. En effet, ce dernier a dévalorisé certaines valeurs de solidarité, de rôles sociaux et de liens familiaux, et constitue une vraie menace pour leur pérennité. Face aux transitions socio-démographiques, économiques, épidémiologiques et pathologiques ayant donné naissance à de nouvelles formes et structures familiales, la pensée scientifique critique, à travers le prisme des sciences sociales, devient une exigence épistémique fondamentale, surtout lorsqu'elle touche le c&oelig;ur de la vie quotidienne des familles, et interroge leurs vécus et leurs aspirations.</p> </div> </div> <div id="annonce"> <p class="intitule">Annonce</p> <div class="tabMenu"><a href="#annonce-1207220-en" hreflang="en">English</a> <a href="#annonce-1207220-fr" hreflang="fr" class="active">Fran莽ais</a> </div> <div id="annonce-1207220-en" class="tabContent hidden" lang="en" xml:lang="en"> <h1 class="Style3"><span dir="LTR">Background</span></h1> <p class="MsoNormal" style="text-align: left;">In the countries of the south, the family plays major roles in health care services and social protection for its members, at the health level, as well as, the socio-psychological level. These two levels rise a set of challenges and increasing needs, and require many resources and home care services (health care, food, financial support, social and psychological support...etc.). According to the World Health Organization, the family is one of the fundamental social factors of health; this is clearly observed through the resources and competencies that the family plays by providing some prior protection acts, or by being involved in managing the health problems of its members.</p> <p class="MsoNormal" style="text-align: left;">In the countries of the south, the family has a care model for social groups with multiple social, health and psychological problems and needs, in both health institutions and in the homes of beneficiaries. These groups include children, people with disabilities, adults, elderly people, people in need of regular assistance, and people with mental and psychological illnesses...Etc. Physical assistants provide care services for these groups for free. Despite all the forms of care provided by the family to its members in the countries of the south, at the financial, humanitarian, social, health and emotional levels, this multidimensional model that has voluntary sponsorship services is insufficient, even though families contribute more than 50% of the health expenses of their members, including distant relatives.</p> <p class="MsoNormal" style="text-align: left;">Health services, provided by the families in the countries of the south, are considered regular tasks according to society and people in charge. This makes the health systems of these countries reject any recognition of such services from legal and financial point of view. Furthermore, the health services of the families are not included in the health insurance and social protection systems, despite their psychological, social and health costs. The family-oriented social policies of the state have just started including the insurance of workers in their programs. However, recent reforms of the social protection system in Morocco, for example, only give little importance to the multiple health-care tasks performed by families. In this context, the financial support allocated to poor and vulnerable families ranges from 50 to 100 dollars. Thus, charitable family solidarity becomes a main pillar of the social protection system in Morocco. Likewise, this system of charitable work coexists with the social protection system established by the state. Therefore, it would of great importance to understand: how this system ensures its continuity over time; the mechanisms that contribute to its resistance; the possibility to institutionalize this system; the support that the families provide to ensure its stability; and the way of making this system effective.  </p> <p class="MsoNormal" style="text-align: left;">The ongoing social transformations characterized by the growing values of individuality and independence, accompanied by the increasing transition of society from the extended family to the nuclear family, lead us to question the possibility of the family, in the societies of the south, to continue its main role  in preserving social solidarity across generations; more particularly, health solidarity, social and psychological bearing of the burdens and costs of medical care for family members, especially helpless social groups. Moreover, we should realize that women in the countries of the south have always been the basis of home health care in the past. This role has changed as women have become key elements in the labor market; this poses real problems for family social policies and social protection issues in establishing the necessary societal balance and ensuring health care for all.</p> <p class="MsoNormal" style="text-align: left;">The early pioneers of health sociology did not consider health care services provided by the family real services. Despite Talcott Parsons' functional tendency, he neglected the roles and functions performed by the family at the level of health care for its members, considering that the role assigned to it cannot exceed emotional functions. Such perspective is based, to a large extent, on the need to respect medical prescriptions. Talcott further claims that the family as an institution may hinder the process of diagnosing a disease or the process of treating a patient. On the other hand, the pioneers of symbolic interactivity pointed to the main role of the family in the process of collective work produced by various actors in dealing with serious or chronic diseases; they devoted only a few works to the tasks of the family institution in providing health care services to its members.</p> <p class="MsoNormal" style="text-align: left;">Contrary to these trends, anthropologist Jennifer Cresson "Cresson Genevièr" has given a special place to the family in the production of home health care to its members, focusing her research on the roles played by parents in this area. From this point of view, we see the importance of analyzing those roles in the countries of the south where the family still performs major tasks and functions in the production of home health and care services in many different ways.</p> <p style="text-align: left;">To celebrate the first decade of the international congress of social sciences and health, the participants, during its tenth session, will address the roles of the family in the production of social protection and health care in the countries of the south in light of the forms of resistance and resilience that the family institution has produced in the  light of the effects of neoliberalism, which pushes a set of values, roles and family ties towards disintegration, disappearance and redefinition. sociale et de soins de santé: Perspectives et expériences des pays du Sud".</span></p> <h1><span dir="LTR" lang="FR">Argumentaire</span></h1> <p class="MsoNormal" style="text-align: left;"><span lang="FR">La famille joue un rôle central dans la prise en charge de la maladie que ce soit dans les soins de santé stricto sensu ou dans la prise en charge des soins au sens global, à savoir les aspects sociaux, psychologiques, alimentaire, la qualité de vie, l’accompagnement, etc. Elle est considérée par l</span><span dir="RTL" lang="AR-SA">’</span><span lang="FR">OMS comme un des principaux déterminants sociaux de la santé. Qu'il s'agisse d'actions de prévention ou d'implication lors d'une maladie grave ou pas, que les troubles soient passagers ou chroniques, que la pathologie soit mentale, physiologique ou physique, la famille est présente par les ressources et les compétences qu</span><span dir="RTL" lang="AR-SA">’</span><span lang="FR">elle mobilise ou qui sont attendues de sa part.</span></p> <p class="MsoNormal" style="text-align: left;"><span lang="FR"> </span><span lang="FR">La famille est productrice de soins pour différentes catégories sociales, elle englobe aussi bien les enfants, les personnes en situation de handicap, les adultes ou des personnes âgées ou en situation de dépendance, que les soins aient lieu en établissement ou a虁 domicile. Les aidants naturels prodiguent des soins à ces différentes catégories sans contrepartie. Bien que l’aide intra-familiale, dans cette partie du monde, soient très sollicitée, constituant un véritable réseau de protection sociale, l</span><span dir="RTL" lang="AR-SA">’</span><span lang="FR">invisibilité du travail de soins procuré par la famille reste bien réelle en Afrique et dans le monde arabe, alors même que la famille continue de contribuer à plus de 50 % des dépenses de santé de ses membres, qu</span><span dir="RTL" lang="AR-SA">’</span><span lang="FR">ils soient proches ou éloignées.</span><span lang="FR">Non seulement les actions réalisées par la famille sont-elles considérées comme des tâches naturelles, mais les systèmes de santé ne reconnaissent-ils pas la participation de celle-ci, juridiquement, financièrement, psychologiquement, ou même socialement, dans la prise en charge de la santé, la maladie ou la prévention. Les politiques sociales vis-à-vis de la famille commencent à peine à inclure dans leurs programmes le volet santé comme facteur primordial. Les dernières réformes du système de protection sociale, au Maroc, ne prévoient que peu de place aux tâches réalisées par la famille. A ce niveau, le soutien financier destiné aux familles pauvres et vulnérables oscille entre 50 et 1</span><span dir="RTL" lang="AR-SA">00</span><span lang="FR"> dollars mensuel englobant le volet sanitaire. Le système de protection sociale marocain ne peut être viable, dans le temps, que grâce à l</span><span dir="RTL" lang="AR-SA">’</span><span lang="FR">aide familiale et caritative. Au Maroc, le système caritatif coexiste bel et bien avec le système de protection étatique ; il le complète à plus d</span><span dir="RTL" lang="AR-SA">’</span><span lang="FR">un titre et particulièrement dans l</span><span dir="RTL" lang="AR-SA">’</span><span lang="FR">aide aux soins. Il serait intéressant de comprendre comment se perpétue ce système de générations en générations, quels sont les mécanismes qui assurent sa résilience alors que la dynamique démographique, et plus largement sociétale, favorise la famille nucléaire et l’individualisme  ? Trouve-t-il une voie vers une institutionnalisation </span><span lang="FR">? </span></p> <p class="MsoNormal" style="text-align: left;"><span lang="FR">Les sciences sociales elles-mêmes ne consacrent que peu de travaux aux fonctions de la famille, et particulièrement concernant les soins. Pourtant, la famille, partout dans le monde, a connu des transformations importantes tant au niveau de sa structure que de ses fonctions. Si la famille a été une institution de reproduction de solidarité intergénérationnelle, comment cette fonction se perpétue-t-elle alors que la famille élargie se résorbe ? De même, le changement des valeurs familiales basées sur l</span><span dir="RTL" lang="AR-SA">’</span><span lang="FR">idée de coexistence entre les générations et l’émergence de nouvelles valeurs privilégiant l’autonomie, particulièrement dans l</span><span dir="RTL" lang="AR-SA">’</span><span lang="FR">espace urbain, a affecté l</span><span dir="RTL" lang="AR-SA">’</span><span lang="FR">aide financière et l</span><span dir="RTL" lang="AR-SA">’</span><span lang="FR">aide sanitaire en provenance de la parenté.  Si la famille jouait un rôle prépondérant dans la prise en charge de la santé, la généralisation du travail féminin n</span><span dir="RTL" lang="AR-SA">’</span><span lang="FR">a-t-elle pas affecté son rôle dans la prise en charge de soins à domicile ? Les pionniers de la sociologie de la santé n</span><span dir="RTL" lang="AR-SA">’</span><span lang="FR">ont fait que marginaliser l</span><span dir="RTL" lang="AR-SA">’</span><span lang="FR">action de la famille dans la participation aux soins. En effet, le fonctionnalisme néglige le rôle de la famille dans les soins (Talcott Parsons), pensant que celui-ci ne peut dépasser les fonctions émotionnelles et affectives. Son seul apport pratique serait de veiller au respect de la prescription médicale. En fait, il considère que la famille peut entraver ou retarder le processus de diagnostic ou/et de soins du patient. Si les interactionnistes ont pu relever le rôle de la famille comme acteur principal dans le cadre du travail collectif réalisée par les différents acteurs autour de la maladie chronique ou grave, ils n</span><span dir="RTL" lang="AR-SA">’</span><span lang="FR">ont consacré que peu de travaux particuliers à cette institution dans le travail de soins.</span></p> <p class="MsoNormal" style="text-align: left;"><span lang="FR">L</span><span dir="RTL" lang="AR-SA">’</span><span lang="FR">anthropologue Geneviève Cresson a plaidé pour une étude approfondie de la place de la famille dans le travail de soins. Elle a concentré ses recherches sur les rôles que jouent les parents et, particulièrement, la division sexuée du travail dans ce domaine. Il est sans doute important d</span><span dir="RTL" lang="AR-SA">’</span><span lang="FR">analyser ces rôles dans les sociétés africaines, arabes et euro-méditerranéenne, étant donnée la part considérable des mères, depuis la naissance de ses enfants, leur suivi dans toutes les étapes de la vie, ainsi que la prise en charge des aînés et des grands-parents maternels ou paternels jusqu’à la mort. Les parents ont aussi un rôle considérable dans les situations de handicap physique et mental.</span></p> <p class="MsoNormal" style="text-align: left;"><span lang="FR">Pour célébrer la dixième édition des Rencontres Sciences sociales et santé, les participants analyserons les fonctions de la famille dans la production de la protection sociale et dans les soins de santé dans les pays du Sud. Ceci en prenant en considération les formes de résistance et de résilience que l'institution familiale a produite face aux effets du néolibéralisme. En effet, ce dernier a dévalorisé certaines valeurs de solidarité, de rôles sociaux et de liens familiaux, et constitue une vrai menace pour leur pérennité. </span><span lang="FR">Face aux</span><span lang="FR"> transitions sociodémographiques, économiques, épidémiologiques et pathologiques ayant donné naissance à de nouvelles formes et structures familiales, la pensée scientifique critique, à travers le prisme des sciences sociales, devient une exigence épistémique fondamentale, surtout lorsqu'elle touche le c&oelig;ur de la vie quotidienne des familles, et interroge leurs vécus et leurs
