This signaled the beginning of the journey into the Fourth Republic. The return has received popular endorsement by the electorates as the level of enthusiasm was high due to the yearnings and expectations by the electorate that democracy will bring about the much-desired change required by the general mass. As democracy would allow for popular participation through periodic elections and so on. The paper examines democracy, leadership, and challenges of good governance in Nigerias Fourth Republic. It utilizes secondary source of data and content analysis as a methodology. It argues that Nigerias practice of democracy over the years is marred by flagrant abuse of the principles of good governance by the ruling elite. This has posed threats to the survival of democracy due to non-adherence to one of the cardinal principles of democracy which is good governance. The paper recommends among others that the anti-corruption law is amended in such a way that death penalties be issued to those found wanting by the law. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=democracy" title="democracy">democracy</a>, <a href="https://publications.waset.org/abstracts/search?q=democratic%20consolidation" title=" democratic consolidation"> democratic consolidation</a>, <a href="https://publications.waset.org/abstracts/search?q=challenges" title=" challenges"> challenges</a>, <a href="https://publications.waset.org/abstracts/search?q=good%20governance" title=" good governance"> good governance</a> </p> <a href="https://publications.waset.org/abstracts/51815/democracy-leadership-and-good-governance-in-nigerias-fourth-republic" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/51815.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">350</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">104</span> Strategic Smart-City Projects and the Economic Impact of Prioritizing around Public Facilities: Case Study of Birnin Kebbi, Nigeria</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Abdullateef%20Abdulkarim%20Jimoh">Abdullateef Abdulkarim Jimoh</a>, <a href="https://publications.waset.org/abstracts/search?q=Muhammad%20Lawal%20A."> Muhammad Lawal A.</a>, <a href="https://publications.waset.org/abstracts/search?q=Usman%20Muhammad"> Usman Muhammad</a>, <a href="https://publications.waset.org/abstracts/search?q=Hamisu%20Abdullahi"> Hamisu Abdullahi</a>, <a href="https://publications.waset.org/abstracts/search?q=Nuhu%20Abdullahi%20Jega"> Nuhu Abdullahi Jega</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Smart city projects can be aided by urban development policies in public facilities, but economic resources to finance urban system reorganization is an issue to various governments. This is further compounded with the impact of the slowing down of national economies. The aim of this paper is to emphasize the need to prioritize the economic benefits of smart city projects and, specifically, in towns transforming into cities like Birnin kebbi. The smart-city projects can aim at developing a new form of ‘‘modernity and civilization’’ of the productive economy. This study adopts the descriptive statistical approach to identify the key performance indicators (KPI) for tracking the progress of cities and its developmental objectives. It has been established that numerous aspects of the modernization policies can enhance the competitiveness of territories, particular in aspects of social cohesion, the diffusion of knowledge, creativity, accessibility, etc. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=economy" title="economy">economy</a>, <a href="https://publications.waset.org/abstracts/search?q=economic%20policy" title=" economic policy"> economic policy</a>, <a href="https://publications.waset.org/abstracts/search?q=public%20facilities" title=" public facilities"> public facilities</a>, <a href="https://publications.waset.org/abstracts/search?q=smart%20city" title=" smart city"> smart city</a>, <a href="https://publications.waset.org/abstracts/search?q=urbanization" title=" urbanization"> urbanization</a> </p> <a href="https://publications.waset.org/abstracts/161509/strategic-smart-city-projects-and-the-economic-impact-of-prioritizing-around-public-facilities-case-study-of-birnin-kebbi-nigeria" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/161509.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">110</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">103</span> Attendance Management System Implementation Using Face Recognition</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Zainab%20S.%20Abdullahi">Zainab S. In recent years, security systems have become one of the most demanding systems in school. Every institute have its own method of taking attendance, many schools in Nigeria use the old fashion way of taking attendance. That is writing the students name and registration number in a paper and submitting it to the lecturer at the end of the lecture which is time-consuming and insecure, because some students can write for their friends without the lecturer’s knowledge. In this paper, we propose a system that takes attendance using face recognition. There are many automatic methods available for this purpose i.e. biometric attendance, but they all waste time, because the students have to follow a queue to put their thumbs on a scanner which is time-consuming. This attendance is recorded by using a camera attached in front of the class room and capturing the student images, detect the faces in the image and compare the detected faces with database and mark the attendance. The principle component analysis was used to recognize the faces detected with a high accuracy rate. The paper reviews the related work in the field of attendance system, then describe the system architecture, software algorithm and result. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=attendance%20system" title="attendance system">attendance system</a>, <a href="https://publications.waset.org/abstracts/search?q=face%20detection" title=" face detection"> face detection</a>, <a href="https://publications.waset.org/abstracts/search?q=face%20recognition" title=" face recognition"> face recognition</a>, <a href="https://publications.waset.org/abstracts/search?q=PCA" title=" PCA"> PCA</a> </p> <a href="https://publications.waset.org/abstracts/50087/attendance-management-system-implementation-using-face-recognition" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/50087.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">364</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">102</span> Diversity: Understanding Multicultural Concerns in Counseling</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Zuwaira%20Abdullahi">Zuwaira Abdullahi</a> </p> <p class="card-text"><strong>Abstract:</strong></p> In this increasing changing world, it is important to be aware of the needs of clients when it comes to race and ethnic diversities. For this reason, bacteria isolated from the diesel-contaminated site were screened for their potential to produce biosurfactants and degrade diesel alkanes. Primary selection of diesel degraders was carried out by using the conventional enrichment culture technique, where 12 bacterial strains were isolated based on their ability to grow on minimal media supplemented with diesel as the sole carbon source, which was followed by qualitative screening methods for potential biosurfactant production. Isolate B11 was the only candidate that showed positive signs for drop collapse, foaming, hemolytic test, oil displacement of more than 22 ± 0.05 mm, and emulsification (E24) of 14 ± 0.30%. The effect of various culture parameters (incubation time, diesel concentration, nitrogen source, pH and temperature) on the biodegradation of diesel was evaluated. The optimum incubation time was confirmed to be 120 days for isolate B11, and the optimum PH was confirmed as 8.0 for the isolate; similarly, the optimum temperature was confirmed as 35oC. In addition, diesel oil was used as the sole carbon source for the isolates. The favorable diesel concentration was 12.5 % (v/v) for the isolate. The isolate has shown degradative ability towards Tridecane (C13), dodecane, 2, 6, 10-trimethyl- (C15), Tetradecane (C14), 2,6,10-Trimethyltridecane (C16), Pentadecane (C15). It degraded between 0.27% - 9.65% of individual diesel oil alkanes. The strain has exhibited the potential of degrading diesel oil n-alkanes and was identified as Alcaligenes species strain B11 (MZ027604) using the 16S rRNA. Camel rumen content (CRC) was included in the diets of broiler at 0, 5, 10, 15, and 20% to replace maize and groundnut cake to evaluate the effect on the performance and hematological parameters at the starter and finisher phase. A completely randomized design was used and 600g of feed was given daily and water was given ad libitum. At the starter phase, the daily weight gain and feed conversion ratio were significantly affected by the test ingredients, although T1(0% CRC) which serve as a control, were similar with T2(5% CRC), T3(10% CRC), and T4(15% CRC), while the lowest value was recorded in T5(20% CRC). The result indicates that up to 15% (CRC) level can be included in the starter diet to replace maize and groundnut cake without any effect on the performance. However, at the finisher phase, the daily feed intake, daily weight gain and feed conversion ratio show no significant (F>0.05) difference among the dietary treatments. Similarly, Packed cell volume (PCV), Red Blood Cell (RBC), White Blood Cell (WBC), Mean Corpuscular Volume (MCV), and Mean Corpuscular Haemoglobin (MCH) also did not differ significantly (F>0.05) among the dietary treatments while hemoglobin (Hb) and Mean Corpuscular Haemoglobin Concentration (MCHC) differs significantly. The differential counts of eosinophils, heterophils, and lymphocytes differ significantly among the treatment groups, while that of basophils and monocytes shows no significant difference among the treatment groups. This means up to 20% CRC inclusion level can be used to replaced maize and groundnut cake in the finisher diet without any adverse effect on the performance and hematological parameters of the chickens. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=camel" title="camel">camel</a>, <a href="https://publications.waset.org/abstracts/search?q=rumen%20content" title=" rumen content"> rumen content</a>, <a href="https://publications.waset.org/abstracts/search?q=growth" title=" growth"> growth</a>, <a href="https://publications.waset.org/abstracts/search?q=hematology" title=" hematology"> hematology</a> </p> <a href="https://publications.waset.org/abstracts/135294/effect-of-feeding-camel-rumen-content-on-growth-performance-and-haematological-parameters-of-broiler-chickens-under-semi-arid-condition" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/135294.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">217</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">95</span> Classroom Discourse and English Language Teaching: Issues, Importance, and Implications</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Rabi%20Abdullahi%20Danjuma">Rabi Abdullahi Danjuma</a>, <a href="https://publications.waset.org/abstracts/search?q=Fatima%20Binta%20Attahir"> Fatima Binta Attahir</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Classroom discourse is important, and it is worth examining what the phenomena is and how it helps both the teacher and students in a classroom situation. In Africa, people are socialized into believing that the world is full of mysteries. Mysteries that can only be explain through the interpretation of some forces which are ordinarily beyond the comprehension of Man. These forces have the power and capability of influencing the lives of the living either benevolently or malevolently. To decipher these mysteries various religious and cultural practices were evolved. This paper is therefore an attempt to explain the traditional religious belief system and the relationship existing between the forces of the living and dead among the Igala people of the Central Nigeria Region. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=culture" title="culture">culture</a>, <a href="https://publications.waset.org/abstracts/search?q=tradition" title=" tradition"> tradition</a>, <a href="https://publications.waset.org/abstracts/search?q=mythology" title=" mythology"> mythology</a>, <a href="https://publications.waset.org/abstracts/search?q=Nigeria" title=" Nigeria"> Nigeria</a> </p> <a href="https://publications.waset.org/abstracts/18401/socio-religious-mythology-of-the-igala-of-central-nigeria-area" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/18401.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">605</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">92</span> Synthesis, Characterization, and Application of Some Acid Dyes Derived from 1-Amino-4 Bromo-Anthraquine-2-Sulphonic Acid</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Nuradeen%20Abdullahi%20Nadabo">Nuradeen Abdullahi Nadabo</a>, <a href="https://publications.waset.org/abstracts/search?q=Kasali%20Adewale%20Bello"> Kasali Adewale Bello</a>, <a href="https://publications.waset.org/abstracts/search?q=Istifanus%20Chindo"> Istifanus Chindo</a>, <a href="https://publications.waset.org/abstracts/search?q=Nurudeen%20Ayeni"> Nurudeen Ayeni </a> </p> <p class="card-text"><strong>Abstract:</strong></p> Ten acid dyes were synthesized from 1-amino-4-bromo anthraghinone-2 sulphuric acid by condensation with different substituted amilines. In developed or underdeveloped economy, the essence of entrepreneurship is highly significant as this exist in both private as well as public sectors of any economy. The roles of entrepreneurship are worldly acclaimed but yet as laudable as these roles there can be no significant success by any entrepreneur except with availability of finance. Nonetheless, mere availability of finance also cannot guarantee the success of an enterprise but there must be in place appropriate financial strategies for the funding/investment needs of an enterprise. Thus, little has been said when it comes to strategies needed to access various sources of finance. This paper, therefore, establishes appropriate strategies to obtain funds sources of finance by both small and as well as medium enterprises. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=entrepreneurship" title="entrepreneurship">entrepreneurship</a>, <a href="https://publications.waset.org/abstracts/search?q=Nigeria" title=" Nigeria"> Nigeria</a>, <a href="https://publications.waset.org/abstracts/search?q=financial%20strategies" title=" financial strategies"> financial strategies</a>, <a href="https://publications.waset.org/abstracts/search?q=economic%20development" title=" economic development"> economic development</a> </p> <a href="https://publications.waset.org/abstracts/19197/entrepreneurship-in-nigeria-funding-and-financing-strategies" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/19197.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">482</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">82</span> Review: Wavelet New Tool for Path Loss Prediction</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Danladi%20Ali">Danladi Ali</a>, <a href="https://publications.waset.org/abstracts/search?q=Abdullahi%20Mukaila"> Abdullahi Mukaila</a> </p> <p class="card-text"><strong>Abstract:</strong></p> In this work, GSM signal strength (power) was monitored in an indoor environment. Samples of the GSM signal strength was measured on mobile equipment (ME). One-dimensional multilevel wavelet is used to predict the fading phenomenon of the GSM signal measured and neural network clustering to determine the average power received in the study area. The wavelet prediction revealed that the GSM signal is attenuated due to the fast fading phenomenon which fades about 7 times faster than the radio wavelength while the neural network clustering determined that -75dBm appeared more frequently followed by -85dBm. The work revealed that significant part of the signal measured is dominated by weak signal and the signal followed more of Rayleigh than Gaussian distribution. This confirmed the wavelet prediction. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=decomposition" title="decomposition">decomposition</a>, <a href="https://publications.waset.org/abstracts/search?q=clustering" title=" clustering"> clustering</a>, <a href="https://publications.waset.org/abstracts/search?q=propagation" title=" propagation"> propagation</a>, <a href="https://publications.waset.org/abstracts/search?q=model" title=" model"> model</a>, <a href="https://publications.waset.org/abstracts/search?q=wavelet" title=" wavelet"> wavelet</a>, <a href="https://publications.waset.org/abstracts/search?q=signal%20strength%20and%20spectral%20efficiency" title=" signal strength and spectral efficiency"> signal strength and spectral efficiency</a> </p> <a href="https://publications.waset.org/abstracts/38599/review-wavelet-new-tool-for-path-loss-prediction" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/38599.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">448</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">81</span> Influence of Thickness on Optical Properties of ZnO Thin Films Prepared by Radio Frequency (RF) Sputtering Technique</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=S.%20Abdullahi">S. The robot is expected to follow a black thick line with the highest possible speed and lowest error around the line. The control system of the robot will correct for the angle error that is made between the frame axis of the robot and the line. The cause for error is the difference in speed of the two driving wheels of the robot which are driven by two separate DC motors, whereas the speed difference in wheels is due to the un-modeled fraction that is available in the wheels with different magnitudes in each. The control scheme is that a number of photo sensors are mounted in the front of the robot and report their position in reference to the black line to the digital controller. The controller then, evaluates the position error and generates the needed duty cycle for the related wheel motor to drive it faster or slower. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=digital%20control" title="digital control">digital control</a>, <a href="https://publications.waset.org/abstracts/search?q=robot" title=" robot"> robot</a>, <a href="https://publications.waset.org/abstracts/search?q=controller" title=" controller"> controller</a>, <a href="https://publications.waset.org/abstracts/search?q=control%20system" title=" control system"> control system</a> </p> <a href="https://publications.waset.org/abstracts/22506/implementing-digital-control-system-in-robotics" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/22506.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">551</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">79</span> IoT: State-of-the-Art and Future Directions</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Bashir%20Abdu%20Muzakkari">Bashir Abdu Muzakkari</a>, <a href="https://publications.waset.org/abstracts/search?q=Aisha%20Umar%20Sulaiman"> Aisha Umar Sulaiman</a>, <a href="https://publications.waset.org/abstracts/search?q=Mohamed%20Afendee%20Muhamad"> Mohamed Afendee Muhamad</a>, <a href="https://publications.waset.org/abstracts/search?q=Sanah%20Abdullahi%20Muaz"> Sanah Abdullahi Muaz</a> </p> <p class="card-text"><strong>Abstract:</strong></p> The field of the Internet of Things (IoT) is rapidly expanding and has the potential to completely change how we work, live, and interact with the world. The entire plant of Chrysanthellum indicum (Linn) was air-dried and pulverized into fine powder and then percolated to give ethanol and aqueous extracts. These extracts were phytochemically screened for metabolites and evaluated antibacterial activity against some pathogenic organisms Klebsilla, pneumonia, Bacillus subtilis, and Pseudomonas aeruginosa using agar dilution method. It was found that crude extracts of C. indicum revealed the presence of saponins, tannins, alkaloids, steroidal nucleus, cardiac glycosides, and coumarin while flavonoids and anthraquinones were absent.
