The court had already ruled that they should not be counted, and the Democratic officials in those counties said they would ignore that ruling and count them anyway.</p> <div class="sharedaddy At least this time the state Supreme Court did it right, although they were hemmed in by the legislators, whose job it was to write such laws, according to the State constitution.
