and Shi&#8217;ite militiamen are routinely tortured or abused by Iraqi security forces to extract confessions early in their detention and interrogation, Iraqi military officials say.</p> <p>Six Iraqi security officials, including two high-ranking officers, as well as former detainees and lawyers, told Reuters that prisoners are beaten, stomped on or strung up by their hands during arrest and preliminary interrogations.</p> <p>Suspects are beaten and trampled when they resist arrest and are sometimes tortured when they provoke interrogators by showing &quot;enjoyment&quot; or &quot;pride,&quot; a senior military official familiar with military jails in Baghdad told Reuters.</p> <p>&quot;Some suspects delight in the narrative details of how they murdered their victims. In response, some investigators slap them or kick them or order them hung up (by the arms),&quot; he said, asking for anonymity because of the sensitivity of the issue.</p> <p>Iraq&#8217;s Supreme Judiciary Council received more than 400 complaints last year from detainees or their families, accusing Iraqi military interrogators of torture or abuse. In only 90 cases did a court take up the allegations and launch a probe.</p> <p>Iraq&#8217;s Human Rights Ministry, responding to the information obtained by Reuters, said inspection teams still record abuse cases during prison visits but the number is falling.</p> <p>&quot;Cases of violations and irregularities &#8230; are not a phenomenon &#8230; not systemic, but a very limited number of individual cases,&quot; ministry spokesman Kamil Amine said.</p> <p>Torture was widespread under the late dictator Saddam Hussein, ousted in the U.S.-led invasion in 2003. Disclosures in 2004 that U.S. jailers had abused and sexually humiliated Iraqis at Abu Ghraib prison outraged many Iraqis and may have fueled the insurgency.</p> <p>Iraq&#8217;s elected authorities last year promised to crack down on continuing abuse of prisoners in Iraq, where human rights groups have warned torture of detainees by security forces has been systematic as they fight a waning insurgency.</p> <p>Terrorism suspects often are held at the Camp Cropper prison near Baghdad airport, or Camp Honor, inside the Iraqi capital&#8217;s heavily fortified Green Zone.</p> <p>U.S.-based Human Rights Watch said in a February 1 report that security forces torture inmates at Camp Honor, citing interviews with former detainees.</p> <p>In a new report on prisoner abuse in Iraq issued Tuesday, Amnesty International said urgent action was needed to end a &quot;pattern of abuse&quot; in Iraqi detention centers.</p> <h3>THE FOURTH AREA</h3> <p>Many preliminary terrorism interrogations take place at Camp Cropper, a former U.S. detention center turned over to the Iraqis last year and renamed Camp al-Karkh, in a little-known place called the &quot;Fourth Area,&quot; Iraqi security officials said.</p> <p>&quot;It is a place for the detention of prisoners in accordance with article 4 of the terrorism (law), so it is named after that,&quot; a senior officer from Iraq&#8217;s Counter-Terrorism Squad said. &quot;The interrogations in this area are brutal, more brutal than the interrogations in Camp Honor.&quot;</p> <p>Cropper was the last U.S. prison in Iraq and its handover ended a difficult chapter of the U.S. invasion in which thousands of people were held without charge.</p> <p>In the most common methods of abuse, suspects are kicked, beaten with pieces of electric cable, hung by the arms, or burned with cigarettes, and hot metal or given electrical shocks, security officials and lawyers said.</p> <p>&quot;Some detainees have died as a result of torture. The last death occurred four or five months ago in this place (Cropper) as a result of severe beatings that led to kidney malfunction,&quot; the officer from the Counter-Terrorism Squad said.</p> <p>Lawyers say proving torture in court can be difficult.</p> <p>&quot;Some of those conducting the interrogations are artists in the field of torture, and hide the evidence and facts from the judges,&quot; said a lawyer who declined to be named.</p> <p><a They now seek to do all their shopping at once, in one place, and stay away from typically scorching summer heat in the meanwhile. </p> <p>Baghdad Governorate Council member Mohammad Al-Rubeiei told KUNA the opening of malls has the advantage of stemming the chaotic spread of shops within originally residential areas that are now turning into hap-hazard unregulated shopping areas. </p> <p>Still, the new destinations cannot take the place of important traditional shopping areas such as the markets in Al-Shurjah, Al-Karadah, Baghdad Al-Jadidah, Al-Mansour, and Palestine Road, which are ever-engraved in Iraqis hearts and memories. </p> <p>The official said the increase in number of new malls is a positive sign of security improvement, but added there is a need for more effort to maintain Iraqi cultural identity and Baghdad&#8217;s architectural identity as the new structures overtake the capital. </p> <p>Though the new complexes &quot;we talk about are best described &#8216;mini-malls&#8217;, they are still a good sign that the situation overall is heading in the right direction,&quot; the figure noted. </p> <p>Al-Rubei said international franchises are seeking to tap this budding market, with Carrefour company planning two branches in Al-Karkh and Al-Rusafah, with a branch set to open in Irbil in September this year. </p> <p>He said another franchise, a British one, is also planning a major mall project in Baghdad which includes five cinema theatres, parks, restaurants, and other facilities. Work on this project is to start in 2011. </p> <p>Baghdad got its first major shopping facility early this year with the opening of the Baghdad Vegetable and Produce Marketing Center. </p> <p>Tourism authority official Mahmoud Al-Yaqoubi told KUNA the center was an important project for the authority and has potential for marketing more items including meat and poultry. </p> <p>The center overlooks many highways connecting Baghdad with the middle Euphrates governorates and the southern governorates. With a storage facility as well, the center includes a hotel to accommodate shoppers and green grocers who come from all parts of Iraq, Al-Yaqoubi pointed out. </p> <p>Karim Hamzah, Board Chairman of the company which executed the project, said the center cost 22 billion Iraqi Dinar and was executed over 243 days. In addition to the 50 distribution points, it includes 100 coolers warehousing areas, 32 services centers, a bank, restaurants, communication centers, and all facilities and services one could possibly need. </p> <p>Back to Baghdad Governorate Council member Mohammad Al-Rubeiei, he said the Iraqi Commerce Ministry sees potential for many mega malls in form of smaller shops areas and markets that are now abandoned. The new facilities would be more organized and better serve Baghdad and other Governorates, he stressed. </p> <p>The ministry recently announced plans to invest dozens such buildings and areas. قال&#160; إن سيارتين انفجرتا في مدينة الصدر إحداها قرب مكتب سياسي للزعيم الشيعي مقتدى الصدر والأخرى في سوق، ما أدى إلى مقتل 30 شخصاً وإصابة 55 بجروح. <br/>وأضاف أن ثلاث سيارات أخرى انفجرت وقنبلة يدوية يطلع على تفاصيل الزيارة التي قام بها رئيس الوزراء نوري المالكي الى الكتلة الصدرية اليوم الاثنين، مبينا ان الزيارة ربما تكون ردا على دعوة كان وجهها التيار الى المالكي لزيارتهم مؤخرا. <br/>واوضح الأديب ان زيارات متبادلة تمت خلال هذه الايام بين الكتلة الصدرية ورئيس الوزراء، لكني لم أطلع على تفاصيل الزيارة الاخيرة سوى انها رد لزيارة وفد صدري لرئيس الوزراء ودعوتهم له خلالها لزيارتهم ايضا. <br/>واضاف أن المفهوم العام للزيارات في هذه الأجواء هو بحث مسألة تشكيل الحكومة القادمة والتحالفات بين القوى الفائزة في الانتخابات. <br/>من جهته قال القيادي في ائتلاف دولة القانون علي العلاق إن التيار الصدري كان قد وجه دعوة الى رئيس الوزراء نوري المالكي لزيارته والتباحث بشأن الأوضاع، مضيفا ليس لدي علم ان كانت الزيارة قد حصلت أم لا، مبينا ان حصول زيارات ومباحثات بين الكتل أمر طبيعي لتبادل وجهات النظر. <br/>وعلى صعيد متصل قال النائب عن الائتلاف العراقي كريم اليعقوبي اليوم الاثنين إن الاتفاق تم على وضع آليات ومعايير محددة لاختيار رئيس الوزراء المقبل، مبينا أن الشخصية التي سيختارها الصدريون بموجب الاستفتاء الشعبي الذي نظموه تمثل رأيهم. <br/>وأضاف اليعقوبي أن الائتلاف اتفق على وضع آليات داخلية خاصة به لاختيار رئيس الوزراء المقبل قبل عرض اسمه على الكتل التي يتم التفاوض معها لاسيما ائتلاف دولة القانون. <br/>وأوضح اليعقوبي أن الائتلاف سيرشح الشخص الذي يختاره الصدريون إذا ما انطبقت عليه المعايير التي سيعتمدها بهذا الشأن، وتابع أن العقبة الرئيسة الآن هي وضع المعايير الخاصة باختيار رئيس الوزراء وبرنامج الحكومة المقبلة والضوابط التي تحكم عملها، منوها إلى أن هذه العقبة إذا ما تم تجاوزها فلا توجد عراقيل أخرى لتشكيل الحكومة المقبلة.</p> <p><strong>المالكي والجعفري يتنافسان في استفتاء الصدريين لاختيار رئيس الوزراء المقبل </strong></p> <p>أكدت اللجنة المشرفة على استفتاء الصدريين لاختيار رئيس الوزراء المقبل، انها ستعلن النتائج خلال 24 ساعة. <br/>واشار مصدر من تيار الصدر في تصريح نشرته صحيفة الحياة الثلاثاء، الى أن اربعة مرشحين تنافسوا بشدة على المنصب، اثنان من المرشحين داخل استمارة الناخب، وهما ابراهيم الجعفري ونوري المالكي وآخرين من نواب التيار. <br/>وقال عضو اللجنة المشرفة على الاستفتاء الذي العربي حسان دهام الجبوري إن العرب سيقاطعون الانتخابات البرلمانية القادمة مالم تمنح كركوك وضعاً خاصاً في الانتخابات المقبلة. <br/>وأوضح الجبوري في تصريح صحفي أن العرب غير مستعدين لخوض انتخابات هي </strong></p> <p>واشنطن:بانت الاسباب الحقيقية للغزو الامريكي للعراق واحتلاله فقد&#160; أبلغ قطب النفط الامريكي بون بيكنز الكونجرس يوم الاربعاء ان شركات الطاقة الامريكية &quot;لها حق&quot; في بعض النفط العراقي نظرا للعدد الكبير من الجنود الامريكيين الذين فقدوا أرواحهم في القتال في العراق واموال دافعي الضرائب الامريكيين التي انفقت هناك.وشكا بون من ان الحكومة العراقية منحت عقودا لشركات اجنبية -وخصوصا شركات صينية- لتطوير احتياطيات العراق النفطية الضخمة في حين أغلقت الباب امام معظم الشركات الامريكية.وقال بيكنز &quot;انهم يفتحونها (حقول النفط العراقية) امام الشركات الاخرى من جميع انحاء العالم&#8230; ان لنا حقا فيها&#8230; لقد خسرنا 5000 من ابنائنا و65 ألف جريح وتريليون وخمسمائة مليار دولار.&quot;وتعهد الرئيس الامريكي باراك اوباما بسحب القوات الامريكية من العراق.وقال بيكنز &quot;اننا نرحل من هناك شركات النفط الاجنبية للمنافسة على النفط العراقي منذ الغزو الذي قادته الولايات المتحدة في 2003 والذي أطاح بصدام حسين.وقال الشهرستاني &quot;اننا راضون عن حجم ومشاركة شركات النفط الدولية والمنافسة العلنية والشفافة </p> <p><b>استشهاد ثمانية اشخاص من عائلة واحدة جنوبي بغداد</b></p> <p>استشهد ثمانية مدنيين من عائلة واحدة بنيران مسلحين مجهولين اقتحموا فجر اليوم منزلهم الكائن جنوبي العاصمة بغداد . <br/>وقال مصدر امني إن المسلحين اقتحموا المنزل الواقع في ناحية اليوسفية جنوبي بغداد وقاموا بإطلاق النار على ساكنيه مما ادى الى استشهاد 8 منهم في الحال بينما لاذ المسلحون بالفرار. <br/>ولم يشر المصدر الى دوافع الحادث او الجهة التي تقف خلفه او هوية الضحايا .</p> <p><b>تسجيل 22 حالة اصابة بوباء انفلونزا الخنازير وحصول حالة وفاة واحدة ببغداد</b></p> <p>اعلن النائب الاول لمحافظ بغداد محمد حمزة جار الله، اليوم الخميس عن تسجيل 22 حالة اصابة بوباء انفلونزا الخنازير وحصول حالة وفاة واحدة لتأخر حضور المصاب للعلاج بجانب الكرخ من بغداد . <br/>واشار جار الله الى أن الاصابات سجلت في ست مدارس تم تعطيل الدوام فيها جميعا، وكان سبب الانتشار هو حمل الفيروس من قبل شخص كان يؤدي مناسك العمرة والذي بدوره نقله الى اولاده في منطقة العطيفية. <br/>مبينا أنه ولغرض احتواء الحالة فقد قامت وزارة الصحة بفحصه وافراد عائلته وجميع المتصلين به لاجل الحد من انتشار الوباء. <br/>وتابع جار الله انه لم يتم تسجيل اية اصابة بجانب الكرخ وجميع المدارس فيه مستمرة بالدوام ولم يحصل اي توقف فيها. </p> <p><strong>كركوك تسجل اصابتين بمرض انفلونزا الخنازير </strong></p> <p>كشف مصدر في دائرة صحة كركوك عن وجود إصابتين بمرض انفلونزا الخنازير في المحافظة. <br/>وأوضح المصدر لوكالة أصوات العراق أن طالبتين احداهما في كلية العلوم والاخرى في مدرسة ابتدائية اصيبتا بانفلونزا الخنازير.</p> <p><strong><span style="font-size: 1.5em"><font color="#800000">الاخبار الامنية</font></span></strong></p> <p><strong>مجلس محافظة ميسان يصّوت بالإجماع على إقالة قائد شرطة المحافظة</strong> </p> <p>أفاد عضو اللجنة الأمنية في مجلس محافظة ميسان ميثم لفتة أن أعضاء المجلس صوتوا بالإجماع على إقالة قائد شرطة المحافظة سعد علي الحربية. <br/>وقال لفته في تصريح لوكالة اكانيوز إن مجلس محافظة ميسان صوت الخميس بالإجماع على إقالة قائد الشرطة سعد علي الحربية، موضحاً ان إقالته جاءت على خلفية اتهامه بالتقصير في أداء واجبه فضلا عن اتهامات بالفساد الإداري والمالي، حسب قوله. <br/>واشار إلى أنه تم استدعائه واستجوابه منذ ثلاثة أشهرعن مختلف القضايا المتهم بها إلا ان إجاباته كانت غير مقنعة وتم إعطائه فرصة لإعادة النظر بأدائه، مستدركأ بالقول إن الحال بقي على ماهو عليه ولذلك تم تصويت مجلس المحافظة بالإجماع على إقالته. </p> <p><strong>المحكمة الجنائية المركزية تفرج عن القيادي في التيار الصدري ستار البهادلي</strong></p> <p>قررت المحكمة الجنائية المركزية في الكرخ الإفراج عن القيادي في التيار الصدري ستار البهادلي وإطلاق سراحه لعدم ثبوت الأدلة ضده. <br/>وقال محامي الدفاع فؤاد احمد فرمان في تصريح لوكالة خبر للانباء إن المحكمة أفرجت عن موكله ستار البهادلي الخميس لعدم ثبوت الأدلة الموجهة ضده، مبينا ان خلفية القضية تتعلق بحادث اغتيال نجل المرجع الخوئي في مدينة النجف عام 2003. <br/>يذكر ان البهادلي كان مديرا لمكتب الصدر في البصرة وأحد ابرز قيادات التيار الصدري.</p> <p dir="rtl" align="right"><strong>التطورات الامنية في العراق</strong></p> <p>شهدت العاصمة بغداد وبعض المحافظات الاخرى اليوم الخميس 22/10/2009 احداثا امنية راح ضحيتها عدد من الشهداء والجرحى كما شهدت عمليات عسكرية شنتها القوات العراقية على اوكار الارهابيين والخارجين عن القانون ومخازن الاعتدة والذخائر والعبوات الناسفة في مناطق متفرقة نبدأها من العاصمة <span style="color: red">بغداد</span> حيث انفجرت عبوة لاصقة كانت موضوعة داخل سيارة مدنية قرب جسر ديالى القديم جنوب العاصمة بغداد. وذكر مصدر طبي ان انفجار العبوة اسفر عن اصابة صاحب السيارة بجروح خطيرة تم نقله الى مستشفى الزعفرانية لتلقي العلاج ، مشيرا الى ان القوات الامنية فرضت طوقا حول مكان الحادث لتلافي وقوع انفجار اخر يؤدي الى زيادة الاصابات بين المدنيين . من جانب اخر فرضت القوات الامينة طوقا امنيا على مداخل ومخارج قضاء المحمودية منذ صباح اليوم على خلفية استهداف احدى نقاط التفتيش التي يقيمها الجيش العراقي في القضاء .ذكر ذلك مصدر امني ، مضيفا انه &quot; تبع ذلك حملة مداهمات وتفتيش واسعة لعموم مناطق القضاء بحثا عن منفذي الهجوم بعد ورود معلومات استخبارية تفيد بتواجدهم في احد الاحياء .</p> <p>واشار المصدر الى اعتقال 40 من المشتبه بهم بتنفيذ الهجوم من مناطق الحي العسكري ومجمع القعقاع والقادسية. وفي تطور لاحق اعلن المصدر اعتقال احد منفي الهجوم بمنطقة الحي العسكري وضبط بحوزته السيارة والاسلحة التي استخدمت بالهجوم. وكانت مجموعة ارهابية قد هاجمت احدى نقاط التفتيش بمنطقة الحي العسكري بقضاء المحمودية امس واسفر الهجوم عن استشهاد جنديين واصابة اثنين اخرين بجروح . وفي <span style="color: red">الانبار</span> اعتقلت قوات الشرطة العراقية فجر اليوم (5) اشخاص متورطين بالتفجيرات الاخيرة التي طالت افراد القوات الامنية في ناحية الصقلاوية شمالي مدينة الفلوجة. وذكر مصدر امني ان عملية الاعتقال تمت وفق معلومات استخباراتية تفيد بوجود هؤلاء الاشخاص في احدى المنازل في المنطقة المذكورة، مشيراً الى ان اثنين منهم كانوا معتقلين في سجن بوكا من قبل قوات الاحتلال الامريكي وتم اطلاق سراحهم قبل ثلاثة اشهر. على صعيد متصل اكد قائد شرطة الانبار اللواء طارق يوسف العسل على اعتقال احد المتسللين الى العراق عبر الحدود السورية. واضاف العسل في تصريح ان المتسلل يحمل الجنسية الاردنية ودخل العراق بصورة غير شرعية ، مبيناً انه تم القاء القبض عليه في المنطقة الرابعة المحاذية للحدود السورية في قرية الرمانة غربي الرمادي. من جهة اخرى اصيب ثلاثة جنود في الجيش العراقي بجروح اليوم اثر انفجار عبوة لاصقة بسيارتهم في قضاء هيت 40كم غرب مدينة الرمادي مركز محافظة الانبار. وذكر مصدر ان &quot; العبوة وضعت في سيارة تابعة للجيش العراقي اثناء تجوال احدى الدوريات في القضاء من قبل مجهولين ، مشيرا الى نقل الجرحى الى المستشفى لتلقي العلاج بعد فرض طوق امني حول مكان الحادث تحسبا لهجوم ارهابي . </p> <p>وفي السياق ذاته انفجرت عبوة لاصقة موضوعة في سيارة احدى دوريات الشرطة العراقية في منطقة السورة شرق مدينة الرمادي مركز محافظة الانبار. وذكر مصدر امني ان انفجار العبوة اسفر عن استشهاد احد افراد الدورية واصابة اثنين اخرين بجروح خطيرة تم نقلهم الى مستشفى الرمادي التعليمي لتلقي العلاج. هذا وفرضت القوات الامنية طوقاً امنياً والشروع بعملية دهم وتفتيش بحثاً عن الجناة. واشار العسل الى ان المتسلل كان يروم القيام باعمال ارهابية انتحارية في العاصمة بغداد وهو الان قيد التحقيق. وفي <span style="color: red">نينوى</span> انفجرت عبوة ناسفة صباح اليوم مستهدفة دورية للجيش العراقي في منطقة حي السلام شرق مدينة الموصل مركز محافظة نينوى. وذكر مصدر امني ان انفجار العبوة اسفر عن اصابة (3) من افراد الدورية بجروح خطيرة تم نقلهم الى احدى المستشفيات القريبة من الحادث، هذا وقامت القوات الامنية بتطويق المكان تحسباً من وقوع انفجار مماثل. من جهة اخرى ألقاء القبض على (10) من المشتبه بهم غرب الموصل ألقت دورية تابعة للفرقة الثالثة جيش عراقي القبض على (10) من المشتبه بهم بأعمال أرهابية في منطقة الأصلاح الزراعي غرب مدينة الموصل مركز محافظة نينوى. وذكر مصدر أن عملية دهم وتفتيش نفذتها القوات الأمنية وبعد ورود معلومات أستخباراتية تمكنت من ألقاء القبض على المشتبه بهم وأحالتهم الى الجهات التحقيقية لأتخاذ الأجراءات اللازمة بحقهم. وعلى الصعيد نفسه تمكنت الدورية بألقاء القبض على أحد المطلوبين قضائياً في قرية الجبانة التابعة لقضاء تلعفر60 كم غرب الموصل، مضيفاً أن عملية الدهم تمت من قبل الدورية على منزل المطلوب أسفرت القبض عليه دون مواجهات بينه وبين الدورية. من جانب اخر عثرت قوات الجيش العراقي اليوم على مجموعة من العبوات الناسفة في قضاء تلعفر 60كم غرب مدينة الموصل مركز محافظة نينوى. وذكر مصدر أمني أن عملية العثور جاءت بعد قيام مفرزة من الجيش العراقي بمداهمة منزل أحد المطلوبين في قضايا أرهابية وعثر على (14) عبوة ناسفة و(6) أحزمة ناسفة، مبيناً ان صاحب المنزل هو من المطلوبين والصادرة بحقه أوامر قبض من السلطات القضائية كونه كان يقوم بعمليات أغتيال ضد القوات الأمنية. وفي <span style="color: red">صلاح الدين</span> القاء القبض على (7) مطلوبين شمال تكريت القت القوات الامنية اليوم القبض على (7) من المطلوبين بقضايا ارهابية في قضاء الحويجة 60كم شمال مدينة تكريت مركز محافظة صلاح الدين. وذكر مصدر أمني ان عملية القاء القبض تمت بعد ورود معلومات استخباراتية بوجود المطلوبين في احدى المنازل في القضاء المذكور، مضيفاً ان القوات الامنية قامت بتطويق المكان والقبض عليهم واحالتهم الى المحاكم المختصة لينالوا جزائهم العادل.</p> <h3><font color="#800000">الاخبار السياسية</font></h3> <p><strong>التحالف الكردستاني يرفض تأجيل الإنتخابات المقبلة </strong></p> <p>قال النائب عن التحالف الكردستاني محما خليل إن التحالف يرفض تأجيل الانتخابات البرلمانية المقبلة بسبب كركوك، مضيفا أن على البعض ان لايكيلوا بمكيالين بهذا الخصوص. <br/>واوضح خليل في تصريح لوكالة الصحافة المستقلة ان التحالف الكردستاني يقبل بأي خطوة ايجابية لايجاد حلول ترضي الجميع، مشيراً إلى ان هناك محافظات اخرى فيها تنوع سكاني متسائلا لماذا لايجري فيها تدقيق لسجلات الناخبين. <br/>وابدى خليل عدم اعتراض التحالف الكردستاني على احالة قانون الانتخابات الى المجلس السياسي للامن الوطني ، مبينا ان مجلس النواب لن يتنصل عن اي موضوع من اختصاصه التشريعي.</p> <p><strong>الفضيلة تطالب بحضور ممثلي مكونات كركوك أثناء مناقشة قانون الإنتخابات بالمجلس السياسي </strong></p> <p>أكد النائب عن كتلة الفضيلة حسن الشمري ان كتلته لن تقبل بمناقشة قانون الانتخابات في المجلس السياسي للامن الوطني الا بحضور جميع الاطراف المعنية بقضية كركوك. <br/>واضاف الشمري في تصريح لوكالة الصحافة المستقلة الخميس ان رئيس الجمهورية جلال طالباني سيوجه دعوات لكل مكونات كركوك من العرب والتركمان لحضور الاجتماع والمناقشة، مشيراً إلى أن مجلس النواب اعتاد على احالة القضايا العالقة الى المجلس السياسي ومايقرره بشكل توصيات ترفع لمجلس النواب لاقراره. <br/>يذكر ان تصريحات لبعض النواب اعتبرت ان احالة القانون للمجلس السياسي خرق قانوني لانه لايمثل جميع القوميات والمكونات العراقية.</p> <p><strong>برلماني يطالب التركمان بالحضور إلى المجلس السياسي لحسم قضية كركوك</strong></p> <p>طالب النائب عن الكتلة الصدرية فوزي اكرم ترزي بحضور ممثلين عن التركمان في اجتماع المجلس السياسي للامن الوطني لحسم الخلاف حول كركوك. <br/>وأضاف ترزي في تصريح نشرته وكالة الصحافة المستقلة ان المجلس السياسي ليس فيه ممثل عن التركمان وعليه فانه لا يمكن مناقشة قضية حساسة مثل قضية كركوك بغياب التركمان القومية الأساسية الثالثة في العراق والطرف الأول في قضية كركوك، معتقداً أن مجلس النواب هو الجهة الدستورية وينبغي عليه ان يحسم النقاش حول القانون بالتصويت من خلال عرض كافة الخيارات والاحتمالات المقدمة من قبل نواب الشعب. <br/>وكان مجلس النواب قد احال قانون الانتخابات الى المجلس السياسي لعدم توصله الى اتفاق بخصوص قضية كركوك.</p> <p><strong>أسامة النجيفي ينتقد المكونات الرئيسية في كركوك لاعاقتهم انجاز قانون الانتخابات</strong></p> <p>شدد النائب أسامة النجيفي على ضرورة تمرير قانون الانتخابات في القريب العاجل ، مشيرا إلى أن التباين الواسع بين مواقف الأكراد من جهة والعرب والتركمان من جهة أخرى بشأن كركوك يعيق انجاز القانون. <br/>وأوضح النجيفي في تصريح صحفي أنه لا يوجد هناك نقطة اتصال بين المكونات الرئيسية في كركوك ، معتبرا أن جوهر الخلاف حول قضية كركوك هو الخلل في سجلات الناخبين وما رافقه من طعن بصحتها. <br/>واكد النجيفي أن محافظة نينوى ستشترك في الانتخابات المقبلة بسكانها البالغ عددهم ثلاثة ملايين و200 ألف نسمة، حسب قوله. <br/>من جانب اخر اوضح النجيفي ان المناقشات مستمرة مع عدد من القوى السياسية الفاعلة على الساحة لوضع اللمسات الأخيرة على قائمة انتخابية لإعلانها في غضون أيام.</p> <p><strong>بعثة اليونامي قلقة من تأخير إقرار تعديلات قانون الانتخابات في العراق</strong></p> <p>أعربت بعثة الامم المتحدة لمساعدة العراق (اليونامي) عن قلقها إزاء تأخيرِ اقرارِ تعديلات قانون الانتخابات والذي قد يؤدي بشكل كبير الى تعطيل الجدول الزمني والتحضيرات للانتخابات. <br/>ونقل بيانُ اليونامي عن الممثل الخاص للامين العام للامم المتحدة في العراق آد ملكيرت تأكيدَه ان عاملَ الوقت هو في غايةِ الاهمية وان ايَ تاخيرٍ اضافي في المصادقة على التعديلات والاطار القانوني سيُؤثر سلبا على الجدول الزمني الحالي للانتخابات ومصداقية العملية الانتخابية. <br/>ودعا النواب الى تحمل مسؤولياتِهم لتلبية تطلعات الشعب العراقي في ممارسة حقه في الخيار اثناء الانتخابات المقبلة وتجاوز الاعتبارات الثانوية التي قد تكون السببَ وراء التعطيل الحالي.</p> <p><strong>بغداد تعلن عن سعيها اغلاق المخيمات التي يقيم فيها العراقيون في ايران</strong></p> <p>استقبل وزير الهجرة والمهاجرين عبد الصمد سلطان حوالى 20 عائلة عادت من مخيم جهرم في إيران بعد تهجيرها قسرا في ثمانينات القرن الماضي. <br/>وقال سلطان في تصريح صحفي إن الوزارة عملت وبالتنسيق مع المفوضية السامية لشؤون اللاجئين على إعادة هذه العوائل إلى وطنها العراق. <br/>وحول المساعدات التي قدمتها الوزارة للعوائل العائدة، اوضح سلطان انه تم تقديم منحة الحكومة البالغة مليون دينارللعوائل العائدة ، فضلا عن دفع أجور السكن لمدة ستة أشهر حتى إيجاد الحل لسكن دائم لهم. <br/>وأكد سلطان سعي بغداد لإغلاق المخيمات التي يقيم فيها العراقيون في مدن إيرانية مختلفة. </p> <h3><font color="#800000">الاخبار الاقتصادية</font></h3> <p><b>وزارة التخطيط: إرتفاع مؤشر التضخم خلال أيلول الماضي</b></p> <p>ارتفع مؤشر التضخم لشهر ايلول الماضي بنسبة 1.1 بالمائة عن المؤشر الذي سجل في آب حسبما أظهره تقرير صادر عن الجهاز المركزي للاحصاء وتكنولوجيا المعلومات في وزارة التخطيط . <br/>وقال مصدر مسؤول في الجهاز إنه تم إنجاز تقرير التضخم للشهر الماضي على أساس جمع البيانات ميدانياً عن أسعار السلع والخدمات بسعر البيع المفرد في أسواق بغداد والمحافظات حيث اظهرت النتائج ارتفاعاً في مؤشر التضخم بنسبة 1.1 بالمائة نتيجة ارتفاع الأرقام القياسية لبعض المجاميع السلعية. <br/>واضاف المصدر أن مجاميع المواد الغذائية والدخان والمشروبات والاقمشة والملابس والاحذية والأثاث والخدمات الطبية والادوية سجلت انخفاضاً في الاسعار خلال شهر ايلول مقارنة بالشهر السابق.</p> <p><b>إتمام الدراسة الخاصة بإصلاح نظام البطاقة التموينية</b></p> <p>أنجزت الأمانة العامة لمجلس الوزراء الدراسة الخاصة بإصلاح نظام البطاقة التموينية تمهيدا لمناقشتها في مجلس الوزراء الاسبوع المقبل. <br/>وقال الامين العام لمجلس الوزراء علي العلاق في تصريح له إن اللجنة المكلفة باصلاح نظام البطاقة التموينية كانت قد شكلت عددا من اللجان الفرعية أخذت على عاتقها دراسة جميع الجوانب المتعلقة بمفردات البطاقة التموينية من النواحي الكمية والنوعية. <br/>واضاف أن اللجنة اكدت أهمية التخطيط المستقبلي للبطاقة من ناحية شمول الشرائح التي يجب أن تستفيد منها. <br/>مبينا أن اللجنة إنتهت من إعداد الدراسات والتوصيات بهذا الصدد وسيتم عرضها على مجلس الوزراء خلال الاجتماع المقبل لمناقشتها. <br/>وأوضح العلاق أن التوصيات المرفوعة تنصب بهدفها الاساس على تأمين مفردات البطاقة التموينية وأن تصل الى الشرائح المستحقة التي حددتها الدراسة، الى جانب حجبها عن بعض الشرائح الميسورة بشكل تدريجي خلال السنوات القليلة المقبلة.</p> <p><b>تدهور زراعة النخيل في البصرة وسط مخاوف من فقدان بعض أصناف التمور</b></p> <p>أكد مدير قسم النخيل في مديرية زراعة البصرة عبد العظيم كاظم أن أزمة شحة وملوحة المياه وعزوف المزارعين عن زراعة النخيل تعد من أبرز الأسباب التي أدت إلى إنهيار واقع زراعة النخيل. <br/>ولم يستبعد عبد العظيم فقدان بعض أصناف النخيل على اثر التحديات التي يواجهها القطاع الزراعي. <br/>يذكر أن أعداد النخيل في محافظة البصرة تراجعت في غضون العقدين الماضيين إلى أقل من مليوني نخلة والكثير منها على وشك الهلاك في ظل استمرار تدفق مياه البحر المالحة في مجرى شط العرب.</p> <p><b>مسؤول بمجلس محافظة السليمانية: افتتاح مركز تجاري إيراني قريبا</b></p> <p>ذكر مسؤول الشعبة الاقتصادية في مجلس محافظة السليمانية أحمد رشيد أن مركزا تجاريا إيرانيا سيفتتح في السليمانية قريبا لعرض السلع والمنتجات الإيرانية. <br/>وأضاف رشيد أنه أثناء زيارة القنصل الايراني في الاقليم لديوان محافظة السليمانية اعلن أن مجموعة من التجار ورجال الاعمال الإيرانيين سيزورون السليمانية لاحقا لأقامة مركز تجاري لعرض السلع والبضائع والمنتجات الايرانية في المستقبل القريب. <br/>وأوضح رشيد في تصريح صحفي أنه ستعرض في المركز المذكور كل أنواع المنتجات والسلع الايرانية في مختلف المجالات وهو مسعى لتعزيز التبادل التجاري بين الطرفين. <br/>ويقع المركز التجاري الايراني الى الشمال الشرقي لمدينة السليمانية قرب شارع الملك محمود الدائري المحيط بالمدينة.</p> <p><b>الحكومة العراقية تلزم شركات النقال بدفع الغرامات المستحقة عليها</b></p> <p>قررت الحكومة إلزام شركات الهاتف النقال بدفع الغرامات نتيجة عدم تحسين واقع الخدمة والأقساط المستحقة عليها بحسب بيان صدر عن الحكومة . <br/>وذكر البيان أن الحكومة ستلزم شركات الهاتف النقال بدفع الأقساط المستحقة والبالغ قدرها مليار وثمانمائة وخمسة وسبعون مليون دولار مع جميع المبالغ الواجب تسديدها عن الفوائد المتراكمة والغرامات المالية المفروضة على الشركات. المتضررين من تلك الشركات&quot;.</p> <p><b>شركات صينية تبدي إستعدادها للاستثمار في بابل</b></p> <p>بحث مدير هيئة استثمار بابل علاء حربة مع وفد تجاري صيني آلية وضع روابط مشتركة للتعاون ومناقشة سبل الارتقاء بالعلاقات التجارية والاقتصادية وامكانية استثمار الشركات الصينية في المحافظة. <br/>وقال حربة في تصريح له اليوم الخميس إن الوفد عرض مشروع انشاء المعرض الدائم للمنتجات الصينية ما يجعل محافظة بابل مركزا مهما يستقطب التجار المحليين ومن دول الجوار للبضائع الصينية بدلا من شحنها من الخارج. <br/>واضاف رئيس هيئة استثمار بابل الى أن الوفد الصيني عرض مشاريع عدة منها إنشاء معمل لطحن مادة الاكلنتر إضافة الى انشاء مصنع للاسمنت والطابوق الاسمنتي واخر لثقب وتصنيع الانابيب البلاستيكية.</p> <p><b>18 مليار دينار لمشروع تطوير الصيد البحري في المياه الإقليمية</b></p> <p>كشفت وزارة الزراعة عن تخصيص 18 مليارا و200 مليون دينار لمشروع تطوير الصيد البحري ضمن المياه الاقليمية العراقية في الخليج العربي. <br/>وقال مدير الهيئة العامة لتنمية الثروة السمكية في الوزارة مصدق دلفي علي إن العراق يمتلك مؤشرات مهمة لتشجيع الاستثمار في قطاع الثروة السمكية متمثلة بالمياه الاقليمية في الخليج العربي بمساحة 900 كيلومتر مربع وعمق لايتجاوز الخمسة وعشرين مترا. <br/>واوضح علي أن العدد المسجل لدى الهيئة من الزوارق اغلاقها لمدة اسبوع في جانب الكرخ من بغداد بعد تسجيل اصابات بين طلابها بانفلونزا الخنازير. <br/>وأضاف جعفر في تصريح صحفي الاربعاء ان ست مدارس اغلقت جميعها في جانب الكرخ من بغداد، وهي مدرسة اشبيلية الابتدائية، وثانوية ام عمارة، ومدرسة رفح الابتدائية، ومدرسة الشريف الرضي، وثانوية سيف الدولة، ومدرسة الرياحين لتسجيل حالات اصابة بانفلونزا الخنازير فيها، من دون ان يذكر عدد الاصابات. <br/>وبين ان الوزراة لم تسجل اية اصابة في مدارس جانب الرصافة. <br/>واوضح جعفر انه في نية وزارة الصحة تطعيم الطلاب باللقاحات المضادة للانفلونزا الوبائية غير ان هذه اللقاحات لم تصل بعد الى العراق، رغم تعاقد الوزارة عليها مع شركات عالمية معروفة وبكميات كبيرة.</p> <p><strong>اكتشاف أول إصابة بمرض انفلونزا الخنازير في ديالى</strong></p> <p>أعلن المدير العام لصحة محافظة ديالى, الاربعاء, اكتشاف أول إصابة بجرثومة انفلونزا الخنازير في المحافظة. <br/>وأوضح الدكتور علي التميمي في تصريح صحفي إن الملاكات الطبية التابعة لدائرة صحة ديالى اكتشفت أول اصابة بانفلونزا الخنازير لدى طفل يبلغ من العمر 5 سنوات، يسكن منطقة الاحيمر في ناحية السلام التابعة لقضاء الخالص شمال بعقوبة. <br/>واضاف الدكتور ان الطفل كان يمكث مع عائلته في إيران، معتبراً ذلك دليلاً على إن الاصابة حدثت قبيل دخوله الاراضي العراقية. <br/>وبين إنه تم
