العراق (يونامي)، الجمعة ، إن البعثة على علم بشأن إعتقال إثنين من أعضاء المفوضية العليا المستقلة للإنتخابات في بغداد منذ 12 أبريل/نيسان. <br/>واضاف أن البعثة تواصل متابعة الوضع عن كثب مذكرة بأنه ينبغي أن تطبق، حيال هذا الأمر الإجراءات القانونية وفقا للمبادئ المنصوص عليها في الدستور العراقي. <br/>وتعد مفوضية الانتخابات من الهيئات العراقية المستقلة وتتبع مجلس النواب مباشرة، والأخير اختار أعضاء مجلس المفوضين الحالي في عام 2007، ومن المقرر ان يتم تبديل اعضاء المفوضية بآخرين في نيسان الحالي حيث تنتهي فترة عمل الاعضاء الحاليين للمفوضية.</p> </div> </div> <hr/> <div class="post clearfix" <p>اعربت منظمة العفو الدولية عن خشيتها من امكانية تعرض الموظفتين لدى مكتب نائب رئيس الجمهورية طارق الهاشمي المعتقلتين من قبل الامن العراقية إلى التعذيب وسوء المعاملة، منتقدة القبض عليهما من دون مذكرة توقيف رسمية. <br/>وقالت المنظمة الدولية في بيان نشرته على موقعها الرسمي ان احدى الموظفتين وهي رشا نمير جعفر الحسين اعتقلت في منزل والديها في منطقة الزيونة ببغداد في الاول من كانون الثاني من دون اذن بالقبض عليها. <br/>واوضحت المنظمة ان الموظفة الاخرى وهي بسيمة سليم كرياكوس اعتقلت في اليوم نفسه بعد ان داهم 15 من رجال الامن المسلحين والذين يرتدون الزي العسكري منزلها في المنطقة الخضراء ببغداد من دون امر بالقبض عليها كذلك. <br/>واضافت المنظمة ان بسيمة كرياكوس سبق ان اعتقلت وتعرضت للضرب قبل ان يطلق سراحها بعد ثلاثة ايام وذلك قبل ايام قليلة من اعتقالها مجددا، معربة عن قلقها على سلامة السيدتين وقالت من احتمال تحول العراق الى دولة استبدادية، منتقدة الولايات المتحدة لتركها نظاماً قالت أنه يقمع الحريات بعد انسحاب قواتها منه. <br/>وقالت المنظمة في تقريرها السنوي، اليوم الأحد، إن العراق بدأ العودة الى الاستبداد وفي طريقه الآن الى أن يكون دولة أمنية تقمع بقسوة حرية التعبير عبر الترهيب واحتجاز الناشطين والمتظاهرين ومضايقة الصحافيين. <br/>وكشفت التقرير النقاب عن نحو 30 ألف رجل وامرأة لا يزالون رهن الاحتجاز في العراق، مؤكداً أن وزارتي الدفاع والداخلية تدير غالبية السجون السرية، ملقية باللوم على القوات الأميركية كونها سلمت عشرات الآلاف من السجناء للسلطات العراقية، دون توفير أي ضمانات بشأن المطلوبين بتهم إرهابية وجنائية في الحصيلة الأمنية ليوم الاثنين، وفي التفاصيل، أصيب اثنان من عناصر حماية مستشار وزير الزراعة فيصل رشيد، فيما نجا هو من هجوم بعبوة ناسفة استهدفت موكبه شمال بغداد، كما قتل محام بانفجار عبوة لاصقة كانت ملصقة بسيارته في منطقة الأعظمية شمال بغداد، وفي ديالى قتل جنديان بتفجير عبوة ناسفة موضوعة على جانب الطريق الرئيس المؤدي إلى ناحية السعدية شمال بعقوبة، كما أصيب مختار حي سكني ونجله بانفجار عبوة في منطقة التحرير، جنوب بعقوبة، أمنيا ايضا، أصيب أربعة مدنيين بهجوم مسلح استهدف محلا لبيع المشروبات الكحولية شمال بعقوبة، إلى ذلك، قتل احد عناصر الصحوات بنيران مسلحين مجهولين قرب منزله غرب بعقوبة، وفي نينوى، قتل جندي وأصيب آخر مع أحد أفراد شرطة المرور جراء انفجار عبوة ناسفة شرق الموصل </p> </p></div> <p> اقام المسيحيون في كركوك قداسا في كاتدرائية قلب اليسوع الاقدس استذكارا للهجوم المسلح على كنيسة سيدة النجاة في بغداد قبل عام . <br/>وقال رئيس اساقفة الكلدان في كركوك المطران لويس ساكو , ان المسيحيين متخوفون من مستقبلهم في بلد يشهد صراعات سياسية مبينا ان الوضع لو بقي هكذا سوف لن يبقى اي مسيحي في العراق. <br/>واضاف انه" منذ الحادثة لم نشاهد او نرى او نلمس اية جدية في موضوع حادثة كنيسة سيدة النجاة وان الحكومة مرة تقول تم القبض على الجناة ومرة تقول تمت محاكمتهم ولا نعرف اين هي الحقيقة.</p> <p><strong>المصادقة على إعدام 15 عراقيا</strong> </p> <p>كشف مصدر في رئاسة الجمهورية، الاثنين، أن رئاسة الجمهورية صادقت على أحكام الإعدام بحق 15 مدانا في قضيتي الغاز وعرس الدجيل بينهم فراس الجبوري.</p> <p>وقال المصدر ، إن "رئاسة الجمهورية أصدرت مرسوما بالمصادقة على أحكام الإعدام الصادرة بحق 15 من المدانين في قضية الغاز وعرس الدجيل من بينهم فراس الجبوري". وكان مجلس القضاء الأعلى، أعلن في الـ16 من حزيران الماضي، عن إصدار أحكام بالإعدام شنقا حتى الموت على فراس الجبوري ومجموعته المتورطين بمجزرة عرس الدجيل، مؤكدا أن المجموعة تضم 15 شخصا بينهم إبراهيم نجم عبود وفراس حسن فليح وفاضل إبراهيم وحيدر متعب عبد القادر وحكمت فاضل إبراهيم وسيد حمادي احمد وسفيان جاسم محمد. وأكد مجلس القضاء الأعلى في العاشر من حزيران الماضي، انتهاء التحقيق في قضية "الإرهابي" المسؤول عن مجزرة عرس الدجيل ومجموعته، فيما لفت إلى أن جميع المتورطين في القضية تم تحويلهم إلى محكمة الجنايات المركزية لمحاكمتهم. وعرضت قيادة عمليات بغداد، في الثامن من حزيران الماضي، اعترافات المشرف الرئيس على تنفيذ حادثة عرس الدجيل إبراهيم نجم عبود الجبوري، فيما عرضت في الـ27 من أيار الماضي، اعترافات شخصين ينتميان إلى تنظيم الجيش الإسلامي، متورطين بتنفيذ 14 عملية "إرهابية" من بينها اختطاف موكب زفة عرس واغتصاب العروس Between March and May, the ICRC:</p> <p>Distributed over 8 million Iraqi Dinars through cash-for-work scheme, to 450 vulnerable displaced people and residents of Deralok in Dohuk governorate; <br/>Awarded 108 grants to disabled people and women-headed households in Ninawa, Kirkuk, Basra, Missan, Erbil, Baghdad and Sulaimaniya, enabling them to start small businesses and regain economic self-sufficiency. <br/>Distributed individual food and hygiene parcels, including essential household items, to 2475 internally displaced households, benefiting some 14850 people, in the group settlements of Ninawa, Kirkuk and Wasit;</p> <p>Following heavy rainfalls and consequential flooding in Ninawa, Erbil and Salah Al-Din governorates in April, the ICRC assisted affected/displaced households, distributing: 4984 blankets, 634 towels, 1340 hygiene parcels, 1315 tarpaulins, 317 kitchen sets, <br/>763 food parcels, and 11.1 metric tons of rice. وخروقات تحصل داخل السجون العراقية. <br/>وقالت النزاهة في بيان لها ان اللجان الفرعية الخاصة بمتابعة أحوال موقوفي الهيئة في مكاتب التحقيقات في بغداد والمحافظات قامت بزيارة أماكن توقيف المتهمين للاطلاع على أحوالهم والمشاكل التي تواجههم وإعلامهم بالمراحل التي وصلت إليها الإجراءات التحقيقية في قضاياهم. <br/>واوضح البيان ان اللجنة لاحظت أن هناك عددا من الموقوفين في مراكز الاحتجاز في بغداد لم يتم تسفيرهم الى دائرة الإصلاح المختصة بالرغم من إدانتهم من قبل المحكمة ،مؤكدا ان بعض المتهمين في مركز الموقف والتسفيرات في محافظة النجف تعرضوا الى التعذيب الجسدي والنفسي ،مبينا ان اللجنة أشرت ضيق مكان group of social media activists to create the country’s first-ever bloggers union.</p> <p>Bloggers and social media users say that intimidation against them has increased, especially since the staging of protests against government corruption and inadequate services – inspired by the Arab Spring uprisings .</p> <p>Internet activists say that they have been subject to threats ranging from abusive comments on blog posts to actual physical violence.</p> <p>Hayder Hamzoz, a well-known Iraq blogger and the deputy head of the new organisation, was beaten twice this year while attending protests in
