In the end, Mr. McNamara's home was spared, but his neighborhood was never the same. </p> <p itemprop="articleBody"> ''It was a catastrophe for the people up here,'' Mr. McNamara, now 88, said. </p> <p itemprop="articleBody"> Now, the State Department of Transportation is putting the finishing touches on a multiyear study on how to undo some of the damage caused by the roadway and its counterpart, the Major Deegan Expressway. Peter G. King, who is overseeing the study for the agency, said his office was refining a list of about 250 proposed changes for the roadways, which are used by an average of 130,000 vehicles each day. The study is expected to be completed early next year, and afterward the transportation department will fashion a final development plan. </p> <p itemprop="articleBody"> ''We're trying to address some of the problems created by the original Cross Bronx Expressway, which divided communities and did not adequately serve those communities,'' Mr. King said. </p> <p itemprop="articleBody"> Among the proposals are adding pathways for pedestrians and bicyclists over the roadways, covering segments of the roadways to provide green space on top, and adding lanes to ease traffic on the Alexander Hamilton Bridge and the interchange where the two roads meet. </p> <p itemprop="articleBody"> ''If it had been done right, no one would be talking about that,'' Elliott D. Sclar, a professor of urban planning at Columbia University, said of the proposals. </p> <p itemprop="articleBody"> Mr. Sclar remembers seeing promotional billboards for the Cross Bronx Expressway as a child. ''They said, 'You can't make omelets without breaking eggs,' '' he recalled. </p> <p itemprop="articleBody"> Construction began on the expressway in 1948. Fifteen years, $140 million, thousands of displaced residents and 8.3 miles of highway later, Robert Moses, the highway's architect, had finished one of his most extensive projects. </p> <p itemprop="articleBody"> Mr. King said that small-scale improvements would be finished in three to five years and that larger changes are not likely to be completed for five to ten years.
