style="display:block;">February 21, 2025 -- Jewish Family Services of Washtenaw County (JFS), not only the county’s only refugee resettlement agency, but also a cornerstone community based organization for a wide variety of vulnerable community members, is facing an unprecedented crisis following the federal government’s abrupt suspension of refugee resettlement and the current freeze on promised federal funding. Effective January 24, 2025, the U.S. government has issued a Stop Work Order, halting all federally funded activities related to the Reception and Placement (R&P) program and the Emergency Refugee and Migration Assistance Fund (ERMA).<br /><br />For decades, JFS has worked tirelessly, in concert with the US State Department, to ensure that legally documented refugees from around the world are welcomed with critical services, resources and support to rebuild their lives in America with safety and dignity. This funding suspension not only disrupts services for newly arrived refugees but also threatens the very foundation of JFS’s mission and its ability to provide essential safety net programs to the broader community.<br /><br /><strong>Impact on Clients and Staff</strong><br />The effects of these cuts are far-reaching:<ul><li>Refugees who have already arrived in Washtenaw County under the R&P program now face uncertainty regarding housing, employment, and basic needs. JFS legally welcomed over 200 refugees within the 90 days leading up to the Stop Work Order. Approximately half of these refugees are children.</li><li>Dedicated JFS professional staff who have committed their lives to welcoming and assisting refugees now face immense uncertainty about how to continue their work with no federal support. Due to the loss of funding, JFS has been forced to lay off valued team members in the affected programs.</li><li>JFS is prohibited from incurring new costs, and there is no guarantee of reimbursement for services already provided by JFS and previously agreed to by federally funded entities.</li></ul><br />“This decision doesn’t just impact those seeking refuge—it destabilizes our entire community and threatens our entire sector,” said Anya Abramzon, CEO of JFS. “The elimination of funding for refugee resettlement and the looming cuts to other vital safety net programs endanger not just our mission, but the essential work of organizations like ours. We cannot and will not abandon the people who rely on us.”<br /><br /><strong>JFS's Response: Commitment to Serving Refugees Who Arrived Prior to the 1/24/25 Stop Work Order</strong><br />Despite the devastating financial implications, JFS is taking an unwavering stand. In an emergency meeting on January 29, 2025, the JFS Board of Directors committed to continuing services for refugees who arrived in the 90 days preceding the Stop Work Order. JFS will ensure these vulnerable individuals and families have safe housing, food, and critical support—despite the absence of federal funding.<br /><br />Meanwhile, JFS’s national partner in resettlement, HIAS [JFS is a HIAS affiliate agency], continues to advocate for the reinstatement of funding and the fulfillment of the U.S. government’s commitment to refugee resettlement. However, with no guarantee of restored funding, JFS is calling on the community to act now.<br /><br /><strong>How You Can Help</strong><br />JFS cannot face this crisis alone. The organization must raise critically needed funds to bridge the refugee services funding gap and sustain vital safety net services for the broader community. As a multi-service agency whose impact extends well beyond just refugees and includes but is not limited to services such as: counseling, Specialty Food Pantry, Meals on Wheels, transportation, and Aging services, a majority of JFS’s funding for core community safety net services originate at the federal level.
