align="right">
Under Fire Anbar Journalists Arming Themselves – Regularly threatened and attacked, they’re buying guns on the black market for protection.

Journalist Yasin al-Fadhawi’s recent brush with death has prompted him to look for a new home – and a gun.

As he was getting ready for work on May 30, Fadhawi received an early-morning call from his neighbour – a man he describes as “annoyingly curious” – warning him that danger was lurking.

“His voice was shaking as he told me over and over again, ‘Don’t go out, stay in your house and call the police. Two people put a strange object at the entrance to your house and ran away’,” Fadhawi recalled.

Fadhawi rang the security forces, who spent more than an hour diffusing a two-kilogramme bomb the size of a football close to his front door. Police said that if it had gone off, the bomb would have killed Fadhawi and his family.

Fadhawi believes the incident was connected to his work: two days prior to the bomb scare, his magazine published his report on alleged government corruption involving tribal chiefs.

He credits his neighbour with saving his life but, fearing for his safety and that of his family, Fadhawi fled his home in Al-Khaldiya, a town in western Anbar province, and is shopping around for a gun.

He has submitted an application for a weapons license, but if it is not approved he said he will fork out up to a month’s salary – 900 US dollars – for a gun on the black market.

Police in Ramadi, the capital of Anbar, report that at least 43 journalists in the province have applied for gun licenses since April, amid an increasingly hostile climate for journalists.

Once a stronghold for Sunni insurgents and one of the most dangerous parts of Iraq, Anbar – now controlled by Iraqi forces – has been held up as an example of the government’s ability to stabilise formerly volatile regions of the country.

But journalists in Anbar say their jobs continue to put them at grave risk. They no longer fear al-Qaeda and its affiliates – which hunted down journalists – but instead believe they are being targeted by political factions.

Particularly risky for journalists is exposing corruption or challenging political parties or the authorities.

Yousif Abu Jabal, editor-in-chief of the Al-Esnad newspaper in Fallujah, barely survived a drive-by shooting last year after he wrote an article on Iranian intervention in Iraq. An American patrol showed up as his car was coming under fire, saving his life, he said.

“I don’t blame any journalist who carries or wants to carry guns in Anbar,” said Jabal. “The situation here is unbelievably dangerous.”

Anwar Ibrahim, head of the Journalists’ Rights Protection Association in Anbar, said nine colleagues in Fallujah have received death threats since March.

Journalists either quit their jobs, leave their homes and go into hiding “or carry pistols without permission and live in fear”, said Ibrahim.

Omar Mohammed, who works for Voices of Iraq Agency, revealed he applied for a gun license after receiving a letter last month that, he said, warned him to “quit your job or you will die”.

Mohammed had recently written on alleged corruption and bribery, reports which he said “were not welcomed by some parties in Anbar”.

“I’m expecting to be killed by several political groups at any moment,” said Mohammed.

But journalists who’ve submitted gun license applications to the interior ministry in Baghdad complain that they’re requests are either being denied or put on hold.

At the same time, some journalists argue that carrying weapons undermines their neutrality and puts them at greater risk of being attacked.

Ziad al-Ajili, head of the Baghdad-based media rights organisation the Journalistic Freedom Observatory, said he understands why reporters feel they need to carry guns, but warns that if they fall into the hands of insurgents or are detained by the military, they would not be considered – or treated – as civilians. He said they would run the risk of the being killed by the former and imprisoned by the latter.

“In a war anything is possible, especially when a journalist is armed,” said Ajili. “Weapons could endanger [a journalist] rather than protect him.”

But few Anbar journalists share this view.

One Fallujah-based photographer, working for an international news agency, said he bought a gun on the black market after his application for a license was denied. He said he carries it with him at all times as he is always fearful of being targeted. “The police are indifferent whether we live or die,” he said.

Mistrust of the military and security forces runs deep in Anbar. Mohammed Faysal, a Reuters reporter, was beaten by police in Fallujah while filming the aftermath of a car bombing in mid-May. He suffered six blows to the head, leaving him with concussion and a scar on his face.

Colonel Daud al-Marawi, deputy police commissioner in Fallujah, said two officers were held in custody for several days after the incident, but Faysal said the investigation has gone nowhere.

Marawi insisted the security forces do not target journalists and maintained that his officers investigate threats made against the press by political, religious or armed groups.

He also said security forces are willing to provide journalists with escorts in volatile areas, as well as flak-jackets and helmets.

But his words provide little reassurance for Fahdawi, who says he is looking for a new home in a more secure area and that in future he will “not write anything that could cost me my life”.

Source: <a href="https://web.archive.org/web/20121025093556/http://www.iwpr.net/?p=icr&s=f&o=353157&apc_state=henh" class="external" In Basrah, which the Americans recently took over from the British, resistance attacks are rising. There was an attack against both the American base and an American patrol in Basrah today.

At least 20 US soldiers have been killed in Iraq in May, the most since last September, along with more than 50 wounded. Iraqi casualties are, as usual – and in both categories – at least ten times that number.

Attacks against US forces are once again on the rise in places like Baghdad and Fallujah, where the Iraqi resistance was fiercest before so many of them joined the Sahwa (Sons of Iraq, also referred to as Awakening Councils), and began taking payments from the US military in exchange for halting attacks against the occupiers and agreeing to join the fight against al-Qaeda in Iraq. In early April I wrote a column for this website that illustrated how ongoing Iraqi government and US military attacks against the Sahwa, coupled with broken promises of the Sahwa being incorporated into the government security apparatus or given civilian jobs, would likely lead to an exodus from the Sahwa and a return to the resistance.

Slowly, but surely, we are seeing that occur. While US liaison Col. Jeffrey Kulmayer has called this idea, along with the ongoing controversy from the Iraqi government – led by US-pawn Prime Minister Nouri al-Maliki – not paying most of the Sahwa members, while continuing government arrests of and attacks on Sahwa members "overblown," this does not change reality. Let us recall the telling words of the reporter Caud Cockburn, father of journalist Patrick Cockburn, "Never believe anything until it’s officially denied."

Not surprisingly, in direct contradiction to Kulmayer’s comment, the Sahwa have warned the Iraqi government not to disregard its commitments to the fighters as far as providing them jobs and payment. On May 28, the independent Saudi-owned United Kingdom-based newspaper, al-Hayat, reported:

"A number of the leaders of the awakening councils called on the Iraqi government to honor its commitments towards the members of the awakening councils by paying their salaries which are three months late. They warned that their fighters might rebel against the government if their demands for their financial rights continue to be disregarded which might have an adverse effect on the security situation. Sheikh Masari al-Dulaymi, one of the leaders of the council in Falahat al-Taji to the north of Baghdad, announced that the committee supervising the national reconciliation process warned the leaders of the councils in and around Baghdad that their salaries would be paid and that a form of cooperation will be agreed upon with the tribes to preserve the security in Baghdad."

The paper added that al-Dulaymi also pointed out that many council fighters abandoned their duties in protecting their areas because of the delays in receiving their salaries, and "we don’t want the crisis to grow any worse because the council members already distrust government promises." Al-Hayat also reported that Sheikh Khaled Yassine al-Janabi, a leader of the council in al-Latifiyah in southern Baghdad, warned that the "government’s disregard for the issue of the councils and their demands will have an adverse effect on the security situation."

Simultaneously, the Iraqi Resistance, whose ranks are growing with disenfranchised Sahwa along with other Iraqis joining for the usual reasons: their countrymen and women being detained, tortured, and raped by occupation forces and their Iraqi collaborators, the destroyed infrastructure and the suffering that accompanies this, among a myriad of other reasons (like the fact that one in four Iraqis lives in poverty), are, at least verbally, preparing to resume full operations.

The Los Angeles Times recently reported that a commander in the Iraqi Resistance, who is also a member of the currently besieged Sahwa, said, "If we hear from the Americans they are not capable of supporting us … within six hours we are going to establish our groups to fight against the corrupt government. There will be a war in Baghdad."

Having relied on the US military to fulfill their promises of assisting the Sahwa into the Iraqi political system, as well as for protection from ongoing attacks from the Maliki government security apparatus, their patience has just about run out.

A former military intelligence general, a resistance commander who heads a group called the Iraqi Liberation Army, and who is also a member of the Sahwa, told The Los Angeles Times in the same article, "If the Americans leave Baghdad in 24 hours, the street belongs to the resistance and the people. The people are boiling."

Violence has been escalating since January. April was the deadliest month for Iraqis in over a year. Daily we are watching Sahwa members leave their security posts. Rather than safeguarding the areas where they worked as security, many of them, in protest of government attacks and lack of payment, are rejoining the resistance. Simultaneously, they have effectively ceased targeting al-Qaeda operations in Iraq, which was also what the US had created the Sahwa for in the first place. Thus, when al-Janabi warns that the "government’s disregard for the issue of the councils and their demands will have an adverse effect on the security situation," the "adverse effect" is two-fold. And this does not account for the future ramifications of having 100,000 fighters, who were allied with the occupation forces, turn completely against them again. Today, as aforementioned, we are getting a small, very small, taste of what that might look like.

Rivers of blood continue to flow in occupied Iraq. On May 25 a suicide bomber drove a car packed with explosives into a US patrol in Mosul, killing eight people and wounding another 26. The same day, in Hilla, 60 miles south of Baghdad, a gunman killed a Sahwa fighter who was manning a checkpoint.

On May 21, suicide bombers struck in two cities, killing three American soldiers and nearly two dozen Iraqis in a spasm of violence that took at least 66 lives in two days. That same day saw more attacks against the Sahwa, who in addition to being attacked by Iraqi government forces, are being attacked by al-Qaeda. Seven Sahwa members were killed in Kirkuk on May 21 as they waited in line at a military base to receive their salaries.

Meanwhile, the Pentagon is prepared to leave fighting forces in Iraq for as long as a decade, despite an "agreement" between the US and Iraq that would bring all US troops home by 2012. General George Casey, the Army chief of staff, recently stated that the Pentagon must plan for extended US combat and stability operations in both Iraq and Afghanistan, saying, "Global trends are pushing in the wrong direction," he said, "They fundamentally will change how the Army works." It is important to note that at the moment, the US maintains 139,000 troops in Iraq, which is still a greater number than that which existed prior to the so-called "troop surge" of George W. Bush.

Many of these troops, along with nationalistic US citizens who blindly supported, and/or continue to support the criminal occupation of Iraq, believe it is a mandate from God that justifies the "might makes right" strategy of US Empire. Let us recall one of the better-known authors from the United States, Mark Twain. Better known for Tom Sawyer and Huck Finn, Twain was quite anti-war. I certainly was never instructed to read Twain’s "The War Prayer," part of which sardonically reads:

"O Lord our Father, our young patriots, idols of our hearts, go forth to battle – be Thou near them! With them – in spirit – we also go forth from the sweet peace of our beloved firesides to smite the foe. O Lord our God, help us to tear their soldiers to bloody shreds with our shells; help us to cover their smiling fields with the pale forms of their patriot dead; help us to drown the thunder of the guns with the shrieks of their wounded, writhing in pain; help us to lay waste their humble homes with a hurricane of fire; help us to wring the hearts of their unoffending widows with unavailing grief; help us to turn them out roofless with little children to wander unfriended the wastes of their desolated land in rags and hunger and thirst, sports of the sun flames of summer and the icy winds of winter, broken in spirit, worn with travail, imploring Thee for the refuge of the grave and denied it – for our sakes who adore Thee, Lord, blast their hopes, blight their lives, protract their bitter pilgrimage, make heavy their steps, water their way with their tears, stain the white snow with the blood of their wounded feet! We ask it, in the spirit of love, of Him Who is the Source of Love, and Who is the ever-faithful refuge and friend of all that are sore beset and seek His aid with humble and contrite hearts. Amen."

This is the slaughter and suffering that is being caused by the US occupation of Iraq. This is the death and suffering that is causing the Iraqi Resistance to once again form, gain strength, and prepare to resume full operations.

The ICRC remained concerned about indiscriminate attacks as civilian lives continued to be claimed in incidents in Baghdad, Ninewa, Mosul, North Diyala, Anbar and Kirkuk. It provided support for emergency medical care and maintained a range of activities benefiting the civilian population.

The month of April saw an increase in bomb attacks and other security incidents in Baghdad, Ninewa, Mosul, North Diyala, Anbar and Kirkuk, where the security situation was shown to be fragile, despite improvements seen in other parts of the country. Civilian lives continued to be claimed in the violence. The ICRC remained concerned about indiscriminate attacks.
In early April, the ICRC facilitated the repatriation of eight foreign nationals released from Fort Suse Federal Prison in Suleimaniya, in the northern part of the country. "It is often difficult for foreigners held in Iraq to return home on their own when they are released," said Laurent Saugy, coordinator for ICRC protection activities in Iraq. "The ICRC helps them return so they can be reunited with their families after their release by the detaining authorities. It does this on purely humanitarian grounds upon the request and with the full consent of the persons concerned." This was the second time since September 2008 that the ICRC had facilitated the repatriation of foreigners released by the Iraqi authorities.
Visiting detainees and restoring family links
The ICRC visits detainees held by the Iraqi authorities and US/Multi-National Force – Iraq in connection with the conflict to monitor their treatment and conditions of detention. In April, the ICRC:

carried out a visit to the US internment facility at Camp Bucca, southern Iraq, where more than 10,000 people are currently held;

assessed the treatment of prisoners held in Fort Suse Prison in Suleimaniya, northern Iraq, under the authority of the Iraqi government;

visited for the first time the Juvenile Correctional Facility of Al-Kharkh, Baghdad, under the authority of the Iraqi government;

carried out eight visits to other detention centres, mostly in the governorate of Dohuk.

The ICRC helps people deprived of their freedom to restore and maintain contact with their families by arranging for visits from their next of kin and by enabling them to share family news through Red Cross messages or phone calls.

More than 12,500 Red Cross messages were exchanged between detainees throughout the country and their families in April.

In mid-April, members of five Iraqi families travelled to Kuwait for the first time to visit their relatives detained in Kuwait Central Prison since the 1990-91 Gulf War. The visit was organized by the ICRC in coordination with the respective government authorities.
Delivering aid to displaced and otherwise vulnerable people
The ICRC continued to provide emergency and relief assistance for people displaced by the armed conflict and to those suffering the effects of natural disasters such as severe drought.

Food parcels, hygiene kits and essential household items were delivered to about 55,000 people in Baghdad, Al Anbar, Ninewa, Suleimaniya and Diyala governorates.

In April, food was distributed to almost 66,000 people affected by severe drought in Suleimaniya, Erbil, Dohuk, Diyala, Kirkuk and Ninewa governorates.
Reintegrating disabled people into society
For many years, the ICRC has been providing prosthetic/orthotic and rehabilitation services in Iraq. Since 2008, it has also been helping disabled people – landmine victims and others with motor impairments – to return to society and earn a living.
Micro-economic projects supported by the ICRC generate enough income to meet the food needs of beneficiaries and their families. In general, project participants gain confidence as they become able to support themselves and no longer have to depend on relatives.
"Two months ago, I thought I would have to close my barbershop, since it was hard for me to remain standing all day – my good leg was taking too much pressure," said one of the project beneficiaries in Shaqlawa, Erbil governorate. "But I told myself not to give up. I had a chance to feel useful again and I didn’t want to throw it away." He managed to hire a helper and has continued to run his shop.
Providing support for emergency medical care
The ICRC supports the health authorities by regularly providing hospitals with medical supplies in order to maintain their capacity to respond to emergencies involving mass casualties.
In April, the ICRC delivered emergency medical items to help treat over 470 people wounded in explosions.

Five tonnes of disposables and medicines were delivered to Al Imam Ali General Hospital, Baghdad Medical City Teaching Hospital, Ibn Al Nafees Vascular Surgery Hospital and Kadhumiyah Teaching Hospital, in Baghdad governorate, to Jalawla General Hospital, in Diyala governorate, and to Al Mosul General Hospital, in Ninawa governorate.

Improving water supplies and health care
The ICRC continued to address water emergencies. In April, it delivered water by truck to:

Qalawa Quarter camp for displaced people (IDPs), hosting some 360 persons in Suleimaniya governorate;

some 4,500 displaced people in Al-Sadr City, and to Al-Rashad Psychiatry Teaching Hospital, Al-Yarmouk Teaching Hospital and Al-Imam Ali General Hospital, in Baghdad governorate.

To upgrade water and sanitation facilities in hospitals, the ICRC:

completed work improving the quality of drinking water in Baghdad’s Al-Kindi Teaching Hospital (400 beds);

finished the complete renovation of the cardiac care unit in Al-Jumhury Hospital (301 beds), in Kirkuk governorate.

The ICRC carried on with its efforts to meet the water and sanitation needs of the civilian population. In April, it:

supplied and installed new circuit breakers at Al-Ramadi water treatment plant in Al-Anbar governorate to protect pumping systems serving around 400,000 people; it also refurbished several electrical components of Ar-Rutba’s water supply system, which serves some 25,000 people;

cleaned pits and replaced submersible pumps in six sewage boosting stations in Basrah governorate serving around 240,000 inhabitants; it repaired a damaged roof and replaced the pumps of Al-Fao’s boosting station, also in Basrah governorate, supplying water for about 50,000 inhabitants;

completed a major project at the Ghammas compact water unit, serving around 35,000 people in Diwaniyah governorate, which involved supplying pumps and treatment equipment as well as general cleaning;

completed the full renovation of a reverse osmosis water treatment unit in Malaqara, in Ninawa governorate, serving around 1,000 people;

completed improvements to pumping systems at Al Wathba water treatment plant, which serves around 100,000 people in Baghdad governorate;

finished upgrading the new Tikrit water treatment plant, which serves around 50,000 inhabitants in Salah Al-Din governorate.

In Basrah, the ICRC revamped the body storage and archive rooms at the Mortal Remains Delivery Centre and built a workshop at the training centre of the Directorate of Water.
Source:

المصدر : <a The Department of Defense report went on to explain that the sailor "was deployed with an East Coast based Navy SEAL team." That same day, the military announced the deaths of two marines "killed while conducting combat operations against enemy forces here April 30." The dateline for the latter press release is "AL ANBAR PROVINCE, Iraq." Apparently, all is not well in Fallujah and al-Anbar province. The US military, having met the fiercest resistance throughout their occupation of Iraq in these areas, is once again conducting combat operations there.

The fact that the US military has largely hung the Sahwa out to dry, exposing the 100,000 strong Sunni militia to the ire of the Maliki government for ongoing assassinations and detentions, has taken the lid off the volcano that the Sahwa were keeping from erupting. Let us remember – it was the Sahwa who kept al-Qaeda in Iraq in check, not the US military or the Iraqi military. As members of the Sahwa continue to leave their security posts due to lack of pay and being targeted by the Iraqi government, they are returning to the resistance from which most of them had emerged to join the militia.

Let us also be clear about the fact that the Sahwa allied themselves with the US military so as to protect themselves from the Shia-dominated sectarian government of Prime Minister Maliki.

I asked a good friend of mine in Baghdad to interview a Sahwa leader in the Adhamiya district of Baghdad a few days ago. The leader asked to be identified as Abu Ahmed. He is 40 years old, married, has four children, and had this to say, "I would like to say that the Iraqi Government, and especially Mr. Maliki, are continuing to target us. They have been doing this from the beginning, and they continue to do this against the Sahwa. The reason is because we are Sunni and the Iraqi government are a sectarian government."

Abu Ahmed said he and his fellow Sahwa members support the immediate withdrawal of all occupation forces "and then we can change our government by ourselves and build a nationalist government to replace this current sectarian government."

He then added, succinctly, "Our purpose is to end the occupation, end al-Qaeda, and make a new Iraq that is safe."

Fate, as if to underscore his point, found rivers of blood filling the streets of Baghdad the very next day. Simultaneous bombings in largely Shiite districts of the capital city killed more than 51 people. After the bombings, residents of the areas threw shoes and stones at Iraqi soldiers who arrived at the scene, blaming the soldiers for failing to protect them. A resident, in the aftermath of the bombings, expressed his rage to a reporter while Iraqi soldiers continued shooting at innocent people, "Is that what we deserve, on top of the bombs, that they shoot at people? Is this Maliki’s government? Instead of helping us evacuate the wounded, they started shooting at us. This is Maliki’s government. Can you hear the shooting? They’re shooting at people. People are lying underneath cars."

At the end of the day, over 70 Iraqis had died, with at least 116 wounded. Underscoring the sectarian nature of the government, Baghdad security spokesman Maj. Gen. Qassim Atta told reporters, "This series of bombings was supposed to be carried out on the 28th, the birthday of Saddam Hussein," referencing the former dictator executed in December 2006.

Meanwhile, that same day, roadside bombs targeted US patrols in two areas of Baghdad.

My Iraqi journalist friend in Baghdad, who interviewed Abu Ahmed, commented on the aftermath of the bombings that day, "The Iraqi situation is getting so much worse Mr. Dahr. So many car bombs explode in Baghdad now – it is daily. All the streets are closed today so the police and army can search every car, checking everything, and we can’t move or work in this situation at all. And yet, the bombings continue nonstop."

As the calendar turned to May, April was the deadliest month since September for US troops, with at least 18 dead, doubling the previous month’s total. April also found the most troops killed in combat in a month so far this year. April was also the deadliest month for Iraqis in over a year.

In a move strengthening US/Iraqi relations, Brig. Gen. Peter Bayer, the chief of staff for the US military’s daily operations in Iraq, said that a US military raid in Kut that killed a man and woman, which had ignited tempers across the country and caused Prime Minister Maliki to demand the responsible soldiers to be handed over to Iraqi authorities, told reporters the raid was "lawful and legal," and responded to the question of whether American soldiers would appear in Iraqi courts with, "No. Absolutely not."

So much for Iraqi sovereignty.

On May 2, two more soldiers were killed in the northern city of Mosul, while US forces were attacked with roadside bombs in both Basra and Fallujah. Clearly, resistance against the occupation is once again nationwide, spanning from Iraq’s northernmost and southernmost cities. Now that the British are pulling out of their area of control in Southern Iraq, US troops are filling the void – hence, the attack in Basra. Expect these to increase rapidly, particularly in light of events such as the Kut raid.

The signs of Iraqi government attacks against Sahwa members show no sign of abating either, as that day gunmen attacked a Sahwa checkpoint in Yusufiya, injuring a Sahwa fighter. Meanwhile, Iran was shelling northern Iraq – lobbing artillery shells into suspected Party of Free Life of Kurdistan (PJAK) locations there. The PJAK are supported by the US, as they have been conducting covert destabilization operations in Iran for months now. The northwestern area of Iraq that borders Turkey was not without violence either. There, Turkish forces launched an airstrike just hours after ten Turkish soldiers were killed in what was believed to be a Kurdish rebel strike in Turkey. Turkish airstrikes in northern Iraq are, however, nothing new. They’ve been a weekly or bi-monthly occurrence for several months running now.

The meat grinder that is the US occupation of Iraq is picking up speed once again. Attacks against both Iraqi civilians and US soldiers are increasing dramatically. At the time of this writing, five soldiers have been killed in the last four days, over a dozen innocent Iraqis have been slaughtered, and over a dozen have been wounded. Iraqi government attacks on the Sahwa continue, al-Qaeda is now operating largely at will, and attacks on US forces are now happening all over Iraq – including in Kurdish-controlled areas of northern Iraq.

Combat operations in Fallujah. A recent UN report documenting ongoing US torturing of Iraqis in military detention facilities in Iraq. Roadside bomb attacks against US forces spanning the entire geography of the country. Iraqis being slaughtered in numbers not seen since George W. Bush still had eight months left in his second term.

What has changed in Iraq?

<a href="https://web.archive.org/web/20121025093556/http://www.truthout.org/050409J" class="external"
