Die ID-Fraktion hat eine Große Anfrage zur EU-Migrationspolitik beantragt. Wir fordern Auskunft über die genaue Zahl der illegalen Migranten, die Tag für Tag nach Lampedusa strömen, aufgeschlüsselt nach Herkunftsland, Geschlecht und Alter. Denn alle diese Informationen müssten bei Ankunft ermittelt werden. Völkerrechtlich ist kein Staat verpflichtet, illegale Migranten einfach an Land zu lassen, und die sofortige Rückführung ist fast immer möglich. Deshalb möchten wir wissen, auf welcher Rechtsgrundlage die illegale Einreise gestattet und die Rückführung nicht einmal erwägt wird.</p> <p class="contents">Zum Hintergrund: Allein Deutschland hat heute mindestens sechs Millionen Menschen mehr – aus dem Orient und Afrika – als 2010. Neben drei Millionen Asylbewerbern kam über eine Million durch Familiennachzug, zuzüglich bis zu 1,5 Millionen Nachkommen der Asylmigranten und einer Dunkelziffer von ungefähr einer halben Million. Laut Berechnungen von Jan Van de Beek von der Universität Amsterdam kostet jeder Asylmigrant und ebenso jeder seiner Nachfahren einen modernen Sozialstaat lebenslang im Schnitt rund 625 000 Euro. Einschließlich der zugewanderten Ukrainer belaufen sich allein die fiskalischen Gesamtkosten der Asylmigration seit 2010 für Deutschland bereits heute auf rund 107 Milliarden Euro jährlich, Tendenz steigend.</p> <p class="contents">Kein Staat der Welt kann sich eine solche Asylpolitik leisten, vor allem, wenn Asyl nicht Asyl, sondern Einwanderung ohne Rückkehr bedeutet. Last year, there were 157 000 irregular crossings to Italy. More than 70% disembarked on Lampedusa: more than 109 000 people. The main nationalities arriving in Italy were Guineans, Tunisians and Ivorians, Bangladeshis, Egyptians and Syrians. Arrivals dropped significantly in the first two months of this year, with relatively few irregular crossings. Occupancy of Italian reception centres, including Lampedusa, is well below capacity.</p> <p class="contents">You ask what we are doing to reduce migration pressure on Lampedusa and the EU as a whole. We are working on two tracks: legislative and operational.</p> <p class="contents">On legislation, we have the Pact. In December, the Council and Parliament reached an historic agreement on the Pact after three long years of negotiations, establishing a European approach to asylum and migration management. Parliament and the Council now need to formally adopt it. We have already started to prepare the ground for future implementation.</p> <p class="contents">Operationally, in September last year, President von der Leyen and Commissioner Johansson visited Lampedusa and the President presented a 10-point plan for Lampedusa. In the context of this plan and the 2022 EU Action Plan for the Central Mediterranean, the Commission has been providing substantial support to Italy. With 450 staff deployed, EU agencies are supporting the Italian authorities to manage migration and asylum, and with EUR 518.5 million from the home affairs funds for measures to support Italy’s asylum and reception system.</p> <p class="contents">We are engaging with countries of origin, like Ivory Coast and Guinea and other sub-Saharan countries, to address root causes and counter the smuggling networks. Our Memorandum of Understanding with Tunisia is producing results: a substantial reduction in departures to the European Union last September and October, and a corresponding reduction in arrivals to Lampedusa.</p> <p class="contents">Last November, we launched a global coalition against migrant smuggling. Some 75 countries took part in its first conference and we propose new EU laws to crack down on smuggling networks. Reducing irregular migration will increase possibilities for regular migration, which many Member States want and need.</p> <p class="contents">We are stepping up on returns of people who do not have the right to stay by cooperating on return and readmission with third countries. The Commission has serious doubts about the concept of floating accommodation centres, and the arrangement would have to meet the standards set out in EU legislation when it comes to the provision of adequate reception conditions and the processing of asylum applications.</p> <p class="contents">Under current Union law, people seeking international protection who are present in the territorial waters of a Member State should be disembarked on land to have their applications examined. We have retained the same principle in the Pact.</p> <p class="contents">Finally, concerning the terrorists who killed two Swedish football supporters in Brussels, I am from Belgium and my colleague, Commissioner Ylva Johansson, who I’m standing in for today, is from Sweden. This attack shocked us both on a very personal level. It seems the perpetrator had lived in the EU for many years and applied for asylum in several Member States, which had all been rejected.</p> <p class="contents">If anything, this asks for Member States to step up on returns, which we are pursuing with our return coordinator and a high-level network on returns, prioritising the returns of people who pose a security threat. And if anything, this argues for a swift implementation of the Pact, which will ensure that everyone is screened at the external border and that swift decisions on asylum and return are taken.</p> <p class="contents">When it comes to migration and asylum, there are no magic bullets, only comprehensive policies covering all possible aspects. And this is what we are doing with the Pact, with our operational work and all the support we are providing to the Member States. We do not need hypothetical floating reception centres when we have the reality of the Pact, the reality of an historic agreement on migration. Očito je da se Europska unija nalazi pred velikim migracijskim opterećenjem, a najveći teret tog pritiska snose države članice koje štite vanjske granice Europske unije.</p> <p class="contents">Nakon višegodišnjih pregovora, nedavno smo postigli dogovor o Europskom paktu, o azilu i migracijama, a glavni novitet koji se njime uvodi je obvezan postupak na granici kako bi se brzo procijenilo jesu li zahtjevi za azil neutemeljeni ili nedopušteni. To bi trebalo rezultirati time da se postupak povodom zahtjeva za azil više neće događati dublje u teritoriju određene države članice. Međutim, dogovorom o azilu i migracijama, nažalost ne rješavamo problem povrata migranata koji već nezakonito borave u Europskoj uniji. S tim u vezi treba reći da samo jedna petina od onih kojima se odbije azil budu vraćeni u države odakle dolaze.</p> <p class="contents">Zato prioritet Europske unije, nakon postizanja dogovora o azilu i migracijama, mora biti na uspostavi instrumenata prisilnog povratka nezakonitih migranata. To je višeslojan problem i za njegovo rješenje Europska unija morat će posegnuti za vanjskopolitičkim instrumentima, pa ako treba i uvjetovati davanje razvojne pomoći trećim državama i liberalizaciju viznog režima, prihvatom nezakonitih migranata. Pitanje zaštite europskih granica pitanje je očuvanja europskog načina života, a nažalost brojne nevladine organizacije potiču migrante na ilegalne ulaske u Europsku uniju.</p> <p class="contents">Zato moramo osigurati da takve organizacije ne budu korisnice europskog proračuna. Konačno, Europska unija nije dužna i ne može na svoj teritorij primiti sve one koji ovdje žele živjeti samo zato što je tu kvaliteta života bolja. Vi rendete conto di ciò che proponete? Sembra quasi una gara di disumanità. In Inghilterra il conservatore Sunak ha riconvertito un carcere galleggiante per ospitare i richiedenti asilo e guarda al Ruanda. L'Italia va avanti per un CPR in Albania. Da Pontida qualche militante della Lega ha pure proposto di cedere Lampedusa all'Africa, facendone un grande hot-spot. Ora quest'idea di centri galleggianti dove trattenere i migranti per verificare le loro richieste di asilo... C'è forse un disegno su cui tutte le destre d'Europa concordano per aggirare il divieto di blocchi navali e respingimenti con centri o isole artificiali in mezzo al mare, come propone Israele per i palestinesi? </p> <p class="contents">Vedete, che io ricordi, c'è stato un solo esperimento di questo tipo nel passato: "l'isola delle rose", ne avete mai sentito parlare? L'aveva costruita l'ingegnere italiano Giorgio Rosa nel 1968, l'anno delle rivoluzioni giovanili. Quell'isola – durata 55 giorni – nasceva come luogo di libertà. Oggi invece qui proponete di creare delle "Alcatraz artificiali", posti di blocco in mezzo al mare. Ripeto: ho i brividi per l'orrore. Io dico: vergogna! </p> <p class="contents">Anche la premessa di questa interrogazione mi fa inorridire. Parla di "emergenza Lampedusa", senza dire che l'emergenza nasce dal mancato trasferimento da parte del governo italiano delle persone che arrivavano. Si ricorda che il terrorista tunisino del recente attentato a Bruxelles è entrato in Europa attraverso Lampedusa, ma si omette che questo è accaduto 15 anni fa. </p> <p class="contents">Questa interpellanza è frutto di una narrazione tossica e razzista, che rischia di avvelenare l'Europa: se si vuole intervenire contro il terrorismo, allora si concentri l'attenzione sul rischio di radicalizzazione all'interno delle nostre città e ci si interroghi sulle politiche di accoglienza e integrazione, piuttosto che applicarsi a ricostruzioni di odio, che non fanno altro che alimentare altro odio. </p> <p class="contents">"Migranti irregolari", così li definite: sono semplicemente delle persone. Neppure nei momenti più difficili – mi riferisco al 2011 e allo scorso anno – i lampedusani, il mio popolo, hanno avuto reazioni di rifiuto e condanna per queste persone. Lampedusa è un'isola naturale, non artificiale, e riconosce il valore dell'umanità, come dovrebbe fare chiunque crede nei valori dell'Europa. Cette réforme d’ampleur va apporter des outils clés aux États pour relever le défi de l’immigration en Europe, dans le respect de nos valeurs. Je rappelle que ce pacte repose sur trois objectifs prioritaires. </p> <p class="contents">D’abord, un mécanisme de solidarité inédit au niveau européen pour aider les États membres en cas de pression ou de crise migratoire, notamment l’Italie. Ensuite, un meilleur contrôle de l’immigration irrégulière aux frontières extérieures grâce à des procédures accélérées à la frontière pour les demandeurs qui manifestement ne peuvent prétendre à l’asile. Cela aidera notamment les pays de première entrée, comme l’Italie. Enfin, des procédures d’asile plus harmonisées et plus efficaces, grâce à l’outil qu’est le règlement. Cela va réduire les délais de traitement des dossiers d’asile. </p> <p class="contents">Je me réjouis aussi de ce débat, qui permet de mettre les points sur les «i» et de dénoncer le grand absent de ces négociations, le Rassemblement national de Mme Le Pen. M. Bardella est d’ailleurs encore absent aujourd’hui de cet hémicycle. Je ne sais pas ce qu’il fait de ses promesses illusoires. Au moins, c’est clair: l’extrême droite, en France comme en Europe, ne cherche pas la solution à l’immigration. Elle vit cyniquement de ces problèmes. Vous n’avez d’ailleurs pas hésité à déposer des amendements de rejet. C’est tout ce que vous avez fait. But we are actually facing a fundamental rights crisis, an enforcement crisis, a solidarity crisis.</p> <p class="contents">Our external borders have become zones of lawlessness. Asylum seekers are beaten back across the borders, attacked with dogs or left to drown at sea. And civil society actors who step in are intimidated, harassed and criminalised. The right to asylum is being eroded, dignified reception has become an illusion and impunity is now the norm. And in this race to the bottom, Member States prefer to approve each other’s violations rather than take responsibility for their fair share.</p> <p class="contents">And these crises are being fuelled by extreme narratives and dehumanisation. For the extreme right, migration is a business model, but by exploiting refugees, they attack our core values and this indirectly leads to more human rights violations, to more deaths.</p> <p class="contents">Chair, deterrence is not the answer. Taking responsibility is – and I urge Member States to take responsibility equally and fairly and to show true solidarity through relocation. The genuine reflection of our values lies in how we treat the most vulnerable. Това е Абдасалем Ласуел, тунизийски гражданин, влязъл нелегално през Лампедуза, подавал сто пъти искания за убежище. Отказано му е тези пъти. Не, не е бил депортиран и в резултат на което уби двама шведски граждани в центъра на Брюксел, в центъра на столицата на това, което е Европейският съюз. Ето това е резултатът от политиката на Комисията и на безотговорното мнозинство в този Парламент, което гледа с някакви розови очила на някакъв друг свят. </p> <p class="contents">Истинският отговор, уважаеми, не се крие в цитата, даден в интервю на бившия шеф на Фронтекс Фабрис Леджери, който казва, че еврокомисаря по вътрешен ред Илва Йохансон му е казала, че трябва да допускат нелегални имигранти, за да си оправим демографията. Ако този цитат е верен, този еврокомисар незабавно трябва да си подаде оставката. Това изказване е насочено срещу основите на нашите общества. Това изказване е насочено срещу основите на нашите семейства, на нашите нации и на нашата идея за Европа. Не е вашият отговор. Това, което предлагате вие, е разпад, унищожаване на европейската цивилизация. Vi rispondo subito: troppi. Da Bruxelles non è stato fatto molto per arginare il fenomeno, lasciando spesso da soli gli Stati membri. Caro Commissario, dare dei fondi non significa risolvere i problemi. Gli strumenti vanno posti a monte. </p> <p class="contents">Frontex ha riferito come il 2023 sia stato l'anno con i livelli più alti di immigrazione irregolare dal 2016 e, secondo i dati del ministero dell'Interno, l'anno scorso sulle coste italiane sono sbarcati 157.000 migranti. <span class="italic">Save the Children</span> stima che oltre 28.000 migranti risultino deceduti o dispersi nel Mediterraneo dal 2014 ad oggi. </p> <p class="contents">Meno partenze significa meno morti in mare: bisogna fermare le partenze! Non dimentichiamoci inoltre, anzi non dimenticatevi inoltre, della rotta migratoria dei Balcani occidentali, che colpisce fortemente la regione da cui provengo, il Friuli Venezia Giulia. In questo caso, l'Italia non è un Paese di primo ingresso via terra: eppure l'immigrazione attraversa paesi come Croazia e Slovenia senza fermarsi. Il popolo italiano non gira le spalle a nessuno ma l'accoglienza deve essere dignitosa e per chi ne ha veramente diritto. Non possiamo accogliere tutti! </p> <p class="contents">Come Lega-Salvini premier, da sempre diciamo di aiutare queste popolazioni a casa loro, anche per evitare che persone sfortunate finiscano per diventare manovalanza per la malavita o, peggio ancora, vittime loro stesse o autori di reati contro cittadine e cittadini indifesi. </p> <p class="contents">Abbiamo votato a larga maggioranza gli scorsi giorni l'accordo raggiunto sul partenariato PRIMA per la partecipazione dell'Unione europea alla ricerca e all'innovazione nell'area del Mediterraneo. Questa iniziativa rappresenta una via concreta per provare a fermare i flussi migratori e creare benefici e soluzioni innovative nei Paesi di partenza dei migranti. Ma è ancora insufficiente. Non si può pensare di continuare ad affrontare il fenomeno migratorio con un approccio di tipo emergenziale e del tutto inadeguato. Il governo italiano è impegnato per cercare una soluzione equilibrata a livello europeo e il patto sulla migrazione e l'asilo, caro Commissario, è solo un primo passo. </p> <p class="contents">La riforma del regolamento di Dublino non può essere soddisfacente se gli Stati membri di primo arrivo continueranno a sostenere la maggior parte dell'onere. Vanno costruite strutture adeguate per la verifica dello status di rifugiato nei Paesi di partenza o in Paesi disposti a farlo, come ha fatto bene il governo italiano nell'accordo con l'Albania. Lo ha fatto perché voi non avete fatto nulla. No, to nie dziwcie się potem, że ludzie się boją. Po prostu się boją takiej sytuacji. I pamiętają, co się stało na przykład w Finlandii, która w roku 1990 ze względów humanitarnych zaprosiła raptem 100 Somalijczyków. W tej chwili, po przeszło 30 latach, tam w tej chwili jest 6 tysięcy Somalijczyków. To jest olbrzymi wzrost. European arms exports have been directly linked to the forced displacement of millions. The arms trade is a lucrative industry that profits both from conflict and from militarising the migration routes it helps to create.</p> <p class="contents">And the EU is helping the business boom. The Commission has given away billions in taxpayers’ money to border control companies that torture and kill people seeking safety, either through direct contracts or through dodgy deals with third countries. These are crimes committed with our resources, in our names. For example, if you’re demanding a right to housing or healthcare or disability rights, well then they don’t want to know. But if you’re talking about immigration, then you’re not talking about those things. You’re not talking about how your state is serving transnational capital rather than the citizens. In reality, it is the great deceit.</p> <p class="contents">In Britain, for example, they’ve been consumed by a conversation about migration for more than a decade now. Savage austerity? Well, it got right off the hook. So, while they were being ‘honest’ about migration, child poverty skyrocketed. Britain now has the highest child poverty, housing is broken, people are hounded to death, austerity is a permanent policy while the rich get richer. And migration? Same as it always was. This conversation is a distraction. As I said before, legislatively and operationally, it was possible to put into place a comprehensive policy that addresses all aspects of migration and asylum: fighting the smugglers, countering irregular migration and improving opportunities for regular migration, working with third countries on returns, and supporting Member States in need with staff and some budget.</p> <p class="contents">Three months ago, Parliament and Council reached an historic agreement on the Pact and, again, it is very important to continue to work on the implementation of the Pact, which will give irregular migrants quick clarity about asylum or return, and with mandatory solidarity measures to support Member States in need.</p> <p class="contents">If we want to help the population of Lampedusa, if we want to help the people arriving there after horrendous journeys, then what we need now most of all is to turn this agreement into a reality. And so, again, I call on you to do everything to support the Pact and the implementation of the Pact.
