<p>11月21日上午，距离正式计划出台仅剩一天，峰会的一个主要目标是制定一个资金目标，即“气候融资新集体量化目标”(NCQG)以帮助支持较贫穷的国家应对气候变化，草案尚未给出数字，公开的文本中没有设定为发展中国家提供至少1万亿美元新资金应对气候危机的全球目标，而是只在数字处写了一个“X”。</p><p>此前，我们预计在NCQG的关键谈判中，更多小国会强烈要求大国履行资金承诺，以获取“公平”补偿，但这种单方面“慈善”在全球经济大环境以及地缘政治愈发严峻的情况下，只会导致谈判中的对立加剧。大国的义务和责任需要逐步转变为市场机制的推动(商业慈善)，虽然听起来似乎是对历年COP成果及实施现状的一种妥协，但<a href="https://www.solarbe.com/topic/show-htm-itemid-402886.html" target="_blank" style="color:#1780C4">COP29</a>的开幕致辞：“气候融资不是慈善”，似乎也是另外一种印证。</p><p>以大国中国为例，虽然存在所谓“排放问题”，但在绿色能源的投资和扩张方面，中国处于全球绝对领先地位。2023年，中国在清洁能源方面的投资为2730亿美元，其次是欧洲，投资额仅为中国的一半。</p><p>根据国际能源署 (IEA) 的数据，中国在可再生能源领域的投资占全球投资总额的三分之一，该机构表示，中国2023年投产的太阳能光伏发电量将与 2022年全球投产的太阳能光伏发电量相当，去年其风电装机容量也增长了 66%，全球新电动汽车注册量几乎60%在中国。对于全球气候贡献，中国做到了用市场机制推动绿色增长。</p><p>除了硬核的绿色能源，另一个潜在的市场机制就是全球碳市场。</p><p>和NCQG这边的“X”尴尬气氛不同，自COP29开启以来，碳市场方面取得了重大进展，各国部长和谈判代表竞相就碳市场达成协议。新加坡可持续发展与环境部长傅海燕作为谈判主持表示，各国已经进行了广泛的部长级磋商，并鼓励各方提出修改文本。她表示：“我们鼓励各方提出文本，以便最受接受的文本最终成为大家采用的文本。总体而言，谈判室内的气氛非常积极，因为我们一致支持达成第六条。”</p><p>第六条进展</p><p>虽然进展整体顺利，其中关于6.2条的分歧体现在一些国家希望将其碳登记平台限制为纯粹的会计功能，但一些发展中国家希望该平台也能进行<a href="https://www.solarbe.com/topic/show-htm-itemid-399126.html" target="_blank" style="color:#1780C4">碳信用</a>交易，因为他们缺乏建立自己的国家碳交易登记册的能力。但碳交易登记册症结仍然存在：即记录各国之间碳交易的国际登记处的性质。</p><p>就缔约方会议而言，碳市场受《巴黎协定》第六条的管辖。但如果由联合国相关机构出资建立，会出现以下问题：</p><p>首先这将大幅增加联合国第六条监督机构运营成本，保护组织世界自然基金会(WWF)碳融资和市场工作组全球负责人鲁班·马诺卡拉说：目前还未决定如何筹集该登记处的资金。</p><p>第二个问题涉及如果在发放碳信用时出现失误，由联合国第六条监督机构国际登记处建立则负主要责任。马诺卡拉先生解释道：“如果国际登记处发放碳信用，那么就存在一些尚未解答的问题，比如需要采取哪些流程来防止重复发放，或者需要采取哪些步骤来纠正这种现象。”</p><p>关于6.4条，傅莹对媒体表示：“当有一个全球标准时，碳市场就会更容易运作。标准化和统一化会增加市场的深度，我们希望这有助于发展一个更健康、更有效的碳信用市场。”</p><p>和6.2条自下而上的双边及多边合作机制不同，6.4条作为联合国自上而下的全球碳市场机制，COP29最重要议题之一，联合国下属机构在峰会第一天就批准了6.4条启动全球碳市场，虽然真正投入使用可能还需要一到两年的时间，但无疑锁定了此次COP峰会的重要成果。</p>
