jovial mood on April 26 as he greeted a group of senior editors from Association of Southeast Asian Nations countries at his presidential palace and ushered them in to lunch.</p><p>     The buffet "working lunch," for which Widodo stood in line with his guests, was the first he has shared with regional journalists since he came to power in October 2014. It was also unexpected, since he was scheduled to leave for a visit that day to the Indonesian province of Papua. Aides decided he should delay the trip to meet the media. The president was keen because it was a rare occasion to update a dozen or so regional editors on Indonesian affairs -- and to highlight his commitment to engaging with ASEAN.</p><div class="page_limit free"></div><div class="page_limit"></div><p>     Widodo opened with a brief statement in English in which he dwelt on his current economic reform efforts. "Openness and competition are the only two ways, Indonesia has to go; of course, we cannot choose closeness [a closed approach]," he said, adding that the interconnectedness of regional and global economies offered opportunities for Indonesia. "Technology has helped us to become more productive and the social media has made the world move faster," he said. "We have to open up."</p><p>     Widodo noted that competition would bring out and encourage the best Indonesian business people, pointing to the revival of Garuda, the twice-bankrupted national airline, as a good illustration of how competition can raise professional standards. He said there were now at least 70 airlines competing in local markets and abroad, compared with three or four a few years ago. "It is the competition that has made Garuda one of the seven best airlines in the world," he said.</p><p>     However, Widodo also said Indonesia had to improve on other fronts, including infrastructure, for which he has been trying to attract foreign investment. The president concluded deals worth $20 billion in Europe earlier in April, and is now planning to visit South Korea in May to discuss energy cooperation and infrastructural funding ahead of a trip to Sochi, Russia, for an ASEAN-Russia summit.</p><p>     Widodo said he loves to go out "in the ground or the field" to find out what people need or want. In Indonesia, this is called "blusukan" -- meaning "management by walking," or "impromptu stops." He began this practice a few weeks after taking office, and it has now become a signature aspect of his presidential desire to meet ordinary people and monitor the performance of officials on the ground. Foreign dignitaries visiting Jakarta are often taken for blusukan.</p><p><b>Homegrown philosophy</b></p><p>Widodo also offered the ASEAN contingent some local wisdom about ways of cutting through red tape and getting things done. "I must go out to a place one time, my ministers will then go there two to four times. If I go there four times, they will go there 12 times. That way you get your ministers there and the job will be done," the president said with a smile. "It is a very effective spot-check on government projects," he added.</p><p>     Asked by a Thai editor about Indonesia's leadership within ASEAN, Widodo said the region depended on combined strengths, particularly of the grouping's other nine leaders. "We want to strengthen relations and cooperation with the countries in ASEAN, but economic integration must bring prosperity to our people in the era of [ASEAN's] economic community," he said. "This is an important point," he added, as if to dispel doubts that Indonesia is paying sufficient attention to ASEAN. There are two groups of countries, he noted, those that want reform and those that do not. "Indonesia certainly wants reform," he said. </p><p>     Widodo indicated that Indonesia wants to be more integrated in ASEAN and to be part of the industrial production and supply chain hub that the grouping's leaders hope to create in East Asia. He also said that Indonesia, the region's largest economy, accounting for about 45% of ASEAN gross domestic product, with the largest working-age population, is ready to play its part in the organization's recently launched ASEAN Economic Community -- a single market for goods, services, capital and labor, which, according to the Asian Development Bank, has the "potential to become one of the largest economies and markets in the world."</p><div class="page_break auto free"></div><div class="page_break auto"></div><p>     "We are ready to serve as a gateway for trade and investment in ASEAN," Widodo told us, noting that Indonesia has abundant potential in agriculture and industrialization. His answer was clearly aimed -- at least in part -- at regional concerns that Indonesia has turned inward after nearly a decade of pursuing outward-looking economic policies.
