notices and the proposals and questions within them.  A “rulemaking” is the process by which an agency seeks comment on proposed rules and then adopts rules that govern activities within the agency’s purview.

Under the Administrative Procedure Act, the FCC goes through a “notice and comment” process during which it adopts a Notice of Proposed Rulemaking or Further Notice of Proposed Rulemaking, takes public comments and reply comments (if any), and reviews the record before taking steps toward any final regulations (often in the form of a Report and Order).  The Commission also sometimes seeks comment on issues under consideration in the form of a Public Notice.

Under the Promoting Accountability through Transparency Act of 2023, the FCC must post plain-language summaries of all proposed rules that it publishes in the Federal Register. The FCC posts below plain-language summaries of its Notices of Proposed Rulemaking, Further Notices of Proposed Rulemaking—that is, additional proposals with public comment periods—as well as certain Public Notices that seek public comment. This list of plain-language summaries does not include summaries of final rules, if adopted.

Please note: these are plain-language summaries that do not describe all of the issues raised in the official document.  For the full text, please see the corresponding official document issued by the Commission, linked below.

To provide your views on any of these proposals, visit the FCC’s Electronic Comment Filing System and enter the proceeding/docket number to submit your comment: https://www.fcc.gov/ecfs

The full documents are linked below.

2024

Date

DA/FCC #

NPRM/FNPRM

10/18/2024

FCC 24-111

FCC Adopts Rules Requiring Georouting for All Wireless Calls to 988FCC Proposes to Improve Routing of Text Messages to the 988 Suicide & Crisis LifelineThe Third Further Notice of Proposed Rulemaking seeks comment on a proposal to require covered text providers to support georouting to ensure that the 988 Suicide & Crisis Lifeline may route covered 988 text messages to appropriate local crisis centers.

9/11/2024

DA 24-918

2024 Incarcerated People's Communications Services Annual Reports PNBureaus seek additional comment on the Commission's IPCS Annual Report requirementsIn the Public Notice, the Wireline Competition Bureau and the Consumer and Governmental Affairs Bureau invite supplemental comment to refresh and expand upon the record regarding the annual reporting and certification requirements for providers of incarcerated people’s communications services (IPCS) in light of the reforms adopted in the 2024 IPCS Order, implementing the Martha Wright-Reed Just and Reasonable Communications Act of 2022.

8/29/2024

FCC 24-89

FCC Adopts Rules to Reignite 5G Fund to Target Investments in Rural Communities Using Improved Broadband MapsFCC Seeks Comment on a Possible Tribal Consent Requirement for 5G Fund Phase I Auction Winning Bidders The FCC adopted rules to implement the 5G Fund to support the deployment of 5G mobile wireless broadband networks in rural areas.
