В частности, журналы «Медицинский оппонент» и «Технический оппонент» выпускаются под научной редакцией ученых сообществ. Основной задачей издательства является распространение научных и практических знаний, а также обсуждение способов решения проблем и задач специалистов различных научных школ и стран.</p> <p>Издательство придерживается нейтральной позиции по всем проблемам, опубликованным в журналах. Вне зависимости от тематики, вся опубликованная информация может стать почвой для дальнейших дискуссий.</p> <p>Публикация статьи в научном журнале является одним из способов сохранения информации о ходе проведения и результатах научного исследования. Процесс публикации статьи состоит из нескольких этапов. На всех этапах публикации автор статьи, главный редактор журнала, научный редактор журнала и представитель издательства обязаны соблюдать этические нормы.</p> <p>Издательство «Оппонент» стремится к соблюдению этических норм в течение всего времени взаимодействия с авторами и всех этапах публикации. Издательство «Оппонент» следует этическим нормам международных научно-издательских сообществ: Европейской ассоциации научных редакторов (<a href="http://www.ease.org.uk/">EASE</a>), Международного комитета редакторов медицинских журналов (<a href="http://www.icmje.org/">ICJME</a>), Всемирной ассоциации медицинских редакторов (<a href="http://www.wame.org/">WAME</a>), Международного общества специалистов в области медицинских публикаций (ISMPP), Международной ассоциации издателей научно-технической и медицинской литературы (STM), Совета редакторов в области наук о жизни (BELS), Ассоциации научных и профессиональных издателей (ALPSP), Комитета по этике научных публикаций (<a href="http://publicationethics.org/">COPE</a>).</p> <p>Редакторы и издатели журналов следуют правилам редакционной политики, разработанным международной организацией Совет научных редакторов (CSE). Эти правила четко регулируют права и обязанности редакторов научных рецензируемых журналов.</p> <ol> <li><strong>Этические требования</strong></li> </ol> <p><strong>Обязанности главного редактора:</strong></p> <ul> <li>При выполнении своих профессиональных обязанностей руководствоваться принципами объективности и справедливости. Не допускать дискриминации по половому признаку, этнической принадлежности, религиозным или политическим убеждениям, сексуальной ориентации или географическому происхождению автора;</li> <li>Все статьи, направленные в редакцию журнала, должны получить объективную оценку их научной значимости. Не допускается коммерческое влияние на результат оценки статей;</li> <li>Решение всех конфликтных вопросов, жалоб и противоречий должно осуществляться в соответствии с правилами научного сообщества. Автор имеет право ответить на любые вопросы и обосновать возникшие противоречия. Все жалобы должны быть рассмотрены вне зависимости от сроков публикации.</li> </ul> <p><strong>Обязанности научного редактора:</strong></p> <ul> <li>Научный редактор должен проводить рецензирование научных работ объективно и своевременно;</li> <li>Научный редактор обязан соблюдать конфиденциальность по отношению к любой информации, ставшей ему известной в ходе рецензирования статьи. Научный редактор не должен оставлять себе копию статьи;</li> <li>Если материалы, предназначенные для публикации, были ранее опубликованы в данном или другом издании, научный редактор обязан сообщить об этом главному редактору;</li> <li>В случае потенциального конфликта интересов между научным редактором и автором статьи, научный редактор обязан предупредить главного редактора;</li> <li>В своей работе научный редактор следует принципам «<a href="https://aig-journal.ru/files/uploads/singapur_trans.docx">Сингапурского положения о целостности исследовательской работы</a>» (2010).</li> </ul> <p><strong>Обязанности автора</strong></p> <ul> <li>Автор обязан обладать полной и точной информацией по теме, освещаемой в статье. Публикация информации с целью дальнейшего использования невозможна без согласия автора;</li> <li>Автор не имеет право направлять на публикацию одну статью в несколько издательств. Автор обязан поддерживать сотрудничество с редакцией журнала и издательством и исправлять статью при необходимости;</li> <li>Автор несет ответственность за возможный плагиат статьи или ее отдельной части. Нарушение авторских прав рассматривается в соответствии с правилами <a href="http://publicationethics.org/files/u7140/plagiarism%20A.pdf">COPE</a>.</li> </ul> <p><strong>Обязанности издательства, редакционной коллегии и научного сообщества</strong></p> <p>Издательство «Оппонент» гарантирует, что опубликованные материалы соответствуют всем вышеизложенным стандартам.</p> <ol> <li><strong>Порядок рассмотрения нарушений этических норм</strong></li> </ol> <p><strong>Идентификация нарушения этических норм</strong></p> <ul> <li>Неэтичное поведение может быть обнаружено и доведено до сведения главного редактора и издателя на любом этапе процесса публикации;</li> <li>Заявление о нарушении этических норм должно быть подтверждено достаточным количеством доказательств. Все заявления должны быть рассмотрены.</li> </ul> <p><strong>Расследование</strong></p> <ul> <li>Цель расследования — собрать доказательства, не предъявляя при этом обвинений;</li> <li>Незначительные отклонения от этических норм не требуют участия большого количества экспертов;</li> <li>Автор имеет право ответить на любые обвинения.</li> </ul> <p><strong>Серьезные нарушения этических норм</strong></p> <p>В случае идентификации серьезного нарушения этических норм редакция должна оповестить работодателя подозреваемого. Решение об участии работодателя в расследовании принимают главный редактор совместно с издателем и научным сообществом. Расследование может быть проведено при участии нескольких экспертов и без привлечения работодателя.</p> <p><strong>Последствия нарушения этических норм</strong></p> <ul> <li>Устное указание автору или научному редактору на нарушения или отклонения;</li> <li>Официальное письмо автору или научному редактору с указанием на нарушения и предупреждением;</li> <li>Опубликованное в издании официальное предупреждение с подробным описанием нарушений;</li> <li>Опубликованная статья с подробным описанием нарушений;</li> <li>Официальное письмо руководителю автора, научному редактору или в отдел финансирования;</li> <li>Официальный отказ в публикации в сопровождении с официальным уведомлением работодателя автора, отдела рецензирования, агентства по индексированию и реферированию и читателей издания;</li> <li>Запрет на публикацию статей автора на определенный период времени;</li> <li>Направление результатов расследования в вышестоящие организации для принятия ими дальнейших решений.</li> <li><strong>Изъятие опубликованных статей</strong></li> </ul> <p>Изъятие опубликованной статьи — крайняя мера, которая применяется при обнаружении ранее неизвестных фактов. Речь идет о фактах нарушения законодательства, а также разглашения сведений, порочащих кого-либо. Кроме того, изъятие статьи применяется в случае, если были обнаружены ложные или неточные данные, особенно те, которые могут создать риск для здоровья.</p> <p><strong>Механизм изъятия статьи</strong></p> <p>Авторы, читатели, редакторы и издательства направляют письменное обращение в редакцию журнала;</p> <p>Обращение будет рассмотрено комиссией по разрешению конфликтов;</p> <p>При наличии достаточного количества доказательств в пользу изъятия комиссия по разрешению конфликтов принимает решение об изъятии опубликованной статьи;</p> <p>Инициатору изъятия направляется письменный отчет о рассмотрении обращения;</p> <p>После принятия решения об изъятии статьи в журнале публикуется сообщении о том, что статья изъята. Метаданные статьи указываются в сообщении;</p> <p>В базы данных и электронные издания направляется письмо с сообщением об изъятии статьи и перечислением причин изъятия.</p> <ol> <li><strong>Плагиат</strong></li> </ol> <p>При рассмотрении и рецензировании статьи редакция журнала может проверить поступивший материал через систему Антиплагиат. В случае обнаружения плагиата редактор вправе направить запрос об отзыве статей и удалении соответствующих материалов с веб-сайтов, в соответствии с рекомендациями <a href="http://publicationethics.org/files/u7140/plagiarism%20A.pdf">COPE</a>.</p> <p> </p> <p><strong>Ethical standards</strong></p> <p>The <em>Opponent</em> publishing house publishes scientific articles on medical and technical topics. The <em>Medical opponent</em> and <em>Technical opponent</em> journals are peer-reviewed scientific publications. The main goal of the publishing house is dissemination of scientific and practical knowledge, as well as discussion of ways to solve problems standing before specialists of various scientific schools and countries. The publisher has a neutral position on all issues discussed in the journals. Regardless of the subject matter, all published information can become a starting point for further discussion. Publication of an article in a scientific journal is one of the ways to preserve information on the process and results of scientific research. The process of article publishing consists of several stages. At all stages of publication, the author of the article, the editor-in-chief of the journal, the scientific editor, and the publisher’s representative are obliged to observe ethical norms. The <em>Opponent</em> publishing house aspires to observe ethical norms during interactions with the authors and at all stages of publication. <em>Opponent</em> follows the ethical standards of international scientific and publishing communities: the European Association of Scientific Editors (EASE), the International Committee of Medical Journal Editors (ICJME), the World Association of Medical Editors (WAME), the International Society of Medical Publishers (ISMPP), the Association of Publishers of Scientific and Technical and Medical Literature (STM), the Board of Editors in the Life Sciences (BELS), the Association of Learned and Professional Society Publishers (ALPSP), the Committee on Publication Ethics.</p> <p>The editors and publishers of the journals follow the rules of editorial policy developed by the international Council of Scientific Editors (CSE). These rules clearly regulate the rights and responsibilities of editors of peer-reviewed scientific journals.</p> <ol> <li><strong>Ethical requirements</strong></li> </ol> <p><strong>Responsibilities of the editor-in-chief</strong>:</p> <ul> <li>In their professional duties, the editor-in-chief must be guided by the principles of objectivity and fairness. Discrimination on the basis of gender is forbidden;</li> <li>All articles sent to the editorial office should receive an objective assessment of their scientific significance. No for-profit considerations should influence the result of evaluation of the articles;</li> <li>All conflict issues, complaints, and contradictions must be resolved in accordance with the rules of the scientific community. The author has the right to answer any questions and justify the contradictions that have arisen. All complaints must be considered regardless of the deadline for publication.</li> </ul> <p><strong>Responsibilities of the scientific editor</strong>:</p> <ul> <li>The scientific editor should review the scientific work objectively and in a timely manner;</li> <li>The scientific editor is required to maintain confidentiality with respect to any information they learned during the review of the article. The scientific editor should not keep a copy of the article;</li> <li>If the materials intended for publication were previously published in this or another publication, the scientific editor is required to notify the editor-in-chief. In case of potential conflict of interests between the scientific editor and the author of the article, the scientific editor is obliged to warn the editor-in-chief;</li> <li>In his work, the scientific editor follows the principles of the Singapore Statement on Research Integrity (2010).</li> </ul> <p><strong>Responsibilities of the author</strong></p> <ul> <li>The author must have full and accurate information on the topic covered in the article. The publication of information for further use is forbidden without the consent of the author;</li> <li>The author does not have the right to send their article to several publishers for publication. If the author refers to previously published information, he must indicate the source and the author of the cited publication;</li> <li>The author must confirm the originality of their article and indicate all sources of citations;</li> <li>The author is responsible for complying with the laws on research involving people and animals: the WMA Helsinki Declaration, the NIH policy on animal research, the EU directive on animal research;</li> <li>Publication is impossible without the permission of the person(s) participating in the study. The author is must respect confidentiality of the study participants;</li> <li>The author must report a potential conflict of interest;</li> <li>If there is a significant error in the publication, the author must inform the editorial board about it. The author has to cooperate with the editorial staff of the journal and the publishing house and correct the article if necessary;</li> <li>The author is responsible for possible plagiarism in the article or its parts. Copyright infringement is dealt with in accordance with the COPE rules.</li> </ul> <p><strong>Responsibilities of the publishing house, the editorial board and the scientific community</strong></p> <p>The <em>Opponent</em> publishing house guarantees that the published materials comply with all the above standards.</p> <ol> <li><strong>Procedure for violations of ethical standards</strong></li> </ol> <p><strong>Identification of violations of ethical standards</strong></p> <ul> <li>Unethical behavior can be identified and brought to the attention of the editor-in-chief and the publisher at any stage of the publication process;</li> <li>An ethical complaint must be supported by sufficient evidence. All applications must be considered.</li> </ul> <p><strong>Investigation</strong></p> <ul> <li>The purpose of an investigation is to gather evidence without assigning blame;</li> <li>Minor deviations from the ethical norms do not require participation of a large number of experts;</li> <li>The author has the right to respond to any charges.</li> </ul> <p><strong>Serious violations of ethical standards</strong></p> <p>In case of identification of a serious violation of the ethical norms, the editorial staff should notify the employer of the person responsible. The decision on participation of the employer in the investigation is made by the editor-in-chief together with the publisher and the scientific community. The investigation can be conducted with participation of several experts and without contacting the employer.</p> <p> </p> <p><strong>Consequences of violation of ethical standards</strong></p> <ul> <li>Oral notification of the author or the scientific editor on violations or rejections;</li> <li>An official letter to the author or the scientific editor containing violations and warnings;</li> <li>Publication of an official warning with a detailed description of the violations;</li> <li>Publication of an article with a detailed description of the violations;</li> <li>An official letter to the author’s employer, the scientific editor, or the finance department;</li> <li>Official refusal of publication accompanied by official notifications of the employer of the author, the review department, the indexing and referencing agency, and the readers of the publication;</li> <li>Prohibition of publication of the author’s articles for a certain period of time;</li> <li>Notification of the regulatory authorities on the results of the investigation.</li> </ul> <p><strong>Withdrawal of published articles</strong></p> <p>Withdrawal of a published article is an extreme measure that is applied when previously unknown facts are uncovered. This refers to violation of legislation, as well as disclosure of discrediting information. Additionally, withdrawal of an article is applied if false or inaccurate data were discovered, especially if they pose a health risk.</p> <p><strong>Mechanism of article withdrawal</strong><strong>:</strong></p> <p>The authors, readers, editors and publishers send a written appeal to the editorial office of the journal. The appeal is considered by the commission on conflict resolution. If there is sufficient evidence in favor of withdrawal, the commission on conflict resolution decides to withdraw the published article and a written report is sent to the initiator of withdrawal. After the decision to withdraw the article is made, the journal publishes a note indicating that the article has been withdrawn. The note contains the metadata of the article. A letter is sent to the databases and electronic publications informing them on withdrawal of the article and listing the reasons for withdrawal.</p> <p><strong>Plagiarism</strong></p> <p>During the article assessment and review, the editorial staff can check the received materials for using an anti-plagiarism system.
