The Hebrew word often translated as "hiss" is "sharaq," which can also mean to whistle or to signal. This term appears in various contexts throughout the Old Testament, often associated with judgment or the gathering of people.

1. Judgment and Scorn: The act of hissing is frequently used in the context of divine judgment, where it symbolizes the scorn and derision that will befall those who have turned away from God. In 1 Kings 9:8 , it is written, "And this house will become a heap of rubble. Everyone who passes by it will be appalled and will hiss and say, ‘Why has the LORD done such a thing to this land and to this house?’" Here, hissing is an expression of astonishment and contempt at the desolation that has come upon the land due to disobedience.

2. Signal for Gathering: In some instances, hissing is used as a signal to gather people or nations. Isaiah 5:26 states, "He lifts a banner for the distant nations; He whistles for those at the ends of the earth. Behold, they come swiftly and speedily!" In this context, the act of hissing or whistling is a divine call to assemble, indicating God's sovereign control over the nations and His ability to summon them for His purposes.

3. Desolation and Ruin: The imagery of hissing is also employed to depict the desolation that will come upon cities and nations as a result of God's judgment. Jeremiah 19:8 declares, "I will make this city a desolation and an object of scorn. Everyone who passes by it will be appalled and will hiss because of all its wounds." This use of hissing underscores the complete devastation and the public disgrace that accompanies divine retribution.

4. Mockery and Derision: In the book of Lamentations, hissing is associated with mockery and derision from enemies. Lamentations 2:15 describes, "All who pass by clap their hands at you; they scoff and shake their heads at the Daughter of Jerusalem: ‘Is this the city that was called the perfection of beauty, the joy of the whole earth?’" The hissing here is part of the taunting and ridicule directed at Jerusalem in its time of suffering.

The use of "hiss" in the Bible serves as a powerful metaphor for the consequences of turning away from God, illustrating both the derision that comes with judgment and the authority of God to summon and direct nations according to His will.
Easton's Bible Dictionary
To express contempt (Job 27:23).
