Against the changing landscape of the world, Singapore must remain open and inclusive while taking on an “omni-directional balanced constructive engagement with all powers.” This was the core message delivered by Singapore’s Minister for Foreign Affairs, </span><b><span data-contrast="none">Dr. Vivian Balakrishnan,</span></b><span data-contrast="none"> at the Singapore Institute of International Affairs (SIIA)’s Year Opener 2025, moderated by Chairman of SIIA,</span><b><span data-contrast="none"> Associate Prof Simon Tay</span></b><span data-contrast="none">.</span><span data-ccp-props="{"201341983":0,"335551550":6,"335551620":6,"335559740":276}"> </span></p> <p><b><span data-contrast="none">How Far Singapore Has Come in 60 Years</span></b><span data-ccp-props="{"201341983":0,"335551550":6,"335551620":6,"335559740":276}"> </span></p> <p><span data-contrast="none">Dr. Balakrishnan started by comparing Singapore’s GDP in 1965, standing at a mere US$1 billion, to Singapore’s current GDP of over US450 billion as of last year. He also highlighted that trade remains in Singapore’s lifeblood, citing Singapore’s trade to GDP ratio as a whopping 300%. </span><span data-ccp-props="{"201341983":0,"335551550":6,"335551620":6,"335559739":0,"335559740":276}"> </span></p> <p><span data-contrast="none">Reflecting on the endogenous and exogenous factors for Singapore’s success so far, Dr. Balakrishnan quoted founding father S. Rajaratnam’s concept of Singapore being a global, world-embracing city. Under Pax Americana, Singapore seized opportunities from the liberal world order. Singapore benefited from the Pax Americana liberal world order emphasizing freedom of choice, human rights, democracy, free trade and global supply chains, as well as the establishment of international norms and law. </span><span data-ccp-props="{"201341983":0,"335551550":6,"335551620":6,"335559739":0,"335559740":276}"> </span></p> <p><span data-contrast="none">In expounding on the various factors for Singapore’s success, Dr Balakrishnan noted Singapore’s strategic location in the Straits of Johor when the Suez Canal was opened in 1869. He cautioned that if the Arctic route opens, the Straits of Johor will no longer be the most efficient route, likely resulting in Singapore’s decline in port activity. Hence, he emphasized that Singapore must continue to maintain our competitive traits of being honest and reliable by upholding international law and the sanctity of contract. Moreover, Dr. Balakrishnan underlined the need to give credit to the hardworking and disciplined people of Singapore, the “key endogenous factors[s] to our success”. </span><span data-ccp-props="{"201341983":0,"335551550":6,"335551620":6,"335559739":0,"335559740":276}"> </span></p> <p><b><span data-contrast="none">The Present Global Order</span></b><span data-ccp-props="{"201341983":0,"335551550":6,"335551620":6,"335559739":0,"335559740":276}"> </span></p> <p><span data-contrast="none">Considering recent regional and global events, Dr. Balakrishnan characterised the current state of the world as one marked with “volatility”, “turmoil”, “headlines”, and “drama”. “The world,” according to Dr Balakrishnan, “is at an inflection point”. </span><span data-ccp-props="{"201341983":0,"335551550":6,"335551620":6,"335559739":0,"335559740":276}"> </span></p> <p><span data-contrast="none">Singapore was optimally positioned in a unipolar world with US as the leader – American presence in the Southeast Asian region prevented the domino theory and encouraged global trade and investments. Simultaneously, Deng Xiaoping’s Open Door Policy in 1978 opened up several novel economic opportunities from the large Chinese market, while the fall of the Soviet Union contributed to significant global trade liberalisation. However, things are different now: unipolarity is now being replaced by multipolarity, seen by rising great and middle powers such as China, the European Union, and from the Middle East, South America and Africa. </span><span data-ccp-props="{"201341983":0,"335551550":6,"335551620":6,"335559739":0,"335559740":276}"> </span></p> <p><span data-contrast="none">At the political level, Dr. Balakrishnan warned about the growing trend of the erosion of trust in international and domestic institutions. He noted that 2024 was deemed as the Year of Elections. Particularly, he cited that 25% of the past year’s elections resulted in a change of government, and even when incumbents maintained their seats, they witnessed a substantial erosion of support.</span><span data-ccp-props="{"201341983":0,"335551550":6,"335551620":6,"335559739":0,"335559740":276}"> </span></p> <p><span data-contrast="none">The prerequisites for Singapore’s past successes, are now severely eroded. Instead, several “-isms” have begun to plague the international climate, citing “nationalism” and “protectionism” as examples. He continued that there have been “geo-strategic earthquakes and tectonic shifts” in the world order, influenced by “deep anxieties about globalisation, multilateralism, and free trade” catalysed by US “challenging the very system that they envisioned” in the past.</span><span data-ccp-props="{"201341983":0,"335551550":6,"335551620":6,"335559739":0,"335559740":276}"> </span></p> <p><b><span data-contrast="none">Challenges and Future Direction</span></b><span data-ccp-props="{"201341983":0,"335551550":6,"335551620":6,"335559739":0,"335559740":276}"> </span></p> <p><span data-contrast="none">How, then, should Singapore position itself in this changing world? Dr Balakrishnan answers that Singapore has no choice but to remain open and inclusive, all the while balancing between realism and idealism. Singapore cannot be in a position where it can be bought or bullied; the nation-state should resolutely refuse to surrender to its fate as a small state and instead stand on its own two feet to defend itself. Singapore should also make common cause with partners and supporters, as unpredictability and uncertainty arises where each party aims for their own separate goals.</span><span data-ccp-props="{"201341983":0,"335551550":6,"335551620":6,"335559739":0,"335559740":276}"> </span></p> <p><span data-contrast="none">At the regional level, ASEAN should never be an arena for proxy wars. Instead, it should focus on further integration to ensure regional unity. Regardless of how the world shifts, ASEAN should continue to lower trade barriers, invest in infrastructure and connectivity, and strengthen economic integration. This way, ASEAN would have a realistic prospect to be in the top few economies in the world and have several decades ahead of it. </span><span data-ccp-props="{"201341983":0,"335551550":6,"335551620":6,"335559739":0,"335559740":276}"> </span></p> <p><b><span data-contrast="none">Conclusion</span></b><span data-ccp-props="{"201341983":0,"335551550":6,"335551620":6,"335559739":0,"335559740":276}"> </span></p> <p><span data-contrast="none">“Diplomacy is not a quiet game of chess, but rather billiards,” quipped Dr Balakrishnan. “Or more familiarly, </span><i><span data-contrast="none">mahjong</span></i><span data-contrast="none">,” he adds, in the spirit of Chinese New Year. Drawing references from game theory, he explained that diplomacy could be described as “infinitely repeated games”, where players try to work with others and gain their trust by being predictable and reliable. This new initiative is dedicated to nurturing the next generation of leaders to address Singapore’s and the region’s most pressing challenges.</p> <p>The ELN, central to SIIA’s vision, reflects the Institute’s commitment to grow and develop leaders of the future who recognise global issues as part of their personal and professional growth. As SIIA’s contribution to SG60, the ELN embodies the spirit of building a resilient and forward-looking Singapore, prepared to address emerging global trends. In its inaugural year, the SIIA will identify 60 emerging leaders for the ELN.</p> <p>SIIA Chairman, <strong>Associate Professor Simon Tay</strong>, highlighted the SIIA’s pivotal role in fostering dialogue on pressing issues affecting Singapore and the region. He remarked, “As we celebrate Singapore’s 60<sup>th </sup>anniversary, we must not only reflect on our progress but actively invest in the leadership that will guide us into the next era. The ELN embodies this commitment, providing a space for dialogue, learning, and collaboration.”</p> <p>During the Year Opener, Guest of Honour <strong>Dr. Vivian Balakrishnan</strong> reflected on the foundations of Singapore’s success in its six-decade journey from a developing nation to a global hub. He also shared his views on strategies Singapore must adopt to navigate emerging challenges and opportunities in an increasingly multipolar and unpredictable world.</p> <p>The ELN’s emphasis on preparing future generations on global issues aligns with <strong>Prime Minister Lawrence Wong’s</strong> vision, who has <a href="https://www.straitstimes.com/singapore/politics/everyone-needs-to-understand-what-s-at-stake-pm-wong-on-engaging-s-poreans-on-foreign-policy">previously stressed the importance of engaging Singaporeans on foreign policy issues</a>. He will be joined alongside Vice President JD Vance. This comes along with other shifts within the US government, including the formation of a Republican trifecta, as the GOP gains control of both the House of Representatives and Senate.</p> <p><strong>Ms. Angela Mancini</strong>, Partner, Global Risk Analysis, Control Risks and <strong>Mr. Ashok Mirpuri</strong>, Former Singapore Ambassador to the United States; Head, International Policy & Governance, Temasek shared their analysis and insights of the upcoming Trump 2.0 administration, the future of America, and its potential impact on the ASEAN region in a dialogue organised by the Singapore Institute of International Affairs (SIIA), on 3 December 2024. SIIA’s Chairman, <strong>Associate Prof Simon Tay</strong> served as the moderator for the discussion.</p> <p><strong>Key takeaways</strong></p> <p>The US remains divided despite the decisive outcome of the 2024 US Presidential election, which saw strong support for Trump and the Republican party. The economy emerged as a key voting issue, with many voters perceiving the economic conditions during Trump’s first administration as more favourable compared to the present, under the Biden administration. Trump’s economic policies could benefit from the tailwinds of Biden’s economy, such as the low inflation rates. This might shape public perception, attributing any future economic challenges to previous administrations.</p> <p>Trump will focus the next two years of his presidency term towards the 2026 midterm elections. It will stand to be a crucial period as the midterm results will decide who controls Congress as well as state legislatures and governor’s offices, hence also determining Trump’s power to implement his agenda. He is expected to start unwinding some of Biden’s policies, such as the Inflation Reduction Act, from Day 1 in office. His first 100 days as President will also be focused on pushing forward his “Make America Great Again” (MAGA) agenda. Trump believes in the idea of America first and holds MAGA as a core goal. His administration is expected to focus on policies aligned to this goal such as immigration, rolling back energy regulations and tariffs on China. Having created a group of “loyalists” over the years, Trump is unlikely to face the same challenges in establishing credibility as he did during his first term.</p> <p>Tensions between the US and China are expected to continue under the Trump administration, with limited prospects for a re-bargain. Trump holds a “magical thinking” that imposing tariffs can be used to protect the domestic manufacturing economy and bring back jobs to the US. This view is supported by some Americans who perceive the US economy under Trump 1.0 to be better than Biden’s economy. This stance could have significant implications for the ASEAN region, especially for countries such as Vietnam that run a trade deficit with the US. ASEAN nations with largely export-dependent economies might need to recalculate their strategies.</p> <p>A Trump 2.0 administration is likely to be more transactional and unilateral. Trump tends to avoid multilateral groupings, preferring bilateral arrangement with individual countries. This raises the possibility for the formation of more minilateral groupings. A weaker engagement from the US on a global stage may lead to other countries questioning their role and responsibility in issues such as trade and security, whilst also creating opportunities for them to step up to form their own smaller groupings.
