This important evolution is not only due to the progress of computing techniques, but also to the emergence of multi-resolution analysis (MRA) on both mathematical and algorithmic bases. In this paper, a comparative study is conducted between the two best-known MRA-based decomposition techniques: the Empirical Mode Decomposition (EMD) and the Discrete Wavelet Transform (DWT). The comparison is carried out in a framework of multi-scale denoising, where a Non-Local Means (NLM) filter is performed scale-by-scale to a sample of benchmark medical images. The results prove the effectiveness of the multiscaled denoising, especially when the NLM filtering is coupled with the EMD. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=medical%20imaging" title="medical imaging">medical imaging</a>, <a href="https://publications.waset.org/abstracts/search?q=non%20local%20means" title=" non local means"> non local means</a>, <a href="https://publications.waset.org/abstracts/search?q=denoising" title=" denoising"> denoising</a>, <a href="https://publications.waset.org/abstracts/search?q=multiscaled%20analysis" title=" multiscaled analysis"> multiscaled analysis</a>, <a href="https://publications.waset.org/abstracts/search?q=empirical%20mode%20decomposition" title=" empirical mode decomposition"> empirical mode decomposition</a>, <a href="https://publications.waset.org/abstracts/search?q=wavelets" title=" wavelets"> wavelets</a> </p> <a href="https://publications.waset.org/abstracts/115243/multi-scaled-non-local-means-filter-for-medical-images-denoising-empirical-mode-decomposition-vs-wavelet-transform" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/115243.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">141</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9515</span> An Improved K-Means Algorithm for Gene Expression Data Clustering</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Billel%20Kenidra">Billel Kenidra</a>, <a href="https://publications.waset.org/abstracts/search?q=Mohamed%20Benmohammed"> Mohamed Benmohammed</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Data mining technique used in the field of clustering is a subject of active research and assists in biological pattern recognition and extraction of new knowledge from raw data. Clustering means the act of partitioning an unlabeled dataset into groups of similar objects. Each group, called a cluster, consists of objects that are similar between themselves and dissimilar to objects of other groups. Several clustering methods are based on partitional clustering. This category attempts to directly decompose the dataset into a set of disjoint clusters leading to an integer number of clusters that optimizes a given criterion function. The criterion function may emphasize a local or a global structure of the data, and its optimization is an iterative relocation procedure. The K-Means algorithm is one of the most widely used partitional clustering techniques. Since K-Means is extremely sensitive to the initial choice of centers and a poor choice of centers may lead to a local optimum that is quite inferior to the global optimum, we propose a strategy to initiate K-Means centers. The improved K-Means algorithm is compared with the original K-Means, and the results prove how the efficiency has been significantly improved. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=microarray%20data%20mining" title="microarray data mining">microarray data mining</a>, <a href="https://publications.waset.org/abstracts/search?q=biological%20pattern%20recognition" title=" biological pattern recognition"> biological pattern recognition</a>, <a href="https://publications.waset.org/abstracts/search?q=partitional%20clustering" title=" partitional clustering"> partitional clustering</a>, <a href="https://publications.waset.org/abstracts/search?q=k-means%20algorithm" title=" k-means algorithm"> k-means algorithm</a>, <a href="https://publications.waset.org/abstracts/search?q=centroid%20initialization" title=" centroid initialization"> centroid initialization</a> </p> <a href="https://publications.waset.org/abstracts/83541/an-improved-k-means-algorithm-for-gene-expression-data-clustering" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/83541.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">190</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9514</span> Non-Local Simultaneous Sparse Unmixing for Hyperspectral Data</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Fanqiang%20Kong">Fanqiang Kong</a>, <a href="https://publications.waset.org/abstracts/search?q=Chending%20Bian"> Chending Bian</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Sparse unmixing is a promising approach in a semisupervised fashion by assuming that the observed pixels of a hyperspectral image can be expressed in the form of linear combination of only a few pure spectral signatures (end members) in an available spectral library. However, the sparse unmixing problem still remains a great challenge at finding the optimal subset of endmembers for the observed data from a large standard spectral library, without considering the spatial information. Under such circumstances, a sparse unmixing algorithm termed as non-local simultaneous sparse unmixing (NLSSU) is presented. In NLSSU, the non-local simultaneous sparse representation method for endmember selection of sparse unmixing, is used to finding the optimal subset of endmembers for the similar image patch set in the hyperspectral image. And then, the non-local means method, as a regularizer for abundance estimation of sparse unmixing, is used to exploit the abundance image non-local self-similarity. Experimental results on both simulated and real data demonstrate that NLSSU outperforms the other algorithms, with a better spectral unmixing accuracy. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=hyperspectral%20unmixing" title="hyperspectral unmixing">hyperspectral unmixing</a>, <a href="https://publications.waset.org/abstracts/search?q=simultaneous%20sparse%20representation" title=" simultaneous sparse representation"> simultaneous sparse representation</a>, <a href="https://publications.waset.org/abstracts/search?q=sparse%20regression" title=" sparse regression"> sparse regression</a>, <a href="https://publications.waset.org/abstracts/search?q=non-local%20means" title=" non-local means"> non-local means</a> </p> <a href="https://publications.waset.org/abstracts/71689/non-local-simultaneous-sparse-unmixing-for-hyperspectral-data" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/71689.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">245</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9513</span> Gender and Citizen Participation at the Local Governments: A Case of Vietnam</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Trinh%20Hoang%20Hong%20Hue">Trinh Hoang Hong Hue</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Citizen Participation has been largely considered as an important objective of improving democracy and government decision-making in Vietnam recently. The Public Administration Performance Index Survey data (PAPI) indicated that citizens in provinces that have a higher proportion of male often less participate in local governance than those in provinces that have lower proportion of male. That means Vietnamese women more actively participate at the local governance rather than men. Thus this study will explore factors involving gender differences that impact on citizen participation at the local level. Applying qualitative approach, mainly in-depth interview, this study explores four diverse perspectives on enhancing citizen participation for both women and men at the local governance including civic knowledge; the trust of citizens; suitable policies of local government; and the role of NGOs. Furthermore, this study also points out two crucial reasons that are leading to the gender differences of citizen participation at the local level. Firstly, because Vietnamese women play the main role in family financial management; then they are willing to highly contribute to ‘voluntary contributions’; one of the four sub-dimensions of the concept ‘citizen participation’ of PAPI. Secondly, in Vietnam, women are deeply prone to be interested in the small issues at the local governance; whereas men are much keen on the bigger issues at national and international governance. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=citizen%20participation" title="citizen participation">citizen participation</a>, <a href="https://publications.waset.org/abstracts/search?q=gender" title=" gender"> gender</a>, <a href="https://publications.waset.org/abstracts/search?q=women" title=" women"> women</a>, <a href="https://publications.waset.org/abstracts/search?q=local%20governance" title=" local governance"> local governance</a>, <a href="https://publications.waset.org/abstracts/search?q=PAPI" title=" PAPI"> PAPI</a>, <a href="https://publications.waset.org/abstracts/search?q=Vietnam" title=" Vietnam"> Vietnam</a> </p> <a href="https://publications.waset.org/abstracts/96172/gender-and-citizen-participation-at-the-local-governments-a-case-of-vietnam" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/96172.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">140</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9512</span> Intended and Unintended Outcomes of Partnerships at the Local Level in Slovakia</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Daniel%20Klimovsk%C3%BD">Daniel Klimovský</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Slovakia belongs to the most fragmented countries if one looks at its local government structure. The Slovak central governments implemented both broad devolution and fiscal decentralization some decades ago. However, neither territorial consolidation nor size categorization of local competences and powers has been implemented yet. Taking this fact into account, it is clear that the local governments are challenged not only by their citizens as customers but also by effectiveness as well as efficiency of delivered services. The paper is focused on behavior of the local governments in Slovakia and their approaches towards other local partners, including other local governments. Analysis of set of interviews shows that inter-municipal cooperation is the most common local partnership in Slovakia, but due to diversity of the local governments, this kind of cooperation leads to both intended and unintended outcomes. While in many cases the local governments are more efficient as well as effective in delivery of local services thanks to inter-municipal cooperation, there are many cases where inter-municipal cooperation fails, and it brings rather questionable or even negative outcomes. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=local%20governments" title="local governments">local governments</a>, <a href="https://publications.waset.org/abstracts/search?q=local%20partnerships" title=" local partnerships"> local partnerships</a>, <a href="https://publications.waset.org/abstracts/search?q=inter-municipal%20cooperation" title=" inter-municipal cooperation"> inter-municipal cooperation</a>, <a href="https://publications.waset.org/abstracts/search?q=delivery%20of%20local%20services" title=" delivery of local services"> delivery of local services</a> </p> <a href="https://publications.waset.org/abstracts/81207/intended-and-unintended-outcomes-of-partnerships-at-the-local-level-in-slovakia" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/81207.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">261</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9511</span> The Construction of Knowledge and Social Wisdom on Local Community in the Process of Disaster Management</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Oman%20Sukmana">Oman Sukmana</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Geographically, Indonesia appears to be disaster-prone areas, whether for natural, nonnatural (man-made), or social disasters. This study aimed to construct the knowledge and social wisdom on the local community in the process of disaster management after the eruption of Mt. Kelud. This study, moreover, encompassed two major concerns: (1) the construction of knowledge and social wisdom on the local community in the process of disaster management after the eruption of Mt. Kelud; (2) the conceptual framework of disaster management on the basis of knowledge and social wisdom on the local community. The study was conducted by means of qualitative approach. The data were analyzed by using the qualitative-descriptive technique. The data collection techniques used in this study were in-depth interview, focus group discussion, observation, and documentation. It was conducted at Pandansari Village, Sub-district Ngantang, District Malang as the most at risk area of Mt. Kelud’s eruption. The purposive sampling was applied ad hoc to select the respondents including: the apparatus of Pandansari Village, the local figures of Pandansari Village, the Chief and Boards of the Forum of Disaster Risk Reduction (FPRB), the Head of Malang Regional Disaster Management Agency, and other agencies. The findings of this study showed that the local community has already possessed the adequate knowledge and social wisdom to overcome the disaster. Through the social wisdom, the local community could predict the potential eruption. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=knowledge" title="knowledge">knowledge</a>, <a href="https://publications.waset.org/abstracts/search?q=social%20and%20local%20wisdom" title=" social and local wisdom"> social and local wisdom</a>, <a href="https://publications.waset.org/abstracts/search?q=disaster%20management" title=" disaster management"> disaster management</a> </p> <a href="https://publications.waset.org/abstracts/60424/the-construction-of-knowledge-and-social-wisdom-on-local-community-in-the-process-of-disaster-management" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/60424.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">370</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9510</span> Factor Analysis on Localization of Human Resources of Japanese Firms in Taiwan</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Nana%20Weng">Nana Weng</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Localization in the aspect of human resource means more diversity and more opportunities. The author conducted field research in local Thailand, principally using qualitative primary data gathering. These were combined with records reviews and content analysis of documents. The author also attended local public meetings, and social activities, and interacted casually with local residents and governments. Cultural heritage management has been supposed to improve through multi-stakeholder participation and decentralization. However, processes and outcomes are far from being straightforward and depend on a variety of contingencies and contexts involved. Multi-stakeholder and participatory approach in decentralization of the cultural heritage management in Thailand have pushed to the forefront and sharpened a number of existing problems. However, under the decentralization, the most significant contribution has been in creating real political space where various local stakeholders have become active, respond and address their concerns in various ways vis-à-vis cultural heritage problems. Improving cultural heritage sustainability and viability of local livelihoods through decentralization and participatory approach is by no means certain. However, the shift instead creates spaces potent with possibilities for a meaningful and constructive engagement between and among local state and non-state actors that can lead to synergies and positive outcomes. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=decentralization" title="decentralization">decentralization</a>, <a href="https://publications.waset.org/abstracts/search?q=participatory%20approach" title=" participatory approach"> participatory approach</a>, <a href="https://publications.waset.org/abstracts/search?q=cultural%20heritage%20management" title=" cultural heritage management"> cultural heritage management</a>, <a href="https://publications.waset.org/abstracts/search?q=multi-stakeholder%20approach" title=" multi-stakeholder approach"> multi-stakeholder approach</a> </p> <a href="https://publications.waset.org/abstracts/99126/decentralization-and-participatory-approach-in-the-cultural-heritage-management-in-local-thailand" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/99126.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">148</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9508</span> Determination of Weld Seam Thickness in Welded Connection Subjected to Local Buckling Effects</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Tugrul%20Tulunay">Tugrul Tulunay</a>, <a href="https://publications.waset.org/abstracts/search?q=Iyas%20Devran%20Celik"> Iyas Devran Celik</a> </p> <p class="card-text"><strong>Abstract:</strong></p> When the materials used in structural steel industry are evaluated, box beam profiles are considerably preferred. As a result of the cross-sectional properties that these profiles possess, the connection of these profiles to each other and to profiles having different types of cross sections is becoming viable by means of additional measures. An important point to note in such combinations is continuous transfer of internal forces from element to element. At the beginning to ensure this continuity, header plate is needed to use. The connection of the plates to the elements works mainly through welds. In this study, it is aimed to determine the ideal welding thickness in box beam under bending effect and the joints exposed to local buckles that will form in the column. The connection with box column and box beam designed in this context was made by means of corner and circular filler welds. Corner welds of different thickness and analysis by types with different lengths depending on plate dimensions in numerical models were made with the help of ANSYS Workbench program and examined behaviours. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=welding%20thickness" title="welding thickness">welding thickness</a>, <a href="https://publications.waset.org/abstracts/search?q=box%20beam-column%20joints" title=" box beam-column joints"> box beam-column joints</a>, <a href="https://publications.waset.org/abstracts/search?q=design%20of%20steel%20structures" title=" design of steel structures"> design of steel structures</a>, <a href="https://publications.waset.org/abstracts/search?q=calculation%20and%20construction%20principles%202016" title=" calculation and construction principles 2016"> calculation and construction principles 2016</a>, <a href="https://publications.waset.org/abstracts/search?q=welded%20joints%20under%20local%20buckling" title=" welded joints under local buckling"> welded joints under local buckling</a> </p> <a href="https://publications.waset.org/abstracts/82407/determination-of-weld-seam-thickness-in-welded-connection-subjected-to-local-buckling-effects" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/82407.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">167</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9507</span> Selecting the Best Sub-Region Indexing the Images in the Case of Weak Segmentation Based on Local Color Histograms</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Mawloud%20Mosbah">Mawloud Mosbah</a>, <a href="https://publications.waset.org/abstracts/search?q=Bachir%20Boucheham"> Bachir Boucheham</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Color Histogram is considered as the oldest method used by CBIR systems for indexing images. In turn, the global histograms do not include the spatial information; this is why the other techniques coming later have attempted to encounter this limitation by involving the segmentation task as a preprocessing step. The weak segmentation is employed by the local histograms while other methods as CCV (Color Coherent Vector) are based on strong segmentation. The indexation based on local histograms consists of splitting the image into N overlapping blocks or sub-regions, and then the histogram of each block is computed. The dissimilarity between two images is reduced, as consequence, to compute the distance between the N local histograms of the both images resulting then in N*N values; generally, the lowest value is taken into account to rank images, that means that the lowest value is that which helps to designate which sub-region utilized to index images of the collection being asked. In this paper, we make under light the local histogram indexation method in the hope to compare the results obtained against those given by the global histogram. We address also another noteworthy issue when Relying on local histograms namely which value, among N*N values, to trust on when comparing images, in other words, which sub-region among the N*N sub-regions on which we base to index images. Based on the results achieved here, it seems that relying on the local histograms, which needs to pose an extra overhead on the system by involving another preprocessing step naming segmentation, does not necessary mean that it produces better results. In addition to that, we have proposed here some ideas to select the local histogram on which we rely on to encode the image rather than relying on the local histogram having lowest distance with the query histograms. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=CBIR" title="CBIR">CBIR</a>, <a href="https://publications.waset.org/abstracts/search?q=color%20global%20histogram" title=" color global histogram"> color global histogram</a>, <a href="https://publications.waset.org/abstracts/search?q=color%20local%20histogram" title=" color local histogram"> color local histogram</a>, <a href="https://publications.waset.org/abstracts/search?q=weak%20segmentation" title=" weak segmentation"> weak segmentation</a>, <a href="https://publications.waset.org/abstracts/search?q=Euclidean%20distance" title=" Euclidean distance"> Euclidean distance</a> </p> <a href="https://publications.waset.org/abstracts/14435/selecting-the-best-sub-region-indexing-the-images-in-the-case-of-weak-segmentation-based-on-local-color-histograms" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/14435.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">359</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9506</span> A Minimum Spanning Tree-Based Method for Initializing the K-Means Clustering Algorithm</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=J.%20Yang">J. However, the algorithm often converges to local minima for the reason that it is sensitive to the initial cluster centers. In this paper, an algorithm for selecting initial cluster centers on the basis of minimum spanning tree (MST) is presented. The set of vertices in MST with same degree are regarded as a whole which is used to find the skeleton data points. Furthermore, a distance measure between the skeleton data points with consideration of degree and Euclidean distance is presented. Finally, MST-based initialization method for the k-means algorithm is presented, and the corresponding time complexity is analyzed as well. The presented algorithm is tested on five data sets from the UCI Machine Learning Repository. The experimental results illustrate the effectiveness of the presented algorithm compared to three existing initialization methods. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=degree" title="degree">degree</a>, <a href="https://publications.waset.org/abstracts/search?q=initial%20cluster%20center" title=" initial cluster center"> initial cluster center</a>, <a href="https://publications.waset.org/abstracts/search?q=k-means" title=" k-means"> k-means</a>, <a href="https://publications.waset.org/abstracts/search?q=minimum%20spanning%20tree" title=" minimum spanning tree"> minimum spanning tree</a> </p> <a href="https://publications.waset.org/abstracts/59975/a-minimum-spanning-tree-based-method-for-initializing-the-k-means-clustering-algorithm" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/59975.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">411</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9505</span> A New Social Vulnerability Index for Evaluating Social Vulnerability to Climate Change at the Local Scale</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Cuong%20V%20Nguyen">Cuong V Nguyen</a>, <a href="https://publications.waset.org/abstracts/search?q=Ralph%20Horne"> Ralph Horne</a>, <a href="https://publications.waset.org/abstracts/search?q=John%20Fien"> John Fien</a>, <a href="https://publications.waset.org/abstracts/search?q=France%20Cheong"> France Cheong</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Social vulnerability to climate change is increasingly being acknowledged, and proposals to measure and manage it are emerging. Building upon this work, this paper proposes an approach to social vulnerability assessment using a new mechanism to aggregate and account for causal relationships among components of a Social Vulnerability Index (SVI). To operationalize this index, the authors propose a means to develop an appropriate primary dataset, through application of a specifically-designed household survey questionnaire. The data collection and analysis, including calibration and calculation of the SVI is demonstrated through application in case study city in central coastal Vietnam. The calculation of SVI at the fine-grained local neighbourhood scale provides high resolution in vulnerability assessment, and also obviates the need for secondary data, which may be unavailable or problematic, particularly at the local scale in developing countries. The SVI household survey is underpinned by the results of a Delphi survey, an in-depth interview and focus group discussions with local environmental professionals and community members. The research reveals inherent limitations of existing SVIs but also indicates the potential for their use in assessing social vulnerability and making decisions associated with responding to climate change at the local scale. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=climate%20change" title="climate change">climate change</a>, <a href="https://publications.waset.org/abstracts/search?q=local%20scale" title=" local scale"> local scale</a>, <a href="https://publications.waset.org/abstracts/search?q=social%20vulnerability" title=" social vulnerability"> social vulnerability</a>, <a href="https://publications.waset.org/abstracts/search?q=social%20vulnerability%20index" title=" social vulnerability index"> social vulnerability index</a> </p> <a href="https://publications.waset.org/abstracts/28769/a-new-social-vulnerability-index-for-evaluating-social-vulnerability-to-climate-change-at-the-local-scale" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/28769.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">435</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9504</span> Local Religion &#039;Parmalim&#039;: Between Civilization and Faith</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Sabrina%20Yulianti">Sabrina Yulianti</a> </p> <p class="card-text"><strong>Abstract:</strong></p> This study aims to explain the identity struggles of local religious communities in Indonesia. Dung samples were collected from 16 farms, totalling 111 rabbits, and were analysed by the flotation method. Additional, data regarding the farms and management practices were obtained by means of a questionnaire used in the surveys and interviews. The results revealed that the prevalence of Eimerias pp. contamination was 68.75% (11/16) for farms and 58.56% (65/111) for rabbits, respectively. The prevalence of Giardia spp. was respectively 56.25% (9/16) for farms and 11.7% (13/111) for rabbits. The analyses showed that the prevalence of Eimeria spp. was significantly higher in the farms that did not comply with hygiene and non-conventional feeding and watering. However, the prevalence of Giardia spp. was significant in rabbits kept in poor conditions of rearing. In conclusion, this study showed that the prevalence of these two parasites in rabbits from the local population is relevant and may have important implications for the rabbit industry and public health, especially in rural areas. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=Algeria" title="Algeria">Algeria</a>, <a href="https://publications.waset.org/abstracts/search?q=digestive%20parasites" title=" digestive parasites"> digestive parasites</a>, <a href="https://publications.waset.org/abstracts/search?q=prevalence" title=" prevalence"> prevalence</a>, <a href="https://publications.waset.org/abstracts/search?q=rabbits" title=" rabbits"> rabbits</a>, <a href="https://publications.waset.org/abstracts/search?q=risk%20factors" title=" risk factors"> risk factors</a> </p> <a href="https://publications.waset.org/abstracts/171018/prevalence-and-risk-factors-of-eimeria-spp-and-giardia-spp-in-rabbits-of-local-algerian-population" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/171018.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">171</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9497</span> Spatial Distribution of Local Sheep Breeds in Antalya Province</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Serife%20Gulden%20Yilmaz">Serife Gulden Yilmaz</a>, <a href="https://publications.waset.org/abstracts/search?q=Suleyman%20Karaman"> Suleyman Karaman</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Sheep breeding is important in terms of meeting both the demand of red meat consumption and the availability of industrial raw materials and the employment of the rural sector in Turkey. It is also very important to ensure the selection and continuity of the breeds that are raised in order to increase quality and productive products related to sheep breeding. The protection of local breeds and crossbreds also enables the development of the sector in the region and the reduction of imports. In this study, the data were obtained from the records of the Turkish Statistical Institute and Antalya Sheep &amp; Goat Breeders&#39; Association. Spatial distribution of sheep breeds in Antalya is reviewed statistically in terms of concentration at the local level for 2015 period spatially. For this reason; mapping, box plot, linear regression are used in this study. Concentration is introduced by means of studbook data on sheep breeding as locals and total sheep farm by mapping. It is observed that Pırlak breed (17.5%) and Merinos crossbreed (16.3%) have the highest concentration in the region. These breeds are respectively followed by Akkaraman breed (11%), Pirlak crossbreed (8%), Merinos breed (7.9%) Akkaraman crossbreed (7.9%) and Ivesi breed (7.2%). <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=sheep%20breeds" title="sheep breeds">sheep breeds</a>, <a href="https://publications.waset.org/abstracts/search?q=local" title=" local"> local</a>, <a href="https://publications.waset.org/abstracts/search?q=spatial%20distribution" title=" spatial distribution"> spatial distribution</a>, <a href="https://publications.waset.org/abstracts/search?q=agglomeration" title=" agglomeration"> agglomeration</a>, <a href="https://publications.waset.org/abstracts/search?q=Antalya" title=" Antalya"> Antalya</a> </p> <a href="https://publications.waset.org/abstracts/71628/spatial-distribution-of-local-sheep-breeds-in-antalya-province" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/71628.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">285</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9496</span> Options for Adding Benefits of Local Crop Diversity Through a Non-Breeding Approach</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Kedar%20Nath%20Nepal">Kedar Nath Nepal</a>, <a href="https://publications.waset.org/abstracts/search?q=Tek%20Bahadur%20Thapa"> Tek Bahadur Thapa</a>, <a href="https://publications.waset.org/abstracts/search?q=David%20Guerena%3B"> David Guerena;</a> </p> <p class="card-text"><strong>Abstract:</strong></p> The community participation is central to the in-situ project objectives, as farming communities are key stakeholders in the on-farm conservation of agricultural bio- diversity. The country governments in LDCs are designing institutional and financing architecture to implement adaptation programmes. Nepal has introduced the concept of Local Adaptation Plan of Action (LAPA) to facilitate adaptation at the local level. However, there is lack of clarity and ambiguity on whether or not LAPA can be effective means to reach to the most vulnerable. This research paper aims to generate evidences to assess the applicability and significance of LAPA. The study used a case study approach and relied on data gathered from field studies carried out in Pyuthan and Nawalparasi district of Nepal. The findings show that LAPA has potentials to link the community based adaptation with national adaptation initiatives and thus act as middle range approach to adaptation planning. However, the current scale of LAPA and its approaches to planning and delivery are constraints by socio-economic and governance barriers. This research paper argue that the in order to address the constraints a more flexible and co-management approach to LAPA is needed. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=community%20based%20adaptation" title="community based adaptation">community based adaptation</a>, <a href="https://publications.waset.org/abstracts/search?q=local%20adaptation" title=" local adaptation"> local adaptation</a>, <a href="https://publications.waset.org/abstracts/search?q=co-management" title=" co-management"> co-management</a>, <a href="https://publications.waset.org/abstracts/search?q=climate%20change" title=" climate change"> climate change</a> </p> <a href="https://publications.waset.org/abstracts/5892/reaching-to-the-unreachable-can-local-adaptation-plan-of-action-lapa-overcome-the-current-barriers-to-reach-to-the-vulnerable" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/5892.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">259</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9494</span> Approach Based on Fuzzy C-Means for Band Selection in Hyperspectral Images</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Diego%20Saqui">Diego Saqui</a>, <a href="https://publications.waset.org/abstracts/search?q=Jos%C3%A9%20H.%20Saito"> José H. A problem in the use of these images is the high volume of data to be processed, stored and transferred. Dimensionality reduction techniques can be used to reduce the volume of data. In this paper, an approach to band selection based on clustering algorithms is presented. This approach allows to reduce the volume of data. The proposed structure is based on Fuzzy C-Means (or K-Means) and NWHFC algorithms. New attributes in relation to other studies in the literature, such as kurtosis and low correlation, are also considered. A comparison of the results of the approach using the Fuzzy C-Means and K-Means with different attributes is performed. The use of both algorithms show similar good results but, particularly when used attributes variance and kurtosis in the clustering process, however applicable in hyperspectral images. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=band%20selection" title="band selection">band selection</a>, <a href="https://publications.waset.org/abstracts/search?q=fuzzy%20c-means" title=" fuzzy c-means"> fuzzy c-means</a>, <a href="https://publications.waset.org/abstracts/search?q=k-means" title=" k-means"> k-means</a>, <a href="https://publications.waset.org/abstracts/search?q=hyperspectral%20image" title=" hyperspectral image"> hyperspectral image</a> </p> <a href="https://publications.waset.org/abstracts/50614/approach-based-on-fuzzy-c-means-for-band-selection-in-hyperspectral-images" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/50614.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">407</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9493</span> The Marketing Development of Cloth Products Woven in Krasaesin, Songkhla Province</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Auntika%20Thipjumnong">Auntika Thipjumnong</a> </p> <p class="card-text"><strong>Abstract:</strong></p> This research study aimed to investigate the production process and the market target of Kraseasin’s woven cloth including the customers’ behaviors towards the local woven products. The suggestions of a better process of production were recommended in this study. This survey research was conducted by using a questionnaire and interview, which were considered as the practical instruments to collect the data. The 200 Kraseasin’s woven makers and consumers were subjects by using a purposive sampling. Percentages, means and standard deviation were used to analyze data. The findings revealed that only 22 local woven members owned their 18 manual weavers in producing the raw materials like cotton or fiber. The main products were flowery woven cloth e.g. pikul, puangchompoo, pakakrong and ban mai roo roiy, and the others were rainy, glass wall, dice glass ball and yok dok etc. At the present, all local woven products were applied to be modernized but the strong point of those products were keeping the quality standard and firming textures, not thickness. The main objective of producing these local woven products was to earn and increase their extra incomes. Moreover, there were two dominant sales: Firstly, the makers sold their own products by themselves in their community and malls; and secondly, they would weave their products by customers’ orders. The prices’ allocation was on the difficulties in producing process. The government officials and non-government officials in local were normally customers. However the drawback of producing this local product was lack of raw material and this brought about the higher investment. The community’s customers were now lacking of interest in wearing these local products, even though they maintained their quality standard. The factors in customers’ purchasing decision were product (M = 3.93), price (M = 3.74), distribution (M = 3.73) and promotion (M = 3.97) for marketing mix well-known. Suggestion was a designing pattern of products had to be matched to the customers’ needs. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=marketing" title="marketing">marketing</a>, <a href="https://publications.waset.org/abstracts/search?q=consumer%20behavior" title=" consumer behavior"> consumer behavior</a>, <a href="https://publications.waset.org/abstracts/search?q=cloth%20products%20weaves" title=" cloth products weaves"> cloth products weaves</a>, <a href="https://publications.waset.org/abstracts/search?q=Songkhla%20Thailand" title=" Songkhla Thailand"> Songkhla Thailand</a> </p> <a href="https://publications.waset.org/abstracts/6562/the-marketing-development-of-cloth-products-woven-in-krasaesin-songkhla-province" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/6562.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">284</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9492</span> Present State of Local Public Transportation Service in Local Municipalities of Japan and Its Effects on Population</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Akiko%20Kondo">Akiko Kondo</a>, <a href="https://publications.waset.org/abstracts/search?q=Akio%20Kondo"> Akio Kondo</a> </p> <p class="card-text"><strong>Abstract:</strong></p> We are facing regional problems to low birth rate and longevity in Japan. We conducted a questionnaire survey concerning regional agenda in all local municipalities in Japan. We obtained responses concerning the present state of convenience in use of public transportation and local public transportation services. Based on the data gathered from the survey, it is apparent that we should some sort of measures concerning public transportation services. Convenience in use of public transportation becomes an object of public concern in many rural regions. It is also clarified that some local municipalities introduce a demand bus for the purpose of promotion of administrative and financial efficiency. They also introduce a demand taxi in order to secure transportation to weak people in transportation and eliminate of blank area related to public transportation services. As the protest movement grew to historic proportions with 26 million joining actions in large cities and small towns, dominant representations of racism by elected officials and leading media shifted—replacing both the voices and demands of protestors with representations by elected officials. Major media quoted Black mayors and Congressional representatives who emphasized concerns about looting and the disruption of public safety. Media coverage privileged elected officials who criticized movement demands for defunding police and deplored isolated instances of property damaged by protestors. Subsequently, public opinion polls saw an increase in concern for law and order tropes and a decrease in support for protests against police violence. Black Lives Matter and local organizations had no coordinated response and no effective means of communication to counter dominant representations voiced by politicians and globally disseminated by major media. Politician and media-instigated public opinion shifts indicate that social movements need their own means of communication and collective decision-making--both of which were largely missing from Black Lives Matter leaders, leading to disaffection and a political split by more than 20 local affiliates. By itself, social media by myriad individuals and groups had limited purchase as a means for social movement communication and organization. Lacking a collaborative, coordinated strategy, organization, and independent media, the loose network of Black Lives Matter groups was unable to offer more accurate, democratic, and favorable representations of protests and their demands for more justice and equality. The fight for equality was diverted by the fight for representation. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=black%20lives%20matter" title="black lives matter">black lives matter</a>, <a href="https://publications.waset.org/abstracts/search?q=public%20opinion" title=" public opinion"> public opinion</a>, <a href="https://publications.waset.org/abstracts/search?q=racism" title=" racism"> racism</a>, <a href="https://publications.waset.org/abstracts/search?q=representations" title=" representations"> representations</a>, <a href="https://publications.waset.org/abstracts/search?q=social%20movements" title=" social movements"> social movements</a> </p> <a href="https://publications.waset.org/abstracts/139457/representations-of-race-and-social-movement-strategies-in-the-us" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/139457.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">179</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9490</span> A Parallel Implementation of k-Means in MATLAB</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Dimitris%20Varsamis">Dimitris Varsamis</a>, <a href="https://publications.waset.org/abstracts/search?q=Christos%20Talagkozis"> Christos Talagkozis</a>, <a href="https://publications.waset.org/abstracts/search?q=Alkiviadis%20Tsimpiris"> Alkiviadis Tsimpiris</a>, <a href="https://publications.waset.org/abstracts/search?q=Paris%20Mastorocostas"> Paris Mastorocostas</a> </p> <p class="card-text"><strong>Abstract:</strong></p> The aim of this work is the parallel implementation of k-means in MATLAB, in order to reduce the execution time. K-means clustering is a well-known clustering algorithm aiming to cluster a set of data points to a predefined number of clusters. In this paper, we implement K-means algorithm based on MapReduce framework with RHadoop to make the clustering method applicable to large scale data. RHadoop is a collection of R packages that allow users to manage and analyze data with Hadoop. The main idea is to introduce a combiner as a function of our map output to decrease the amount of data needed to be processed by reducers. The experimental results demonstrated that K-means algorithm using RHadoop can scale well and efficiently process large data sets on commodity hardware. We also showed that our K-means algorithm using RHadoop with combiner was faster than regular algorithm without combiner as the size of data set increases. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=big%20data" title="big data">big data</a>, <a href="https://publications.waset.org/abstracts/search?q=combiner" title=" combiner"> combiner</a>, <a href="https://publications.waset.org/abstracts/search?q=K-means%20clustering" title=" K-means clustering"> K-means clustering</a>, <a href="https://publications.waset.org/abstracts/search?q=RHadoop" title=" RHadoop"> RHadoop</a> </p> <a href="https://publications.waset.org/abstracts/41570/improved-k-means-clustering-algorithm-using-rhadoop-with-combiner" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/41570.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">438</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9488</span> An Appraisal of Revenue Collection in Local Government: A Case Study of Boripe Local Government Iragbiji Osun State</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Olanike%20O.%20Akinwale">Olanike O. The study found out the various ways through which local governments in Nigeria generate revenue or obtain funds and determined whether the people of Boripe local government are paying tax as at when due and also evaluated how the revenue generated is being used by the local government. During the course of this study, research questionnaires were drafted and distributed to respondents in the local government secretariat who supplied the information needed to carry out the research work. Data were collected by using simple random sampling technique where members of the population have been given equal chance of being picked as a member of the sample. Data were analysed using chart table; the chart analyzed the figure of the past two years revenue and expenditure of the local government. It was deduced from the result that revenue generated but this was not up to what one expected for this local government to finance the projected expenditure when the size was considered, its location as well as its natural endowment of this local government. This was due to lack of cooperation of the people and staffs within the local government in the local government jurisdiction as well as fraudulent activities the revenue collectors engaged in. Revenue generation is a fuel for development in any organization whether public or private. The ability of revenue drive of Boripe was not strong enough since the targeted revenue from taxation was not enough to meet the projected expenditure for a particular year as in 2016, the difference was carried forward to the next year. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=appraisal" title="appraisal">appraisal</a>, <a href="https://publications.waset.org/abstracts/search?q=expenditure" title=" expenditure"> expenditure</a>, <a href="https://publications.waset.org/abstracts/search?q=local%20government" title=" local government"> local government</a>, <a href="https://publications.waset.org/abstracts/search?q=questionnaire" title=" questionnaire"> questionnaire</a>, <a href="https://publications.waset.org/abstracts/search?q=revenue" title=" revenue"> revenue</a> </p> <a href="https://publications.waset.org/abstracts/81912/an-appraisal-of-revenue-collection-in-local-government-a-case-study-of-boripe-local-government-iragbiji-osun-state" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/81912.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">458</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">9487</span> On a Univalent Function and the Integral Means of Its Derivative</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Shatha%20S.%20Alhily">Shatha S.
