Pilbrow & Partners-designed demolition and rebuild scheme</a>. But they simply aren’t delivering on that. This is business as usual.’</p> <p>SAVE Britain’s Heritage, <a href="https://web.archive.org/web/20220403114457/https://www.savebritainsheritage.com/campaigns/item/766/PRESS-RELEASE-New-report-blasts-bulldoze-and-rebuild-plan-for-MS-Oxford-Street-HQ">which commissioned the Sturgis report,</a> submitted it to the GLA on February 25 while it was also shared with the GLA press office by the AJ on February 21 ahead of a <a href="https://web.archive.org/web/20220403114457/https://www.architectsjournal.co.uk/news/exclusive-new-carbon-report-slams-pilbrows-oxford-st-demolition-plans">news story on it</a>.</p> <p>Henrietta Billings, director of SAVE Britain’s Heritage, said: ‘Simon Sturgis is the GLA’s own adviser on climate change. It’s extraordinary that his report highlighting climate crisis concerns about the demolition of the M&S store has been apparently overlooked, not even referenced, in this decision.</p> <p>‘We are writing to the mayor urging him to re-consider this decision in light of the findings of the Sturgis report.’</p> <p>The AJ understands SAVE is also planning to write to Communities Secretary Michael Gove, urging him to call in the project.</p> <p>London Assembly member and former Green Party leader Sian Berry said she hoped Gove would ask the mayor to reconsider and said the apparent ignoring of the Sturgis report had left his decision open to challenge.</p> <p>She added: ‘Other parts of the mayor’s team are actively working on policies to challenge exactly this type of decision.</p> <p>‘As the mayor is very proud of being the chair of the [climate-focused] <a href="https://web.archive.org/web/20220403114457/https://www.c40.org/">C40 group</a>, it would be good to see him not only making policies on embodied carbon but actually implementing them when he has the chance.’</p> <p>A spokesperson for the mayor declined to comment on why the Sturgis report had not been taken into consideration.</p> <p>They said: ‘The Mayor has made tackling the climate emergency an urgent priority […] the mayor’s commitment is taken forward by the sustainable policies in the London Plan with a requirement that all new buildings are net zero carbon.</p> <p>‘In line with London Plan policy on Whole Life Carbon, the question of retention and refurbishment or demolition and new build was considered in the GLA’s assessment of this application.</p> <p>‘The advice of officers was that there were no sound planning reasons for the mayor to intervene in this case.</p> <p>‘Although refurbishment offered the maximum benefits in terms of embodied carbon, this would be countered by the poor energy efficiency of the buildings, and over time the refurbished buildings would have a
