يتهرب من مسؤولياته والتزاماته. </p> <p><strong><font color="#800000">احداث امنية في مناطق عدة من البلاد</font> </strong></p> <p>انفجرت عبوة ناسفة كانت مزروعة الى جانب الطريق في مدينة الصدر، ما ادى الى جرح ستة مدنيين. كما ادى الانفجار الى تحطم نوافذ المنازل المجاورة وتضرر عدد من السيارات. <br/>اتهم مكتب الشهيد الصدر في محافظة ديالى، الأربعاء، القوات الأميركية بمداهمة مقره الرئيس شمال غرب بعقوبة، وتمزيق المصاحف والعلم العراقي وسرقة عدد من اجهزة الكومبيوتر. <br/>وقال مدير مكتب الصدر في ديالى وديع العتبي ان قوة من الجيش الأميركي داهمت، فجر اليوم، المقر الرئيسي لمكتب الصدر في أطراف ناحية جديدة الشط مضيفا ان <br/>وفداً من قيادة عمليات ديالى توجه إلى مقر المكتب للاطلاع على الوضع ميدانياً"، لافتاً إلى أن "هذه المداهمة تمثل خرقاً فاضحاً للاتفاقية الأمنية. <br/>وفي ديالى ايضا القت القوات الامنية القبض على ستة عشر شخصا بينهم مطلوب بتهمة الارهاب في عمليات دهم بمناطق متفرقة من المحافظة. <br/>وقال مصدر امني ان قوة من الشرطة نفذت، ليل الثلاثاء وصباح الاربعاء، عمليات دهم في مناطق بعقوبة وناحية السعدية وقضاء المقدادية وناحية بني سعد أسفرت عن اعتقال المشتبه بهم. <br/>وفي الانبار القت قوة امنية القبض على ثلاثة مطلوبين بتهمة الإرهاب غرب الأنبار وقال مصدر امني ان المطلوبين كانوا مقيمين في سوريا منذ سنوات وتم اعتقالهم بعد أيام قليلة من دخولهم الأراضي العراقية استنادا إلى معلومات استخبارية دقيقة. <br/>وفي دهوك اعتقلت قوة أمنية ستة أشخاص علقوا في نهر الخابور شمال دهوك أثناء محاولة التسلل إلى الأراضي التركية. <br/>وقال مصدر امني إن أربعة من المعتقلين هم من أهالي مدينة حلبجة، والخامس من مدينة أربيل، بالإضافة إلى المهرب الذي كان يقود المجموعة لإدخالها إلى الأراضي التركية </p> </p></div> <p><font color="#800000"><strong>أخبار عالمية</strong></font></p> <p>التراشق بين العراقية ودولة القانون بلغ سقفا مرتفعا مع الردود والردود المضادة بين كل من رئيس الحكومة نوري المالكي وزعيم العراقية امام مقره، الا ان القيادة اكدت انها تنفذ خطة لفتح شارع الزيتون ولم تقصد مقر علاوي تحديدا. <br/>النواب لم ينأوا بانفسهم عن الحرب الكلامية المستعرة بين رئيس الحكومة نوري المالكي ورئيس القائمة العراقية اياد علاوي. فتحول ممثلو الشعب إلى وقود يغذي الخلاف مطلقين الاتهامات في حق الزعماء في كل الاتجاهات. <br/>اكد وزير الخارجية هوشيار زيباري عقب لقائه نظيره الايراني علي اكبر صالحي ان ايران مستعدة لحل كل المشاكل العالقة بين البلدين، في حين قال الوزير الايراني ان سياسة ايران هي عدم التدخل في شؤون الدول الاخرى. <br/>استكمل مجلس النواب اليوم استجواب مفوضية الانتخابات فيما تم تاجيل بعض القوانين الى ما بعد عطلة المجلس كقانون مجلس القضاء الاعلى وقانون المحكمة الاتحادية وقانون النزاهة وقانون المفتشيين العموميين. <br/>نفت المجموعة العربية في مجلس محافظة كركوك ما أعلنته قيادة شرطة المحافظة عن وجود اتفاق بين جميع الكتل السياسية في المجلس على تمديد بقاء الجيش الامريكي في كركوك، موكدة ان تصريحات قيادة الشرطة تمثل تدخلا في العمل السياسي. <br/>اعلن وزير الصحة مجيد حمد امين ان السنة الحالية ستكون افضل سنة دوائية يمر بها العراق، مشيرا الى ان الوزارة تعاقدت مع ايران والاردن لاستيراد ادوية وتقنيات مكافحة الامراض. <br/>مساعدات اضافية من المنظمة الدولية للهجرة لاهالي الديوانية كجزء من مشروع تقوم به لتشغيل في البحرين ضد المواطنين الشيعة</b></p> <p>تظاهر الاف المواطنين في ساحة الخلاني وسط بغداد ،اليوم السبت، للمطالبة بدعم الشعب البحريني. <br/>وقال شهود عيان "إن نحو 3000 مواطن تظاهروا، صباح اليوم، في ساحة الخلاني وسط العاصمة بغداد، للمطالبة بدعم ونصرة الشعب البحريني وسحب قوات درع الجزيرة". <br/>واضاف شهود العيان " أن المتظاهرين رفعوا شعارات تستنكر اعمال العنف التي تمارسها قوات درع الجزيرة ضد المحتجين الشيعة العزل ، و الصمت الإعلامي إزاء ممارسات الحكومة البحرينية في اعتقال المواطنين وهدم المساجد والحسينيات".</p> <p><strong>معتصمو ساحة الأحرار بالموصل يلقنون المالكي درسا قاسيا</strong></p> <p>فشلت الحكومة العراقية المتحصنة بالمنطقة الخضراء في رهانها على إفشال الإعتصام الجماهيري الكبير في ساحة الأحرار بمحافظة نينوى، وجاءت تصرفاتها لتزيد من حدة الإعتصام المطالب برحيل الإحتلال الأمريكي والحكومة على حد سواء. فالحكومة الخائفة من الأحرار في تلك الساحة حاولت أن تفض هذا الإعتصام بشتى الطرق ولكنها فشلت وستفشل أيضا في اي خطوة تقوم بها لأن إرادة الشعب العراقي غادرت الخوف من زمن طويل والواقع يفرض عليهم المزيد من التقدم نحو الخلاص من الإحتلال وعملائه في حكومة المنطقة الخضراء. في البداية قالت الحكومة أنها حصلت على معلومات مؤكدة تشير إلى تخطيط بعض الجهات الإرهابية، لتنفيذ عمليات أنتحارية ضد المتظاهرين في ساحة الأحرار في الموصل، وأثبت الواقع والمعلومات الأمنية التي تملكها شرطة المحافظة والمحافظ أثيل النجيفي كذب هذه المعلومات. وفرض الحكومة حظرا للتجوال في المدينة لفض الإعتصام فنزل المحافظ والشرطة والناس أجميعن من أغلب المحافظات العراقية لإفشال هذا الحظر المخزي والدال على قلق وخوف الحكومة من ثورة الأحرار ضدهم. ثم قامت بعد ذلك الحكومة العراقية بمحاولة لإعتقال شيوخ العشائر الذين يعلنون مشاركتهم في هذا الإعتصام الشعبي، ففشلت ايضا بعد أن أنحازت الشرطة لصالح شيوخ العشائر ومنعت أعتقالهم، كما حصل مع الشيخ برزان البدراني شيخ البو بدران عندما وقفت قوة من الشرطة في وجه قوة من الجيش حاولت أعتقال البدراني جنوب الموصل، وحدث الأمر ذاته مع العديد من الشيوخ من المحافظات العراقية الأخرى. وجاء قرار الحكومة الأخير بإقالة قائد شرطة الموصل وتعيين آخر محله موالي لحكومة المنطقة الخضراء، ليزيد الطين بلة على الحكومة ويكشف عريها المخزي امام قوة الثوار الأبطال في ساحة الأحرار. فقد أعلنت الحكومة المحلية رفضها رفضها تعيين قائد الشرطة الجديد اللواء الركن مهدي صبيح الغراوي، وطالبت بمغادرته المحافظة. وقال محافظ نينوى اثيل النجيفي: "ان مدير الشرطة الجديد فرض على مجلس المحافظة وتم تعيينه بصورة مفاجئة وهو ليس من سكان محافظة نينوى ولا نقبل بوجوده اطلاقا، ونطالب برحيله على الفور". واضاف النجيفي ان "مجلس المحافظة عقد صباح اليوم السبت جلسة طارئة من اجل التصويت على رفض وجود اللواء الغراوي". كما طالب اعضاء مجلس محافظة نينوى: "باقالة الغراوي وعدم فرض مسؤولين من خارج المحافظة على الحكومة المحلية". وكان امر أصدره نوري المالكي الخميس الماضي بتعيين اللواء الركن مهدي صبيح هاشم، وهو من اهالي الكوت، قائدا لشرطة نينوى خلفا للواء الركن احمد حسن عطية. من جانبها انتقدت لجنة الأمن والدفاع في مجلس نينوى، الجمعة، إعفاء قائد شرطة نينوى اللواء الركن أحمد حسن عطية من منصبه وتعيين لواء من محافظة أخرى بدلاً منه، معتبرة أن هذه الخطوة تهدف إلى سيطرة المركز على المحافظات على حساب القانون. وأعرب رئيس اللجنة عبد الرحيم الشمري عن استغرابه من "تعيين قائد شرطة جديد من محافظة أخرى لمجرد أن وعكة صحية ألمّت باللواء الركن أحمد حسن عطية"، مبيناً أن "الوعكة استمرت يوماً واحداً، وقد تفاجأنا بتعيين قائد جديد في اليوم التالي". مشيراً إلى أن "هناك نائبين للقائد الحالي وكان بالإمكان تكليف أحدهما تولي المسؤولية بدلاً من تعيين قائد آخر، كما أن هناك العديد من ضباط الشرطة من الموصل برتب عليا يتميزون بالكفاءة والمقدرة وبالإمكان الاستعانة بهم في هذا المجال". ورأى الشمري أن "الهدف من هذه العملية تعزيز سعي المركز في بغداد للسيطرة على المحافظات على حساب القانون وبطريقة مخالفة للدستور"، متسائلاً "كيف سيكون الحال بوجود قائد شرطة جديد؟".</p> </p></div> <h3 align="right"><font color="#800000"></font><font style="font-weight: normal">أخبار عالمية</font></h3> <p dir="rtl" align="right"><strong>فضيحة جديدة للحكومة.. حليب فاسد في مخازن وزارة التجارة </strong></p> <p dir="rtl" align="right">فضيحة من بعد اخرى تطارد المسؤولين السابقين والحاليين في وزارة التجارة، فبعد ان تم اكتشاف فضيحة الزيت المنتهي الصلاحية وتوزيعه على المواطنين في البصرة، تفجرت فضيحة جديدة، وهذه المرة حول حليب فاسد موجود في مخازن الوزارة واحباط محاولة لسحبه. والمصيبة الكبرى ان احد اعضاء دولة القانون يدافع عن الوزارة ويدعو الى عدم اطلاق الاتهامات جزافا وان كان وزير التجارة وكالة السابق السيد صفاء الصافي لا يعرف عن الزيت المنتهي الصلاحية ولا يعرف عن الحليب الفاسد فهذا يدل على تقصيره وانه وزير فاشل بكل المقاييس في ادارة الوزارة. وفتحت الوزارة تحقيقا في قضية (الحليب الفاسد) في مخازنها، وقال وزير التجارة خير الله بابكر في تصريح صحفي: انه لاحظ في مخازن الوزارة كميات من حليب الكبار بالرغم من أن هذه المادة ليست ضمن مفردات الحصة التموينية، وعلى اثرها تم تشكيل لجنة للتحقيق في الموضوع والوقوف على أسباب شراء هذه المادة. واشار الى ان اللجنة اكتشفت ان أحد التجار قام بسحب (1250) طناً من الحليب بالرغم من قرب نفاذ صلاحية استهلاكه، مؤكدا ان الوزارة سارعت الى ايقاف سحب الكمية وقامت بحجز المادة. واضاف بابكر ان الحليب تم استيراده في العام 2009 من قبل الشركة العامة للمواد الغذائية، مشيرا الى ان الوزارة اطلعت الجهات العليا على الموضوع الذي هو الان قيد التحقيق من قبل جهات متعددة بينها وزارة التجارة ومجلس النواب. من جانبه، دعا النائب عن ائتلاف دولة القانون في مجلس النواب احمد حبيب العباسي، اعضاء لجنة النزاهة البرلمانية الى عدم اطلاق الاتهامات بالفساد الى الوزارات ومؤسسات الدولة عبر وسائل الاعلام قبل الانتهاء من التحقيقات. وبرر دعوته هذه بالقول: ان اطلاق الاتهامات من شأنه ان يفقد ثقة المواطن بالحكومة ومؤسساتها، وقد ينعكس بشكل سلبي على سلوك البعض في الشارع ويؤدي الى حالة من الفوضى والاحتقان. واضاف ان البرلمان والاجهزة الرقابية في وزارة التجارة والمفتش العام والرقابة المالية يمثلون حلقات لا يمكن تجاوزها في ما يخص قضايا الفساد المالي والاداري، وليس من السهل القفز فوق كل هذه الهيئات والظهور في وسائل الاعلام للكشف عن حالات الفساد. والمح العباسي الى وجود اعضاء في مجلس النواب يطلقون الاتهامات جزافا لغرض الاستهلاك الاعلامي، مشيرا الى عدم امكانية مساءلة هؤلاء قانونيا كون لديهم حصانة وبإمكانهم التحدث كيفما يشاؤون تحت قبة البرلمان.</p> <p dir="rtl" align="right"><strong>اثيل النجيفي : يستنكر جريمة قتل الشاب لؤي خليل </strong></p> <p>استنكر محافظ نينوى اثيل النجيفي حادث قتل الشاب لؤي خليل والذي استهدف اثناء توجهه راجلا الى ساحة الاحرار للاعتصام فيها كما استنكر مجلس المحافظة ايضا هذا الحادث وعده خرقا لحقوق الانسان لان التظاهرات</p> <p>حق من حقوق الشعب العراقي. واشار النجيفي الى ان قتل الشاب لؤي خليل حمود الحديدي جريمة بحق ابناء محافظة نينوى الذين خرجوا للتعبير عن مطالبهم المشروعة منها خروج القوات الامريكية من العراق والافراج عن المعتقلين الذين لم تثبت ادانتهم بالتهم الموجه ضدهم.</p> <p dir="rtl" align="right"><strong>بابا الفاتيكان يدعو الحكومة العراقية الى مساعدة المسيحيين </strong></p> <p>قال البابا بنديكتوس السادس عشر ان على السلطات العراقية بكل مؤسساتها وكل من لديهم القدرة على ذلك، القيام بشيء لمساعدة المسيحيين الذين يهاجرون خوفا من التهديدات </p> <p>الاصولية.واضاف البابا في مقابلة تلفزيونية بالطبع، على السلطات وكل من لديهم امكانات فعلية للقيام بشيء ما في العراق، ان يقوموا بذلك.وكان البابا بنديكتوس السادس عشر يتحدث في اطار مقابلة تلفزيونية اجرتها معه شبكة راي الايطالية تماما تفهمها نظرا الى الظروف التي يعيشونها.</p> <p><strong>الجميلي: ميليشيات حكومية تستهدف النواب الذين يعلمون على كشف ملفات الفساد </strong></p> <p>قالت النائبة عن ائتلاف العراقية وحدة الجميلي أن الجهات التي تستهدف أعضاء مجلس النواب هي "ميليشيات حكومية". وأضافت الجميـلي: "أن هذه الميليشيات مدفوعة من قبل المتنفذين في الحكومة ومن كبار المسؤولين المتورطين في الفساد المالي و الاداري والمتلاعبين <p><b>وزارة المصالحة الوطنية ترفض التفاوض مع جماعة عصائب اهل الحق</b></p> <p>قررت وزارة الدولة لشؤون المصالحة الوطنية منع التفاوض مع جماعة (عصائب أهل الحق) المنشقة عن التيار الصدري،لقيامها بعمليات إرهابية استهدفت المواطنين والقوات الأمنية العراقية. <br/>وقال المتحدث الرسمي باسم الوزارة عبد الحليم الرهيمي في تصريح صحفي "ان الوزارة تحصر مفاوضاتها مع المجاميع المسلحة التي تلقي السلاح بشكل نهائي ولم تشارك في قتل العراقيين في المرحلة السابقة، الأمر الذي لا ينطبق على جماعة عصائب أهل الحق". <br/>وأشار إلى "ان الوزارة تعمل وفق إستراتيجية لاستقطاب الجماعات المسلحة التي تغيرت وجهة نظرها بشأن يهدد امن العراق واصفا تصريحه برفع التجميد عن جيش المهدي بغير مسؤول. وبشان وضع القوات العراقية قال ان وضعها جيد مشيرا في الوقت نفسه الى ان القوات العراقية بحاجة الى مزيد من الدعم والتدريب العسكري.</p> <p><strong>السيول تقتل مواطناً وتشرد خمسين عائلة في سنجار بمحافظة دهوك </strong></p> <p>أعلن مجلس قضاء سنجار في محافظة دهوك، عن وفاة مواطن وتشريد أكثر من 50 عائلة دمرت السيول الجارفة منازلها . <br/>وقال نائب رئيس مجلس قضاء سنجار ميسر حجي صالح، في حديث لـ" السومرية نيوز"، إن القضاء شهد، منذ ليل أمس الخميس، موجة أمطار غزيرة أدت إلى حدوث سيول جارفة وفيضانات لم يشهد لها مثيلاً منذ أكثر من عشرة أعوام، مبينا أن السيول أدت إلى خسائر تراوح بين تدمير، وإلحاق اضرار بأكثر من 100 منزل في مناطق مجمع الوليد وتل بنات وتل قصب وكون روفي والقادسية، مضيفا أن مواطناً لقي حتفه، وتشردت نحو 50 عائلة دمرت التي تنصب على كشف ملفات الفساد وتقديم اصحابها الى العدالة. <br/>وقال علي كريم، في خطبة صلاة الجمعةانهم يدعون الى محاسبة كل من يثبت تورطه باستيراد المواد الغذائية الفاسدة والمنتهية الصلاحية من اجل توزيعها بين ابناء الشعب ضمن مفردات البطاقة التموينية، في اشارة الى صفقة الزيوت النباتية التي ذكرت العديد من الاوساط العراقية ان صلاحيتها قد انتهت. <br/>واوضح انه يتوجب على جميع المسؤولين في الحكومة يعتبر الوقفين الشيعي والسني أبوابا لهدر المال العام </strong></p> <p>ندد خطيب جامع الكوفة بمحافظة النجف، الجمعة، بالهدر الواسع للمال العام، معتبرا مديرية حماية الشخصيات والمؤتمرات والولائم ومجالس الإسناد العشائري، إضافة إلى هيئة الحج والعمرة والوقفين الشيعي والسني أبوابا للهدر، فيما أعرب عن استغرابه من وجود طبقة همها الأول والأخير الثراء الفاحش على حساب الفقراء. <br/>وقال الشيخ عبد الهادي align="right"><strong>تساقط كميات كبيرة من الأمطار في اقليم كردستان العراق </strong></p> <p dir="rtl" align="right">تساقطت كميات كبيرة من الأمطار في مختلف مناطق اقليم كردستان في حالة نادرة في هذا الوقت من السنة لتساهم في تنقية الأجواء بعد ايام من العواصف الترابية وترفع من معدلات انتاج بعض المحاصيل الزراعية. وتساقطت في دهوك كميات كبيرة من الأمطار منذ ساعات الصباح الأولى في مركز المدينة والمناطق المجاورة لها وبشكل شبه مستمر في حالة غير مسبوقة وبمعدلات كبيرة. وادت الامطار الى حدوث سيول وتجمع المياه في العديد من شوارع المدينة وساحاتها والأحياء السكنية حيث أن كميات الأمطار المتساقطة ستساعد على تحسين منتوج القمح والشعير في المنطقة ورفع خزين المياه في السدود. وفي اربيل استمر تساقط الأمطار منذ الصباح وبكميات كبيرة في حالة غير مسبوقة خاصة في السنوات الاخيرة التي اتسمت بنوع من الجفاف وقد تجمعت مياه الأمطار في العديد من شوارع المدينة والتي اصبحت حركة السيارات والمارة فيها صعبة. وقال مصدر بيئي ان الأمطار غير المسبوقة في هذا الوقت من العام ساهمت في تنقية أجواء الاقليم بعد تعرضه خلال الأيام القليلة الماضية لموجات من العواصف الترابية سببت مشاكل صحية للكثير من المواطنين وكانت يمكن ان تؤثر بشكل كبير على الزراعة في المنطقة لولا موجة الأمطار التي نظفت التراب الذي علق بالأشجار، مشيرا الى ان تعود التظاهرات لتأخذ منحى مختلفا هذه المرة. <br/>فالتظاهرات لم تقتصر تداعياتها على كشف ما يمكن ان يسمى بالشرخ في الثقة بين الحكومة الكردية والشباب في مدينة السليمانية الذين تستمر تظاهراتهم لاكثر من سبعة اسابيع بل كشفت ايضا عن دخول الولايات المتحدة على الخط لتضيف الى ضغوط المتظاهرين على الحكومة ضغوطا اخرى. <br/>وفيما يكمن أن يوصف بأنه زلة قدم كشفت حركة التغيير الكردية المعارضة على موقعها الالكتروني عن حوارات سرية مع المسؤولين الأميركيين بينت فيها وجود ضغوط امريكية على قادة الاقليم لعدم منع التظاهرات الشعبية ووقف التصدي لها باستعمال القوة. <br/>ونقل الحزب ايضا عن السكرتير الاول بالسفارة الامريكية ببغداد جيشوا هاري، خلال لقاء جمعه باثنين من اعضاء مجلس النواب العراقي عن قائمة التغيير، "ان السفارة اتصلت برئيس اقليم كردستان مسعود البرزاني و ابلغته بانه لا يجوز وباي شكل من الاشكال استعمال العنف ضد المتظاهرين. <br/>التسريبات لاقت امتعاضا من قبل السفارة الأميركية التي اكدت انه لا يحق لمسؤولي الحركة الكردية نشر تفاصيل حواراتهم مع المسؤولين الامريكان عبر وسائل الاعلام مضيفة في بيان لها إن "التقارير الصحفية التي وردت في موقع الحركة وتحدثت عن وجود تبادل دبلوماسي خاص بين مسؤولي حزب كوران وأحد الموظفين بالقسم السياسي في السفارة الأمريكية في بغداد هي غير صحيحة، وأنه ليس من صلاحيات المسؤولين في حزب غوران مناقشة هذه المحادثة مع وسائل الإعلام". <br/>لكن الموقع او الحركة لم ينشرا أي نفي او تراجع عن التصريحات التي نقل بعضها عن الديبلوماسي الامريكي قوله بان واشنطن اعترضت اثناء التصديق على قانون تنظيم التظاهرات في الاقليم، لقلقها من ان تمنع التظاهرات وهذا ما حدث فعلا على الرغم من وعود القادة الكرد.. <br/>بحسب الموقع المعارض الذي اضاف ان السفارة الامريكية تطالب مسؤولي الاقليم باستمرار اثناء اللقاءات بالتجاوب مع مطالب المتظاهرين وعدم منع التظاهرات، وانهم سيبلغون الطالباني خلال الايام المقبلة ذات الرأي. <br/>وبغض النظر عن وصف السفارة للتسريبات بغير الصحيحة فان ابداء هذا الموقف القوي والرد ببيان بعد اقل من ثلاثة ايام على نشر الخبر قد يكون مؤشرا على وجود نسبة من الحقيقة في التسريبات وهو ما يعتبره مراقبون أنه يضيف ضغطا اخر على السلطة الكردية التي لا تزال تواجه اصرار المتظاهرين على مواصلة الاحتجاجات، وأيضا يمثل شرخا بين الولايات المتحدة والسلطة الكردية التي عرفت دائما بأنها صديقة لها. </p> </p></div> <h3><font color="#800000">استشهاد وإصابة عشرين شخصا بتفجيرين انتحاريين عند بوابة المنطقة الخضراء </font></h3> <p>قال مصدر امني الاثنين ان عشرين شخصا سقطوا بين شهيد وجريح بينهم جنود بتفجيرين انتحاريين بسيارتين مفخختين استهدفتا تجمعا للموظفين عند بوابة المنطقة الخضراء,</p> <p>وسط بغداد واكد المصدر إن حصيلة التفجيرين الانتحاريين بسيارتين مفخختين الذين استهدفا تجمعا للمواطنين والموظفين عند بوابة المنطقة الخضراء في حي القادسية وسط بغداد بلغت خمسة شهداء و15 جريحا فضلا عن إلحاق أضرار مادية بعدد من السيارات وأضاف أن سيارات الإسعاف نقلت الشهداء إلى دائرة الطب العدلي والجرحى إلى مستشفى قريب لتلقي العلاج فيما طوقا القوات الأمنية منطقة الحادث ومنعت الاقتراب In the governorates of Baghdad, Ninewa and Diyala, many Iraqis live in constant fear for their lives whenever they leave their houses, as anyone could be hit simply by being in the wrong place at the wrong time. </p> <p>To help medical facilities cope with the influx of wounded people, around nine tonnes of surgical materials and other medical supplies were delivered to Baghdad Teaching Hospital in Baghdad governorate, to Mosul General Hospital, Hamdaniya General Hospital and Bartilla primary health-care centre in Ninewa governorate, and to Dohuk Emergency Hospital in Dohuk governorate.</p> <h3>Helping families obtain information about their relatives missing since the 1990-1991 Gulf War</h3> <p>Hundreds of thousands of families in Iraq are longing to obtain news of those who vanished in the armed conflicts of recent decades. The authorities concerned must do everything in their power, in accordance with international humanitarian law, to clarify what happened to those who went missing in armed conflicts and to provide the families with any information they obtain. </p> <p>The Technical Sub-Committee of the Tripartite Commission, investigating cases of persons missing in connection with the 1990-1991 Gulf War, held its 61st session in August in Kuwait. The meeting was chaired by the ICRC and attended by the Commission’s members: Iraq, Kuwait and the Coalition (France, Saudi Arabia, the United Kingdom and the United States). The members reiterated their commitment to take every possible measure to fulfil their obligations and provide information that could explain what happened to those who went missing. In particular, they took steps that are likely to lead to the exhumation of sites that have been identified in Iraq and Kuwait. </p> <h3>Visiting detainees and helping them to maintain contact with their families</h3> <p>The ICRC regularly visits detention facilities to monitor treatment and conditions of detention. In August, ICRC delegates visited detainees:</p> <ul> <li>in US custody in Taji and Remembrance II, both in Baghdad Governorate; </li> <li>held in Tobji Juvenile Detention Facility (Baghdad Governorate) under the authority of the Ministry of Labour and Social Affairs, in Khalis Police Station (Diyala Governorate) under the authority of the Ministry of Interior, and in Fort Suse Federal Prison (Suleimaniya governorate) under the authority of the Ministry of Justice; </li> <li>in 10 prisons in Erbil, Dohuk and Suleimaniya governorates under the authority of the Ministry of Social Affairs and various security forces in northern Iraq, including Assayesh. </li> </ul> <p>The ICRC helps the detainees and their families to keep in touch by exchanging Red Cross messages, which are collected and distributed in cooperation with the Iraqi Red Crescent Society, and by providing financial support enabling families to travel to Basra, in the southern part of the country, to visit relatives detained in Camp Bucca. In August, more than 300 detainees were visited by their relatives and almost 4,750 Red Cross messages were exchanged within Iraq and with other countries. </p> <p>Also in August, the ICRC helped eight foreign detainees released from Rusafa Prison in Baghdad to contact their respective embassies or the Office of the United Nations High Commissioner for Refugees (UNHCR) to arrange for their return to their home countries. The ICRC directly facilitated the repatriations of a Bangladeshi, a Sudanese and a Palestinian, all of whom wanted to return home. </p> <h3>Support for limb-fitting centres</h3> <p>In addition to medical assistance provided for health facilities, the ICRC also supports 11 limb-fitting and rehabilitation centres run by the Iraqi Ministry of Health by providing equipment and training. In August, the ICRC awarded three-year scholarships to two Iraqis for training in prosthetics and orthotics, raising the number of scholarships granted to seven.</p> <h3>Delivering aid to displaced and otherwise vulnerable people</h3> <p>In August, the ICRC gave food parcels, rice bags, hygiene kits and towels sufficient for two months to about 15,600 internally displaced people (IDPs) – mainly families headed by women – in Baghdad, Diyala, Salah Al Din, Dohuk and Erbil governorates. </p> <p>The ICRC also provides support for income-generating and livelihood projects that enable communities to regain economic self-sufficiency. For example, more than 2,000 workers are supporting their families on the income they receive repairing and cleaning irrigation canals in Diyala, Erbil and Kirkuk governorates under a cash-for-work programme. </p> <p>In Kirkuk governorate, the ICRC vaccinated more than 21,700 sheep and 5,850 goats against pox. These animals provide an income for some 1,000 people.</p> <h3>Providing clean water</h3> <p>ICRC water engineers continued to repair and otherwise improve water infrastructure. In August, the ICRC:</p> <ul> <li>completed repair work on Al Wathba water treatment plant in Baghdad, serving around 100,000 people; </li> <li>installed a new submersible pump on the Korez bore well in Khanaqin town and connected it to the water network, thereby increasing the water supply for 660 residents; </li> <li>cleaned and sterilized the storage tanks and repaired the operating theatre at Al Sadr Teaching Hospital in Najaf, which has 400 beds and serves around 546,000 inhabitants of Najaf city and nearby villages; </li> <li>finished building Al Resalah primary health-care centre, which can treat around 50 people per day and serves around 25,000 people in Wassit governorate; </li> <li>repaired two incinerators at Basra General Hospital, which has 600 beds; </li> <li>increased the pumping capacity, re-operated the filters and replaced the chemical treatment units and electromechanical works in New Tikrit Stage II water treatment plant in Salah Al-Din governorate, which provides water for around 80,000 people; </li> <li>finished building an emergency unit for al Hashimiyah Hospital, which has more than 100 beds, in Babil governorate; </li> <li>repaired the water treatment plant in Mandali, Diyala governorate, improving the quality of water provided for around 20,000 people, and covered the X-ray room in Mandali’s primary health-care centre with lead protection sheets, in addition to carrying out electrical work there. </li> </ul> <p><strong>Water was delivered by truck to:</strong> <ul> <li>4,500 displaced people, Al Imam Ali General Hospital and eight primary health-care centres in Sadr City, Al Kindi General Hospital, Al Yarmouk Teaching Hospital, and Al Rashad Psychiatry Teaching Hospital, all in Baghdad. </li> </ul> <h3>Promoting international humanitarian law</h3> <p>Reminding parties to a conflict of their obligation to protect civilians is a fundamental part of the ICRC’s work. The organization also endeavours to promote international humanitarian law within civil society. Within this framework, a series of presentations was organized for various audiences all over Iraq. </p> <p>Iraq is the ICRC’s second biggest operation worldwide, with more than 90 expatriates and around 530 national staff in Baghdad, Basra, Najaf, Erbil, Suleimaniya, Dohuk, Ramadi and Khanaqin responding to the urgent needs of civilians adversely affected by the conflict.</p> However, widespread violence and a lack of respect for human life continue to affect the Iraqi people. Despite the decrease in the number of deaths and injuries this year compared with 2006 and 2007, violence remains a feature of everyday life. Now the concern is that people in Iraq and elsewhere may come to accept this high level of insecurity as somehow "normal" and unavoidable.</p> <p>Currently, about 500 people are killed on average every month and 2,000 wounded in mass explosions and indiscriminate attacks occurring mainly in Baghdad, Ninewa and Diyala governorates. Civilians are the primary victims of these incidents, which create a general sense of insecurity as anyone could be hit simply by being in the wrong place at the wrong time. Women fear for themselves and their families every time they leave their homes to go to the market or accompany their children to school. Businesses are regularly destroyed or severely damaged in indiscriminate attacks, often leaving many families without their only source of income.</p> <p>International humanitarian law is designed to limit the effects of armed conflict and to protect those who are not or no longer participating in the fighting – an aim central to the four international treaties known as the Geneva Conventions of 12 August 1949, which were adopted exactly 60 years ago today. This anniversary is an occasion to remember that a distinction must always be drawn between combatants and those taking no part in hostilities. <br/>Through the testimonies presented here Iraqi men and women explain how recent events have affected them and their families. These harrowing stories show that the current security situation and the resulting humanitarian needs still leave many Iraqi men and women uncertain about their future.</p> <p>We would like to seize the occasion of the 60th anniversary of the Geneva Conventions to stress that the basic rules of the law of armed conflict remain as important as ever and that Iraqi civilians must be spared the effects of hostilities. This is an update on ICRC activities in Iraq in July 2009. </p> <h4>Overview </h4> <p>Violence against civilians again made headlines during the month of July. A series of severe bombings took place, mainly in Baghdad and the central part of Iraq. The ICRC remains concerned about indiscriminate attacks against civilians. </p> <p>The organization responded to these attacks by assisting the hospitals that treated most of the injured. Around 12 tonnes of medical materials were delivered to Al Hamdaniya General Hospital, Al Jumhoury Teaching Hospital, Al Salam General Hospital, Talafar General Hospital and Al Mosul General Hospital (Ninewa governorate), Dohuk Emergency Hospital (Dohuk governorate) and Khanaqin General Hospital (Diyala Governorate). </p> <p>Working with Iraqi Red Crescent Society, the ICRC also distributed hygiene kits and kitchen sets to 900 people affected by the explosion that hit the Shorija quarter of Kirkuk. </p> <h4>Visiting detainees and helping them to maintain contact with their families </h4> <p>The ICRC regularly visits detention facilities to monitor treatment and conditions of detention. In July, ICRC delegates visited detainees: </p> <ul> <li>in Harithiya Prison (Baghdad governorate) under the joint authority of the Ministry of Justice and the Ministry of Defence, in Rusafa Prison and Kadhimya Maximum Security Prison (both in Baghdad governorate) and in Fort Suse (Suleimaniya governorate), all under the authority of the Ministry of Justice, as well as in Al Karkh Juvenile Detention Facility (Baghdad governorate) under the authority of the Ministry of Labour and Social Affairs; </li> <li>in five prisons in Erbil, Dohuk and Suleimaniya governorates. </li> </ul> <p>Many families braved the harsh summer heat and sand storms that hit the country to make the long journey to Camp Bucca, where nearly 1,250 detainees received visits from their relatives in July. The visits were made possible thanks to financial support the families are receiving from the ICRC. </p> <p>Families and their detained relatives also used Red Cross messages, collected and distributed by the ICRC and the Iraqi Red Crescent, to stay in touch. In July, more than 17,500 Red Cross messages were exchanged within Iraq and with relatives in other countries. </p> <h4>Providing clean water </h4> <p>The water levels of the Tigris and Euphrates rivers decreased dramatically, setting off alarm bells and leading to water shortages. The drought that has affected the country in recent years has also had a severe impact on the population. The ICRC continues to support improvements to water infrastructure to ensure better access to safe water. In July, it: </p> <ul> <li>upgraded the water storage capacity of Al Rashad Psychiatric Hospital in Sadr City, Baghdad, which has 1,300 beds; </li> <li>cleaned the water storage tanks and carried out repair work to improve the electricity supply and the operating theatre at Al Sadr Teaching Hospital, which has 426 beds; </li> <li>repaired the water supply of Al Jumhury Teaching Hospital in Mosul, which has 850 beds; </li> <li>completed a drought response project providing water to around 5,000 people in five villages who saw their water source disappear as a result of the drought in Aqra district, in Dohuk governorate; </li> <li>repaired and expanded the Bazwaya primary health-care centre in Ba’asheka sub-district, in Ninewa governorate. The project doubled the capacity of the centre, which can receive now an average of 100 patients per day. The centre serves the 14,000 inhabitants of the villages of Bazwaya and Al Mouafaqiya, and is the nearest health-care facility for around 3,000 internally displaced families living in the Five Forts camp; </li> <li>repaired two incinerators in Basra General Hospital, which has a capacity of 600 beds; </li> <li>improved the quality of the water supplied by the Samara Water Treatment Plant, in Salah Eddin governorate; </li> <li>completed the Senik Quarter water supply project in Mala Omar village, in Erbil governorate, as well as a project in Khanaqin town to repair three wells supplying water to 6,600 people; </li> <li>provided a new caravan, with a women’s consultation section, a pharmacy and two toilets, for the health-care centre in Al Rahma settlement, in Najaf governorate. Around 24,000 people benefit from the services of this centre. </li> </ul> <p>Water was delivered by truck to: <ul> <li>Qalawa Quarter camp in Suleimaniya, hosting around 360 internally displaced people; </li> <li>4,500 displaced people and eight primary health-care centres in Sadr City, Al Kindi General Hospital, Al Yarmouk Teaching Hospital, Al Imam Ali General Hospital and Al Rashad Psychiatry Teaching Hospital, all in Baghdad. </li> </ul> <h4>Promoting international humanitarian law </h4> <p>A series of presentations was organized for various audiences as part of the ICRC’s </p></div> <p>The programme continued to reduce risk to vulnerable communities and support conflict recovery and rehabilitation by implementing Humanitarian Mine Action and Conventional Weapons Destruction projects in Dahuk, Diyala, Erbil, Kirkuk, Ninewah, and Sulimaniyah governorates: </p> <p>- MAG teams searched and cleared 491,694 square metres of land using hand, electronic, and visual techniques safely removing and destroying 530 hazardous items. Additional 359,416 sq/m of suspected hazardous land were made safe through demarcation </p> <p>- Mine Risk Education (MRE) teams delivered 200 MRE sessions reaching 10,374 individuals in 87 villages in Erbil, Diyala, Dahuk, Kirkuk and Sulimaniyah governorates </p> <p>- Community Liaison teams identified 277 dangerous areas in 112 different villages. Team visited four villages in Erbil and Diyala governorates visiting 83 households to conduct community assessment survey </p> <p>- Six Conventional Weapons Response teams deployed 116 times to complete 397 tasks during May, destroying 12,191 conventional weapons </p> <p>- Mechanical assets were used to clear 3,837 sq/m of land and process 6635 cubic metres of contaminated earth </p> <p>- Mine Detection Dogs were used to clear 12,878 sq/m of low and medium risk parts of three minefields in Mamsha and Qazan Blakh villages in Kirkuk governorate </p> <p>DONORS </p> <p>MAG would like to express gratitude to the following donors to the Iraq programme: Office of Weapons Removal and Abatement, US Department of State. <blockquote><p>“Many Americans who voted for Barack Obama last November continue to believe he will do the right thing in Iraq. The reality is that, unless forced to do so from below, there will be none of the promised "change" in US foreign policy. Those on the receiving end of US policy in the Middle East, Iraq in particular, know this better than most Americans.” </p> </blockquote> <p>The US occupation of Iraq, which has become the full responsibility of President Barack Obama, is once again a bloodbath. Not that it had ceased to be violent, brutal and chaotic, for not one day has passed since the US invasion of Iraq was launched that hasn’t found several Iraqis being senselessly slaughtered. But rather than talking about three Iraqis being killed today, or two dozen, we are again talking about several dozen, and over 100 wounded, as we are seeing recently. Each of these Iraqis have been killed as a direct result of the US occupation of Iraq – their blood splattered on the hands of President Obama, who, during a visit to Baghdad’s airport on April 7, praised the US military for their "extraordinary achievement" in Iraq.</p> <p>On April 23, over 73 Iraqis were killed in two separate suicide attacks. One bomber detonated his explosives in central Baghdad as a group of policemen were distributing relief supplies to Iraqis who had been driven from their homes during the US-fomented sectarian bloodshed of 2006 to mid-2007. Police said that at least 50 people were wounded; at least five children and one woman were among the dead. </p> <p>A second major suicide bombing occurred that day as well, near Muqdadiya, about 50 miles north of Baghdad. The bomber targeted Iranian pilgrims who were in a restaurant, killing at least 45 and wounding over 60. The Shiite pilgrims were visiting Shia religious sites in Iraq.</p> <p>The bombings reek of al-Qaeda in Iraq – whose operations were brought to a standstill thanks to both the Iraqi resistance and the al-Sahwa (US-created Sunni militia comprised mostly of former resistance fighters, who were largely abandoned by the US military and are now being attacked by the Iraqi government). The Sahwa have been abandoning their security posts in protest at having not been paid by the Iraqi government for their work, as well as in protest of the ongoing targeting of their leaders by the government. Although there has been a drastic reduction in violence for more than a year, security measures are very extensive.</p> <p>The authorities have imposed a nighttime curfew, and the closure of the airports and border crossings until tomorrow morning. Even authorized civilians may not carry weapons, and only authorized vehicles are allowed on the roads. In the 14 provinces where voting is taking place, the Iraqi army is protecting the polling stations, without the presence of foreign troops. Hundreds of foreign observers are monitoring the voting, together with thousands of local observers of the various parties.</p> <p>In spite of these measures, this morning, with the opening of the polling stations, four mortar rounds were fired in Tikrit, the home town of dictator Saddam Hussein. At least 8 of the 14 thousand candidates have been killed in recent days. Three of them, all Sunnis, were killed yesterday in Baghdad, Mosul, and Diyala.</p> <p>The most important element of these elections is the participation of the Sunni communities in the voting. In 2005, they had boycotted the national elections, leaving the field entirely open for the Shiites and Kurds. Prime minister Nouri al Maliki has already voted, and seems to be the front-runner, thanks to his large Shiite base and to the power that he exercises. In any case, these elections are a test of stability in the country, which will go back to the polls for national elections this year.</p> <p>The three Kurdish provinces (Arbil, Dohuk, Sulaimaniyah) will vote by the end of the year; in the province of Kirkuk, the voting has been postponed indefinitely.</p> <p>The provincial councils have the responsibility of appointing the governors who manage the administration, finances, and reconstruction projects. The 14,431 candidates are competing for a total of 440 seats. According to electoral law, at least one quarter of the candidates must be women. The minorities have seats reserved for them. The Christians will receive one seat in Baghdad, one in Nineveh, and another in Basra. Among the other minorities, the Sabeans will have a seat in Baghdad; the Yazidi and Shabak will have one seat each in Nineveh.</p> <p><a
