slowly but steadily improved, there are many humanitarian needs that still have to be met. The ICRC has been improving its ability to do so. Magne Barth, the outgoing head of the ICRC delegation in Iraq, explains.</p> <p><strong>What is the situation in Iraq today and what are the ICRC’s priorities?</strong></p> <p>Iraq still faces a lot of challenges. The level of violence linked to the conflict is slowly decreasing, but its cost remains high in terms of civilian casualties. Central Iraq and Baghdad, especially, remain volatile, unpredictable and often dangerous due to acts of violence that still claim the lives of tens of persons every month. Meanwhile, the political process is still facing a lot of obstacles.</p> <p>The ICRC is expanding its humanitarian activities cautiously but deliberately. Our priority at the ICRC is to remain focussed on the areas and people most affected by the conflict and other violence. This means that we have to further expand our humanitarian work in the disputed territories and in the belt around Baghdad, giving priority to women heading households, physically disabled people, primary health in rural areas, displaced people and others who are not getting the services they are entitled to. The issue of missing persons continues to be one of our priorities.</p> <p>Furthermore, in line with our mandate, our work in behalf of detainees will continue to focus on conditions of detention and issues of treatment. The ICRC has generally good access, and this is an area in which we can talk to the authorities on how to improve compliance with international standards where necessary.</p> <p>As the country develops its great economic potential, the ICRC has scaled back and focused its assistance services. Nevertheless, we will continue to reach out to vulnerable groups and areas, and to provide the authorities with technical advice on how essential services can be improved. Increasingly, the ICRC is running medium- and long-term projects to help people make a living. The groups concerned include, for instance, women who are heading households, people with physical disabilities and displaced persons.</p> <p><strong>How do you see the situation on the Turkish and Iranian borders? الدفاع المدني والموطنين في مكان الحادث انفجرت عبوة ناسفة وأسفرت عن سقوط أغلب الضحايا، مبينا أن التفجيرين أديا إلى تدمير ست سيارات ومركبة عسكرية وإلحاق أضرار مادية بخمسة مطاعم شعبية وأربعة محال لبيع الحلويات. <br/>كما قتل مسلح أثناء محاولته إطلاق قذيفة صاروخية صباح السبت على نقطة تفتيش تابعة للشرطة الاتحادية في منطقة حي الزنجيلي غرب الموصل، وذكر مصدر أمني أن القذيفة انفجرت قبل أن تنطلق مما أدى على مقتل المسلح على الفور. <br/>وفي بغداد عثرت قوة من الشرطة ظهرا على جثة ناشط في مجال حقوق الإنسان يدعى فاضل النمراوي داخل منزله في منطقة شارع الزيتون وسط قضاء أبو غريب وبين مصدر أمني أن الجثة كانت مقطوعة الرأس. <br/>أما في ديالى فقد اعتقلت قوة من الشرطة أربعة أشخاص بينهم مطلوبان بتهمة الإرهاب خلال سلسلة عمليات دهم شنتها السبت في مناطق متفرقة من المحافظة. <br/>وفي كركوك أعلنت مديرية شرطة حماية التراث والآثار عن اعتقال أحد مهربي الآثار وبحوزته مسكوكات نقدية تعود للعهد الروماني خلال عملية دهم وتفتيش نفذتها ظهر اليوم وسط كركوك </p> <p><strong>اللجنة الدولية للصليب الاحمر تطالب بحصر استخدام سيارات الاسعاف بالأهداف الإنسانية فقط </strong></p> <p>اكدت اللجنة الدولية للصليب الاحمر عدم جواز استخدام سيارات الاسعاف لغير الاهداف المخصصة لها وضرورة حصر استخدامها بالأهداف الإنسانية اي نقل المصابين أو الجرحى والمرضى فقط. جاء ذلك في بيان للجنة اليوم نقلت فيه دعوة رئيس بعثة الصليب الأحمر الدولي في العراق ماغني بارث وشدد فيه على عدم جواز استخدام هذه السيارات في اية اعمال اخرى او زجها في اعمال العنف. ويأتي البيان الدولي بعد ان كشفت تقارير ان قوة من مغاوير الداخلية واخرى حكومية ترتدي ملابس مدنية قامت باعتقال اربعة من الشباب المتظاهر في ساحة التحرير قبل اسبوعين ونقلهم باحدى سيارات الاسعاف الى احد المعتقلات التابعة لرئاسة الوزراء وسط بغداد. واستنكر البيان ظاهرة سوء استخدام سيارات الاسعاف في غير مهماتها الانسانية مشددا على ضرورة تجنيبها تبعات الأعمال العدائية والعنف لكي يتسنى لها تأدية واجبها في مساعدة مَن هم في حاجة الى العناية. كما دعا البيان الى احترام عمال الإغاثة والمستشفيات والمراكز الصحية على الدوام وقال انه من غير المقبول إعاقة مهمة العاملين في مجال إغاثة المصابين أو الجرحى والمرضى من خلال تكليفهم بمهمات هي في الاساس خارج مسؤوليتهم.واشار الى " إن أعمالاً كهذه تضعف قدرة الناس على الوصول إلى المرافق الطبية، وتهدد سلامة الجرحى والمرضى والعاملين على إخلائهم.</p> <p><strong>طرد وفد من الكونغرس اميركي </strong></p> <p>أعلنت ألحكومة انها أبلغت السفارة الأميركية في بغداد بوجوب مغادرةِ عددٍ من أعضاء الكونغرس الأميركي الذين يزورون العراق حاليا بسبب مواقف أطلقوها من بغداد وطالبوا فيها بتعويضات للجيش الاميركي في العراق وبالتحقيق في احداث معسكر اشرف. <br/>وقال وزير الدولة الناطق باسم الحكومة علي الدباغ للسومرية نيوز إن الحكومة العراقية أبلغت السفارة الأميركية في بغداد ضرورة مغادرة وفد الكونغرس لأنه لم يعد مرغوبا في وجوده. من جانبه، أكد مسؤول رفيع المستوى في وزارة الخارجية أن الوزارة لم تصدر القرار بطرد أعضاء الكونغرس وانه صدر من مجلس الوزراء من دون الرجوع إليها، وبيّن المسؤول أن التصريحات التي أدلى بها أعضاء الكونغرس لم تكن موفقة أبدا وقد أثارت حفيظة العراقيين، إلا أنه لفت إلى أن ذلك لم يكن يستجوبُ طردَهم </p> </p></div> </div> </div> <hr/> <div Committee of the Red Cross (ICRC) has pulled its workers out of Benghazi owing to concerns for their safety, as forces loyal to Libyan leader Moamer Gaddafi made a push Thursday towards the rebel-held city. </p> <p>The ICRC has been unable to enter Libya’s west, as Gaddafi’s government said their assistance was not needed, but aid workers did go into the country late last month from the east, where they were accepted by the rebels’ transitional government in Benghazi. </p> <p>The ICRC handed over to the Libyan Red Crescent all its food and medical supplies before its aid team retreated to the more eastern town of Tobruk, closer to the border with Egypt. </p> <p>‘We are extremely concerned about what will happen to civilians, the sick and wounded, detainees and others,’ said Simon Brooks, head of the ICRC mission in Libya. </p> <p>‘We will remain in dialogue with both parties with a view to returning to Benghazi and the western part of the country when the security situation permits,’ target="_blank">The ICRC in Iraq</a> </li> </ul></div> <p>Decades of armed conflict, ongoing violence and high unemployment have left millions of men and women in Iraq struggling to make ends meet and care for their families. Basic services such as health care, the supply of clean drinking water and sanitation remain largely inaccessible outside large population centres. In many places, very little funding and few services are available to help needy people.</p> <p>"People who are displaced, out-of-work or disabled find it particularly hard to get by, while the elderly and women heading households are also among those worst affected," said Dusan Vukotic, the head of a micro-economic grant programme run by the ICRC. "Despite certain improvements in many parts of Iraq and the authorities’ efforts to enhance basic services, disadvantaged people struggle to feed their families and continue to depend, to some extent, on outside help. Small income-generating activities, like running a shop or working as a hairdresser, started through micro grants can ease their hardship and restore their hope."</p> <p>An estimated one million women are shouldering the burden of caring for their families alone because their husbands have been killed or arrested, or have gone missing. In addition, tens of thousands of men and women around the country have been disabled by war injuries. "People with disabilities find it hard to find work, not only because of their physical impairment but also because of social stigma," said Mr Vukotic. "Women have fewer employment opportunities than men."</p> <p>In an effort to help needy Iraqis get back on their feet and create ways to support themselves and their families, the ICRC launched its micro-grant initiative in 2008. The programme has so far made over 800 grants enabling almost 5,000 people in Baghdad, Ninewa, Kirkuk, Diyala, Basra-Missan, Erbil, Dohuk and Sulaimaniya governorates to set up businesses. "This has done more than just help disadvantaged people generate much-needed income. It has also helped restore some of their dignity and improve their chances of leading a better life," said Mr Vukotic.</p> <p>Hassan Majid Rasoul, a roadside salesman who was given a small grant to buy a motor cart, happily recalls his story. "After I got this motorbike, my financial situation improved. I earn between 40,000 and 50,000 Iraqi dinars (about 42 US dollars) a week. There is enough money for the family," he said. "The change is that now I can go out and sell things by myself, not like before when I just had to sit with my children. I can sell chickens and afterwards take my grandchildren out on the bike for a ride, just for fun."</p> <p>The ICRC is looking forward to expanding the grant programme in 2011 so that even more people will benefit, particularly in the areas hardest hit by violence.</p> <p><a birth defects in the Iraqi city of Falluja has for the first time concluded that genetic damage could have been caused by weaponry used in US assaults that took place six years ago.</p> <p>The research, which will be published next week, confirms earlier <a href="https://web.archive.org/web/20120430043054/http://www.guardian.co.uk/world/2009/nov/13/falluja-cancer-children-birth-defects" class="external" target="_blank">estimates revealed by the Guardian of a major, unexplained rise in cancers and chronic neural-tube, cardiac and skeletal defects in newborns</a>. The authors found that malformations are close to 11 times higher than normal rates, and rose to unprecedented levels in the first half of this year – a period that had not been surveyed in earlier reports.</p> <p>The findings, which will be published in the International Journal of Environmental Research and Public Health, come prior to a much-anticipated World Health Organisation study of Falluja’s genetic health. They follow two alarming earlier studies, one of which found a distortion in the sex ratio of newborns since the invasion of <a
