">         الرؤى السلوكية مبحث ينظر، استنادا إلى مجموعة من التخصصات المتنوعة، مثل علم النفس، والاقتصاد السلوكي، والعلوم المعرفية، والعلوم الاجتماعية، في كيفية تفكير الناس وكيفية تصرفهم وكيفية اتخاذهم للقرارات. وهذا النهج في البحث يركز على فهم ما يؤثر فعلا على قرارات الناس وسلوكهم، بدلا من الاعتماد على افتراضات بشأن الطريقة التي سيتصرفون بها استنادا إلى نماذج تقليدية. وهو بذلك يضمن أن تعكس السياسات العلوم السلوكية على فهم خطر الإرهاب والتطرف العنيف فهما أفضل، وهو ما يقتضي إجراء بحوث وتحليلات تستند إلى الأدلة بشأن العوامل الفردية والسياقية والبنيوية التي تؤثر على دوافع البشر وأفعالهم وطرق تعاطيهم واستجاباتهم. ولا توجد مجموعة واحدة من الأسباب التي تدفع الفرد أو تجره إلى أعمال التطرف العنيف. وتبين البحوث وجود بعض الدوافع المتكررة، التي تؤدي، بمعزل عن عوامل أخرى أو باقتران معها، إلى التشدد والتطرف العنيف المؤدي إلى الإرهاب. وكثير من هذه العوامل لها جذور سلوكية وتتطلب أدوات سلوكية مثل التعليم، وبث الرسائل الاستراتيجية، وإعادة التأهيل، وتمكين الشباب، وتيسير فرص العمل، وتنمية المهارات، Arabic',serif; ">للرؤى السلوكية لمكافحة الإرهاب</span></h3> <p class="SingleTxt" dir="RTL"><span style="font-family:'Simplified Arabic',serif; ">         أسس ’المركز الدولي للرؤى السلوكية لمكافحة الإرهاب‘ بوصفه مكتب برنامج تابعا لمكتب الأمم المتحدة لمكافحة الإرهاب في الدوحة، دولة قطر، من خلال اتفاق وقع بين مكتب مكافحة الإرهاب ودولة قطر في 15 كانون الأول/ديسمبر 2019، لأداء ثلاث مهام أساسية هي</span> : <span style="font-family:'Simplified Arabic',serif; "> </span></p> <p class="SingleTxt" dir="RTL"><span style="font-family:'Simplified Arabic',serif; ">1 -     إجراء وتطوير الأبحاث في العلوم السلوكية بغية تكوين فهم أفضل للدوافع والعوامل التي تسهم في تنمية النزعة إلى التشدد المؤدية إلى التطرف العنيف والإرهاب؛ </span></p> <p class="SingleTxt" dir="RTL"><span style="font-family:'Simplified Arabic',serif; ">2 -     تقديم <strong>المساعدة في مجال بناء القدرات</strong> إلى الدول الأعضاء والمنظمات الإقليمية والشركاء من المجتمع المدني لوضع وتنفيذ برامج ومشاريع ومبادرات تدمج الرؤى السلوكية في مكافحة الإرهاب؛ </span></p> <p class="SingleTxt" dir="RTL"><span style="font-family:'Simplified Arabic',serif; ">3 -     تعزيز <strong>التواصل والتوعية والشراكات</strong> بهدف تبادل المعارف والخبرات والتجارب والعبر المستخلصة في مجال إجراءات التدخل المسترشِدة بالعوامل السلوكية الرامية إلى مكافحة الإرهاب. </span></p> <p class="SingleTxt" dir="RTL"><span style="font-family:'Simplified Arabic',serif; ">         وفي 8 أيلول/سبتمبر 2020، وقّع مكتب مكافحة الإرهاب اتفاق مساهمة مع حكومة دولة قطر بشأن المساهمة المالية التي تقدمها دولة قطر بقيمة 5 ملايين دولار من دولارات الولايات المتحدة لاستخدامها على مدى ثلاث سنوات لإنشاء المركز الدولي وتنفيذ برنامج عمله. </span></p> <p class="SingleTxt" dir="RTL"><span style="font-family:'Simplified Arabic',serif; ">         وسيستفيد المركز الدولي من خبرات الجهات الفاعلة المحلية والإقليمية والدولية في مجال مكافحة الإرهاب، وسيعزز التعاون والتنسيق في مجال البرامج مع كيانات اتفاق الأمم المتحدة العالمي لتنسيق مكافحة الإرهاب العاملة في الميدان من أجل تنفيذ برامج تكون ذات تأثير و ”شاملة لمنظومة الأمم المتحدة بأسرها“ بشأن الرؤى السلوكية لمكافحة الإرهاب. </span></p> <p class="SingleTxt" أنشئ بوصفه مكتب برنامج تابعا لمكتب مكافحة الإرهاب في الدوحة، وذلك يوم الاثنين 7 كانون الأول/ديسمبر 2020، من الساعة 9:00 إلى الساعة 10:30 بتوقيت نيويورك. وستحضر هذا التدشين الدول الأعضاء، بما في ذلك ممثلو البعثات الدبلوماسية في الدوحة، والمنظمات الدولية والإقليمية، ومنظمات المجتمع المدني، وكيانات اتفاق الأمم المتحدة العالمي لتنسيق مكافحة الإرهاب. </span></p> <p class="SingleTxt" dir="RTL"><span
