target="_blank">The ICRC in Iraq</a> </li> </ul></div> <p>Decades of armed conflict, ongoing violence and high unemployment have left millions of men and women in Iraq struggling to make ends meet and care for their families. Basic services such as health care, the supply of clean drinking water and sanitation remain largely inaccessible outside large population centres. In many places, very little funding and few services are available to help needy people.</p> <p>"People who are displaced, out-of-work or disabled find it particularly hard to get by, while the elderly and women heading households are also among those worst affected," said Dusan Vukotic, the head of a micro-economic grant programme run by the ICRC. "Despite certain improvements in many parts of Iraq and the authorities’ efforts to enhance basic services, disadvantaged people struggle to feed their families and continue to depend, to some extent, on outside help. Small income-generating activities, like running a shop or working as a hairdresser, started through micro grants can ease their hardship and restore their hope."</p> <p>An estimated one million women are shouldering the burden of caring for their families alone because their husbands have been killed or arrested, or have gone missing. In addition, tens of thousands of men and women around the country have been disabled by war injuries. "People with disabilities find it hard to find work, not only because of their physical impairment but also because of social stigma," said Mr Vukotic. "Women have fewer employment opportunities than men."</p> <p>In an effort to help needy Iraqis get back on their feet and create ways to support themselves and their families, the ICRC launched its micro-grant initiative in 2008. The programme has so far made over 800 grants enabling almost 5,000 people in Baghdad, Ninewa, Kirkuk, Diyala, Basra-Missan, Erbil, Dohuk and Sulaimaniya governorates to set up businesses. "This has done more than just help disadvantaged people generate much-needed income. It has also helped restore some of their dignity and improve their chances of leading a better life," said Mr Vukotic.</p> <p>Hassan Majid Rasoul, a roadside salesman who was given a small grant to buy a motor cart, happily recalls his story. "After I got this motorbike, my financial situation improved. I earn between 40,000 and 50,000 Iraqi dinars (about 42 US dollars) a week. There is enough money for the family," he said. "The change is that now I can go out and sell things by myself, not like before when I just had to sit with my children. I can sell chickens and afterwards take my grandchildren out on the bike for a ride, just for fun."</p> <p>The ICRC is looking forward to expanding the grant programme in 2011 so that even more people will benefit, particularly in the areas hardest hit by violence.</p> <p><a water shortage in Iraq is raising tensions in the multi-ethnic Kirkuk province, where Arab farmers accuse the Kurdistan region of ruining them by closing the valves to a dam in winter.</p> <p>"We are harmed by the Kurds, and the officials responsible for Baghdad and Kirkuk will not lift a finger," said Sheikh Khaled al-Mafraji, a leader of the Arab Political Council that groups mainly Sunni tribal leaders.</p> <p>At the heart of the conflict is the Dukan dam, built in 1955 in Iraq’s northern autonomous region of Kurdistan, 75 kilometres (50 miles) northeast of Kirkuk province.</p> <p>"They release too much water from June to September while from October it is the opposite: there is not enough drinking water and even less to irrigate our lands," Mafraji complained.</p> <p>Kirkuk province with its rich oil reserves has 250,000 hectares (617,740 acres) of arable land and 16 percent of its workforce engaged in agriculture, according to UN figures. Winter crops include wheat and corn, and summer harvests are mainly sesame, tomatoes and watermelon.</p> <p>A UN factsheet in October 2010 showed that while more rain fell in 2009 compared with 2008, the situation is still critical. Rainfall is now 50 percent below average.</p> <p>"The central government must intervene immediately to ask that our brothers in the north (Kurds) provide the necessary amounts of water for irrigation," Mafraji said, threatening to hold demonstrations if his voice was not heard.</p> <p>Out of Kirkuk’s estimated 900,000 inhabitants, some 31 percent live in rural areas, UN data shows. They represent all of Iraq’s faiths, and are ethnic Arabs, Turkmen or Kurds.</p> <p>Largely because of its oil riches, Kirkuk is at the centre of a tussle between Iraq’s central government and authorities in Kurdistan, who want to add it to their own region, currently made up of three provinces.</p> <p>"Our suffering began in 2005, when the peasants were forced to set aside one-third of their land and cultivate only small patches near the artesian well" where there was water, said Abdul Rahman al-Obeidi, who owns 450 hectares west of Kirkuk.</p> <p>"The peasants claimed that they (the Kurds) cut off water supplies to force them to leave the area. They do not understand there is a shortage and believe it is a political conflict," he added.</p> <p>For him, it "is the lack of coordination between the authorities in Baghdad and Sulaimaniyah (the province in which the Dukan dam lies) which fuels the notion that the Kurds are responsible."</p> <p>The growing water deficit and dams built by Iraq’s neighbours have significantly reduced the water flow in a country that was until the late 1950s a breadbasket of the Arab world.</p> <p>"The dam holds 1.3 million cubic metres of water," said Shihab Hakim Nader, director of water resources in Kirkuk province.</p> <p>"There is a strategic reserve of 700,000 cubic metres (which must not be used), which means there remains 600,000 cubic metres that can be used. But the rain is becoming more scarce, and the level of the dam is decreasing."</p> <p>"Also, the Kirkuk area receives only 30 cubic metres per second of water, when it should be receiving 75. This is only sufficient for drinking water," he added.</p> <p>The issue is a ticking bomb in a province with strong ethnic loyalties, where Arabs accuse Kurds of intentionally harming the province.</p> <p>"The water issue is critical, and thousands of people driven to unemployment blame their situation on Kurdistan," said Sheikh Burhan Mezher, the head of Kirkuk’s agriculture department.</p> <p>According to Tahseen Kader, a former minister of water resources for the Kurdistan region’s government, the closure of Dukan’s gates is routine and not a matter for concern.</p> <p>"Every year, even during the time of the old regime (of Saddam Hussein who was ousted in 2003) we used to close the dam gates during the winter," he said.</p> <p>Kader said that was done "to conserve water for agriculture in the late spring, and for the production of electricity," and claimed the notion that political motives had driven the dam closure was absurd.</p> <p>"The majority of the inhabitants of the province of Kirkuk are Kurdish, so why would we harm them? neglect of</a></p> <div class="entry" dir="rtl" align="right"> <p>BAGHDAD, 7 December 2010 (<a title="IRIN" href="https://web.archive.org/web/20130126155300/http://www.irinnews.org/report.aspx?ReportID=91310" class="external" target="_blank">IRIN</a>) – Displaced Iraqi female-headed families who have returned home are still experiencing major livelihood challenges, says the International Organization for Migration (IOM). </p> <p>An IOM survey of 1,355 female-headed displaced families who have returned to their places of origin found that 74 percent are struggling to secure adequate nutrition for their families. </p> <p>Delays in receiving subsidized government food rations or lack of some food items in the rations force women to buy food with whatever money they have, adding to their struggle, the <a href="https://web.archive.org/web/20130126155300/http://www.iomiraq.net/library/IOM_di...rts/2010/Female%20Headed%20Households.pdf" class="external" target="_blank">report</a>, issued on 3 December, states. </p> <p>The survey also found that health problems and social norms had prevented nearly 40 percent of them from finding jobs. Of those who are able to work, 71 percent are unemployed. </p> <p>About 40 percent of those surveyed said they depended on relatives, neighbours, NGOs and religious groups to meet their needs. And more than 25 percent had a family member with chronic disease while one in four lacked access to healthcare. </p> <p>"These women have to support their children and elderly family members. Without a steady income, they become reliant on support from whoever can give it but it is not systematic," said Antonio Salanga, IOM’s head of the Baghdad regional hub. </p> <h3>New approach needed </h3> <p>Iraqi activist and former lawmaker Salama Smeisim said a swift and new approach had to be taken by the government, local and international organizations towards female-related issues in Iraq, especially the displaced. </p> <p>“The oppression against women is still continuing in Iraq,” Smeisim told IRIN. “The plight of the displaced women has not been dealt with seriously. They need adequate houses to preserve their dignity, schools for their children, electricity and drinking water.” </p> <p>She said Iraqi women in general, but mainly the displaced, faced a series of challenges, beginning with securing their livelihoods if they headed their families to the hardship in finding work either because of the social norms or discrimination, lack of awareness of their rights and the corruption that prevents government funds from reaching them. </p> <p>“I do believe that we need a special programme to spread awareness among women about their rights and support them on how to start a project that can secure a steady income for their families without relying on anyone,” Smeisim said. </p> <p>The IOM survey also found that domestic violence against women had substantially increased in the past five years due to the country’s unprecedented displacement, with one in five Iraqi women subjected to physical violence and a third to psychological violence. </p> <h3>Political and security turmoil </h3> <p>Mohammed Abdul-Jabbar, a Baghdad-based analyst, said that neglect of women-related programmes was due to the political and security turmoil experienced by the previous governments. </p> <p>“Of course politicians, whether inside or outside the government, were not dealing with women’s issues as one of the urgent needs to [rebuild] the society as they set a list of priorities in the political and security fields,” Abdul-Jabbar said. </p> <p>“It is highly unlikely that any progress could be achieved in this field by the next government as the same problems in the security and political arena still exist and are deep,” he added. </p> <p>Nine months since Iraq held its national elections, no government has been formed as politicians are struggling to reach an agreement to share power and distribute government posts.  </p> <p><strong>Source:</strong> <a 14 July 2010 (<a title="IRIN" href="https://web.archive.org/web/20130126155300/http://www.irinnews.org/Report.aspx?ReportId=89829" class="external" target="_blank">IRIN</a>) – The city of Fallujah, about 60km west of Baghdad, still has no functioning sewage system: Waste pours onto the streets and seeps into drinking water supplies. </p> <p>The city’s infrastructure was in ruins after two fierce battles between US forces and Sunni militants in 2004. In a bid to garner local support for the 2003 US-led invasion of Iraq, US officials pledged to build a sewage treatment plant at a cost of US$35 million. </p> <p>Work began in July 2004 and was supposed to be completed in 18 months, but continuing violence, design changes and the replacement of incompetent contractors delayed the project and costs ballooned to over $100 million. </p> <p>Six years on and with US forces preparing to withdraw from Iraq next month, not a single house is connected to the system. The US army has decided to hand over the partially finished project to a local contractor with the promise of providing the necessary funding to complete it. </p> <p>"The project is in its final stages and is expected to be handed over by the end of this year," Sheikh Hameed al-Alwan, head of Fallujah local council, told IRIN. "But unfortunately the plant will work only partially as its backbone, which is the main pipeline that sends all the waste to the main processing unit, will not be constructed because of the lack of funds." </p> <p>Without this vital pipeline, the plant will serve only a fraction of the city’s 580,000 residents, al-Alwan said, adding that the worst affected would be those in suburban areas. “Our only hope is that the Americans can secure the money to complete it, especially after the Iraqi government has said it does not have enough to allocate to it.” </p> <h3>Foul smells </h3> <p>Foul-smelling sewage has run through the rutted and pockmarked streets of Fallujah for more than three years. Residents currently depend on underground septic tanks which are in many cases leaking waste onto the streets from where it eventually ends up in the River Euphrates, a main drinking water source for Fallujah and other downstream cities. </p> <p>Abdul-Sattar Kadhum al-Nawaf, director of Fallujah general hospital, said the sewage problem had taken its toll on residents’ health. They were increasingly affected by diarrhoea, tuberculosis, typhoid and other communicable diseases. </p> <p>Al-Nawaf said that although he did not have specific numbers, 10-15 percent of patients at his hospital had water or sewage-related diseases. </p> <p>Experts say the Fallujah plant is just one of many abandoned, incomplete or hastily finished projects around the country. </p> <p>Anbar-based analyst Khudhair Jassim Ali, who lectures at the university, said that a lack of funds, corruption and a lack of cooperation between the government and companies working on projects have delayed badly needed infrastructure projects. </p> <p>"The government should follow up with these projects to take over from those parties that will leave Iraq, whether US forces or NGOs.
