soft--top"><p class="">اسلام آباد: پاکستان پیپلز پارٹی (پی پی پی) نے حکومت کی جانب سے کھاد پر دی جانے والی سبسڈی کو ختم کرنے کے اقدام کو 'غریب اور غیر مراعات یافتہ دیہی طبقے کے خلاف سازش اور غیر انسانی فیصلہ' قرار دیا ہے جبکہ حکومت نے فیصلے کا دفاع کرتے ہوئے کہا ہے کہ مختص رقم ختم ہونے کے بعد کھاد پر سبسڈی کا فیصلہ واپس لیا گیا۔</p><p class="">سابق صدر اور پی پی پی کے شریک چیئرمین آصف علی زرداری نے ایک جاری بیان میں کہا کہ حکومت صرف پنجاب کے کسانوں کو سہولت فراہم کررہی ہے جو بین الصوبائی ہم آہنگی کیلئے ایک انتہائی نقصان دہ اقدام ہے۔</p><p class="">ان کا کہنا تھا کہ صرف 'سیاسی فائدے کے حصول کیلئے' حکومت نے ایک جانب تو کھاد پر دی گئی 400 روپے فی بوری کی سبسڈی واپس لے لی ہے اور دوسری جانب وہ کسانوں کو اپنے سیاسی مفاد کیلئے خفیہ طور پر نواز رہی ہے۔</p><p class="">آصف زرداری نے خبردار کیا کہ 'وفاقی حکومت آگ سے کھیل رہی ہے اور اس قسم کے اقدامات صوبوں کے درمیان انتشار کا باعث ہوں گے'۔</p><p class="">ان کا کہنا تھا کہ حکومت کے ان اقدامات سے دیگر 3 صوبوں کی عوام میں احساس محرومی پیدا ہورہی ہے۔</p><p class="">انھوں نے حکومت سے فیصلے کو فوری طور پر واپس لینے کا مطالبہ کیا اور کہا کہ ان کی جماعت ملک کے تمام کسانوں کے ساتھ ہے۔</p><p class="">آصف زرداری نے مزید کہا کہ یہ خبر زرعی شعبے سے وابستہ افراد کیلئے حیرت کا باعث تھی کہ حکومت نے غیر ملکی دباؤ میں آکر ملک کی معیشت کیلئے ریڑھ کی ہڈی کی حیثیت رکھنے والے شعبے کو نقصان پہنچایا ہے۔</p><p class="">انھوں نے کہا کہ کھاد پر سبسڈی ختم کرنے سے قومی معیشت میں زرعی شعبے کا حصہ اور اس کی وجہ سے ملک میں ہونے والی ترقی کی رفتار میں واضح کمی آئے گی۔</p><p class="">آصف زرداری کا کہنا تھا کہ زرعی ماہرین کی جانب سے خدشہ ظاہر کیا گیا ہے کہ حکومت کا فیصلہ رواں سال میں 'گنے اور مکئی' کی فصلوں پر اثر انداز ہوگا، انھوں نے خبردار کیا کہ اس فیصلے سے زرعی شعبے کو شدید نقصان پہنچے گا اور دیہی علاقوں میں غربت میں اضافہ ہوگا۔</p><p class="">قبل ازیں نیشنل فوڈ سیکیورٹی اینڈ ریسرچ کے وزیر سکندر حیات بخت نے سینیٹ کو بتایا تھا کہ پنجاب حکومت کی جانب سے درخواست کی گئی ہے کہ سبسڈی کو جاری رکھا جائے، اس مسئلے کو دیکھنے کیلئے اجلاس پیر کے روز منعقد کیا جائے گا۔</p><p class="">محسن لغاری کے پوائنٹ آف آڈر کے جواب میں ان کا کہنا تھا کہ مذکورہ سبسڈی اسکیم 2016 میں متعارف کرائی گئی تھی جس کا تخمینہ 27.96 ارب روپے لگایا گیا تھا، جسے وفاق اور صوبوں کے درمیان برابر حصوں میں تقسیم کیا جانا تھا۔</p><p class="">انھوں نے بتایا کہ اس اسکیم کے تحت ڈے اے پی کی کھاد کی فی بوری کیلئے 300 روپے جبکہ یوریا کھاد کی فی بوری کیلئے 156 روپے سبسڈی فراہم کی گئی۔</p><p class="">کسانوں نے مذکورہ اسکیم کی تعریف کی جس کے بعد ڈے ای پی کے استعمال میں 23 فیصد جبکہ یوریا کے استعمال میں 18 فیصد اضافہ ہوا۔</p><p class="">ان کا کہنا تھا کہ سینیٹ کی کمیٹی برائے فوڈ اینڈ سیکیورٹی نے تجویز پیش کی تھی کہ کسانوں کو زیادہ سے زیادہ ریلیف فراہم کرنے کیلئے جی ایس ٹی کو ختم کردیا جائے۔</p><p class="">ادھر آصف زرداری نے اپنے جاری بیان میں وزیراعظم کی جانب سے ٹیکسٹائل کے شعبے کیلئے متعارف کرائے جانے والے برآمدات ترغیب پیکج کو مسترد کرتے ہوئے اسے 'بہت مختصر اور بہت تاخیر' سے قرار دیا۔</p><p class="">ان کا کہنا تھا کہ مسلم لیگ نواز کی حکومت کے فیصلوں سے ملک کی کمائی میں کمی آئی ہے جبکہ اس میں پی پی پی کے دور حکومت میں صنعت دوست اقدامات کے باعث اضافہ ہوا تھا۔</p><p class="">سابق صدر کا کہنا تھا کہ ان کے دور میں ٹیکسٹائل کی برآمدات جی ڈی پی کا 13.4 فیصد تھیں جبکہ 2016
