slowly but steadily improved, there are many humanitarian needs that still have to be met. The ICRC has been improving its ability to do so. Magne Barth, the outgoing head of the ICRC delegation in Iraq, explains.</p> <p><strong>What is the situation in Iraq today and what are the ICRC’s priorities?</strong></p> <p>Iraq still faces a lot of challenges. The level of violence linked to the conflict is slowly decreasing, but its cost remains high in terms of civilian casualties. Central Iraq and Baghdad, especially, remain volatile, unpredictable and often dangerous due to acts of violence that still claim the lives of tens of persons every month. Meanwhile, the political process is still facing a lot of obstacles.</p> <p>The ICRC is expanding its humanitarian activities cautiously but deliberately. Our priority at the ICRC is to remain focussed on the areas and people most affected by the conflict and other violence. This means that we have to further expand our humanitarian work in the disputed territories and in the belt around Baghdad, giving priority to women heading households, physically disabled people, primary health in rural areas, displaced people and others who are not getting the services they are entitled to. The issue of missing persons continues to be one of our priorities.</p> <p>Furthermore, in line with our mandate, our work in behalf of detainees will continue to focus on conditions of detention and issues of treatment. The ICRC has generally good access, and this is an area in which we can talk to the authorities on how to improve compliance with international standards where necessary.</p> <p>As the country develops its great economic potential, the ICRC has scaled back and focused its assistance services. Nevertheless, we will continue to reach out to vulnerable groups and areas, and to provide the authorities with technical advice on how essential services can be improved. Increasingly, the ICRC is running medium- and long-term projects to help people make a living. The groups concerned include, for instance, women who are heading households, people with physical disabilities and displaced persons.</p> <p><strong>How do you see the situation on the Turkish and Iranian borders? <p>اعلنت وزارات الدفاع والداخلية والصحة عن مقتل مئة وسبعة وسبعين شخصا بينهم مئة واثنان من المدنيين واصابة مئتين وستة وستين اخرين بينهم مئة وخمسة من المدنيين، جراء اعمال عنف وقعت في مناطق متفرقة من البلاد خلال شهر ايار المنصرم . المصادر العراقية اشارت ايضا الى مقتل ثلاثين عسكريا وخمسة واربعين شرطيا. وتعتبر هذه الحصيلة الشهرية الادنى خلال العام الحالي وتمثل في الوقت نفسه انخفاضا بنحو ستة عشر بالمئة مقارنة بحصيلة ضحايا شهر نيسان الذي قتل خلاله مئتان واحد عشر عراقيا. الحصيلة اشارت ايضا الى مقتل اثنين وثلاثين ارهابيا واعتقال مئة وخمسة وخمسين خلال شهر ايار. </p> </p></div> <p><strong>ازدياد عمليات الاغتيال المستهدفة مختاري الاحياء السكنية في بعقوبة </strong></p> <p>كشف مسؤول حكومي في بعقوبة مركز محافظة محافظة ديالى اليوم عن ازدياد حالات اغتيال المختارين داخل مركز المدينة خلال الفترة الأخيرة .</p> <p>وأوضح مصدرمسؤول إن خمسة مختارين قتلوا خلال الفترة الأخيرة داخل في بعقوبة على يد مسلحين مجهولين بواسطة الأسلحة الكاتمة للصوت والعبوات اللاصقة.وأضاف المصدر إن 12 مختارا اضطروا إلى ترك مهام عملهم بعد تلقيهم تهديدات بالتصفية الجسدية.</p> <p><strong>المالكي يشكل لجنة خاصة لإجراء مشاورات سرية للتمديد للأمريكان </strong></p> <p>كشفت مصادر مطلعة من داخل المكتب الخاص لرئيس وزراء حكومه المنطقة الخضراء نوري المالكي، عن تشكيل المالكي لجنة سرية بإشرافه المباشر بغية إكمال المشاورات السرية مع الجانب الامريكي بما يتعلق بالإتفاقية الأمنية الثانية والتمديد للقوات الأمريكية بعد نهاية العام الحالي. وقالت المصادر التي فضلت عدم الإشارة اليها بالأسم، ان لجنة سرية شكلت بإشراف المالكي شخصيا وبمشاركة مستشاره القانوني فاضل محمد جواد وفريق من وزارة الخارجية بعلم من وزير الخارجية هوشيار زيباري لإكمال بنود الإتفاقية الأمنية الثانية . واشارت المصادر ان واشنطن تريد توقيع بروتوكل مع الحكومة بصورة مباشرة تتضمن بنودها اعطاء حق للامريكيين بفتح عدد كبير من القنصليات في محافظات العراق وتوزيع ماتبقى من الجيش الامريكي على هذه القنصليات بحجة حمايتها. الى ذلك أكدت غالبية الكتل النيابية ضرورة أن تكون جلسة البرلمان المتعلقة بمناقشة الوجود الاميركي علنية وان تبحث القضية بعيدا عن الاستعراضات والتوترات. وكان التيار الصدري قد اعلن انه بصددِ رفع دعوى قضائية ضد الحكام والمسؤولين العرب الذين ساهموا في احتلال العراق. وجاءت الدعوى بعد ان كشف مركزُ الدراسات المستقبلية التابع لمجلس الوزراء المصرى عن معلومات تفيد بتورط مسؤولين مصرين من النظام السابق فى غزو العراق، مشيرا الى لقاءٍ ضَم جمال مبارك وجورج بوش في واشنطن قبل ثلاثة اشهر من الغزو وقال التقرير اِنه تضمن تزويدَ الامريكان بمعلومات تحث الجانب الامريكي على غزو العراق بينما أكد مصدر في التحالف الوطني ان التقاربَ بين رئيس الوزراء وزعيم القائمة العراقية يهدف الى تكوين جماعةِ ضغط نيابي لتمديد بقاء الجيش الامريكي. وأضاف المصدر اِن الغرضَ من وراء احياء المفاوضات بين العراقية ودولة القانون هو تكوينُ لوبيِ داخل البرلمان يضمُ الكتلتين فضلا عن التحالف الكردستاني لدعم المالكي في حال قررَ التمديد لبقاء القوات الامريكية. واشار المصدر الى ان التصريحات الحادة التي ادلى بها علاوي مؤخرا ضد ائتلاف المالكي تهدفُ الى الضغط على رئيس الوزراء من اجل تنفيذ مطالب العراقية كشرط للانضمام الى هذا المشروع . واوضح المصدر اَن العراقيةَ لديها سيناريو من المطالب يتضمن استبدال بعض المؤسسات باخرى جديدة يتولى قيادتها بعض الشخصيات التي تدعمها كذلك الغاءُ هيئة المساءلة والعدالة واعادة الجيش السابق الذي يضم ضباطا موالين لرموز القائمة. </p> <p><strong>مصادر: أزدهار الاحتلال الأمريكية وأصيب ثلاثة آخرون بانفجار عبوة ناسفة استهدفت دوريتهم اليوم غرب العاصمة بغداد . </p> <p>وأوضحت الأنباء الصحفية إن رجال المقاومة العراقية تمكنوا من تفجير عبوة ناسفة على دورية أمريكية اليوم في شارع العمل الشعبي بمنطقة العامرية غرب بغداد، ما اسفر عن تدمير آلية نوع همر ومقتل اثنين من جنود الاحتلال وإصابة ثلاثة آخرين بجروح .وأشارت الأنباء إلى إن قوات الاحتلال المسعورة قامت كعادتها باغلاق الشارع المذكور والطرق المؤدية اليه وفرضت إجراءات مشددة حول مكان الانفجار للتغطية على الخسائر البشرية والأضرار المادية التي تكبدتها نتيجة هذا الهجوم .</p> <p><b>مسؤول في البيشمركة: نحتاج لبقاء اميركا لأن جيشنا بلا اسلحة ثقيلة ولا طائرات</b></p> <p>اعلن الامين العام لوزارة البشمركة جبار ياور دعمه لتمديد فترة بقاء القوات الاميركية في العراق الى ما بعد نهاية العام الحالي، معتبرا ان البلاد لا تزال تحتاج الى هذه القوات في المجالات "العسكرية والسياسية". <br/>وقال ياور خلال مؤتمر صحفي في اربيل "نرحب بخطوة تمديد بقاء القوات الاميركية في العراق"، رابطا اياها بموافقة "الحكومة العراقية ومجلس النواب". <br/>واوضح ياور "ان الجيش العراقي لا يملك حاليا الاسلحة الثقيلة وكذلك القوة الجوية ولم يكمل تدريباته، ولهذا نحن نرى ان العراق ما زال بحاجة للقوات الاميركية في جميع المجالات العسكرية والامنية وحتى السياسية". <br/>واعتبر "ان انسحاب القوات الاميركية سيؤثر على الاوضاع في المناطق المتنازع عليها وبالاخص مدينة كركوك التي لا تزال تشهد اضطرابات امنية". <br/>ورأى ياور ان "انسحاب القوات الاميركية من هذه المناطق سيكون له تاثير لان هذه القوات تعمل معنا في مراكز التنسيق ونقاط التفتيش ولنا قوات مشتركة، وايضا تساعد القوات العراقية وقوات الاقليم في مجالات التدريب". <br/>وشدد رغم ذلك على انه "لا يحق لاقليم كردستان ابرام اية اتفاقية عسكرية مع اية دولة اجنبية، وحتى الان لم يبحث موضوع بقاء جزء من القوات الاميركية في الاقليم".</p> </p></div> <p><font color="#800000"><b>وزير التخطيط: الفقراء يمثلون 23% من نسبة السكان في العراق</b></font></p> <p>دعا وزير التخطيط علي يوسف الشكري الوزارات والجهات ذات العلاقة الى ضرورة الالتزام بتنفيذ الستراتيجية الوطنية للتخفيف من الفقر للسنوات 2010 – 2014 بعد ان اصبح الفقر في العراق واحدة من المشاكل الكبيرة والتي تعد من التحديات التي تواجه الدولة بكل مفاصلها". <br/>    واكد الشكري خلال الاجتماع الموسع الذي عقدته اللجنة الفنية الدائمة لسياسات التخفيف من الفقر في العراق "إن هذه الستراتيجية تعد واحدة من اهم المشاريع الوطنية التي يشهدها العراق، كونها جائت ثمرة لجهود كثيرة وكبيرة بذلت من قبل جهات كثيرة على رأسها مجلس النواب الوزارات ذات العلاقة، وبالتالي سيكون دورا فاعلا في مساعدة الفقراء الذين يمثلون (23%) من نسبة السكان في العراق ونأمل ان تتراجع هذه النسبة الى (16%) عام 2014". <br/>    الى ذلك اعلنت الوزارة ، اليوم الاثنين، ان تقييم عمل خطة التنمية الوطنية من 2010 ـ 2014 سيكون بعد السنة الثالثة من اطلاقها. <br/>    وقال وكيل وزارة التخطيط  للشؤون الفنية سامي متي بولص رئيس اللجنة الفنية لاعداد الخطة "ان المشاكل الخاصة بالخطة لايمكن ان تزول باشهر او بسنة واحدة، وانما تتطلب فترة اطول من ذلك لانه في الاصل معدل الفترة الزمنية لتنفيذ مشاريع الخطة لايقل عن ثلاث سنوات". <br/>    وبين بولص "اننا اذا اردنا بشكل حقيقي ومنطقي ان نقيس تاثيرات الخطة فيجب ان نقوم بتقييمها بعد السنة الثالثة او الرابعة من بدء تنفيذها، لكي نستطيع القول بانها فعلا حققت اهدافها والى أي درجة وماهي درجة انحرافها".</p> <p><strong>الجيش اللبناني يحرر ثلاثة عراقيين بعد أختطافهم في شمال لبنان </strong></p> <p>أعلنت قيادة الجيش اللبناني، انها تمكنت من تحرير ثلاثة أشخاص عراقيين يحملون جنسية أوروبية بعد اختطافهم على يد مجموعة مسلحة أثناء رحلة قاموا بها إلى شمال لبنان. وقالت قيادة الجيش في بيان، أنه "أثر توافر معلومات لمديرية المخابرات في الجيش عن اختفاء ثلاثة مواطنين عراقيين في منطقة البقيعة (شمال لبنان) في 20 أيار الجاري، قامت هذه المديرية بسلسلة تحريات واستقصاءات، أفضت إلى تحديد مكان وجودهم". وأضاف البيان "على الأثر قامت قوة من الجيش، بعد ظهر الأحد الثاني والعشرين من ايار، بمداهمة عدة أماكن في منطقة وادي خالد (في قضاء عكار شمال لبنان) حيث اشتبه بوجود المخطوفين فيها، وتمكنت من تحريرهم بعد تبادل لإطلاق النار مع الخاطفين". وأكد بيان الجيش اللبناني أن العملية أسفرت عن "إصابة أحد الخاطفين بجروح وإعتقالهم جميعا وعددهم تسعة، إضافة إلى تحرير المختطفين الذين تبين انهم عراقيون يحملون الجنسية السويدية"، مبينة انهم "كانوا في رحلة إلى شمال لبنان". ولفتت قيادة الجيش في بيانها إلى أنها "باشرت بالتحقيق مع الموقوفين بإشراف القضاء المختص لكشف ملابسات الحادث وخلفياته".</p> <h5>الصدر يدعو مجالس المحافظات كافة إلى منع دخول القوات الأمريكية إلى مدنها </h5> <p>دعا زعيم التيار الصدري مقتدى الصدر مجالس المحافظات كافة إلى منع دخول القوات الأمريكية إلى مدنها، وقال الصدر في بيان تعليقا على الطلب الذي طرحته كتلة الأحرار على مجلس محافظة النجف لمنع دخول القوات الأمريكية للمحافظة، قال إنه من المفرح ومما يدعونا إلى الفخر والاعتزاز أن نجد فيها من يساند قرار عدم دخول قوات الاحتلال إلى محافظة النجف، عازيا رفض بعض أعضاء مجلس محافظة النجف إلى وجود خلافات سياسية ومخاوف عامة نرجو أن يلغوها من قواميسهم، ودعا زعيم التيار الصدري إلى "تعميم هذه القرارات في باقي المحافظات كافة وعدم align="right"> <div dir="rtl"> <p><strong>إصابة جندي عراقي بانفجار عبوة ناسفة استهدفت دوريته غرب بغداد </strong></p> <p>أفاد مصدر في الشرطة الحكومية الخميس بأن جندياً عراقياً أصيب بانفجار عبوة ناسفة استهدفت دوريته غرب بغداد. </p> <p>وقال المصدر  إن عبوة ناسفة كانت مزروعة على جانب الطريق في منطقة المنصور غرب بغداد انفجرت صباح اليوم مستهدفة دورية للجيش العراقي مما أسفر عن إصابة أحد عناصرها بجروح.وأضاف المصدر الذي طلب عدم الكشف عن اسمه أن قوة أمنية طوقت مكان الحادث ونقلت المصاب إلى المستشفى لتلقي العلاج فيما نفذت عملية دهم وتفتيش للبحث عن منفذي التفجير.وشهدت بغداد اليوم إصابة 13 شخصاً بينهم ثلاثة من عناصر الشرطة بتفجير مزدوج بعبوتين ناسفتين على الطريق العام في منطقة عويريج جنوب بغداد.</p> <p><strong>انفجار يؤدي إلى إصابة مدير ناحية السعدية في ديالى بجراح </strong></p> <p>أصيب مدير ناحية السعدية وثلاثة من أفراد حمايته بجراح اليوم جراء انفجار عبوة ناسفة شمال شرقي مدينة بعقوبة.</p> <p>وأفاد مصدر أمني أن عبوة ناسفة استهدفت موكب احمد الزركوشي مدير ناحية السعدية على الطريق الرئيس بين ناحيتي جلولاء والسعدية مما أدى إلى إصابته وثلاثة من عناصر حمايته بجراح.</p> <h3><font color="#800000">الاخبار السياسية</font></h3> <p><strong>التيار الصدري ينفي الاتفاق مع المالكي على منح الأسدي الداخلية </strong></p> <p>نفت كتلة الأحرار التابعة للتيار الصدري الخميس عقد أي اتفاق مع ائتلاف دولة القانون الذي يتزعمه المالكي بشأن تأييدها مرشح الائتلاف عدنان الأسدي لتسلم منصب وزير الداخلية ,</p> <p>ويعتبر الاسدي مخالف للدستور كونه يجمع بين العمل كاوكيل في وزارة الداخلية ويمارس عمله بشكل رسمي في حين انه احد اعضاء مجلس النواب وهذة مخالفة دستورية وتم التغاضي عنها بسبب قرب الاسدي من المالكي وقال النائب أمير الكناني إن  لا وجود لصفقة بين التيار الصدري وائتلاف دولة القانون بخصوص ترشيح النائب عدنان الأسدي لوزارة الداخلية مقابل حصولنا على الوكالة الإدارية وأشار الكناني إلى أن هناك اتفاقاً سياسياً align="left"/></a>يرى كاتب بريطاني أن التشابه بين ليبيا الراهنة والعراق في عهد صدام حسين، ينذر بالشؤم، موضحا أن قادة المعارضة بليبيا يعولون على الوقت، وهو ما فكر فيه معارضو صدام قبل عشرين عاما.</p> <p>ويقول باتريك كوكبيرن بمقال له بصحيفة ذي إندبندنت إن مكونات الصراع الطويل متوفرة في ليبيا، وإن المزاعم بأن العقيد معمر القذافي على وشك السقوط لا تختلف كثيرا عن التكهنات عام 1991 عندما قيل إن صدام سيفقد سلطته بالعراق بعد هزيمته بالكويت وانتفاضات الأكراد والشيعة التي دمرها، وفق تعبير الكاتب.</p> <p>ولكن ما جرى أن صدام استمر في السلطة 12 عاما ولم تتم الإطاحة به إلا عبر الغزو الأنجلوأميركي الذي أغرق البلاد في عنف لم تتعاف منه حتى الآن. <br/>ويتساءل الكاتب قائلا "هل يتكرر ذلك مع القذافي؟" مرجحا عدم فرار العقيد بحياته من طرابلس أو تعرضه لانقلاب داخلي، بل على العكس يبدو أنه يعمل على تعزيز سلطاته، وقد يمكث لأشهر أو سنوات.</p> <p>وعلى الأرض، يرى كوكبيرن أن ثمة جمودا عسكريا، لا تستطيع القوات الصغيرة من الطرفين (كتائب القذافي والثوار) أن تحسم أي معركة. <br/>وقد ثبت -والكلام لكوكبيرن- أن القذافي هو اللاعب الأقوى بليبيا، ورغم أن القوات الجوية الأميركية والفرنسية والبريطانية التي كانت تهدف لوقف تقدم مدرعات القذافي نحو مدينة بنغازي، قد حققت نجاحا، فإن الوضع لم يتغير منذ ذلك الحين. <br/>كما أن تهديد ضربات الناتو الجوية هو وحده الذي يمنع رجال القذافي من الاستيلاء على بنغازي، كما فعلت قبل أسابيع. <br/>أما قادة المعارضة، فيعولون على احتمال أن طرابلس والمناطق الشرقية ستنتفض وتطيح بالقذافي وعائلته، غير أنه لا يوجد أي مؤشر على ذلك، ولا سيما أن النظام بليبيا يبدو أنه استعاد معنوياته ولديه قوات قادرة على سحق أي انتفاضة محلية. <br/>وتكمن قوة قادة المجلس الوطني الانتقالي في ما يحظى الاقتصادية</font></h3> <p><b>وزارة الزراعة: العراق ينتج مليونين ونصف المليون طن من القمح سنويا</b></p> <p>أعلنت وزارة الزراعة ،اليوم الخميس، ان العراق ينتج مليونين ونصف المليون طن من محصول القمح سنويا. <br/>وقال المتحدث بأسم الوزارة كريم التميمي في تصريح صحفي "إن العراق ينتج سنويا مليونين ونصف المليون من محصول القمح، وهذه الكمية لا تكفي للوصول إلى درجة الاكتفاء الذاتي في البلاد". <br/>واضاف "ان الوزارة اعتمدت آلية جديدة للنهوض بملف الاكتفاء الذاتي، تتمثل في استيراد تقنيات جديدة تسهم بزراعة ثلاثة ملايين دونم، اضافة إلى ما يزرعه العراق وستبدأ نتائجه واضحة خلال الموسم الزراعي المقبل". <br/>وتابع التميمي "ان الزراعة وضعت خطة متكاملة للنهوض بواقع الانتاج الزراعي والحصول على مستوى الامن الغذائي من خلال الحصول على الاكتفاء الذاتي من المنتجات الزراعية".</p> <h3><font color="#800000">اخبار متفرقة من العراق</font></h3> <p><b>انتهاء التحضيرات لبدء مهرجان الزهور الثالث في بغداد</b></p> <p>وصلت الى العاصمة بغداد وفود الدول المشاركة في مهرجان بغداد الدولي الثالث للزهور الذي سيفتتح يوم غد الجمعة على ارض متنزه الزوراء . <br/>وذكر المكتب الاعلامي لامانة بغداد "ان الوفود المدعوة للمشاركة في مهرجان بغداد الدولي الثالث للزهور و تمثل (20) دولة عربية واجنبية، وصلت الى العاصمة بغداد مع شحنات كبيرة من الزهور والنباتات المتنوعة ". <br/>واضاف البيان "ان امانة بغداد اتمت استعداداتها كافة لافتتاح المهرجان من خلال قيام الدوائر البلدية ودائرة المتنزهات والتشجير بتهيئة Qhataffi</strong> have launched partially successful offensives against the "liberated" areas, with some success is not surprising. The failure to kill or capture him in the earliest days of the uprising means that he and his forces’ commanders have had enough time to regroup, reorganise, and mount a determined resistance to being overthrown. Libya is probably in for a relatively lengthy civil war. </p> <p>So far the greatest threat to the revolution seems to have come from airborne regime offensives against two cities south of Benghazi:</p> <ul> <li><strong>Port Brega</strong> – which government troops briefly took control of. </li> <li><strong>Ajdabiya</strong> – the nearby town inland and north-east to Brega, on the main road towards <strong>Benghazi</strong> came under attack from <strong>Port Brega</strong> once government troops had secured their positions. Normally reliable sources say their contactis in <strong>Ajdabiya</strong> confirmed rumours that the town was bombed in tsurprise attack. There are unconfirmed reports of relatively light civilian casualties – less than 20 deaths and an unknown number injured. </li> </ul> <p>Fighting is continuing and appears to be spreading. I am discounting reports sourced only from insurrectionary sources In <strong>Brega </strong>that they completely repelled the government forces as a police commander in <strong>Benghazi</strong> has said that government troops still control the <strong>Port Brega airport</strong>. — If true, and I see no reason to doubt it, they will be able to bring in reinforcements and continue their attacks on <strong>eastern Libyan cities</strong>. <strong>Brega</strong>’s anti-government forces are likely to mobilise their troops to protect their city the only way they can do this is by road the disadvantages to this against troops who dominate the terrain <strong>(see below)</strong> and can call upon air support are obvious.</p> <p style="padding-left: 7em; text-indent: -7em"><strong>Conclusion:</strong> This attack was possible because anti government forces allowed government forces to consolidate their hold on Sirte and it’s environs. </p> <h2>Rebels Securing Cities Under Their Control:</h2> <p>Contrary to their claims revolutionary troops seem to be preoccupied with securing their cities rather than engaging in any offensive towards <strong>Tripoli</strong> or <strong>Sirte</strong>. The effect of this has been to allow government troops to dominate most if not all of the terrain outside the rebel held cities and to regroup to start their new offensives.</p> <p>The rebel concentration on defending populated areas but not the roads connecting them or the mountainous and desert regions in-between has allowed the <strong>32nd Brigade</strong> under the command of <strong>Khamis al-Qhataffi</strong> to move freely between the rebel held towns and cities. The brigade is attacking rebel forces in after city in the western-most region of Libya. The key towns to the region between Tripoli and the Tunisian border — <strong>Zawiya</strong> and <strong>Zuwara,</strong> are both reported to have come under attack. Rebel forces seem to have been mostly able to repel these attacks. </p> <p style="padding-left: 7em; text-indent: -7em"><strong>Conclusion:</strong> The fact that rebel forces have been able to repel <strong>32nd Brigade’s</strong> attacks is largely irrelevant. The brigade are well-armed, well-trained, highly disciplined, and fanatically loyal. Their commander’s strategy is to engage rebel forces, protesters, and defected troops in the areas surrounding Tripoli. </p> <p>As almost all these areas have fallen into rebel hands the rebels are: </p> <p><strong>1:</strong> Being forced to defend what and where they hold. </p> <p><strong>2:</strong> Have been forced to stop their attempts to send armed protesters and troops to Tripoli in support of protesters there. </p> <p style="padding-left: 7em; text-indent: -7em"><strong>Conclusion:</strong> The government is consolidating their grip on Tripoli as protestor and rebels reinforcements from other towns and cities fail to arrive. Reports from normally reliable sources in the capital say thatr protests are contrinuing in the capital, but are now mostly in groups of hundreds. </p> <p style="padding-left: 7em; text-indent: -7em"><strong>Conclusion:</strong> At present the tactics adopted by the <strong>32nd Brigade’s</strong> commander <strong>Khamis al-Qhataffi</strong> are working. By the middle of 2010, however, the U.S. Department of Defense had nearly 210,000 mercenaries in Iraq and Afghanistan, or about 20 per cent more personnel than the regular military. The worldwide U.S. total is about 240,000, with two-thirds of them coming from host countries and third countries. The main companies are American and British; many of their board members have come through the revolving door between high military ranks and the private war business. The industry, minuscule before 2001, now has a value of about $200 billion a year. </p> <p>Some PMSCs are so notorious that they have changed their names (Blackwater, for instance, now calls itself Xe). In Iraq, they have intensified political instability and public hatred of the occupying forces. Blackwater/Xe may also have been involved in using white phosphorus as a chemical weapon in Fallujah. In Colombia, Washington gave DynCorp immunity from prosecution over long-term diseases, including cancers, caused by its spraying. In Croatia, MPRI company staff cannot be tried for ethnic cleansing (with which many Croatian officers have been charged). In Iraq, the mercenaries have immunity from criminal prosecution. Victims have to make civil claims at their own expense in U.S. or British courts — as do PMSCs’ own staff, many of whom are victims of poor training and equipment, and brutal employment practices. As for the work, PMSCs have carried out rendition flights, tortured captives, and engaged in open combat, frequently causing terrible civilian casualties. Washington has circumvented a U.N. arms embargo by contracting MPRI to equip and train the Croatian army. In effect, many PMSCs are agents of foreign policy. The 1989 U.N. International Convention against the Recruitment, Use, Financing and Training of Mercenaries, which covers individuals and not companies, is not adequate to deal with the current situation. It is extremely disturbing that PMSCs are taking over the military functions of the state, in apparent freedom from domestic or international accountability. A further 133 families had registered with the organisation in Syria, as had 109 individuals in Jordan.</p> <p>Father Hanna, the leading Assyrian Catholic priest in Beirut said that 450 recently arrived families had contacted with his office and plan to ask the UN for help.</p> <p>The mass movement of Iraq’s Christians, the remnants of which make up one of the most ancient communities in the Middle East, was sparked by the brutal siege in a Baghdad Assyrian Catholic cathedral on October 31, which left at least 58 people dead and around 100 injured.</p> <p>Since then, Christian families have been increasingly targeted in their homes, among them survivors of the church massacre. The violence is being driven by al-Qaida and its affiliates and is being seen as an attempt to ignite sectarian chaos after repeated attempts to lure Iraq’s Shias back into battle had failed.</p> <p>"We have heard many accounts of people fleeing their homes after receiving direct threats. Some were able to take only a few belongings with them," the UN report said.</p> <p>There are thought to be around 500,000 Christians remaining in Iraq, down from 1 million when Saddam Hussein was ousted. They enjoyed protection under Saddam and have not been persecuted by the various Shia-led regimes that have ruled Iraq since. However, many Christian leaders fear that Iraq’s leaders can no longer safeguard them from attacks. Many suggest that the last six weeks mark the beginning of the end of an era in Iraq that dates back almost 2,000 years.</p> <p>The UN described the movement as a slow but steady exodus, but Christian leaders disputed this. "I can tell you that the numbers the UN are citing are too low," said Abdullah al-Naftali, head of Iraq’s Christian Endowment Group.</p> <p>"We have recorded a 213% increase in normal departures since the church massacre. It is not a slow, or steady exodus – it is a rapid one."</p> <p>The large numbers of families looking for refuge in Iraq’s Kurdish north have been drawn there by the region’s president, Massoud Barazani, who last month pledged to protect and shelter them.</p> <p>Iraq’s central government has also increased security around churches and Christian enclaves.</p> <p>"The Iraqi government has reiterated its commitment to increase the protection of places of worship," the UN said. "While overall civilian casualties are lower this year than last, it appears that minority groups are increasingly susceptible to threats and attacks."</p> <p>The exodus has sparked widespread concern among Christian communities elsewhere in the Middle East, such as Lebanon and Egypt, where they enjoy freedom, but are apprehensive about declining demographic balance.</p> <p>"The Christians in general in the broader Middle East are not really secured and feel a kind of uncertainty all over the Islamic world," said Amin Gemayel, a former president of Lebanon and patriarch of the country’s largest Christian bloc.</p> <p>"Unfortunately there is a kind of unconsciousness among the Muslim leaders," he said in an interview with the Guardian. "Even among the moderates we don’t feel an effective reaction or see initiatives to stop this kind of behaviour," he added, referring to attacks by extremists.</p> <p>"This is very negative for the Muslim world. The Christians bring a lot to the region. They are eastern people with eastern feelings and eastern values."</p> <p><a
