15 اخرون جراء انفجار اربع عبوات ناسفة بالقرب من منزل عضو احدى الكتل السياسية التي شاركت في الانتخابات الاخيرة. <br/>ونشرت وكالات الانباء ان الانفجارات وقعت قرب منزل محمد غانم راضي، مسؤول الرياضة والشباب في حركة الحل ضمن القائمة العراقية بزعامة اياد علاوي، في منطقة القائم غرب الانبار. <br/>ونقلت <br/>ونقلت الوكالات عن مصادر الشرطة العراقية قولها ان راضي واحد اشقائه من بين القتلى ، مشيرة الى ان وإن العديد من المدن الاخرى شهدت اعمال عنف طائفية لا تقل أثرا عن السلاح الكيماوي، داعيا الى الاستفادة من ذكرى حلبجة كي لا تتكرر مجددا، حسب بيان للحزب. <br/>وأوضح البيان إن “ذكرى مجزرة حلبجة فرصة مناسبة تحتاج منا الاستفادة منها وإن نتعظ ونعتبر كي لا تتكرر المأساة من جديد , ولا سيما ونحن على أعتاب تشكيل حكومة جديدة “، لافتا إلى أن حلبجة “كتب عليها أن ترى أبشع أنواع الظلم والبطش، وتدفع ثمناً باهضاً من أرواح أبنائها ونسائها وأطفالها”. <br/>وأضاف البيان العراق “شهد عشرات المجازر الوحشية قبل الاحتلال وبعده، والوطن العزيز تحل عليه نيران الظلم من مختلف الجهات”، وتابع “إذا كانت حلبجة عنواناً للقسوة والوحشية، فاليوم تنظم إليها الفلوجة حيث شهدت أقسى صور الوحشية، فضلاً عن مدن العراق العديدة التي اكتوت بنيران عنف طائفي لا تقل أثراً عن السلاح الكيمياوي المدمر”. <br/>وتعرضت مدينة حلبجة في 16 آذار مارس رحيم زبن ان" قوات الجيش والشرطة وأفواج الطوارئ المنتشرة في عموم مدن الأنبار أبلغت بتطبيق إجراءات أمنية مشددة وتعزيز نقاط التفتيش والمراقبة، خوفا من وقوع أعمال عنف بعد إعلان نتائج الانتخابات البرلمانية في الأنبار"،حسب قوله. <br/>وأضاف ان" المرشحين للانتخابات ومقرات الأحزاب السياسية المشاركة فيها أبلغت بضرورة الاتصال الفوري بالشرطة ومفارزها المنتشرة في عموم مدن المحافظة، عند مشاهدة أي حركة مشبوهة align="right"> <p dir="rtl" align="right">ذكر مصدر في شرطة الفلوجة بمحافظة الانبار، الأربعاء، إن شرطيين أصيبا بجروح اثر انفجار عبوة ناسفة وسط ناحية الكرمة شرقي الفلوجة. <br/>وقال النقيب رسول الجميلي لأصوات العراق إن عبوة ناسفة كانت موضوعة على جانب احد الطرق بمنطقة الرشاد وسط ناحية الكرمة انفجرت ظهر الأربعاء مستهدفة دورية للشرطة، ما أدى الى إصابة شرطيين بجروح وإلحاق أضرار مادية بعجلة الدورية. مدير اعلام مكتب مفوضية الانتخابات في الانبار اركان جابر إن مفوضيته أكملت التعاقد مع 600 امرأة لتفتيش كافة النساء قبل دخولهن الى مراكز الاقتراع، لافتا الى ان اختيار المفتشات جاء بعد جمع المعلومات وموافقة الأجهزة الأمنية في الانبار. <br/>واشار جابر في تصريح صحفي الى ان تدريب كافة المفتشات على طريقة تفتيش النساء من قبل كوادر تدريبية نسائية مختصة وسوف يكون في كل مركز انتخابي امراتان لتقليل الزخم target="_blank">رويترز</a>) – عندما تحدث الشيخ مناف علي الندا وهو رئيس القبيلة التي ينتمي اليها الرئيس العراقي السابق صدام حسين عنه كان يتحدث بكثير من التوجس والحذر محاولا تجنب ما قد يمكن ان ينشأ من ردود افعال حانقة من جميع الاطراف في عراق ما بعد العام 2003. لكن الندا قال ان انتماء صدام لقبيلته لا يمكن لاحد نكرانه او التبرؤ منه داعيا جميع الاطراف الى نسيان الماضي والتطلع لبداية جديدة.</p> <p>وقال الندا (38 عاما) في مقابلة مع رويترز من قصره في منطقة العوجة وهي مسقط رأس صدام والذي يقع على هضبة عالية تطل بمنظر خلاب على نهر دجلة "صدام كان واحدا من ابناء هذه العشيرة وسيبقى وهذا شيء لا يمكن لاحد من العشيرة نكرانه او التبرؤ منه."</p> <p>واضاف بشيء من الحدة والغضب "صدام مات لكن هذه العشيرة باقية وستبقى… ماذا يريدون؟ هل يجب ان تموت هذه العشيرة لانها انجبت صدام؟ نريد ان نضع الماضي خلفنا ونبدأ حياة جديدة. لا يجب ان نكون اسرى الماضي."</p> <p>وكان صدام الذي حكم العراق لسنوات طويلة بقبضة من حديد قد أُسقط على أيدي القوات الامريكية التي قادت الغزو ضد العراق في العام 2003. وهو الغزو الذي احدث سنوات من الصراع الدموي الطائفي في العراق وكاد يودي بالبلاد الى اتون حرب اهلية. واحدث الغزو تغييرا دراماتيكيا في حكم العراق بعد ان اعطى السلطة للاغلبية الشيعية على حساب السنة الذي حكموا العراق لقرون طويلة.</p> <p>وتراجع العنف في العراق كثيرا في السنتين الماضيتين وخاصة في المحافظات السنية التي كانت تعتبر مناطق ساخنة ومن ضمنها محافظة صلاح الدين التي تقع فيها العوجة وهي مسقط رأس صدام والتي تحتضن قبره وقبور ولديه وحفيده. ومع تراجع حدة العنف يتوقع ان يقوم العراقيون بالادلاء باصواتهم الاحد في انتخابات برلمانية قد يسفر عنها تشكيل حكومة جديدة.</p> <p>ورشح الندا نفسه للمشاركة بالانتخابات البرلمانية المقبلة مرشحا عن قرية العوجة لمحافظة صلاح الدين.</p> <p>وقال الندا ان ترشيح نفسه للانتخابات البرلمانية هو "دليل على الرغبة ببداية جديدة". ووصف الندا مايجري من حملات انتخابية سواء في محافظة صلاح الدين وبالذات في قرية العوجة بانه تطور كبير تجاه العملية السياسية حيث لم يشترك احد من قرية العوجة في الانتخابات الماضية التي جرت نهاية العام 2005.</p> <p>وقال الندا الذي كان يجلس في مضيفة مرتديا زيه القبلي "قبل اربع سنوات لم يكن احد يجرؤ على الترشيح. من كان يرشح نفسه يقتل."</p> <p>واضاف "انا نفسي لم اكن مقتنعا بالعملية السياسية انذاك بسبب الاحتلال وبسبب الفتاوي انذاك وايضا بسبب اليات العملية السياسية انذاك."</p> <p>ومضى يقول "الان الوضع مختلف سواء من الناحية السياسية او الامنية. انا اعتقد الان حتى الجماعات المسلحة تؤيد مشاركة الناس بالانتخابات."</p> <p>ولم تشهد الانتخابات الماضية التي جرت قبل اربعة اعوام مشاركة واسعة للسنة العرب بسبب دعوات متناقضة صدرت من اكثر من طرف كان قسم منها يدعو للمشاركة فيما حثت دعوات اخرى وخاصة من جهات دينية على المقاطعة وهو ماأدى الى تهميش دورهم في الحياة السياسية. وكان هذا سببا من اسباب التمرد السني خلال السنوات المنصرمة.</p> <p>وتأمل جميع الاطراف الدولية منها والاقليمية والمحلية في مشاركة واسعة للسنة العرب في هذه الانتخابات وهو تطور قد يساعد على علاج الجروح التي تسببت بها الخلافات الطائفية ووضع العراق على الطريق الصحيح.</p> <p>وكانت حدة الخلافات الطائفية قد تصاعدت قبل اسابيع معدودة اثر قيام لجنة يهيمن عليها الشيعة باقصاء عدد من المرشحين من خوض الانتخابات المقبلة بسبب دعاوي ارتباطهم بحزب البعث المنحل. وتضمنت القائمة التي اصدرتها لجنة المساءلة والعدالة العديد من المرشحين السنة منهم شخصيات بارزة في المشهد السياسي من ضمنهم السياسي العراقي العلماني صالح المطلك.</p> <p>وهددت قائمة المطلك البرلمانية بانها ستقاطع الانتخابات لكنها سرعان ماتراجعت عن تهديداتها. ولا توجد حتى اللحظة اية دلائل يمكن ان تؤدي الى حدوث مقاطعة للسنة العرب للانتخابات المقبلة.</p> <p>وفي محافظة الانبار التي تمتد على مساحة شاسعة من ارض العراق والتي كانت تعتبر احد القلاع الحصينة للعديد من التنظيمات والمجاميع المسلحة للجماعات السنية من ضمنها تنظيم القاعدة اظهر العديد من الناخبين رغبة قوية للمشاركة بالانتخابات المقبلة والتصويت من اجل احداث تغيير في المشهد السياسي العراقي. واكد العديد من الناخبين الرغبة للتصويت لصالح القوائم الوطنية على حساب قوائم الاحزاب الدينية التي حملوها مسؤولية الفساد الاداري والصراع الطائفي ومتهمين اياها بانها "فشلت خلال الفترة الماضية في تقديم نموذج جيد لحكم العراق."</p> <p>وقال الشيخ توفيق شافي امام وخطيب جامع الفاروق في الفلوجة "يجب ان يحدث التغيير في هذه الانتخابات."</p> <p>واضاف شافي "انا اخشى ان تسوء الامور في هذه المحافظة ويعود العنف مرة اخرى اذا لم يحدث التغيير. التغيير هو املنا الوحيد من هذه الانتخابات."</p> <p>ومضى يقول "لا نريد احزابا دينية لانها فشلت في ادارة الحكم للسنوات الماضية. لم يتبق امامنا الا القوائم العلمانية."</p> <p>ويذهب العديد من الناخبين السنة الى ماذهب اليه الناخبون سواء في محافظة صلاح الدين او في محافظة الانبار واللتين تعتبران من المجتمعات ذات الطابع العشائري.</p> <p>وقال احمد الجاسر احد شيوخ مدينة الرمادي في محافظة الانبار والتي امتلات شوارعها بصور الناخبين "علينا نحن شيوخ العشائر ان نفعل كل ما نستطيع من اجل حث الناس على المشاركة بالانتخابات المقبلة."</p> <p>واضاف "نحن نعيش حالات من التداعيات خطيرة جدا.. علينا اعادة بناء وترميم كل ماحصل بسبب الاحتلال (الامريكي) الذي وقع على العراق وذلك من head of Saddam Hussein’s tribe hesitates to talk about the ousted Sunni dictator, wary of angry reactions. But what can he do to shake the association with a man who brutally repressed Iraq’s new Shi’ite leaders?</p> <p>"Saddam was a member of this tribe and he always will be," Munaf Ali al-Nida said in an interview in his mansion overlooking the Tigris river, as a deeply divided country headed towards a national election this Sunday.</p> <p>"We want to put the past behind us and make a new beginning. Saddam died, but the tribe goes on and it always will. What do they want? Do they want to eradicate this tribe just because Saddam was one of its members?"</p> <p>Saddam’s overthrow at the hands of U.S. invaders in 2003 led to years of bloodshed between once dominant Sunnis and the Shi’ite majority brought to power by the U.S. invasion. Sunni resentment at their perceived disenfranchisement after the last national vote in 2005 fuelled a ferocious insurgency.</p> <p>Violence has fallen sharply, including in the largely Sunni province of Salahuddin where Saddam’s tribe is based and where he and his sons are buried. But the March 7 vote will be a major test of the fragile sectarian peace and tenuous democracy.</p> <p>To mark a new start, Nida is running for parliament. It’s a big change from the last election, when no one from Saddam’s home village of Awja participated in the vote.</p> <p>"Anyone who dared to do that would have been killed," said Nida, dressed in a flowing white robe and traditional Arab headdress, as he fingered an expensive set of prayer beads.</p> <p>"I myself was not convinced about the election at that time … Now the situation is different in terms of security and politics. I believe that now even the insurgent groups here support participation in this election."</p> <p>U.S. and U.N. officials hope full Sunni participation in the election will help heal the wounds of sectarian warfare and put Iraq on the track to lasting peace.</p> <h3>TENSIONS FLARED</h3> <p>Sectarian tensions flared in the run-up to the vote after a panel dominated by Shi’ite politicians banned dozens of candidates for alleged links to Saddam’s Baath party.</p> <p>The list included several prominent Sunnis, including secular candidate Saleh al-Mutlaq. Mutlaq’s party briefly vowed to boycott the election, but then changed its mind.</p> <p>There is little sign in staunchly Sunni areas of Iraq of a willingness to boycott.</p> <p>In the vast western desert province of Anbar, once the heartland of the Sunni-based insurgency, many voters said they were intent on ousting the incumbent religious parties they blame for corruption and sectarian strife.</p> <p>"Change must occur," Tawfeeq Shafi, imam of Falluja’s al-Farouq mosque, said.</p> <p>"I am afraid violence will return to Anbar if change is not achieved. This is our sole goal in this election."</p> <p>As Anbar goes, many Iraqis believe, so goes Iraq’s Sunni minority, whose political dominance of the area that became Iraq under British stewardship dates to the Ottoman empire.</p> <p>"We tribal leaders will do everything we can to urge people to vote," Ahmed al-Jasir said from Anbar’s provincial capital of Ramadi.
