If you can please make a donation to Save The Children.</p> </p></div> <p> They provide a rare contrast to the greyish-brown city streetscape, whose dusty, fume-filled air will reach 60 degrees this summer and is some of the most polluted in the world. <p>Brightness and colour might inspire initial hope in the minds of concerned parents here, but both hospitals still lack vital machines and laboratory equipment needed to provide radiotherapy or to diagnose the numerous conditions that mean up to 10 babies die every day in the Ibn Ghazwan maternity ward.</p> <p>“We are blind,” says Dr Ahmed Jafer, a paediatric specialist. “Ours is the only neo-natal unit in this region but we cannot quickly diagnose what exactly we are dealing with. Our children are dying from malnutrition, diarrhoea, TB, meningitis, leishmaniasis, chronic liver disease, pneumonia, anaemia and congenital heart disease, all of which are easily preventable outside birth defects in the Iraqi city of Falluja has for the first time concluded that genetic damage could have been caused by weaponry used in US assaults that took place six years ago.</p> <p>The research, which will be published next week, confirms earlier <a href="https://web.archive.org/web/20130128132910/http://www.guardian.co.uk/world/2009/nov/13/falluja-cancer-children-birth-defects" class="external" target="_blank">estimates revealed by the Guardian of a major, unexplained rise in cancers and chronic neural-tube, cardiac and skeletal defects in newborns</a>. The authors found that malformations are close to 11 times higher than normal rates, and rose to unprecedented levels in the first half of this year – a period that had not been surveyed in earlier reports.</p> <p>The findings, which will be published in the International Journal of Environmental Research and Public Health, come prior to a much-anticipated World Health Organisation study of Falluja&#8217;s genetic health. Both were schoolteachers and had three daughters. </p> <p>But after the 2003 US invasion of Iraq triggered sectarian violence, Mohammed says he was threatened by the Mahdi Army for living in a Shia neighbourhood. </p> <p>In 2006 the militia kidnapped him for ransom. They hung him by chains and tortured him. They also sliced up his right leg with a power drill, he says, and amputated the gangrened limb soon after. </p> <p>Finally freed from captivity during a US military operation, Mohammed testified against his torturers, and then packed up his family and belongings to leave for Damascus. </p> <p>Mohammed now waits for surgery to straighten his twisted right femur bone. Only then can he discard his cumbersome crutches and apply for a fitted prosthetic. </p> <p>Barred from work and solely reliant on the UN Refugee Agency (UNHCR) for food rations and a monthly living stipend, his family waits to be resettled in a third country. </p> <p>Mohammed says UNHCR recommended he and his introverted older daughter receive counselling for depression. He admits to taking out his anger by beating his wife and children, and that he has considered divorce. </p> <p>In the stone courtyard of Tdh, Mohammed&#8217;s story is not uncommon among the mostly Iraqi patients, mauled by the violence of car bombs, unexploded ordnance, torture or chemical warfare. </p> <p>&quot;Our work is 50 percent technical and 50 percent psychological,&quot; explains the orthopedic specialist, Khaled Zaynoun. &quot;It&#8217;s important to create a special rapport with the patient.&quot; </p> <p>There are currently 153,000 Iraqis registered with UNHCR in Syria, out of a total of more than 290,000 since 2003. Off the books, an estimated 1.5 million Iraqis sought shelter in Syria during the height of the conflict. </p> <p>Tdh is overwhelmed. Only a handful of prosthetic production facilities exists in Syria, and the charity is entirely reliant on private donors. It has created an estimated 480 prosthetics and has grants approved for another 35. Zaynoun says he has about 150 disabled refugees, mostly children, still waiting for treatment and the finances for it. </p> <p>&quot;Each case is quite unique, and we try to provide a tailor-made solution for each patient using materials largely imported from Europe,&quot; Zaynoun says. </p> <p>&quot;High-end electronic prosthetic limbs can cost between 5,000 [US$6,608] Euros and E20,000 [$26,432],&quot; he says. &quot;The ones we make here cost about E2,000 [$2,643]. They are pretty basic but they allow people to walk and function.&quot; </p> <p><strong>Birth defects</strong> </p> <p>Four-year-old Hiba Sabah was born with a genetic defect: both legs are stunted above the knee. Her father Fadi says he and his wife Rana were caught in the middle of heavy fighting in their Baghdad neighbourhood after the US military invasion. </p> <p>When the family finally fled to Syria in 2005, Rana was seven months pregnant with Hiba. The doctors in the Damascus hospital where she was born attributed her deformity to chemical warfare. </p> <p>&quot;Hiba is having a very hard time in school,&quot; Fadi says. &quot;During the breaks the kids go out to play but she cannot. She feels left out since she has to stay in the classroom.&quot; </p> <p>In October, the World Health Organization (WHO) and the Iraqi government announced an ongoing investigation into birth defects across Iraq, after widespread media reports highlighted an alarming rate of deformities caused by radiation and chemical weapons in Fallujah. </p> <p>At the Tdh centre, Hiba dons a pair of prosthetic legs custom-made for her, and awkwardly practises walking across the courtyard. </p> <p>&quot;In the beginning patients feel a lot of pain,&quot; explains Zaynoun. &quot;There is a long period of getting used to the prosthetic on a psychological level rather than a physical level, which is fairly straight forward. They need to learn to live with it, and then force other people to treat them fairly. It&#8217;s not easy.&quot; </p> <p>He acknowledges these expensive limbs come at a price for children like Hiba. &quot;The problem is at her age, she keeps growing.&quot; </p> <p>&quot;We rely on private donors but they are not predictable,&quot; says her father. He adds that the family receives no additional assistance. &quot;I regret starting this whole process, I don&#8217;t know how to replace them.&quot; </p> <p>Source: <a The National Newspaper</strong><strong>: </strong></p> <blockquote><p>Iraq, the holder of the world’s third-biggest proved oil reserves, has announced its third post-war bidding round for oil and gas licences.</p> <p>This time, Baghdad’s focus will be on developing the nation’s large but mainly overlooked gas resources.</p> <p>Starting on September 1, the Gulf state would seek offers to develop its Akkas, Mansouriya and Siba gasfields, Dr Hussain al Shahristani, the Iraqi oil minister, said yesterday. <br/>Iraq has sought for years to develop gas exports, in addition to expanding domestic supplies of the fuel to burn in power plants.</p> <p>Baghdad had earlier set aside the under-developed Akkas field, near the country’s western border with Syria, to supply the proposed Nabucco pipeline, which was conceived to reduce European dependence on Russian gas. <br/>“This will make Iraq one of the major producers for natural gas,” Ali al Dabbagh, the Iraqi government spokesman, said last week at a business forum in Abu Dhabi, in remarks heralding the gas auction.</p> <p>“Once these fields are put on stream, the production will be used to meet Iraq’s growing energy needs as well as possibly exporting to neighbouring countries or the European Union,” Dr al Shahristani added yesterday. <br/>The minister also said a US$4 billion (Dh14.69bn) joint venture with Royal Dutch Shell to gather and market up to 700 million cubic feet per day of gas produced as a by-product from Iraq’s main southern oilfields had been submitted to the government’s energy committee for approval, more than 18 months after Baghdad signed a preliminary deal with the company.</p> <p>The gas is currently being burnt as “waste” because Iraq lacks gathering and processing facilities.</p> <p>But the deal is controversial because Baghdad negotiated it directly instead of inviting competitive bids, and because it appeared to give Shell a monopoly over gas produced from Iraq’s main oil exporting province of Basra. <br/>Despite the country’s dire need for gas to fuel electricity generation, the agreement could still be overturned in parliament or by the next Iraqi government.</p> <p>In what appeared to be a compromise, Dr al Shahristani said the scope of the final deal would cover only three fields: Iraq’s biggest oilfield, Rumaila; border="0"/></a>قالت صحيفة بريطانية&#160; ان وزارة الدفاع البريطانية التي تعاني نقصاً في السيولة المادية تواجه احتمال دفعها تعويضات لمئات العراقيين الذين تم اعتقالهم على يد الجيش البريطاني وتعرضوا لسوء المعاملة . </p> <p>وذكرت صحيفة التايمز البريطانية على موقعها الالكتروني امس ان وزارة الدفاع سبق ودفعت ملايين الجنيهات كتعويضات لضحايا الاعتداء الجسدي والجنسي وسوء المعاملة من العراقيين اثر احتجازهم في المناطق التي تواجد فيها الجيش البريطاني بين عامي 2003 و2009 جنوبي العراق. وذكرت ان عائلة العراقي بهاء موسى الذي توفي في الحجز البريطاني عام 2003 حصلت على تعويض مقداره 2.83 مليون جنيه إسترليني تشاركته مع تسعة محتجزين آخرين، والتي اظهر التحقيق في وفاته أدلة تؤكد أساءة معاملة المعتقلين بشكل غير قانوني . وأشارت الصحيفة الى ان وزارة الدفاع اعترفت عام 2008 بحدوث عمليات اعتداء غير قانونية على عراقيين محتجزين في أحدى قواعدها في البصرة اشارة منها لمعسكر &quot;بريد باسكت&quot;. وقال محامي بعض المعتقلين العراقيين انه حصلت زيادة في عدد القضايا المقدمة لمكتب المحاماة الذي يقوم بتمثيل نحو 100 عراقي ممن رفعوا دعاوى ضد وزارة الدفاع بتهم إساءة الجيش البريطاني لمعاملتهم خلال الاحتجاز،مشيرين الى ان عدد القضايا والحالات المقدمة سترتفع بلا شك، ونقلت عن أعضاء شركة بريطانية أخرى للمحاماة، تقوم بتمثيل 65 شخصاً قولهم &quot; ان الدعاوى المماثلة ستشهد ارتفاعاً كبيراً&quot;. وأوضحت الصحيفة انه تم الكشف عن الانتهاكات سيئة السمعة التي تعرض اليها المعتقلون العراقيون في معسكر &quot;بريد باسكت&quot; في البصرة والتي بينت عبر شهادات المعتقلين انهم تعرضوا للاعتداء الجنسي من قبل الجنود وأدت الى تعرضهم للنبذ من قبل المجتمع بعد الافراج عنهم . ونقلت التايمز عن احد العراقيين الذي اعتقل في المعسكر المذكور عام 2003 والذي حصل على تعويض من وزارة الدفاع البريطانية، قوله انه تم تجريده من ملابسه الداخلية وتعرض للضرب واجبر على الجلوس في الخارج وظهره الى الجدار في الحر الشديد مدة خمس ساعات بدون ماء. وأضاف ان &quot; المشكلة الرئيسة التي دمرت سمعتي ان الناس في منطقتي عندما سمعوا بأني اعتقلت من قبل الجيش البريطاني اعتقدوا بأني تعرضت للإساءةوالاعتداء الجنسي من قبل العاملين مع الجيش البريطاني.وأوضح المعتقل انه بعد ذكر ما تعرض اليه للسلطات البريطانية طُلب منه النظر الى ألبوم صور يحتوي على صور فوتغرافية لمعتقلين آخرين، وقال&quot; شاهدت صور لأصدقائي يتعرضون للإساءة من قبل القوات البريطانية حيث كانوا معلقين رأساً على عقب وهم عراة ويتم الاعتداء عليهم جنسياً&quot;. ورفضت وزارة الدفاع التعليق على هذه القضية لتسويتها خارج المحكمة . وقالت الصحيفة ان معتقلا آخرا في المعسكر المذكور يبلغ من العمر &quot; 25 عاماً&quot; أنفجر باكياً وهو يسرد كيفية أعتداء جنديين بريطانيين عليه جنسياً وضربهم اياه وتهديده بالقتل مبيناً آثار الندوب التي غطت ذراعيه لمراسل الصحيفة. وقال &quot; بعد ذلك بدأت حياتي التي أصبحت جحيماً مليئة بالكوارث&quot;.مبينة انه اضطر لمغادرة البصرة بعد هذه الفضيحة، وتزوج عام 2005 ورزق بابنتين، لكنه بسبب العار الذي لحقه جراء الاعتداء عليه انفصل عن زوجته، وعبرعن أمله بأن يتم مقاضاة جميع المسؤولين والمدانين بارتكاب هذه الجرائم امام الشعب العراقي. وفي آذار الماضي أعلنت وزارة الدفاع البريطانية عن إنشاء فريق للتحقيق في تعرض عراقيين الى الاساءة من قبل افراد الجيش weapons linked to an upsurge in child deformity cases in Iraq, are being investigated by the Ministry of Defence.</p> <p>The case raises serious questions about the UK&#8217;s role in the American-led offensive against the city of Fallujah in the autumn of 2004 where hundreds of Iraqis died. Doctors and residents in the city are convinced that many more children than usual are being born with deformities. So great is the concern that some doctors are apparently advising mothers living in the city not to have children. If this is indeed the case the problem could hardly be more serious. </p> <p>Something has to be done to resolve the issue. It is far from clear if there is a real increase in birth deformities or whether it is a case of more cases being recorded. An answer to this could come by comparing records for births before and after the attacks on Fallujah. For this to be an effective approach full recording of all births would be needed over an extended period. </p> <p>Another approach is that announced by the World Health Organisation (WHO) on 1 April which is to analyse the trend in birth defects in Fallujah and to compare it with other parts of Iraq. Again good records are required. The comparison may indicate there are problems elsewhere, but it may also find no disturbing trend. </p> <p>What the WHO will be assessing will be the effects of war on a civilian population, and more particularly what effect a war has on birth outcomes. The investigation is unique and very welcome. </p> <p>The details of how the investigation is to be conducted are not yet known. If the approach is just to compare trends in birth defects in different locations in Iraq it may not identify causes of these. A more detailed approach would be the logical next step. But if there is no evidence of deformities being greater than the norm why do a more searching inquiry? </p> <p>But this is jumping the gun. Fallujah has been in the headlines because of the savagery of the fighting there in 2004. US forces used white phosphorus there in November of that year. Allegations have also been made that the US used depleted uranium munitions. It is essential the US says what was used by its forces. </p> <p>I am not aware of any evidence to suggest white phosphorus or depleted uranium has been linked with birth deformities. However, a toxicologist&#8217;s reassurance will not be enough for residents in Fallujah and they deserve more. This WHO investigation will help to explain what effects war has on birth outcomes and that has to be a small comfort for clinicians and their patients in Fallujah. </p> <p><a href="https://web.archive.org/web/20130128132910/http://www.independent.co.uk/opinion/commentators/alastair-hay-it-is-vital-america-discloses-what-weapons-were-deployed-1961474.html" class="external" target="_blank">Alastair Hay: It is vital America discloses what weapons were deployed &#8211; Commentators, Opinion &#8211; The Independent</a></p> </p></div> <p>Iraqi families who believe their children&#8217;s deformities are caused by the deployment of the weapons have now begun legal proceedings against the UK Government. They accuse the UK Government of breaching international law, war crimes and failing to intervene to prevent a war crime.</p> <p>Lawyers for the Iraqis have sent a letter before action to the MoD asking the Government to disclose what it knows about the Army&#8217;s role in the offensive, the presence of prohibited weapons and the legal advice given to Tony Blair, Prime Minister at the time.</p> <p>Legal actions against America are blocked by US federal immunity laws and the US government&#8217;s boycott of the International Criminal Court.</p> <p>The offensive against Fallujah, codenamed Phantom Fury, in 2004 was described as the most bitter fighting experienced by American soldiers since the war in Vietnam. But US forces were assisted by British units.</p> <p>On 21 October, British soldiers were ordered by the Cabinet to help US forces throw a &quot;ring of steel&quot; around Fallujah. Six days later, a British battle group of 850 troops made up of the armoured infantry from the 1st Battalion, The Black Watch, an armoured reconnaissance squadron from the Queen&#8217;s Dragoon Guards, elements of 40 Commando Royal Marines and supporting specialists including Royal Engineers and Royal Military Police were redeployed from Basra. </p> <p>The battle group established a base at Camp Dogwood on the eastern approach to Fallujah where they provided essential aid and assistance to the subsequent attacks on the city.</p> <p>Before the attack the former Attorney General, Lord Goldsmith is alleged to have warned Mr Blair about the legal dangers of committing British forces to the attack. </p> <p>Public Interest Lawyers, the law firm representing the Iraqi families, wants the Government to release this advice in full and say whether any British soldiers were involved in the fighting or supplied or helped fire prohibited weapons. During the attack coalition forces are alleged to have used weapons including white phosphorus, a modern form of napalm, and depleted uranium.</p> <p>The World Health Organisation has begun investigating evidence of a worrying rise in the incidence of birth defects in the city, which Iraqi doctors attribute to the use of chemical weapons during the battle. </p> <p>Malak Hamdan, a British Iraqi researcher working with doctors in Fallujah, told The Independent: &quot;Doctors in Fallujah are witnessing unprecedented numbers of birth defects, miscarriages and cancer cases. Now, according to gynaecologists, paediatricians and neurologists in Fallujah, the numbers of these cases have been increasing rapidly since 2005.&quot; </p> <p>She explained that the most common birth defects involve the heart and the nervous system but there have also been reported cases of babies being born with two heads, upper and lower limb defects and eye abnormalities.</p> <p>&quot;What is more disturbing is that pregnant women are completely unaware that they are carrying an abnormal child until the day they give birth &#8211; traumatising the mother and the rest of the family,&quot; said Ms Malak. </p> <p>Mazin Younis, a UK-based Iraqi human rights activist who visited the city before the attack, said: &quot;When I visited Fallujah a few weeks before the attack, I was shocked to see the majority of people had not left the city. Many of them had no one to go to&#8230;. We attacked this city ruthlessly without any concern for the fate of tens of thousands of civilians who were still living there. The unlawful use of white phosphorus in built-up areas was&#8230; never objected to by the British Government who assisted in the attack on Fallujah.&quot;</p> <p>Phil Shiner, the UK lawyer leading the legal challenge, said: &quot;The rate and severity of both foetal abnormalities and inexplicable illnesses such as leukaemia or those suffered by our clients in infants born to mothers in Fallujah has been the subject of numerous reports and letters to governments&#8230;. The full extent of the emerging public health crisis is unknown&#8230;. Doctors report a &quot;massive, unprecedented number&quot; of congenital health problems. The BBC investigation found that the incidence of birth defects in Fallujah has reached a rate 13 times higher than in Europe.&quot;</p> <p>An MoD spokeswoman said: &quot;We can confirm that we are in receipt of this letter from Public Interest Lawyers and will respond in due course.
