Das Wirtschaftspartnerschaftsabkommen mit sechs Staaten aus dem südlichen Afrika ist mittlerweile seit 2016 in Kraft. Zeit für eine Überprüfung, inwieweit das Abkommen seine Ziele erreicht hat. Und natürlich auch Zeit für das Europäische Parlament, Anforderungen an die Weiterentwicklung der Partnerschaft zu formulieren. Gemessen an den mit dem Abkommen verfolgten Zielen kann einerseits festgehalten werden, dass die Handelsbeziehungen ausgeweitet wurden. Zugleich erzielen die afrikanischen Staaten inzwischen einen Handelsbilanzüberschuss mit der EU. Insofern ist das Abkommen erfolgreich.</p> <p class="contents">Aber es gibt auch verbesserungswürdige Aspekte. Das Handelsvolumen ist im Vergleich zu anderen Weltregionen immer noch sehr gering. Zudem wurden manche Ziele, die ebenfalls mit dem Wirtschaftspartnerschaftsabkommen verfolgt werden sollten, nicht erreicht. So ist es nicht gelungen, die regionale Verflechtung zwischen den Staaten im südlichen Afrika zu vertiefen, und Wertschöpfungsketten konnten nicht umfassend ausgebaut werden. Nach wie vor sind wesentliche Exportprodukte der südafrikanischen Staaten Rohstoffe und landwirtschaftliche Produkte.</p> <p class="contents">Deswegen plädieren wir in dem Bericht für eine Erweiterung und Intensivierung der Partnerschaft. Dabei bedarf es einer Partnerschaft auf Augenhöhe, die die Interessen beider Partner wahrt. Wünschenswert sind Vereinbarungen, die eine Vertiefung der Wertschöpfungsketten in den südafrikanischen Staaten fördern. Wir brauchen darüber hinaus eine umfassende Investitionspartnerschaft, insbesondere zur Förderung der grünen Transformation der Wirtschaft im südlichen Afrika wie auch in Europa. Und wir brauchen eine dauerhafte Rohstoffpartnerschaft.
