<p>اعلنت وزارات الدفاع والداخلية والصحة عن مقتل مئة وسبعة وسبعين شخصا بينهم مئة واثنان من المدنيين واصابة مئتين وستة وستين اخرين بينهم مئة وخمسة من المدنيين، جراء اعمال عنف وقعت في مناطق متفرقة من البلاد خلال شهر ايار المنصرم . المصادر العراقية اشارت ايضا الى مقتل ثلاثين عسكريا وخمسة واربعين شرطيا. وتعتبر هذه الحصيلة الشهرية الادنى خلال العام الحالي وتمثل في الوقت نفسه انخفاضا بنحو ستة عشر بالمئة مقارنة بحصيلة ضحايا شهر نيسان الذي قتل خلاله مئتان واحد عشر عراقيا. الحصيلة اشارت ايضا الى مقتل اثنين وثلاثين ارهابيا واعتقال مئة وخمسة وخمسين خلال شهر ايار. </p> </p></div> <p><strong>ازدياد عمليات الاغتيال المستهدفة مختاري الاحياء السكنية في بعقوبة </strong></p> <p>كشف مسؤول حكومي في بعقوبة مركز محافظة محافظة ديالى اليوم عن ازدياد حالات اغتيال المختارين داخل مركز المدينة خلال الفترة الأخيرة .</p> <p>وأوضح مصدرمسؤول إن خمسة مختارين قتلوا خلال الفترة الأخيرة داخل في بعقوبة على يد مسلحين مجهولين بواسطة الأسلحة الكاتمة للصوت والعبوات اللاصقة.وأضاف المصدر إن 12 مختارا اضطروا إلى ترك مهام عملهم بعد تلقيهم تهديدات بالتصفية الجسدية.</p> <p><strong>المالكي يشكل لجنة خاصة لإجراء مشاورات سرية للتمديد للأمريكان </strong></p> <p>كشفت مصادر مطلعة من داخل المكتب الخاص لرئيس وزراء حكومه المنطقة الخضراء نوري المالكي، عن تشكيل المالكي لجنة سرية بإشرافه المباشر بغية إكمال المشاورات السرية مع الجانب الامريكي بما يتعلق بالإتفاقية الأمنية الثانية والتمديد للقوات الأمريكية بعد نهاية العام الحالي. وقالت المصادر التي فضلت عدم الإشارة اليها بالأسم، ان لجنة سرية شكلت بإشراف المالكي شخصيا وبمشاركة مستشاره القانوني فاضل محمد جواد وفريق من وزارة الخارجية بعلم من وزير الخارجية هوشيار زيباري لإكمال بنود الإتفاقية الأمنية الثانية . واشارت المصادر ان واشنطن تريد توقيع بروتوكل مع الحكومة بصورة مباشرة تتضمن بنودها اعطاء حق للامريكيين بفتح عدد كبير من القنصليات في محافظات العراق وتوزيع ماتبقى من الجيش الامريكي على هذه القنصليات بحجة حمايتها. الى ذلك أكدت غالبية الكتل النيابية ضرورة أن تكون جلسة البرلمان المتعلقة بمناقشة الوجود الاميركي علنية وان تبحث القضية بعيدا عن الاستعراضات والتوترات. وكان التيار الصدري قد اعلن انه بصددِ رفع دعوى قضائية ضد الحكام والمسؤولين العرب الذين ساهموا في احتلال العراق. وجاءت الدعوى بعد ان كشف مركزُ الدراسات المستقبلية التابع لمجلس الوزراء المصرى عن معلومات تفيد بتورط مسؤولين مصرين من النظام السابق فى غزو العراق، مشيرا الى لقاءٍ ضَم جمال مبارك وجورج بوش في واشنطن قبل ثلاثة اشهر من الغزو وقال التقرير اِنه تضمن تزويدَ الامريكان بمعلومات تحث الجانب الامريكي على غزو العراق بينما أكد مصدر في التحالف الوطني ان التقاربَ بين رئيس الوزراء وزعيم القائمة العراقية يهدف الى تكوين جماعةِ ضغط نيابي لتمديد بقاء الجيش الامريكي. وأضاف المصدر اِن الغرضَ من وراء احياء المفاوضات بين العراقية ودولة القانون هو تكوينُ لوبيِ داخل البرلمان يضمُ الكتلتين فضلا عن التحالف الكردستاني لدعم المالكي في حال قررَ التمديد لبقاء القوات الامريكية. واشار المصدر الى ان التصريحات الحادة التي ادلى بها علاوي مؤخرا ضد ائتلاف المالكي تهدفُ الى الضغط على رئيس الوزراء من اجل تنفيذ مطالب العراقية كشرط للانضمام الى هذا المشروع . واوضح المصدر اَن العراقيةَ لديها سيناريو من المطالب after the US- and UK-led invasion of their country, Iraqis continue to endure an occupation that has systematically violated their rights to life, dignity, self-determination and economic development. The occupation has been and continues to be so destructive and so violent that one in four Iraqis are estimated to be dead or displaced. From torture to rape to assassination, from forced separation for mixed couples to women and their children enduring the death of their husbands and fathers, from a loss of educational rights to expulsion from the workplace and public life, and from sexual slavery to forced flight or enforced disappearance, for the past seven years Iraqi women and girls have endured the most terrifying of fates. They are living at the mercy of an occupation that both seeks to terrorize them into submission, and to use them as objects for the terrorization of the whole of Iraqi society. </p> <h3>No security </h3> <p>Dr. Souad al-Azzawi, who authored a study on Iraqi women entitled &quot;Deterioration of Iraq women&#8217;s rights and living conditions under occupation,&quot; published in January 2008, told The Electronic Intifada: &quot;The most significant loss that Iraqi women have suffered is a complete and total loss of security.&quot; She explained that the loss of security entails both the loss of physical security and &quot;the economic, social and civil securities Iraqi women were so accustomed to prior to the occupation.&quot; </p> <p>In fact, it appears that the loss of physical and other aspects of security have a Catch-22 effect on the lives of women. The lack of legal and institutional support for women by an Iraqi puppet government which is at best ineffective has meant that in the vast majority of cases the criminals, mafias, militias, death squads, US occupation forces and Iraqi police and army forces committing crimes against women are not held accountable for their actions. This has in turn encouraged the development of a situation characterized by lawlessness and criminality, in which women are prime targets. As such, many women have been forced to leave their jobs and quit their education, for fear that they may be the next victim of rape or assassination. </p> <p>According to al-Azzawi, Iraqi women have had to resort to &quot;the relative security of their homes,&quot; often taking their children out of school too if they were the only parent able to accompany them there and back. </p> <p>Echoing al-Azzawi&#8217;s words, an Iraqi refugee speaking on condition of anonymity said that she was forced to leave Iraq precisely because of death threats issued against her by militias who had found out she was actively working as a journalist seeking to expose the injustices taking place against women. Had she stayed in Iraq, the threats likely would have been fulfilled. </p> <p>&quot;Not only was I being targeted, but I was also without protection, given that Iraq has no government to speak of,&quot; she explained. She added that &quot;I could have been killed at any moment, and no one would have been held accountable for it. It was for one reason alone that I fled: because I had no choice.&quot; </p> <h3>Criminal levels of poverty </h3> <p>The figures speak for themselves. According to a dossier on Iraqi women published by the BRussells Tribunal, prior to the invasion 72 percent of working women were government employees. The dismantlement of state institutions immediately after the invasion meant that these women became unemployed. Instability and ineffective institutions in Iraq render it impossible to pinpoint the total rate of unemployment today, but estimates range from 15 percent to 70 percent. The few stable jobs that exist, according to the dossier, are usually given to men, though a growing number of female-headed households means that many women need to take extraordinary risks in order to try and cater for their children (&quot;<a href="https://web.archive.org/web/20120514003541/http://www.brussellstribunal.org/pdf/Women.pdf" class="external" target="_blank">Iraqi Women Under Occupation</a>&quot; [PDF]). </p> <p>The same economic insecurity affects Iraqi refugee families. Aseer al-Madaien, the Protection Officer for the United Nations High Commissioner for Refugees (UNHCR) &#8211; Syria, says that out of 139,000 registered Iraqis in Syria, 28 percent are households headed by women. In total, estimates for the total number of displaced Iraqis, including both refugees and internally displaced persons (IDPs), range up to almost five million, according to the international organization Medecins Sans Frontieres, which believes that there are 2.5 million Iraqi IDPs and 2.3 million refugees. </p> <p>IDPs suffer both extreme vulnerability and insecurity, as they seek refuge in the homes of relatives and friends, said Hana Al Bayaty, member of the Executive Committee of the BRussells Tribunal. Many of them are the victims of ethnic cleansing, whereby a country once free of sectarianism is increasingly witnessing the targeting of persons on the basis of their religion or ethnicity. Mixed marriages in these conditions are all too often broken up by force, according to a report published by the UN-affiliated IRIN humanitarian news agency (&quot;<a href="https://web.archive.org/web/20120514003541/http://www.irinnews.org/report.aspx?reportid=26268" class="external" target="_blank">Mixed Marriages confront Sectarian Violence</a>,&quot; 6 April 2006). </p> <p>The majority of Iraqi refugees have headed to neighboring countries Syria and Jordan, where they are not allowed to work, as they are legally considered &quot;guests.&quot; In 2007, the UNHCR reported that an estimated 40 percent of Iraq&#8217;s middle class had fled the country. Not only have almost half of those with the qualifications and experience to help rebuild Iraq left the country, but they are also suffering from the most extreme form of disempowerment, according to Al Bayaty. </p> <p>Al-Azzawi explained that &quot;For the educated middle class, this situation is shattering as everything we have worked so hard to earn and build up over decades of war and sanctions is being brought down by military force before our very eyes.&quot; </p> <p>Unable to work legally, it is often refugee women who take upon themselves the burden and the risk of working as they are less likely to be asked for documentation on the streets of Amman, Damascus and beyond, and they thereby hope to be less likely to be deported. </p> <p>Unemployment levels in Syria and Jordan, however, mean that even illegal work is hard to come by. It is because of this that the phenomenon of forced prostitution is becoming increasingly rife. The growing problem of sex trafficking is partly caused by poverty. </p> <p>According to al-Azzawi, the lack of work permits, qualifications and opportunities &quot;leads some women to prostitution in order to feed their children and their families.&quot; In other cases, the sheer lack of protection faced by some women push them into prostitution. Problems in such cases include threats of kidnapping issued against women should they not accept to prostitute themselves. These threats are issued especially against women whose husbands are dead or missing. &quot;The women of Iraq live in a very fragile situation as a result of the American occupation&#8217;s crimes,&quot; al-Azzawi said. </p> <h3>Death, torture and enforced disappearance </h3> <p>No statistical reference can adequately convey the sheer suffering experienced by the people of Iraq, as a whole, from the genocidal sanctions period through the invasion and ensuing occupation. Current estimates place the number of dead at anywhere between 1.5 million and 2.5 million. </p> <p>According to Iraqi human rights analyst and advocate Asma al-Haidari, &quot;Up to one million Iraqis have been forcibly disappeared.&quot; Behind the enforced disappearances are the US army, Iraqi government forces including the army and police, and al-Qaeda and other militias that operate freely across the country, according to a presentation given by Dirk Adriaensens, member of the BRussells Tribunal Executive Committee, at a London conference organized by the International Committee Against Disappearances on 9-12 December 2010. According to calculations by Adriaensens, based on UNHCR statistics, 20 percent of internally displaced Iraqi families have reported cases of missing children (&quot;<a href="https://web.archive.org/web/20120514003541/http://www.brussellstribunal.org/pdf/Disappearances_missing_persons_in_Iraq.pdf" class="external" target="_blank">Enforced Disappearance. The Missing Persons of Iraq</a>&quot; [PDF]). </p> <p>It is also understood that, given that there is a very real and justified fear of retaliation against families who report the disappearances of their loved ones, many others suffer in silence. Thousands of detainees, some of them in secret, illegal prisons, according to al-Azzawi, are women. Estimates published in 2008 by the Iraqi Parliamentary Women&#8217;s Committee and the Iraqi Ministry of Women&#8217;s Affairs indicate that between one and two million Iraqi women are widows. </p> <p>Inside Iraq&#8217;s jails, legal or not, cases of torture and sexual abuse have been widely reported. Revelations by WikiLeaks published on 22 October 2010 were described by Iraqi activists such as Sabah al-Mukhtar, president of the Arab Lawyers&#8217; Union, as just &quot;the tip of the iceberg,&quot; as he said on an Al-Jazeera English interview on 24 October. According to al-Azzawi, women are usually jailed on trumped-up charges of terrorism, where there is no proof and while there is no adequate legal system to ensure their right to a fair trial. &quot;Many are awaiting execution,&quot; al-Azzawi added. </p> <p>Further, when it is the man who disappears, whether he is dead or missing, women and their families have to fend for themselves in a hellish situation. Out of this horror comes forth one of the more obtuse trends, inexistent in Iraq up until 2003, of families giving their daughters away in early marriage for fear of being unable to adequately support them. </p> <p>One immediate effect of this phenomenon is the fact that girls aged 13, 14 and 15 sold into early marriage lose their right to education. As figures currently stand, according to the United Nations Children&#8217;s Fund (UNICEF) report published on 1 September 2010, for every 100 boys in school, there are only 89 girls (&quot;<a href="https://web.archive.org/web/20120514003541/http://www.reliefweb.int/rw/rwb.nsf/db900SID/MCOI-89RD6Y?OpenDocument" class="external" target="_blank">Girls Education in Iraq 2010</a>&quot; [PDF]). </p> <p>&quot;Lots of those little girls are very bright and are willing to finish their education if they are allowed to,&quot; said al-Azzawi. </p> <p>Worse still is the flourishing of what are known as &quot;pleasure marriages.&quot; These are short-term marriages conducted out of court, whereby separation is also very simple. It is a practice that Iraqi women&#8217;s rights advocates describe as linked to prostitution, because of the wrongful abuse of the practice by men in power, often blackmailing fathers into giving their daughters away in a &quot;pleasure marriage,&quot; and also because once a girl or a woman has married in this way and has received alimony for her short-term commitment, she will find it very difficult to reintegrate back into her family. </p> <p>&quot;Many girls are forced into prostitution and ultimately sex trafficking this way,&quot; al-Azzawi added. </p> <h3>Forced Islamization of society </h3> <p>It is deeply telling that Iraqi society is becoming forcibly Islamized by militias tied to the Iraqi puppet government, which is dependent upon the United States for its survival. Meanwhile, Washington claims to be fighting a war on Islamic terrorism. The reality, as is frequently the case, is the precise opposite. Previously a secular state, Iraqi society is becoming forcibly transformed into a theocracy. In such systems, women and girls inevitably lose. </p> <p>The results of the proliferation of fundamentalist militias are varied. While reports of Christian women veiling in order to avoid attacks are troubling in the Iraqi context, what is potentially much worse is that the notion of an Iraqi state for all its citizens is fast disappearing. Not only does this mean that Iraqi girls are no longer safe on the streets; it also means that if the occupation fulfills its goals, Iraqi &quot;career women&quot; may be a thing of the past. </p> <p>Al-Azzawi notes that &quot;Economically the country has lost a huge, skilled working force, which is exactly what the occupation planned to do, and the lives of millions of working women and families were shattered.&quot; </p> <p>Considering that there is not a single right enshrined in the Universal Declaration of Human Rights that the US occupation has not violated &#8212; as the International Initiative to Prosecute US Genocide in Iraq team found when working in 2009 to bring a legal case for war crimes, crimes against humanity and genocide against four US presidents and four UK prime ministers &#8212; it is amazing yet encouraging that the US occupation&#8217;s goals have failed. </p> <p>Not only is the US administration under President Barack Obama still battling to maintain control over a country whose people resist in the name of their dignity and their love for Iraq, but many of the most outspoken and brilliant advocates for Iraqis&#8217; rights in general are in fact women. </p> <p>&quot;I have much hope for Iraq,&quot; said human rights advocate Asma al-Haidari, &quot;Nothing will make me lose hope.&quot; </p> </div> </div> <hr/> <div class="post political influence over courts as votes are recounted in Baghdad. </p> <p>The winning coalition in Iraq’s national elections has charged the ruling alliance with using the courts to overturn the bloc’s slim victory and warned that political influence over judicial decisions could destabilise Iraq. </p> <p>The order from Iraq’s Electoral Judicial Commission last week to manually recount ballots in Baghdad, and a subsequent ruling to disqualify at least one winning candidate from the Iraqiya list of former premier Ayad Allawi, could potentially erase Iraqiya’s two-seat lead over the State of Law coalition headed by incumbent prime minister Nuri al-Maliki. </p> <p>Should this reversal occur, politicians and analysts fear a protracted period of political deadlock and possibly a return to sectarian tensions that could plunge Iraq into civil war. </p> <p>In a statement released on April 27, the leadership of Iraqiya called on the head of the Supreme Judicial Council, which oversees judicial affairs, to protect the “judiciary from political influence, as this may have serious ramifications for the stability of the country”. </p> <p>The coalition said it would hold to account those responsible for “distorting the election results by the appropriation of the electorate’s votes through malicious disqualification”. </p> <p>Iraqiya said it was considering a formal request to the United Nations Security Council, the European Union, the Organisation of the Islamic Conference and the Arab League to press for a rerun of national elections in an “environment free of any political manipulation”. </p> <p>“Iraqiya will hold legally liable those who are trying to undermine the political process and steal the voices of the people, harming Iraq’s security and its social peace and drawing it into the unknown,” the statement concluded. </p> <p>Iraqiya has been negotiating with other parties to form a government since winning 91 seats – the most of any bloc – in the nationwide vote last month. If the reconfigured results shift the majority of seats to Maliki’s State of Law coalition, it will be a victory for the prime minister and a boost for his bid for a second term. State of Law won 89 of Iraq’s 325 parliamentary seats. </p> <p>“The court is clearly targeting the Iraqiya list,” Usama al-Nujaifi, a senior Iraqiya leader, said. “This is another attempt to prevent Iraqiya from exercising its constitutional right to form the next government. It is one of many continuous attacks against Iraqiya. We will reconsider our participation in the political process if we find out that it will not be a truly democratic one.” </p> <p>State of Law officials have strongly denied manipulating the courts or the electoral process. </p> <p>“Iraq’s judiciary body is independent and so is the electoral commission. We don’t have any power over them. We practiced our right by going to the judiciary and it is up to the judiciary which complaint they accept and which they refuse. We do not interfere in judiciary,”Eisa al-Freji, a senior State of Law official from the Dawa Party, said. </p> <p>“Recounting will not cause a dramatic change to the election results. There will be slight change, but recounting will assure Iraqi voters their right is protected and that law is the only authority in this country. No one can affect people’s will. Also, recounting will return our right to [form the government] and of course it will show people that we were right when we insisted on recounting,” Freji added. </p> <p>But for many Iraqis, power struggles in Baghdad are all too familiar. Some are now worried that a war of words between the Shia-led ruling party and the mainly Sunni and secular Iraqiya could spill out into the streets. </p> <p>“Things are going to be explained this way: the body that issued the ban and the recount is Shia, while the parties that will be hurt by these decisions are Sunni. So any possible progress in negotiations between Maliki’s [majority Shia] lists and Allawi&#8217;s Sunni and secular parties has become a very difficult, if not an impossible, option,” said Abdullah Jaafar , a political analyst and retired political science professor at Baghdad University. </p> <p>“On the ground, the court’s decisions can only create more problems between the sects. Sunnis who voted for Iraqiya now believe that becoming part of the government is a distant dream. Their next step could be to take up arms again; they feel there is no other hope for them,” he added, referring to the Sunnis’ perception of disenfranchisement that fuelled sectarian violence after the 2005 elections. </p> <p>A review panel of the Independent High Electoral Commission, IHEC, on April 26 upheld the recommendation of the controversial Accountability and Justice Committee, AJC, to throw out the votes cast for 52 candidates who stood in the March 7 vote. Among those banned, the only winning candidate was Iraqiya’s Ibrahim al-Mutlaq, who was disqualified for his alleged ties with the outlawed Baath Party of Saddam Hussein. The AJC is tasked with rooting out Baathist influence in Iraq. </p> <p>Mutlaq won a parliamentary seat in Baghdad, in a constituency once held by his brother, the prominent Sunni secular politician Saleh al-Mutlaq, who was barred prior to the election by the AJC. An additional six to nine other winning candidates, all aligned with Iraqiya, are expected to be ruled on next week, according to local media. </p> <p>The votes cast for any banned candidates will be discarded. Although candidates have a right to appeal against the disqualification, analysts see this option as extending the already lengthy period required to form a government.&#160; The United States, which plans to remove 50,000 combat troops from Iraq by August, has pressed for a new administration to be in place by the time of withdrawal. </p> <p>“There have been obvious attempts to take the right to form a government away from Iraqiya. All of these moves will only prolong the negotiations needed to form a government. It is necessary to have a government in place as soon as possible in order to prevent terrorists from exploiting the political vacuum,” senior Iraqiya official Alia Nesaif told IWPR. </p> <p>Last week, the same electoral court ruled in favour of State of Law’s appeal for a recount in Baghdad, where 70 parliamentary seats are at stake. </p> <p>Several parties and coalitions appealed for recounts in various provinces, cities and voting stations, but were all denied by the elections commission. </p> <p>Iraqiya officials have pushed for the recount to be expanded to all provinces and have expressed concern that the ballots may have been tampered with in the six weeks since the election. </p> <p>The elections commission has stressed that the Baghdad recount will be monitored by all political parties and representatives from the UN and NGOs. </p> <p>According to Iyad al-Kenani, an IHEC commissioner, the recount should take no more than seven to ten days once the process is approved by IHEC officials. He admitted to reluctance within the elections commission to the court-ordered process. </p> <p>The commission “did not want to recount ballots. We think we did our job properly and there is no need for recounting. We refused requests made by other parties but an order from the Iraqi judicial authority is binding”, Kenani said. </p> <p>“We can guarantee a transparent recounting process and we would like to assure all political parties that they can send representatives to attend the recounting sessions,” he added. </p> <p>Even so, State of Law’s legal adviser, Tariq al-Harb, has little doubt about the results. </p> <p>“We think that hand counting will be foolproof and it will put State of Law ahead of the other lists. State of Law will gain one or two seats from Iraqiya or the Iraqi National Alliance,” said Harb, who filed the recount appeal for the coalition. </p> <p>“I have been asked by the head of State of Law (Maliki) to be in charge of this issue, and I will win,” he added. </p> <p>This possibility has some observers concerned about the fallout from such an abrupt election turnaround that would reassign the right to initiate the next government. </p> <p>“Political blocs should be aware of the dangerous direction in which Iraq is beginning to drift. By Abeer Mohammed in Baghdad (<a title="ICR No. 332, 16-Apr-10" href="https://web.archive.org/web/20120514003541/http://www.iwpr.net/report-news/fighting-love-across-iraq%E2%80%99s-sectarian-frontline" class="external" target="_blank">ICR No. 332, 16-Apr-10</a>) </p> <p>When Fatima and Yasin first traded glances in a Baghdad marketplace, they were blind to the ancient discord that would wrench their country apart. </p> <p>She was shopping for clothes, he was passing by with friends, and having seen him once, she knew only that she wanted to see him again. </p> <p>He slipped her his phone number and they spoke that very night, embarking on a romance that paid little attention to his Sunni background or her Shia origins. </p> <p>The aching chasm that is Iraq’s sectarian divide today was a relatively subtle distinction a decade ago, easily dismissed by a couple in love. </p> <p>“It was not a problem in 1999 for a Sunni man to marry a Shia woman,” recalled Fatima, speaking to IWPR on condition that her real name, and that of the man she wed, be concealed. “It was okay with my family as well as his.” </p> <p>At the height of the conflict between the Shia and Sunnis in 2006, the couple had two children and a house in the Yarmuk district of western Baghdad. </p> <p>When their neighbourhood became a stronghold of the Sunni insurgency, the sectarian balance inside their family began to seem increasingly precarious. </p> <p>Tormented by death threats on the phone, Fatima eventually moved out, taking the children with her to Kadhamiya, a Shia neighbourhood where her parents had a home. </p> <p>Yasin stayed behind in Yarmuk. One day he collected the children, saying he would take them on a picnic, and did not return. </p> <p>“Within a week, I found out that he had taken the children to Syria,” Fatima said. “His parents had convinced him that his marriage to me was a mistake.” </p> <p>“They told him that even if I was a good person, my relatives were Shia and might kill him at any time to avenge their community.&#160; They arranged a marriage for their son in Syria with a Sunni girl.” </p> <h3>HIGH PRICE </h3> <p>The sectarian conflict that followed the United States-led invasion reshaped hundreds of neighbourhoods and communities, reversing centuries of co-existence, but rarely did it divide the building block on which Iraqi society is built – the family. </p> <p>Its frontline ran not so much through households as through the districts where Sunni and Shia had lived in close proximity. </p> <p>Neighbours and colleagues became enemies, purging each other from boroughs and institutions where the boundaries of sect had been allowed to blur. </p> <p>Amid the carnage, structures such as the family and the tribe grew stronger because they were largely immune to sectarian division. </p> <p>In a land shared by Sunni and Shia Arabs since the dawn of their faith, most marriages take place within the same sect. </p> <p>Fatima and Yasin are poignant exceptions &#8211; members of a sizeable minority whose marriage disregarded sectarian division. </p> <p>The two were reconciled after Yasin contacted Fatima and begged her forgiveness, saying he missed her. He rejected the match his parents had planned for him, instead inviting Fatima to Syria. The couple still live there. </p> <p>“Sectarianism nearly killed me and cost me my family. I crossed the divide and I still feel the pain,” said Fatima, speaking to IWPR during a recent trip to visit relatives in Baghdad. </p> <p>“I’m still paying the price by living in a foreign country,” she said. Though the conflict has eased since 2006, Fatima said she had no plans to return – the “sectarian atmosphere” of Iraq could still corrode her marriage. </p> <p>No official figures are available for how many Iraqi couples have crossed the sectarian divide. Marriage certificates contain no record of sect and nor does the law permit divorce on sectarian grounds. </p> <h3>STRAIN OF VIOLENCE </h3> <p>All the mixed-sect couples interviewed by IWPR asked for their real names to be withheld. Their stories bear several striking similarities, testifying often to the tenacity of love amid the tribulations of war. </p> <p>They also offer a window into a domestic environment where tensions can be stoked by topics as varied as the children’s faith, visits from in-laws and the daily news of politicking, bombings and killings. </p> <p>“As long as my wife is not interested in politics, we do not have sectarian problems,” said Ahmed, a Shia man in his forties, with a job in the motor industry in Baghdad. “She was, and still is, a beautiful lady.” </p> <p>He married Maysun, the daughter of a Sunni family in his neighbourhood, despite some initial opposition from her brother. </p> <p>“He asked to talk to me alone, he was worried about his sister. We had a long conversation about all the religious issues and since then, he’s been my best friend,” Ahmed said. </p> <p>The couple’s children have been brought up to follow their father’s Shia faith. Maysun said she adopted the Shia way of praying when in the presence of her in-laws. </p> <p>“Sometimes I get annoyed when I hear his relatives criticise Sunni clerics whom they accuse of issuing edicts to kill the Shia,” she said. </p> <p>She added that Ahmed would usually dispel the tension by caressing her and teasingly saying such things as, “I love your terrorist’s eyes.” </p> <p>Ahmed said the years of sectarian fighting put a strain on all Iraqis. He guiltily recalled returning to his wife after the funeral of a friend who had been killed in a bombing in a Baghdad market. </p> <p>“I hated all Sunnis at that moment,” he said. “My wife consoled me and said, ‘God will bless your friend.’ I responded, saying He would not bless the Sunni terrorists.” </p> <p>“She looked at me, astonished, but did not say a word. I wanted to apologise to her but I did not.” </p> <h3>“BLOOD AND TEARS” </h3> <p>The routine violence and the fractured politics of modern Iraq seem to continually test mixed-sect relationships. </p> <p>Neda, a Shia accountant in her late thirties, met her husband, Salim, a Sunni security guard, at a friend’s wedding. </p> <p>“I loved his pride and wanted to talk to him,” she said, laughing. “But back then, we never talked about politics or religion like we do now.” </p> <p>Neda said she and her husband have argued over the names to assign their children. “I want Shia names and he wants Sunni names,” she said, adding that they managed to agree on a “compromise” name for their eldest daughter, which was popular with both sects. </p> <p>The couple has yet to decide on what sect to instruct their three children to follow. “Whenever we talked about the issue, it led to a quarrel,” she said. </p> <p>“We will probably adopt a sectarian quota like our politicians, so one child is Sunni, the other Shia, and so on,” she laughed, referring to the system by which powerful posts are allocated by Iraq’s parliament. </p> <p>In the recent election, the couple disagreed over whom to vote for, each one favouring the front-runner most closely identified with their sect. Neda said they eventually struck a deal to both vote for a lesser-known candidate whose name they picked at random. </p> <p>“We have crises but we overcome them because we are a family, we have kids. It is not easy to break such a relationship,” she said. </p> <p>Some mixed families have tried to reduce conflict by avoiding any mention of sect whatsoever. </p> <p>Fatima said she wanted her children to choose their own sect when they were older, and resented visits from her in-laws, who insisted on making the entire family pray in the Sunni manner. </p> <p>She said some arguments with her husband had been triggered by remarks made by in-laws. Her parents tended to blame Sunnis for any bombings. </p> <p>On the other hand, she said her husband had once told her massacres against the Shia were justified, after hearing that his cousin had gone missing in a Shia neighbourhood. </p> <p>“I hardly slept that night, and I regretted my marriage,” she said. </p> <p>Despite these incidents, Fatima said she believed the survival of her relationship was proof that sectarianism could be overcome. </p> <p>“Blood and tears have been shed in the name of sect but this can be avoided if people make a choice,” she said. </p> <h3>SOCIAL FUNCTION </h3> <p>Alia, a 40-year-old civil servant from Baghdad, found that choice very difficult. The daughter of a Shia scholar, she said she never considered her sect until her brother was abducted and killed by Sunnis three years ago. </p> <p>“A Sunni suitor proposed to me,” she said, but the offer was rejected. “Things have become complicated. My family cannot forget the spilt blood of their son.” </p> <p>The number of mixed-sect marriages is believed to have fallen sharply during the recent conflict, from the levels it enjoyed during the relatively secular government of Saddam Hussein. As a calm of sorts returns to Iraq, some observers say such relationships are making a comeback. </p> <p>“Most people don’t prioritise sect in marriage,” said Salem al-Mousawi, a judge and member of a government committee looking into social affairs, adding that alliances between tribes sometimes trumped sectarian differences. </p> <p>Fadhil Kamil, a professor of sociology at Mustansariya University in Baghdad, said the popularity of mixed-sect relationships increased in times of stability, indicating that they may serve a useful social function. </p> <p>“In a torn community, marriages help overcome the hatreds of the past,” he said. </p> <p>Religious leaders from both sects said there was no official ban on marriages between their followers. </p> <p>Sheikh Mohammed al-Ghreri, a senior Sunni cleric, said mixed unions posed no threat to the country’s sectarian demography. </p> <p>“There are Shia men who marry Sunni women and there are Sunni men who marry Shia women, so there is a balance,” he said. </p> <p>Sheikh Hamdallah al-Shehani, a Shia cleric allied to the anti-American preacher Muqtada al-Sadr, confirmed there was no ban on marriages between sects and added that there also no obligation for spouses to convert. من العاصمة <span style="color: red">بغداد</span> اذ انفجرت عبوة ناسفة في منطقة العامرية غرب بغداد واسفر الانفجار عن اصابة احد المدنيين بجروح . </p> <p>و إن &quot;عبوة ناسفة كانت موضوعة على جانب الطريق انفجرت في منطقة العامرية، غرب بغداد، مما أسفر عن إصابة مدني بجروح خطرة وإلحاق أضرار مادية بسيارتين&quot;، مبيناً أنه &quot;تم نقل المصاب إلى المستشفى القريب لتلقي العلاج&quot;.وأن &quot;القوات الأمنية على عدد من المشتبهين ممن لايحملون المستمسكات المطلوبة ، مبينا ان الملقى القبض عليهم سيخضعون للتحقيق وسيتم اطلاق سراح من يثبت سلامة موقفه بعد جلب المستمسكات الرسمية وفي محافظة <span style="color: red">الموصل</span> اصيب شرطي بجروح مختلفة اثر هجوم مسلح شنه مجهولون على نقطة تفتيش تابعة للشرطة العراقية غرب الموصل مركز محافظة نينوى و ان مسلحين مجهولين قاموا بفتح نار اسلحتهم على نقطة تفتيش تعود للشرطة في منطقة حي الشفاء غرب المدينة .موضحا ان الهجوم اسفر عن اصابة شرطي بجروح مختلفة نقل على اثرها الى مستشفى قريبة من الحادث, وقامت الاجهزة الامنية بتطويق مكان الحادث بحثا عن المسلحين ومن جانب اخر قتل مساء هذا اليوم 3 من الارهابيين بحادث انفجار عبوة ناسفة حاولوا زرعها في قضاء تلعفر غرب الموصل وان الحادث وقع حينما كان الارهابيون ييحاولون زرع عبوة ناسفة على الطريق العام بتلك المنطقة . مبينا انه العبوة انفجرت عليهم ما اسفر عن مقتلهم جميعا وعلى الصعيد نفسه قامت القوات الامنية بحملة مداهمات وتفتيش لاحد القرى القريبة لمكان الحادث بحثاً عن بقية الارهابيين الذين كانوا موجودين معهم وفي <span style="color: red">ديالى</span> اذ اصيب مدنيين اثنين مساء اليوم اثر انفجار عبوة ناسفة استهدفت منزل احد المهجرين العائدين في منطقة الكاطون وسط بعقوبة و ان الانفجار ادى الى اصابة 2 من المارة قرب المنزل بجروح بليغة نقلوا على اثرها الى مستشفى عام بعقوبة لتلقي العلاج .موضحا ان افراد الشرطة فرضت طوقا امنيا واعتقلت 3 من المشتبه بهم في المنازل القريبة من الحادث وفي ديالى ايضا اعتقلت قوات الجيش العراقي مساء هذا اليوم 6 من المطلوبين للقضاء العراقي في ناحية أمام منصورالتابعة لقضاء بلدروز 70 كم شرق بعقوبة وان المطلوبين متهمين بعدة قضايا اجرامية ضد المدنيين وافراد الجيش العراقي والشرطة في مناطق متعددة من المحافظة . مضيفا ان عملية القاء القبض تمت وفق معلومات ادلت بها قوات الصحوة فضلاً عن معلومات استخباراتية في تلك المنطقة . موضحا انهم تمت احالتهم الى التحقيق وفي محافظة <span style="color: red">الانبار</span> فرضت السلطات المحلية العراقية في مدينة راوة غربي الانبار اليوم حظرا على حركة المركبات في المدينة ابتداء من مساء اليوم وحتى إشعار اخر وان قرار فرض حظر تجوال المركبات في المدينة يأتي على خلفية اختطاف شرطي في المدينة من قبل مسلحين مجهولين فى وقت سابق من اليوم وتفخيخ منزله و أن قوة مشتركة من الشرطة والجيش العراقي باشرت بحملات دهم وتفتيش واسعة بحثا عن الشرطي المختطف وفي <span style="color: red">كركوك</span> اذ قتل مساء هذا اليوم 4 من المدنيين في حادث مروري على الطريق العام بين كركوك ومدينة الموصل وان الحادث وقع اثناء انفجار احد اطارات سيارة مدنية نوع كيا ما ادى الى انقلابها في احد الوديان.مبيناً ان الحادث اسفر عن مقتل 4 من المدنيين واصابة 3 كالنوا داخلها وتم نقل الجرحى الى المستشفى لتلقي العلاج.</p> <p><strong>السيد مقتدى الصدر : ساواصل المقاومة ولا أخاف امريكا Al-Awsat talks to the head of the Iraqiya National List, Iyad Allawi. It was announced on Friday evening that the Iraqiya bloc won the most seats in Iraq’s March 7 parliamentary elections. </p> <p>Q) How would you describe your relationship with the Kurds? </p> <p>A) We have deep and historical ties with our Kurdish brothers, as we have been allies, partners and companions on a long path of struggle spanning decades. Of course we might disagree in some areas but we agree on a lot more. Honestly, we consider Kurds, Arabs, Turkmen, Muslims, Sunni or Shia, Christians, Sabians and Yazidis and all other segments and elements of Iraqi society partners in this country. None of these partners or citizens is above the other. </p> <p>Q) Will you ally with the Kurdistan Alliance to form a parliamentary bloc? </p> <p>A) We are serious about the alliance with our brothers in the Kurdistan Alliance and we will not forget the important national position of the Kurds as they nurtured the Iraqi opposition from the beginning of the 1990s and opened headquarters for opposition parties and made large sacrifices in this regard as the future of the opposition in Kurdistan was subjected to many problems with the former government. </p> <p>Q) Will you support President Jalal Talabani’s nomination for a second presidential term? </p> <p>A) Of course. It seems that President Talabani is the Kurdistan Alliance’s candidate for the presidency and we respect this nomination and waiting for this nomination to be made official. In the Iraqiya List we strongly contributed to the election of our brother Jalal Talabani as he is a national Iraqi figure. In general, authoritative positions will not be subjected to political quotas whether presidencies or [other] important posts. I repeat that we are waiting for the official nomination from the Kurdistan Alliance for President Jalal Talabani’s second term and this will be part of the dialogue and discussions that will take place after the final election results and there will be a political alliance that will include all centers. </p> <p>Q) There is talk about the possibility of the National Iraqi Alliance merging with the State of Law coalition, what is your comment in this regard? </p> <p>A) Each electoral bloc is free to make its decisions and they (the National Iraqi Alliance and the Daawa Party which is headed by Nouri al Maliki, head of the State of Law coalition) were allies. In fact they formed a large parliamentary bloc and this ended for reasons relating to management. I believe that restoring this coalition today will be unsuccessful, this is my personal opinion, [but] they are free to decide themselves. </p> <p>Q) Don’t you think that such a merger or alliance between the National Iraqi Alliance and the State of Law would be based on sectarianism? </p> <p>A) If that is the case then, God forbid, the situation will go back to square one with the formation of sectarian axes. In my discussions with the brothers in the Supreme Islamic Council and the Sadrist current I didn’t feel that they were willing to ally themselves based on sectarianism. Rather, we felt they were keen to ally themselves based on nationalism because they realized that coalitions (founded on sectarianism) did not succeed and they discovered that the Shia have a large and influential national, historical role. </p> <p>Q) Has there been any talk or discussions with the State of Law coalition headed by Nouri al Maliki? </p> <p>A) We do not have any ties to the State of Law coalition and we do not know their approaches. Our conversations are limited to the Kurdistan Alliance, the Sadrists and the Supreme Islamic Council and other Iraqi national political bodies and individuals. We want to form an Iraqi national government away from any kind of sectarian and political quotas in order to implement a program to build an institutional state, a state that respects the judiciary and the law and achieves services for the Iraqis and provides [good] economic conditions, a state that relies on Iraqi capabilities and works on returning migrants to their homes and their nation. Iraq&#8217;s electorate has done its part. It can reform or abolish its politicized de-Baathification commission; prosecute attacks against minority communities; revamp media laws that restrict speech, end torture in detention facilities; and provide returning refugees with the support they need to re-establish their lives. </p> <p>No doubt, Iraq&#8217;s politicians will have their work cut out for them. While Iraq has made considerable progress on security over the past year, similar gains have remained elusive for other human rights. That is especially true for displaced persons, detainees, journalists, religious and ethnic minorities, and vulnerable groups such as women and girls, as well as men suspected of homosexual conduct. </p> <p>As a first step, the incoming government should immediately reform its de-Baathification policies to douse the sectarian tensions inflamed by the latest election. In a significant blow to the election&#8217;s credibility, the Supreme National Commission for Accountability and Justice <a href="https://web.archive.org/web/20120514003541/http://www.nytimes.com/2010/01/15/world/middleeast/15baghdad.html" class="external" target="_blank"><strong>disqualified more than 500 candidates</strong></a> because of alleged Baath party links &#8212; including several prominent Sunni and secular-minded Shia politicians who were expected to do well in the election.&#160;&#160; </p> <p>Iraq has the right to prosecute former Baathist officials for the atrocities committed under Saddam Hussein. But the new government should stop using its de-Baathification commission as a pretext to keep political opponents at bay. The incoming government needs to end punishment on the basis of alleged group affiliation, rather than individual wrong-doing. And anyone accused should be able to see and challenge the evidence against them. </p> <p>Second, Iraq&#8217;s new government needs to protect its embattled religious and ethnic minorities and other vulnerable groups by bolstering security in their communities and investigating and prosecuting attacks against them. In the weeks preceding the election, assailants went on what appeared to be a politically motivated killing spree <a href="https://web.archive.org/web/20120514003541/http://www.reuters.com/article/idUSTRE61R23H20100228" class="external" target="_blank"><strong>against Christians in Mosul</strong></a>. The pattern of violence was similar to the <a href="https://web.archive.org/web/20120514003541/http://www.hrw.org/en/node/86355/section/2" class="external" target="_blank"><strong>2008 campaign of targeted killings</strong></a> that left 40 Chaldo-Assyrians dead and 12,000 displaced. Armed groups continue to persecute other minorities with impunity.&#160; As the conflict intensifies between the Arab-dominated central government and the Kurdistan Regional Government over control of disputed territories that are home to a number of Iraq&#8217;s minorities, these beleaguered communities are finding themselves in an increasingly precarious position. When the forces of law and order do not investigate and prosecute those responsible for the killings, such abuses are bound to continue. </p> <p>Third, the government needs to stop its repression of Iraqi journalists. Working as a journalist in Iraq is dangerous: 20 were killed in the past two years alone; many others were kidnapped or targeted for abuse and intimidation by insurgent groups. But as the security situation improves, journalists who dare to criticize public officials increasingly face a multi-pronged assault on their freedom and independence. </p> <p>Authorities have denied media accreditation and have used the country&#8217;s broad libel laws to sue commentators who have criticized officials. During provincial elections last year, police and security forces harassed, arrested and assaulted numerous journalists. The incoming government needs to prosecute and investigate assaults against journalists, but it also needs to limit and define vague regulations restricting speech, including &quot;incitement of sectarianism.&quot; An environment that promotes free speech and public debate is critical to the success of the democratic experiment in Iraq. </p> <p>Fourth, the new government needs to stop the torture and ill-treatment that remains routine in Iraq&#8217;s jails, investigate all allegations of such treatment and prosecute those responsible. Government-run detention facilities struggle to accommodate more than 40,000 detainees and serious delays in the judicial review of detention has edexacerbated overcrowding. Some detainees have spent years in custody without charge or trial. Once released, the physical and emotional scars from abuse in incarceration make their reintegration into society more difficult.&#160;&#160; </p> <p>Fifth, the new government needs to develop a national plan to facilitate the voluntary return of refugees and internally displaced persons. Displaced Iraqis constitute one of the largest humanitarian and displacement crises in the world, but the government has utterly failed to tackle the problem. An astonishing 1.5 million Iraqis still live outside the country, and there are 2 million more internally displaced persons. While economic pressures and difficulties maintaining legal status in Syria, Jordan, and Lebanon are inducing Iraqi refugees to return, they are seldom able to reclaim their former homes in cities. In rural communities many find their houses destroyed or in disrepair, and they lack a way to earn a living and access basic services, including, water, electricity, and health care. The government needs to help those who return to do so with safety and dignity and to provide financial assistance for reintegration. </p> <p>Over the next few months, Iraq&#8217;s politicians will face enormous challenges in forming a new coalition government. عندما تحدث الشيخ مناف علي الندا وهو رئيس القبيلة التي ينتمي اليها الرئيس العراقي السابق صدام حسين عنه كان يتحدث بكثير من التوجس والحذر محاولا تجنب ما قد يمكن ان ينشأ من ردود افعال حانقة من جميع الاطراف في عراق ما بعد العام 2003. لكن الندا قال ان انتماء صدام لقبيلته لا يمكن لاحد نكرانه او التبرؤ منه داعيا جميع الاطراف الى نسيان الماضي والتطلع لبداية جديدة.</p> <p>وقال الندا (38 عاما) في مقابلة مع رويترز من قصره في منطقة العوجة وهي مسقط رأس صدام والذي يقع على هضبة عالية تطل بمنظر خلاب على نهر دجلة &quot;صدام كان واحدا من ابناء هذه العشيرة وسيبقى وهذا شيء لا يمكن لاحد من العشيرة نكرانه او التبرؤ منه.&quot;</p> <p>واضاف بشيء من الحدة والغضب &quot;صدام مات لكن هذه العشيرة باقية وستبقى&#8230; ماذا يريدون؟ هل يجب ان تموت هذه العشيرة لانها انجبت صدام؟ نريد ان نضع الماضي خلفنا ونبدأ حياة جديدة. لا يجب ان نكون اسرى الماضي.&quot;</p> <p>وكان صدام الذي حكم العراق لسنوات طويلة بقبضة من حديد قد أُسقط على أيدي القوات الامريكية التي قادت الغزو ضد العراق في العام 2003. وهو الغزو الذي احدث سنوات من الصراع الدموي الطائفي في العراق وكاد يودي بالبلاد الى اتون حرب اهلية. واحدث الغزو تغييرا دراماتيكيا في حكم العراق بعد ان اعطى السلطة للاغلبية الشيعية على حساب السنة الذي حكموا العراق لقرون طويلة.</p> <p>وتراجع العنف في العراق كثيرا في السنتين الماضيتين وخاصة في المحافظات السنية التي كانت تعتبر مناطق ساخنة ومن ضمنها محافظة صلاح الدين التي تقع فيها العوجة وهي مسقط رأس صدام والتي تحتضن قبره وقبور ولديه وحفيده. ومع تراجع حدة العنف يتوقع ان يقوم العراقيون بالادلاء باصواتهم الاحد في انتخابات برلمانية قد يسفر عنها تشكيل حكومة جديدة.</p> <p>ورشح الندا نفسه للمشاركة بالانتخابات البرلمانية المقبلة مرشحا عن قرية العوجة لمحافظة صلاح الدين.</p> <p>وقال الندا ان ترشيح نفسه للانتخابات البرلمانية هو &quot;دليل على الرغبة ببداية جديدة&quot;. ووصف الندا مايجري من حملات انتخابية سواء في محافظة صلاح الدين وبالذات في قرية العوجة بانه تطور كبير تجاه العملية السياسية حيث لم يشترك احد من قرية العوجة في الانتخابات الماضية التي جرت نهاية العام 2005.</p> <p>وقال الندا الذي كان يجلس في مضيفة مرتديا زيه القبلي &quot;قبل اربع سنوات لم يكن احد يجرؤ على الترشيح. من كان يرشح نفسه يقتل.&quot;</p> <p>واضاف &quot;انا نفسي لم اكن مقتنعا بالعملية السياسية انذاك بسبب الاحتلال وبسبب الفتاوي انذاك وايضا بسبب اليات العملية السياسية انذاك.&quot;</p> <p>ومضى يقول &quot;الان الوضع مختلف سواء من الناحية السياسية او الامنية. انا اعتقد الان حتى الجماعات المسلحة تؤيد مشاركة الناس بالانتخابات.&quot;</p> <p>ولم تشهد الانتخابات الماضية التي جرت قبل اربعة اعوام مشاركة واسعة للسنة العرب بسبب دعوات متناقضة صدرت من اكثر من طرف كان قسم منها يدعو للمشاركة فيما حثت دعوات اخرى وخاصة من جهات دينية على المقاطعة وهو ماأدى الى تهميش دورهم في الحياة السياسية. وكان هذا سببا من اسباب التمرد السني خلال السنوات المنصرمة.</p> <p>وتأمل جميع الاطراف الدولية منها والاقليمية والمحلية في مشاركة واسعة للسنة العرب في هذه الانتخابات وهو تطور قد يساعد على علاج الجروح التي تسببت بها الخلافات الطائفية ووضع العراق على الطريق الصحيح.</p> <p>وكانت حدة الخلافات الطائفية قد تصاعدت قبل اسابيع معدودة اثر قيام لجنة يهيمن عليها الشيعة باقصاء عدد من المرشحين من خوض الانتخابات المقبلة بسبب دعاوي ارتباطهم بحزب البعث المنحل. وتضمنت القائمة التي اصدرتها لجنة المساءلة والعدالة العديد من المرشحين السنة منهم شخصيات بارزة في المشهد السياسي من ضمنهم السياسي العراقي العلماني صالح المطلك.</p> <p>وهددت قائمة المطلك البرلمانية بانها ستقاطع الانتخابات لكنها سرعان ماتراجعت عن تهديداتها. ولا توجد حتى اللحظة اية دلائل يمكن ان تؤدي الى حدوث مقاطعة للسنة العرب للانتخابات المقبلة.</p> <p>وفي محافظة الانبار التي تمتد على مساحة شاسعة من ارض العراق والتي كانت تعتبر احد القلاع الحصينة للعديد من التنظيمات والمجاميع المسلحة للجماعات السنية من ضمنها تنظيم القاعدة اظهر العديد من الناخبين رغبة قوية للمشاركة بالانتخابات المقبلة والتصويت من اجل احداث تغيير في المشهد السياسي العراقي. واكد العديد من الناخبين الرغبة للتصويت لصالح القوائم الوطنية على حساب قوائم الاحزاب الدينية التي حملوها مسؤولية الفساد الاداري والصراع الطائفي ومتهمين اياها بانها &quot;فشلت خلال الفترة الماضية في تقديم نموذج جيد لحكم العراق.&quot;</p> <p>وقال الشيخ توفيق شافي امام وخطيب جامع الفاروق في الفلوجة &quot;يجب ان يحدث التغيير في هذه الانتخابات.&quot;</p> <p>واضاف شافي &quot;انا اخشى ان تسوء الامور في هذه المحافظة ويعود العنف مرة اخرى اذا لم يحدث التغيير. التغيير هو املنا الوحيد من هذه الانتخابات.&quot;</p> <p>ومضى يقول &quot;لا نريد احزابا دينية لانها فشلت في ادارة الحكم للسنوات الماضية. لم يتبق امامنا الا القوائم العلمانية.&quot;</p> <p>ويذهب العديد من الناخبين السنة الى ماذهب اليه الناخبون سواء في محافظة صلاح الدين او في محافظة الانبار واللتين تعتبران من المجتمعات ذات الطابع العشائري.</p> <p>وقال احمد الجاسر احد شيوخ مدينة الرمادي في محافظة الانبار والتي امتلات شوارعها بصور الناخبين &quot;علينا نحن شيوخ العشائر ان نفعل كل ما نستطيع من اجل حث الناس على المشاركة بالانتخابات المقبلة.&quot;</p> <p>واضاف &quot;نحن نعيش حالات من التداعيات خطيرة جدا.. علينا اعادة بناء وترميم كل ماحصل بسبب الاحتلال (الامريكي) الذي وقع على العراق وذلك من خلال دفع ابنائنا الى الانتخابات لكي يحققوا ولو الحد الادنى مما يطمحون اليه.&quot;</p> <p>من وليد ابراهيم</p> <p>(شارك في التغطية فاضل البدراني من الفلوجة وصباح البازي من تكريت)</p> <p><strong>المصدر : </strong>&#160;
