Hebrews were forbidden to enslave Hebrews, but did it nevertheless. It also refers to the Israelites in the bondage of Egypt (<a href="/deuteronomy/15-15.htm">Deuteronomy 15:15</a>, and often), and in the exile of Babylonia (<a href="/ezra/9-9.htm">Ezra 9:9</a>).
