Assistant Secretary-General for Human Rights, welcomed the Iraqi Government’s convening of a conference this week to address rights problems, but also “condemned the numerous cases of enforced <blockquote><p>The government has set up a committee to trace thousands of Iraqis missing since the 2003 US-led invasion that toppled Saddam Hussein, says an official. <br/>“Our definition of missing people are those who disappeared in military operations, terrorist attacks or those who are reported kidnapped but have not appeared yet,” Maj. Farouk Al-Araji, office manager of the Chief Commander of Iraq’s Military Command, told a news conference in Baghdad on 25 April. <br/>“The families have to submit the documents that prove the incident [that led to their disappearance] is registered in the police records, a picture of the missing [person] and phone number to the offices of security forces in all provinces starting from May 2,” Al-Araji added. <br/>The families will have 15 days to submit all the required documents, he added. <br/>The government committee includes representatives from the ministries of defence, interior, national security, health, justice and human rights, in addition to intelligence services and anti-terrorism forces. <br/>According to the human rights ministry, 14,025 people have been registered missing since 2003 and only seven have been found yet in morgues. Kamil Arkan, the ministry’s representative on the committee, said the number is believed to be higher because many cases went unreported. <br/>Following the 2003 invasion, Iraq suffered years of bloody violence that started with militant attacks against Iraqi and US-led forces, government employees and people working with western companies and organizations. <br/>The violence reached its climax after the February 2006 bombing of a Shia shrine by Sunni extremists, which locked the country in tit-for-tat sectarian killings between the two main Muslim sects. <br/>The security situation started improving in 2008 as Iraqi security forces backed by US forces launched a nationwide crackdown against Sunni and Shia militants alike. <br/>After that, relatives started placing pictures of the missing in daily newspapers and television programmes in an effort to locate them.</p> </blockquote> <p><a قيادة عمليات نينوى الخميس فرض حظر للتجوال في عموم مدينة الموصل وضواحيها مؤكدة وجود معلومات عن سيارات مفخخة وأحزمة ناسفة لاستهداف المتظاهرين في وقت ينوي ,</p> <p>أهالي الموصل تنظيم عصيان مدني للمطالبة بانسحاب القوات الأمريكية وإطلاق سراح المعتقلين.وقالت قيادة العمليات أن قيادة عمليات نينوى فرضت حظرا للتجوال في عموم مدينة الموصل وضواحيها بسبب وجود معلومات عن وجود سيارات مفخخة وأحزمة ناسفة لاستهداف والتقصي عن مصير المفقودين التي امر القائد العام للقوات المسلحة نوري المالكي بتشكيلها ، استقبال ذوي المفقودين الذين لم يعرف مصيرهم منذ عام 2003 ولحد الان في مقرات قيادات العمليات والفرق والألوية في كل محافظة اعتبارا من الثاني من ايار المقبل. <br/>وذكر بيان لمكتب القائد العام للقوات المسلحة "ان اللجنة عقدت اليوم الخميس اجتماعها الأول برئاسة مدير المكتب الفريق الاول فاروق الاعرجي ، ونوقشت فيه الامور المزمع عقدها ببغداد في أيار المقبل </strong></p> <p>كشف نائب الأمين العام للجامعة العربية أحمد بن حلي االيوم عن وجود توجه لتأجيل القمة العربية المزمع عقدها ببغداد في أيار المقبل مؤكدا أن الجامعة حددت الخامس عشر من الشهر المقبل الحالي موعدا, <br/>لعقد اجتماع طارئ لوزراء الخارجية العرب لتحديد موعد جديد للقمة وتعيين أمين عام جديد خلفا لموسى. وقال بن حلي في تصريحات صحافية لعدد من وسائل الإعلام اليوم إن المشاورات التي أجرتها الأمانة العامة للجامعة العربية مع الدول الأعضاء أظهرت وجود توجه إلى تأجيل القمة العربية المزمع عقدها في الـ 10 و11 من أيار المقبل.</p> <p><strong>السلطات البحرينية تعتدي سقطوا بين قتيل وجريح بانفجار عبوة ناسفة استهدفت موكب قاضي تحقيق سامراء شمالي المدينة. <br/>وقال المصدر "إن عبوة ناسفة انفجرت صباح اليوم، مستهدفة موكب قاضي التحقيق في محكمة سامراء شهاب أحمد خضير في منطقة العرموشية شمالي سامراء، ما أسفر عن مقتل طالب جامعي وإصابة ثلاثة مدنيين صادف مرورهم لحظة وقوع الانفجار، فضلاً عن إصابة اثنين من أفراد حماية القاضي"، مبيناً "أن القاضي لم يكن في الموكب".</p> <p><strong>الأحرار: الإحتلال الأمريكي أعتقل خمسة من الصدريين في البصرة </strong></p> <p>استنكر رئيس كتلة الأحرار في محافظة البصرة، الخميس، اعتقال خمسة من أتباع التيار الصدري من قبل قوات الإحتلال الأمريكية خلال اليومين الماضيين في مناطق مختلفة من البصرة. وقال مازن المازني إن "القوات الأمريكية اعتقلت خمسة من أبناء التيار الصدري في مناطق البصرة المختلفة والمتمثلة بمنطقة 5 ميل في مركز المدينة، وقضاء شط العرب شرق البصرة، وكذلك ناحية الكرمة الواقعة شمال البصرة". واوضح المازني أن "الاعتقالات التي قامت بها القوات الأمريكية غير قانونية كونها لا تستند إلى أوامر قضائية، وكذلك تمت دون الرجوع إلى الجهات الأمنية العراقية". وأضاف ان "الاعتقالات جاءت متزامنة مع إعلان مكتب السيد الشهيد الصدر في البصرة عن تسجيل أسماء الراغبين بالمشاركة في الاعتصام الذي دعا له السيد مقتدى الصدر استنكارا لوجود القوات المحتلة على الأراضي العراقية". وانتقد المازني صمت الحكومة الاتحادية والمحلية اتجاه الانتهاكات والمداهمات التي تقوم بها القوات الأميركية في البصرة، محذرا من تداعيات استمرار هذه المداهمات والاعتقالات "التي تطال الأبرياء من أبناء الشعب العراقي".</p> <p><strong>محامو مدينة الفلوجة يعتصمون في نقابة المحامين للمطالبة برحيل المحتل</strong> </p> <p>طالب محامو مدينة الفلوجة الاحتلال الأمريكي بالرحيل من العراق خلال اعتصام أقيم  صباح اليوم الخميس في نقابة المحامين وسط الفلوجة .</p> <p>وأوضح  المحامي محمد المحمدي أحد المشاركين في الاعتصام إن المئات من محامي الفلوجة نظموا  صباح اليوم اعتصاما في نقابة المحامين وأضاف المحمدي إن المعتصمين يطالبون بخروج قوات الاحتلال الأمريكية كما طالبوا بإطلاق سراح المعتقلين الأبرياء من السجون الذين امضوا أعواما .</p> <p><strong>الكشف عن سجن سري جديد بجانب سجن الشرف داخل المنطقة الخضراء في بغداد </strong></p> <p>كشف مصدر مطلع اليوم عن وجود سجن سري حكومي آخر بجانب سجن اشرف سيء الصيت الذي كان يضم المئات من المعتقلين الأبرياء في المنطقة الخضراء وسط العاصمة بغداد.</p> <p>ونسبت الأنباء الصحفية الى المصدر الذي رفض الكشف عن هويته تأكيده بان المعتقلين في السجن السري الجديد الذي يشرف عليه ما يسمى مكتب مكافحة الإرهاب يتعرضون الى ابشع انواع التعذيب الجسدي والمعنوي من قبل الأجهزة الحكومية المسؤولة عن هذا السجن الذي يضاف الى السجون الحكومية السرية والمعلنة التي يقبع فيها منذ ثماني سنوات عشرات الآلاف من المعتقلين العراقيين الذين لم توجه لهم أي تهم حقيقية .وأوضح المصدر ان وزارة العدل في الحكومة الحالية لديها علم بالسجن السري الحكومي الجديد لكنها لم تحرك ساكنا ازاء ما يتعرض له المعتقلون فيه من تعذيب وإذلال وانتهاكات صارخة لحقوق الإنسان.</p> اليوم الخميس بانفجار عبوة ناسفة داخل نفق التحرير وسط بغداد.وقال مصدر امني ان عبوة ناسفة انفجرت صباح اليوم داخل نفق التحرير وسط بغداد اسفرت عن اصابة ثلاثة ,</p> <p>مدنيين كانوا داخل باص لنقل الركاب.واضاف ان الانفجار ادى ايضا الى الحاق اضرار مادية بالنفق واحراق الباص.</p> <p><strong>إصابة مدير أحد المراكز الانتخابية بانفجار عبوة لاصقة جنوب الموصل </strong></p> <p>أصيب مدير أحد المراكز الانتخابية بانفجار عبوة لاصقة اليوم كانت مثبتة داخل سيارته جنوب الموصل مركز محافظة نينوى .</p> <p>وأوضح مصدر مطلع إن طلال سالم وهو مدير أحد المراكز الانتخابية في ناحية حمام العليل جنوب الموصل أصيب  بعبوة لاصقة كانت موضوعة في سيارته قرب منزله عند قرية قبر العبد التابعة لناحية حمام العليل.وأضاف المصدر إن قوة أمنية نقلت المصاب إلى المستشفى القريب فيما طوقت مكان الحادث ومنعت الاقتراب منه.</p> <p><strong>استشهاد صاحب محل لبيع الكحول وإصابة مدني بنيران مسلحين اقتحموا محله ببغداد </strong></p> <p>بغداد-أفاد مصدر في الشرطة العراقية الخميس بأن صاحب محل لبيع المشروبات الكحولية استشهد وأصيب آخر بنيران مجهولين اقتحموا محله جنوب غرب بغداد.</p> <p>وقال المصدر إن مسلحين مجهولين اقتحموا محلاً لبيع اللكحول في منطقة حي الجهاد جنوب غرب بغداد وأطلقوا النار على صاحبه وشخص كان معه مما أسفر عن استشهاد الأول وإصابة الثاني.وأضاف المصدر الذي طلب عدم الكشف عن اسمه أن قوة أمنية نقلت جثة الشهيد إلى دائرة الطب العدلي والمصاب إلى مستشفى قريب لتلقي العلاج فيما طوقت منطقة الحادث وشنت حملة تفتيش بحثاً عن مجلس محافظة السليمانية دون ان يسفر الحادث عن اصابات في الارواح وافاد مصدر صحفي بأن النيران اشتعلت في سيارة رئيس ,</p> <p>كتلة يككرتوو في مجلس محافظة السليمانية حين كانت متوقفة أمام منزله في ساعة متأخرة من ليل الاربعاء -الخميس. واضاف المصدر هذا الحادث دليل على الانفلات الامني وحالة عسكرة محافظة السليمانية وهو يوقع السلطة تحت طائلة المساءلة القانونية يذكر أن احراق سيارة كوردستان سيوكاني ياتي في ظل الاضطرابات التي تشهدها السليمانية بعد حشد السلطة لقواتها العسكرية لقمع المتظاهرين.وهذا الحادث هو الرابع من نوعه بعد حالات احراق عمد من قبل محسوبين على الاجهزة الامنية  لتخويف نشطاء لمعارضة .</p> يوم أمس الاربعاء. <br/>وتسبب طفح المياه والأوحال بمعاناة كبيرة للمواطنين وإرباك حركة السير في معظم الشوارع الرئيسة والإستراتيجية في قلب العاصمة بغداد جراء فيضانها". <br/>وغرقت اغلب شوارع مدينة الصدر والبلديات وزيونة الامر الذي تسبب بالعديد من حوادث السير المرورية، وتأخر وصول الموظفين والطلبة الى دوائرهم ومدارسهم بسبب الزحام جراء تلك الفيضانات. <br/>وكان اهالي حي الجهاد جنوب غربي بغداد قد طالبوا الخاضعة لإدارة المكتب العسكري لرئيس وزراء حكومة المنطقة الخضراء تدير مركز اعتقال سري في العاصمة بغداد. واضافت المنظمة ان تلك القوات تقوم بتعذيب المعتقلين في موقع آخر لا يخضع لأية مراقبة مشيرة الى ان السلطات العراقيّة قامت بنقل أكثر من 280 معتقلا إلى موقع سري يقع داخل معسكر العدالة شمال غرب بغداد. وكشفت المنظمة ان الموقع السري يخضع لإدارة كل من لواء بغداد وجهاز مكافحة الإرهاب وكلاهما يخضعان لمكتب نوري المالكي. وقال جو ستورك نائب مدير قسم الشرق الأوسط وشمال أفريقيا في المنظمة إن الكشف عن وجود سجون سرية في قلب بغداد يناقض كليا وعود الحكومة العراقية باحترام حكم القانون مشيرا إلى ضرورة أن تقوم rel="tag">جمعية الصليب والهلال الاحمر</a></p> <div class="entry" dir="rtl" align="right"> <p>Detainees Describe Torture at Another Facility Also Run by Elite Security Forces</p> <p>(Baghdad) – Elite security forces controlled by the military office of Prime Minister Nuri al-Maliki of Iraq are operating a secret detention site in Baghdad, Human Rights Watch said today. The elite forces are also torturing detainees with impunity at a different facility in Baghdad, Human Rights Watch said.</p> <p>Beginning on November 23, 2010, and continuing over the next three to four days, Iraqi authorities transferred more than 280 detainees to a secret site within Camp Justice, a sprawling military base in northwest Baghdad, interviews and classified government documents obtained by Human Rights Watch reveal. The Army’s 56th Brigade, also known as the Baghdad Brigade, and the Counter-Terrorism Service, both under the authority of the prime minister’s office, control this secret site. The hurried transfers took place just days before an international inspection team was to examine conditions at the detainees’ previous location at Camp Honor in the Green Zone. Human Rights Watch has also obtained a list of more than 300 detainees held at Camp Honor just before the transfer to Camp Justice. Almost all were accused of terrorism.</p> <p>"Revelations of secret jails in the heart of Baghdad completely undermine the Iraqi government’s promises to respect the rule of law," said Joe Stork, deputy Middle East director at Human Rights Watch. "The government needs to close these places or move them under control of the justice system, improve conditions for detainees, and make sure that anyone responsible for torture is punished."</p> <p>The Iraqi government should immediately close the facilities or regularize their position and make them open for inspections and visits, Human Rights Watch said.</p> <p>Approximately 80 of the 280 detainees are being held by the 56th Brigade at the secret site at Camp Justice and have had no access to lawyers or family members. Prison inspectors are not permitted to conduct visits to the section of the facility controlled by the 56th brigade, prompting fresh concerns that the brigade may be torturing detainees. According to government sources, the Counter-Terrorism Service is holding the 200 remaining transferred detainees, although the 56th Brigade maintains primary responsibility for security at the site in Baghdad’s Kadhmiya neighborhood.</p> <p>In one of the 18 documents obtained by Human Rights Watch, a letter from the prosecutor’s office of the Higher Judicial Council asks the Office of the Prime Minister to instruct officials at the Camp Justice site to stop preventing prison inspectors and relatives from visiting detainees. The letter, dated December 6, 2010, says such a refusal "meets neither legal nor humanitarian standards, unless [the refusal is] specifically ordered by a judge at a specialized court."A second letter, dated January 13, 2011, from the justice minister to the Office of the Commander in Chief of the Armed Forces, through which the prime minister controls Iraqi security forces, stated that a 56th Brigade officer prevented prison inspectors from the Human Rights Ministry from visiting the site.</p> <p>The secret detention site is located within a legitimate Justice Ministry detention facility at Camp Justice, known as Justice 2 (Sijn al-Adaleh 2), which holds just over 1,000 other detainees. Camp Justice is the site of the former "Fifth Department" (al-Sha’ba al-Khamsa) intelligence office notorious during the rule of Saddam Hussein for torture and disappearances. The former dictator was executed there in 2006.</p> <p>Camp Honor, from which the detainees were transferred, became the subject of media scrutiny on January 23, after the <em>Los Angeles Times</em> uncovered abuse there and described the conditions as "miserable." The article said detainees were held in cramped windowless cells that reeked of human excrement.</p> <p>Recent interviews by Human Rights Watch of more than a dozen former detainees from Camp Honor had documented how detainees are held incommunicado and in inhumane conditions, often for months at a time. Detainees described in detail the wide ranging abuses they endured during interrogation sessions at the facility, usually to extract false confessions. They said interrogators beat them, hung them upside down for hours at a time, administered electric shocks to various body parts, including the genitals, and asphyxiated them repeatedly with plastic bags put over their heads until they passed out.</p> <p>In interviews with Human Rights Watch in December, former detainees described the abuse at Camp Honor: </p> <ul> <li>One detainee said on December 26 that: "The cell was so crowded that we had to take turns standing and lying down, and would try to let someone lie down if they were an old man, or especially if they had just been brought back from interrogation. Then we usually could not stand." </li> </ul> <ul> <li>Another said on December 18 that: "I was blindfolded and put on the floor, face-down with my hands tied tightly behind my back. The interrogator stepped on my arms, and put more and more weight down on them until I was screaming." </li> </ul> <ul> <li>A third detainee, who had been held in Camp Honor the summer of 2010, said in a December 27 interview that: "My hands were tied over my head and my feet were put in water, then they shocked me in my head and my neck and my chest. The interrogators beat me repeatedly and told me that they would go to my house and rape my sister if I did not sign a confession, so I did. I did not even know what I was confessing to." </li> </ul> <p>In response to the <em>Los Angeles Times</em> article, which said Camp Honor is run by the 56th Brigade and the Counter-Terrorism Service, Iraq’s deputy justice minister, Busho Ibrahim, told Agence France-Presse on January 24 that his ministry alone controlled the site.</p> <p>"It is my responsibility, and I deny all these accusations – they are all lies," he said. "Families can visit their sons or husbands, lawyers can visit them regularly. It’s like any other prison run by the Justice Ministry."</p> <p>He reiterated, "It is not true that it follows Maliki’s orders – it is run by the Justice Ministry."</p> <p>However, documents obtained by Human Rights Watch refute government claims that Camp Honor is controlled by the Justice Ministry. In one classified document dated August 2, 2010, the former justice minister, Dara Nour al-Din, requested that his staff obtain approval from the Office of the Commander in Chief of the Armed Forces to transfer detainees from Camp Honor, demonstrating the ministry’s subordinate role at the facility.</p> <p>In the note to his staff, the justice minister asks them to write a letter to the Office of the Commander in Chief of the Armed Forces "requesting permission for custody of the prisoners to be turned over" to the ministry so they can be transferred elsewhere. The document indicates that the issue arose after Deputy Justice Minister Ibrahim acknowledged that his ministry could not transfer detainees due to external interference, particularly from military interrogators.</p> <p>Another document, from October 2010, signed by Ibrahim himself, says the ministry "has no objection to allowing lawyers and families to visit detainees" at Camp Honor but that, "it is only the tough security measures implemented by the Defense Ministry/56th Brigade section [of the prison] and the Counter-Terrorism administration section, and also the location of the prison in the Green Zone, that has prevented this."</p> <p>In response to the <em>Los Angeles Times</em> article, Ibrahim also said that the International Committee of the Red Cross (ICRC) had visited the Camp Honor prison. But when contacted by Human Rights Watch, the ICRC spokesperson, Graziella Leite Piccolo, said that ICRC had not been able to visit Camp Honor because the government had not met the organization’s criteria for such site visits, including access to the entire facility and its detainees.</p> <p>"It is important to note that, even if we had been able to visit, a visit alone is not a certificate of validation, but part of a process," she said. Government sources told Human Rights Watch that authorities have prevented the Human Rights Ministry from conducting any prison inspections at Camp Honor for more than a year.</p> <p>Several government sources said that although the 56th Brigade, and its sibling, the 54th Brigade, technically fall under Defense Ministry administration, the brigades’ chain of command bypass the ministry. They do not report to the defense minister or army chief of staff, but instead to Maliki through the Office of the Commander in Chief of the Armed Forces. Through this office, the prime minister also controls the Counter-Terrorism Service, which falls under no ministry and is not governed by any legislation. The Counter-Terrorism Service works closely with US Special Forces.</p> <p>Military officers and officials from both the Defense and Interior ministries told Human Rights Watch that the 56th Brigade and the Counter-Terrorism Service routinely conduct operations, including mass arrests and detentions, without notifying the security ministries. A high-level Interior Ministry officer told Human Rights Watch on December 18 that these units "create confusion and a dangerous atmosphere where special units who have a separate authority storm in and take people." The official said that regular security forces were afraid of these elite forces.</p> <p>Another official, from the Defense Ministry, told Human Rights Watch on January 23 that contrary to the usual practice, in which security forces process detainees through the main prison system, the 56th and 54th Brigades often refuse to give up their prisoners.</p> <p>"Their families and lawyers cannot visit them," he said, "and sometimes cannot even find out if they are dead or alive."</p> <p>Defense Ministry officials interviewed by Human Rights Watch said there is close cooperation between the 56th and 54th Brigades, commonly referred to by military and police as "Maliki’s forces." Prisoners arrested and initially held in the prison run by one brigade are often transferred to the prison run by the other.</p> <p>An Interior Ministry official told Human Rights Watch on January 13 that "people come to police stations or prisons looking for their family members who have been arrested. If we find out they were taken by Maliki’s forces, we don’t get any information about them or have jurisdiction to do anything."</p> <p>Last year, the Human Rights Ministry uncovered a secret prison run by the 54th Brigade, with the assistance of the 56th Brigade, in the old Muthanna airport in Western Baghdad. In April, Human Rights Watch interviewed 42 detainees who had been tortured at this facility over a period of months. The secret prison held about 430 detainees who had no access to their families or lawyers. The prisoners said security forces personnel kicked, whipped, and beat them, asphyxiated them, gave them electric shocks, burned them with cigarettes, and pulled out their fingernails and teeth. They said that interrogators sodomized some detainees with sticks and pistol barrels. Some young men said they had been forced to perform oral sex on interrogators and guards, and that interrogators forced detainees to molest one another sexually.</p> <p>A US Embassy cable viewed by the <em>Los Angeles Times</em> stated that 56th Brigade interrogators had been sent to Muthanna from Camp Honor. A separate cable said the brigade "reports directly to the prime minister’s office."</p> <p>At the time, Maliki described the prison at Muthanna as a transit site under the control of the Defense Ministry.</p> <p>However, a high-ranking Defense Ministry official distanced his ministry from the allegations of torture at Muthanna. In a classified letter to the Human Rights Ministry dated May 3, 2010, and seen by Human Rights Watch, Saleh Sarhan, general secretary to the defense minister, wrote: "Our ministry has no relationship with those military investigation committees nor to the Sur Ninewa [Muthanna] Detention Center, because both are attached to the Office of the Commander in Chief of the Armed Forces."</p> <p><a Al-Haidari, an Amman-based Iraqi human rights analyst and advocate, says the phenomenon of enforced disappearances in Iraq touches the whole population, irrespective of age, gender, ethnicity or religious belief. </p> <p>The number of missing persons in Iraq ranges from 250,000 to over one million, according to the International Commission on Missing Persons (<a href="https://web.archive.org/web/20130126065248/http://www.ic-mp.org/" class="external" target="_blank">ICMP</a>). </p> <p>The length of time over which enforced disappearances have occurred in Iraq, starting with the Iraq-Iran war (1980-88), render this issue particularly complex, according to International Committee of the Red Cross spokesperson for Iraq Layal Houraniyeh. The issue of enforced disappearances in Iraq represents, according to IMCP, “a major long-term challenge”. </p> <p>Article 2 of the <a href="https://web.archive.org/web/20130126065248/http://www2.ohchr.org/english/law/disappearance-convention.htm" class="external" target="_blank">International Convention for the Protection of All Persons from Enforced Disappearance</a> defines enforced disappearance as “the arrest, detention, abduction or any other form of deprivation of liberty by agents of the State or by persons or groups of persons acting with the authorization, support or acquiescence of the State, followed by a refusal to acknowledge the deprivation of liberty or by concealment of the fate or whereabouts of the disappeared person, which place such a person outside the protection of the law.” </p> <p>The Convention entered into force on 23 December 2010, 30 days after Iraq became the 20th state to ratify it on 23 November. It provides that “no one shall be subjected to enforced disappearance” and that “no exceptional circumstances whatsoever, whether a state of war or a threat of war, internal political instability or any other public emergency, may be invoked as a justification for enforced disappearance.” According to the UN Human Rights Council, “secret detention amounts to an enforced disappearance.” </p> <h3>“No safe place” </h3> <p>Focusing on enforced disappearance in Iraq since 2003, Dirk Adriansens, an expert on Iraq and member of international anti-war group the Brussels Tribunal, gave a presentation at a 9-12 December conference in London organized by the International Committee Against Disappearance (<a href="https://web.archive.org/web/20130126065248/http://www.icad-int.org/" class="external" target="_blank">ICAD</a>). Citing 2009 surveys by the UN Refugee Agency (UNHCR), he said 20 percent of internally displaced and 5 percent of returnee families reported cases of missing children. </p> <p>Further, UNHCR <a href="https://web.archive.org/web/20130126065248/http://www.uniraq.org/documents/UNHCR%20Iraq%20Protection%20Monitoring%20%20Jan-Oct%202009.pdf" class="external" target="_blank">published findings</a> in 2009 showing that “many communities reported missing family members – 30 percent of IDPs, 30 percent of IDP returnees, 27 percent of refugee returnees – indicating that they were missing because of kidnappings, abductions and detentions and that they do not know what happened to their missing family members,” he said. </p> <p>Adriansens added in his presentation: “A rough estimate would therefore bring the number of missing persons among the refugee population and the internally displaced after ‘Shock and Awe’ [2003 US-led military operation to invade Iraq] to 260,000, most of them enforced disappearances.” </p> <p>Adriansens went on to say that by extrapolating UNHCR figures to cover the Iraqi population which had not suffered displacement, the total number of missing persons since 2003 “could be more than half a million”. </p> <p>Jordan-based analyst Al-Haidari believes this number is higher, placing it in the range of 800,000 to one million. “There is no safe place in Iraq. People can be disappeared and sent to secret, illegal detention centres anywhere in the country, without the knowledge of the family or the person’s lawyer,” Al-Haidari said. “Many are assassinated and buried in secret. Many others are charged with trumped-up terrorism charges.” </p> <h3>Amnesty International report </h3> <p>A recent <a href="https://web.archive.org/web/20130126065248/http://www.amnesty.org/en/library/asset/MDE14/006/2010/en/c7df062b-5d4c-4820-9f14-a4977f863666/mde140062010en.pdf" class="external" target="_blank">Amnesty International report</a> said “an estimated 30,000 untried detainees are currently being held by the Iraqi authorities, although the exact number is not known as the authorities do not disclose such information.” In addition, there are detainees held at secret facilities, at which torture is common, it said. </p> <p>A further 23,000 previously held without charge or trial by US forces are currently being transferred to the Iraqi authorities or released, though Amnesty International believes “[a state cannot] claim to be treating detainees humanely while knowingly handing them over to torturers, any more than it can knowingly `release’ detainees in a minefield and claim that their safety is no longer its responsibility.”</p> <p>Source:<a
