Under the revised “tiered” system, clinic like Planned Parenthood, which specialize in family planning, would be the lowest priority for funding.</p><p>Planned Parenthood says the move is just the latest effort to push its clinic out of business in the state because funds for the program will likely not reach them under the tiered system. The Senate’s chief budget write, state Sen. A 2013 <a href="https://web.archive.org/web/20150415041452/http://www.texastribune.org/2013/04/10/groups-aim-get-their-interests-gambling-bill/">study</a> estimates that Texans spend nearly $3 billion annually at gaming facilities in other states, and some<strong> </strong>lawmakers have said they would like to use that money to fund roads. In the past,<strong> </strong>some conservative lawmakers have threatened to filibuster legislation that would expand gambling.</p><p>Rep. Matt Krause, R- Fort Worth, has been fighting against “historical racing” machines, saying they are no more than slot machines, while are illegal in Texas. Then-Attorney General Greg Abbott opposed the San Antonio ordinance, saying that it would violate the Texas Constitution and stifle religious liberty.</p><p>Now, state Sen. Donna Campbell, R-New Braunfels, and state Rep. Jason Villalba, R-Dallas, have filed legislation that seeks to protect the religious liberty of small businesses, but critics say their proposed constitutional amendment would limit the ability of cities to enforce nondiscrimination ordinances. Villalba <a href="https://web.archive.org/web/20150415041452/http://www.texasobserver.org/license-discriminate-bills-pile-texas-legislature/">has said</a> his proposal is not intended to weaken the cities' nondiscrimination ordinances.</p><p>Meanwhile, several Democrats have filed legislation that would recognize same-sex marriage in the state — a largely symbolic gesture that is unlikely to gain any traction.</p><p>Democratic lawmakers will also likely push legislation to allow same-sex parents to both be included on a child’s birth certificate and to repeal the part of state law that restrictions on abortion</a> </h3> </header> <p>The end of the 2013 legislative session was marked by a divisive debate over abortion regulations that garnered national attention when then-Sen. Wendy Davis of Fort Worth filibustered a measure that bans abortion in Texas after 20 weeks, requires doctors who perform the procedure to obtain admitting privileges at nearby hospitals, and requires facilities that perform abortions to meet the same hospital-like standards as ambulatory surgical centers. The bill was signed into law later that summer, enacting some of the strictest abortion regulations in the country. Challenges against the abortion law have made their way through the legal system since the law was passed and could end up before the U.S. Supreme Court.
