<p>1947年杜鲁门（Truman）总统签署了 『国家安全法』，中央情报局应运而生。该法还设置一个中央情报总监（DCI）的职位，作为美国情报界的领导人; 此领导人同时就有关国家安全的情报事宜充当总统的主要顾问；而且担任中央情报局局长。『2004年情报改革及恐怖主义预防法』 修订了『国家安全法』，其中规定国家情报总监将承担一些原来由中央情报总监（DCI）担当的责任。中央情报局则设置自己独立的局长。</p> <p>中央情报局局长作为中央情报局的首位领导人，要向国家情报总监报告情况。中央情报局局长的职责包括：</p> <ul><li>通过人力资源和其他适当手段收集情报，但没有警察、传讯、执法权力或内部安全功能;</li> <li>找出关联和评估有关国家安全的情报，并将适当情报提供给有关方面 ;</li> <li>为在美国国外收集国家情报提供总体方向并进行协调工作，情报的收集则通过授权的情报机构的人力资源，并与其他部门、机构协调，集合那些有授权的美国政府机构进行收集，以确保最有效地利用资源，并采取适当手段顾及到美国和那些参与情报收集人员的风险;</li> <li>执行总统或国家情报总监指出的其它与影响国家安全情报相关的职责。</li> </ul><p>中央情报局的功能是协助中央情报局局长执行上述的职责。</p> <p>为完成其使命，中情局从事研究、开发、部署复杂多元的高科技技术以达到其情报收集 的目的。作为一个独立机构，中央情报局在其所关心的领域进行独立分析，并与美国情报界的其他组织密切合作，以确保情报的使用者，无论是华盛顿的决策者或战场上的军事指挥官都能得到最好的情报。</p> <p>在不断变化的全球现实重新排序国家安全议程的今天，中央情报局已通过下述工作迎合了这些挑战：</p> <ul><li>创建特殊的、多学科中心，以解决诸如防扩散、反恐、反间谍、国际有组织犯罪和毒品贩运、环境、军控等情报的优先问题。</li> <li>努力加强情报收集和全信息分析机构之间的伙伴关系。</li> <li>积极参与情报机构分析工作，就影响国家安全的主题进行全范围，全资源的分析。</li>
