The Society President shall be the chairman of the Board of Governors and shall be a member of the IEEE Technical Activities Board.</p> <p><strong>Section 5. </strong>The duties and responsibilities of the officers shall be specified in the Society Bylaws.</p> <p><strong>Section 6. </strong>The Board of Governors shall have the responsibility for managing all aspects of the Society including the establishment of Society policies to the extent which is authorized by the IEEE Constitution, Bylaws, and Policies.</p> <p><strong>Section 7. </strong>The Board of Governors shall utilize the services of IEEE Headquarters as a bursar for all or part of Society funds, as provide by the IEEE Bylaws. Proposed amendments to the Constitution brought by petition do not require further approval by the Board of Governors.</p> <p><strong>Section 1.2 </strong>Proposed amendments to the Constitution must be dispatched via either postal or electronic mail to each member of the Board of Governors at least 20 days prior to a scheduled meeting of the Board of Governors and receive at least two-thirds affirmative votes to be approved.</p> <p><strong>Section 1.3 </strong>Board approved or petitioned Constitution amendment proposals must be submitted to the IEEE Technical Activities for approval in accordance with the process defined in the TAB Operations Manual.</p> <p><strong>Section 1.4 </strong>Constitution Ratification</p> <p><strong>Section 1.4.1 </strong>The IEEE Technical Activities approved amendment shall be published in the Society Magazine, or otherwise publicized by direct or electronic mailing to the membership with notice that it goes into effect unless 100 or more Society members object in writing within 30 days. If no such objections are received, the Constitution amendment shall be approved. If such objections are received, a copy of the proposed amendment shall be dispatched via either postal or electronic mail with a ballot to all voting members of the Society at least 30 days before the date appointed for return of the ballots, and shall carry a statement of the time for their return to the IEEE office. Approval of the amendment by at least two-thirds of the members voting shall be necessary for its enactment.</p> <p><strong>Section 1.5. </strong>A final copy of the approved Constitution shall be filed with the Secretary of the Technical Activities Board with its effective date.</p> <p><strong>Section 2.0. </strong>Bylaw Amendments</p> <p>The procedures for Bylaw Amendments are specified in the <a data-entity-substitution="canonical" data-entity-type="node" data-entity-uuid="2174f163-ee2b-41ec-8d5b-e9db9f5d89c2" href="/about/governing-documents/bylaws" title="IEEE VTS Bylaws">Society
