#C00000;"><strong>组织编制了《北京市高品质商品住宅设计导则（试行）》（以下简称为《导则》），现已正式发布</strong></span>，文末查看详情。</p><p><em><strong>《导则》的编制有哪些亮点？它对推进北京市高品质住宅建设有哪些意义？</strong></em></p><p>围绕广大读者关心和好奇的问题，北京规自委特别邀请了三位业内专家为大家解答。</p><p style="text-align: left;"><strong>邵韦平，北京市建筑设计研究院首席总建筑师、全国工程勘察设计大师：</strong></p><p style="text-align: left;">此次《导则》是北京市规划和自然资源委员会为落实新时代高质量发展目标和“好房子”建设要求，在总结过去住宅建设正反两方面的经验基础上，召集相关方面专家精心编制而成的，具有开创性和引领性的指导性技术文件。《导则》主要有以下亮点：</p><p style="text-align: left;">例如，强调布局应高低错落有致，与周边城市天际线和谐统一，高层和低层建筑平缓过渡，避免建筑高度的断崖式变化，营造和谐、美观的城市空间。进一步简化计算方法，<span style="color: #C00000;"><strong>可通过鼓励提高屋顶绿化面积、增加垂直绿化指标</strong></span>，提升居住区规划布局与形态的合理性，综合提高居住区绿化环境的复合性和居住者可感知度。</p><p style="text-align: left;">再比如，为营造积极的住区环境，<span style="color: #C00000;"><strong>首次提出鼓励住宅底层空间适度架空，架空面积可不计入容积率，且建筑高度控制也可折减</strong></span>；为了便于社区居民出行，<span style="color: #C00000;"><strong>鼓励设置开放的风雨连廊，并不计入容积率</strong></span>；强调住区生活垃圾分类，在住宅单元出入口、地下车库等位置合理设置生活垃圾收集站、垃圾分类收集点等设施，确保居民使用便捷。 </p><p style="text-align: left;"><strong>钱嘉宏，北京城建设计发展集团股份有限公司总建筑师、北京市住宅建筑设计研究院有限公司总经理：</strong></p><p style="text-align: left;">为了贯彻落实党的二十大精神，落实住房城乡建设部推动“好房子”建设的工作部署，进一步推动首都住房品质提升，北京市率先启动了《导则》编制工作，历时一年多，经过充分调研与研究，总结国内外高品质住宅建设经验，结合北京市商品住宅市场需求，广泛听取中国工程院院士、全国勘察设计大师等行业专家以及相关主管部门、开发建设单位的意见与建议，以提高居民生活品质、解决住房质量通病为目标编制《导则》。《导则》的发布为北京市住房品质提升给出了一份技术指引，供相关行政管理部门、开发建设单位和设计单位等市场主体在建设及管理中使用。《导则》有几个突出的亮点：</p><p style="text-align: left;"><span style="color: #C00000;"><strong>一是落实《北京城市总体规划（2016年—2035年）》各圈层规划要求</strong></span>，结合首都功能核心区、中心城区、北京城市副中心、平原新城地区、生态涵养区的功能定位和区域特征，明确了住宅规划设计的基本原则。</p><p style="text-align: left;">二是以问题为导向，重点解决住房建设中质量通病，关注居民生活中经常遇到的痛点问题，为噪音、隔音、地漏反味、烟道串味、室内空气和水质等问题提出指导性技术方案，保障建筑品质。</p><p style="text-align: left;">三是政策引导，<span style="color: #C00000;"><strong>鼓励住宅首层设置架空层，结合景观绿化设置风雨连廊，打造室内外共融、共享的公共活动空间，实现生活便利。</strong></span></p><p style="text-align: left;">四是<span style="color: #C00000;"><strong>坚持住宅全生命周期品质长久</strong></span>，重视运营维护，提升服务水平。</p><p style="text-align: left;">刘晓钟，北京市建筑设计研究院股份有限公司总建筑师、刘晓钟工作室主持建筑师：</p><p style="text-align: left;">《导则》的推出对当下高品质社会发展情况下北京市的住宅市场起到了质量的提升和鼓励作用，让商品住宅有了明确的发展方向和目标，能够更有效地推动住宅市场的高质量发展。</p><p style="text-align: left;">《导则》<span style="color: #C00000;"><strong>为阳台、风雨连廊、首层架空等功能空间提供了政策上的支持，使“以人为本”的措施、政策落地，有理可依。</strong></span>让生活在小区内的人能够体会到舒适、宜人、安全的空间和环境，使人更方便、便捷、安逸。尤其是《导则》对空间的引导措施是许多年来居民的期待，为设计空间的灵活、环境的友好提供了依据。</p><p style="text-align: left;"><em><strong>结合三位专家自身的工作经验，谈谈好房子的内涵是什么。</strong></em></p><p style="text-align: left;"><strong>邵韦平提到：</strong>好房子的内涵体现在以下四方面。</p><p style="text-align: left;">一是基于科学、创新的住区规划，营造开放、安全且便捷的公共住区环境。</p><p style="text-align: left;">二是针对今天城市生活需求，高品质住宅要提供全龄友好的公共空间和人性化、弹性的套内功能以及高效合理的厨房、卫生间和机电设备配置，确保居住空间的舒适度和绿色节能。</p><p style="text-align: left;">三是通过精细的设计和尽可能的工业化建筑部品加工与安装，确保居住建筑的最终品质。</p><p style="text-align: left;">四是科学完善的运维管理，让所有建筑系统在理想的状态中运行，让使用者获得良好的居住体验。 </p><p style="text-align: left;"><strong>钱嘉宏：</strong>住房是每个家庭日常生活和使用的最基本场所，居住者的真实感受是判断好房子的重要标准。基于居住者的视角，探究住在房子里的人及其家庭的真实需求与感受，才能设计建造出真正的好房子。通过长期的设计实践，我们发现百姓心目中好房子具有以下几个特点：</p><p style="text-align: left;">一是优良的地理位置。区位选址是评价住区是否宜居的重要因素之一，好的区位往往具有安静、安全、适合居住的自然环境，同时交通出行、停车便利，周边商业、教育、医疗等配套设施相对完善。</p><p style="text-align: left;">二是优美的绿色环境。居住区内外的环境是住房品质重要组成部分。首先，好房子位于环境优美的街区，拥有良好的城市界面和毗邻公园、城市绿地等优质资源；其次，具有良好的绿化景观小区环境、休闲健身活动场地与设施，给居民提供一个舒适便捷的归家路线和高品质的住区环境。</p><p style="text-align: left;">三是优秀的建筑性能。房子的建筑质量和性能是生活品质的保障，除了应达到国家相关规范标准以外，好房子应该符合绿色低碳、智能安全建设要求，提高防水防潮、隔声保温、采光通风等性能，实现住房品质长久。</p><p style="text-align: left;">四是优质的户型产品。住宅产品定位要围绕着市场、客群定位来确定。好房子应满足居住者的个性化需求和全生命周期使用要求。</p><p style="text-align: left;">五是高质量的建筑外观。好的建筑立面既要符合上位规划风貌要求，又能满足居住者的归属感与自豪感，符合地域文脉。</p><p style="text-align: left;">六是优秀的物业服务。全方位的好住区、好房子需要提高后期物业管理、维修维护水平，实现服务好。 </p><p style="text-align: left;"><strong>刘晓钟：</strong>什么是好房子？只要住户满意，使用方便合理，质量达到标准，没有质量通病，就是好房子，这是最基本的要求和标准。好房子不分档次，不论高低，只要适合用户的要求即可。当然住宅有许多类型和品种，只要它对应的住户、人群满意，就是好的。不是只有高大上的豪宅和高科技集成的商品房，安置房、政策房也可以成为好房子。关键是适合、适宜、恰当合理。任何事情都是要按照客观发展规律去办，要尊重客观规律和事实才能可持续长久发展下去。</p><p style="text-align: left;"><em><strong>结合经验，对北京市推进高品质商品住宅有何建议？</strong></em></p><p style="text-align: left;"><strong>邵韦平强调：</strong>一是要让更多的优秀设计人才参与高质量住宅的建设计划。要重视设计对住宅品质的影响，要以最终使用者的需要为导向，深入了解现代居住建筑的设计规律，用创新的构思和精细的设计深化去应对住宅的设计挑战。</p><p style="text-align: left;">二是加强对新的“设计导则”的宣贯，转变陈旧的设计观念和粗放的设计习惯，基于设计、建造和运维全过程视角，通过建筑师负责制机制，为北京城市成就更多高质量居住建筑。</p><p style="text-align: left;">三是除了新建的住区项目，建议重视对已建成的既有住宅和老旧小区改造和品质提升，通过创新的设计和科学的建造工法，完善住区功能，充分利用存量的空间资源，让生活在老旧住区的居民享受与新建住区同等水平的生活条件。 </p><p style="text-align: left;"><strong>钱嘉宏：</strong>高品质住宅建设离不开政策引领，同时也离不开全产业链开发、设计、施工、运营的各方主体围绕好房子建设统一认知、统一建设目标，下力气从全过程精心设计、精心施工、精心服务，推动住宅品质全面提升。</p><p style="text-align: left;">“好房子”建设是一个系统工程，需要全产业链技术创新，发展新质生产力。倪虹部长提出“好房子”建设需要在“好标准、好设计、好材料、好建造、好服务”五个方面下功夫。要做到“五好”，离不开发展新质生产力，只有不断提升科技创新和可持续发展能力，发展新质生产力，才能推动“好房子建设”目标落地实施。 </p><p style="text-align: left;"><strong>刘晓钟提到：</strong>住宅是商品，商品就要按照生产产品的规律去设计、建造、管理。高品质住宅首先要体现的就是产品的品质，要达到标准，让人们满意和喜欢。作为建筑师，应该仔细研究人们的需求和使用变化，了解未来的发展和变化。一点一滴地从基本上做起，使每一种材料、每一个做法和工艺都达到质量上的保证和要求。精心设计，实实在在地花好每一分钱，把每一个项目和住宅都当作自己未来要用的房子。让房子成为先让自己满意、再让住户满意、最后大家都满意的好房子。</p><p
