Abdullayev</a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>In this paper, multiple criteria decision making analysis technique, is presented for ranking and selection of a set of determined alternatives - fighter aircraft - which are associated with a set of decision factors. In fighter aircraft design, conflicting decision criteria, disciplines, and technologies are always involved in the design process. Multiple criteria decision making analysis techniques can be helpful to effectively deal with such situations and make wise design decisions. Multiple criteria decision making analysis theory is a systematic mathematical approach for dealing with problems which contain uncertainties in decision making. The feasibility and contributions of applying the multiple criteria decision making analysis technique in fighter aircraft selection analysis is explored. In this study, an integrated framework incorporating multiple criteria decision making analysis technique in fighter aircraft analysis is established using entropy objective weighting method. An improved integrated multiple criteria decision making analysis method is utilized to aggregate the multiple decision criteria into one composite figure of merit, which serves as an objective function in the decision process. Therefore, it is demonstrated that the suitable multiple criteria decision making analysis method with decision solution provides an effective objective function for the decision making analysis. Considering that the inherent uncertainties and the weighting factors have crucial decision impacts on the fighter aircraft evaluation, seven fighter aircraft models for the multiple design criteria in terms of the weighting factors are constructed. The proposed multiple criteria decision making analysis model is based on integrated entropy index procedure, and additive multiple criteria decision making analysis theory. Hence, the applicability of proposed technique for fighter aircraft selection problem is considered. The constructed multiple criteria decision making analysis model can provide efficient decision analysis approach for uncertainty assessment of the decision problem. Ardil</a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>This paper presents a multiple criteria evaluation analysis for airline quality rating using the preference analysis for reference ideal solution (PARIS) and the technique for order of preference by similarity to ideal solution (TOPSIS) approaches. The airline quality rating was developed as an objective method for assessing airline quality on combined multiple performance criteria and the importance weights of criteria. The selected multiple performance criteria were determined as on-time arrivals, mishandled baggage, involuntary denied boardings, and consumer complaints. Ardil</a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>The decision to select an unmanned combat aircraft is complicated since several options and conflicting criteria must be considered at simultaneously. When making multiple criteria decision, it is important to consider the selected evaluation criteria, including priceability, payloadability, stealthability, speedability , and survivability. The fundamental goal of the study is to select the best unmanned combat aircraft by taking these evaluation criteria into account. The optimal aircraft was chosen using the fuzzy proximity measure method, which enables decision-makers to designate preferences as standard fuzzy set numbers during the multiple criteria decision-making process. To assess the applicability of the proposed approach, a numerical example is provided. Ardil</a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>A multiple-criteria decision support system is proposed for the best aircraft selection decision. Various strategic, economic, environmental, and risk-related factors can directly or indirectly influence this choice, and they should be taken into account in the decision-making process. The paper suggests a multiple-criteria analysis to aid in the airline management's decision-making process when choosing an appropriate aircraft. In terms of the suggested approach, an integrated entropic preference optimization programming (POP) for fleet modeling risk analysis is applied. The findings of the study of multiple criteria analysis indicate that the A321(neo) aircraft type is the best alternative in this particular optimization instance. Neutrosophic multiple criteria decision analysis methods are used to analyze the neutrosophic environment and give results under uncertainty and incompleteness. Neutrosophic numbers are used to evaluate alternatives over a set of evaluation criteria in decision making problems. The selection of military aircraft is a process consisting of contradictory goals and objectives. When a modern air force needs to choose fighter aircraft to upgrade existing fleets, a multiple criteria decision making analysis and scenario planning for defense acquisition has been put forward. The selection of fighter aircraft for the air defense force is a strategic decision making process, since the purchase or lease of fighter jets, maintenance and operating costs and having a fleet is the biggest cost for the air force. Multiple criteria decision making analysis methods are effectively applied to facilitate decision making from various available options. The selection criteria were determined using the literature on the problem of fighter aircraft selection. The selection of fighter aircraft to be purchased for the air defense forces is handled using a multiple criteria decision making analysis technique that also determines a suitable methodological approach for the defense procurement and fleet upgrade planning process. Using two-dimensional fuzzy numbers, three decision makers evaluated three aircraft alternatives according to seven decision criteria. Ardil</a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>The paper presents a multiple criteria decision making analysis process to determine the most suitable regional aircraft type according to a set of evaluation criteria. The main purpose of this study is to use different decision making methods to determine the most suitable regional aircraft for aviation operators. In this context, the nine regional aircraft types were analyzed using multiple criteria decision making analysis methods. Preference analysis for reference ideal solution (PARIS) was used in regional aircraft selection process. The findings of the proposed model show that the ranking results of the multiple criteria decision making models are consistent with each other, and the proposed method is efficient, and the results are valid. The implementation of decision support systems is considered crucial to sustain competitive advantage and profitability persistence in turbulent environment. As an effective strategic management and decision making is necessary, multiple criteria decision making analysis supports the decision makers to formulate and implement the right strategy. The investment cost associated with acquiring the property and facility construction makes the facility location selection problem a long-term strategic investment decision, which rationalize the best location selection which results in higher economic benefits through increased productivity and optimal distribution network. Selecting the proper facility location from a given set of alternatives is a difficult task, as many potential qualitative and quantitative multiple conflicting criteria are to be considered. This paper solves a facility location selection problem using preference programming, which is an effective multiple criteria decision making analysis tool applied to deal with complex decision problems in the operational research environment. However, sometimes these theories are not sufficient to model indeterminate and inconsistent information encountered in real-life problems. To overcome this insufficiency, the neutrosophic set, which is useful in practical applications, is proposed, triangular neutrosophic numbers and trapezoidal neutrosophic numbers are examined, their definitions and applications are discussed. In this study, a decision making algorithm is developed using neutrosophic set processes and an application is given in fighter aircraft selection as an example of a decision making problem. It is possible to choose the best aircraft supplier and deliver efficiency in terms of cost, quality, delivery time, economic status, and institutionalization if a systematic supplier selection approach is used. In this study, an effective multiple criteria decision-making methodology, proximity measure method (PMM), is used within a fuzzy environment based on the vague structure of the real working environment. The fighter aircraft evaluation and selection decision making problem is modeled in a fuzzy environment with triangular fuzzy numbers. <span style="background-color: initial;">The fuzzy decision information related to the fighter aircraft selection problem is taken into account in ordering the alternatives and selecting the best candidate. The basic fuzzy TOPSIS procedure steps transform fuzzy decision matrices into matrices of alternatives evaluated according to all decision criteria. Ardil</a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>Fighter aircraft selection is one of the most critical strategies for defense multiple criteria decision-making analysis to increase the decisive power of air defense and its superior power in the defense strategy. Vague set theory is an adequate approach for modeling vagueness, uncertainty, and imprecision in decision-making problems. This study integrates vague set theory and the technique for order of preference by similarity to ideal solution (TOPSIS) to support fighter aircraft selection. The proposed method is applied in the selection of fighter aircraft for the Air Force. In the proposed approach, the ratings of alternatives and the importance weights of criteria for fighter aircraft selection are represented by the vague set theory. Finally, an illustrative example for fighter aircraft selection is given to demonstrate the applicability and effectiveness of the proposed approach. The fighter aircraft candidates were selected under six criteria including costability, payloadability, maneuverability, speedability, stealthility, and survivability. Analysis results show that the best fighter aircraft is selected with the highest closeness coefficient value. With the composite programming approach, a set of alternatives are compared using an optimality measure that gauges how far apart they are from the optimum solution. In this paper, some key factors (range, battery, engine, maximum speed, acceleration) that customers should consider while purchasing an electric passenger car for daily use are discussed. Ardil</a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>The selection of an Unmanned Aerial Vehicle (UAV) involves complex decision-making due to the evaluation of numerous alternatives and criteria simultaneously. This process necessitates the consideration of various factors such as payload capacity, maximum speed, endurance, altitude, avionics systems, price, economic life, and maximum range. This study aims to determine the most suitable UAV by taking these criteria into account. To achieve this, the standard fuzzy set methodology is employed, enabling decision-makers to define linguistic terms as references. A practical numerical example is provided to demonstrate the applicability of the proposed approach. Ardil</a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>This paper introduces a new method for multiplecriteria decision making (MCDM) that avoids order reversal and ensures consistency in decision-making. The proposed method involves range targeting of benefit and cost criteria vectors for range normalization of the initial decision matrix. The Reference Linear Combination (RLC) is used to avoid the rank reversal problem. The preference order generated from the target score matrix does not require relative comparisons between alternatives but relies on a chosen reference solution point after transforming the original decision matrix into an MCDM problem by specifying the minimum and maximum bounds of each criterion. The decision criteria and aircraft alternatives were identified from the literature review. The importance of criteria weights was determined by the standard deviation method. The proposed model is applied to a practical decision problem for evaluating and selecting advanced jet trainer and light attack aircraft. The proposed technique gives robust and efficient results in modeling multiple criteria decisions. Ardil</a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>Unmanned combat aircraft (UCA) are expanding significantly in several defense industries, along with artificial intelligence improvements in highly precise technology. UCA is crucial in military settings for targeting enemy elements, and objects. UCA is also utilized for highly precise reconnaissance and surveillance tasks. To select the best alternative for critical missions, a methodical and effective strategy for UCA selection is required. Multiple criteria decision-making (MCDM) methodologies are ideally equipped to handle the complexity of alternative aircraft selection. To analyze UCA alternatives for the selection process, an integrated methodology built on the objective criteria weights and preference analysis for reference ideal solution (PARIS). First, the weights of essential elements are determined using the average weight (AW), standard deviation (SW) and entropy weight (EW) approach. The weights of the evaluation criteria affect the decision-making process. The aircraft choices in the decision problem are then ranked using objective criteria weights along with the PARIS technique. Ardil</a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>Aircraft have different capabilities and specifications according to the required strategic goals and objectives in operations. With various types on the market with different aircraft characteristics, it becomes difficult to select a suitable aircraft for certain operations and requirements. The entropy weighting method (EWM) is a useful, highly consistent, and reliable method for obtaining the weights of the criteria and is worth integrating with the decision uncertainty distance (DUD) method, which is more applicable and requires less computation than other methods. An illustrative example is presented to demonstrate the validity and usability of the proposed methodology. Comparing the ranking results matches the distance-based approach, which is the technique for order preference by similarity to ideal solution (TOPSIS) method, which shows the robustness of the entropy DUD hybrid method. The evaluation criteria governing the decision analysis process are determined from the literature for the three existing military combat aircraft. Military fighter aircraft selection problem is structured using "preference analysis for reference ideal solution (PARIS)” approach in multiple criteria decision analysis (MCDMA). <span style="background-color: initial;">Systematic comparisons were made with existing MCDMA methods (PARIS, and TOPSIS) to verify the stability and accuracy of the results obtained. The proposed integrated MCDMA systematic approach is expected to address the issues encountered in the aircraft selection process. The study aims to propose a systematic and comprehensive framework by focusing on the perspective of freighter aircraft selection. In order to achieve this goal, an integrated entropic programming approach was proposed to evaluate and rank alternatives. The decision criteria and aircraft alternatives were identified from the research data analysis. The objective criteria weights were determined by the mean weight method and the standard deviation method. The proposed entropic programming model was applied to a practical decision problem for evaluating and selecting freighter aircraft. The proposed entropic programming technique gives robust, reliable, and efficient results in modeling decision making analysis problems. The selection of an optimal, efficient and reliable fleet, network and operations planning policy is one of </span><span style="background-color: initial;">the most important factors in aircraft selection problem. Given that decision making in aircraft selection involves the consideration of a </span><span style="background-color: initial;">number of opposite criteria and possible solutions, such a selection can be considered as a multiple criteria decision making analysis </span><span style="background-color: initial;">problem. This study presents a new integrated approach to decision making by considering the multiple criteria utility theory and the </span><span style="background-color: initial;">maximal regret minimization theory methods as well as aircraft technical, economical, and environmental aspects. </span><span style="background-color: initial;">Multiple criteria decision making analysis method uses different normalization techniques to allow criteria to be aggregated with </span><span style="background-color: initial;">qualitative and quantitative data of the decision problem. Therefore, selecting a suitable normalization technique for the model is also a </span><span style="background-color: initial;">challenge to provide data aggregation for the aircraft selection problem. To compare the impact of different normalization techniques on the decision problem, the vector, linear (sum), linear (max), and linear (max-min) data normalization techniques were identified to evaluate aircraft selection problem. </span><span style="background-color: initial;">As a logical implication of the proposed approach, it enhances the decision making process through enabling the decision maker to: (i) </span><span style="background-color: initial;">use higher level knowledge regarding the selection of criteria weights and the proposed technique, (ii) estimate the ranking of an alternative, under different data normalization techniques and integrated criteria weights after a posteriori analysis of the final rankings of alternatives. A set of commercial passenger aircraft were considered in order to illustrate the proposed approach. The obtained results of the proposed approach were compared using Spearman's rho tests. The multiple criteria aircraft evaluation approach is based on the integrated the mean weight, entropy weight, PARIS, and TOPSIS method, which eliminates the subjective importance weight assignment process. The evaluation criteria were identified from an extensive literature review of aircraft selection process. The aim of this study is to propose an efficient methodology for handling the aircraft selection process in which the proposed method solves effectively the MCDMA problem. The decision making process requires the prior definition and fulfillment of certain factors, especially when it comes to complex areas such as aircraft selection problems. The proposed technique gives more efficient results by extending the composite programming and compromise programming, which are widely used in modeling multiple criteria decisions. The proposed model is applied to a practical decision problem for evaluating and selecting aircraft problems.<span style="background-color: initial;">A selection of aircraft was made based on the proposed approach developed in the field of multiple criteria decision making. The model presented is solved by using the following methods: composite programming, and compromise programming. The importance values of the weight coefficients of the criteria are calculated using the mean weight method. The evaluation and ranking of aircraft are carried out using the composite programming and compromise programming methods.</span><span style="background-color: initial;"> In order to determine the stability of the model and the ability to apply the developed composite programming and compromise programming approach, the paper analyzes its sensitivity, which involves changing the value of the coefficient λ and q in the first part. The second part of the sensitivity analysis relates to the application of different multiple criteria decision making methods, composite programming and compromise programming. Traditional methods often struggle to incorporate subjective factors and uncertainties inherent in complex systems like stealth aircraft. Determinate fuzzy preference programming addresses this limitation by leveraging the strengths of determinate fuzzy sets. The proposed novel multiple criteria decision-making algorithm integrates these concepts to consider aspects and criteria influencing aircraft performance. This approach aims to provide a more holistic assessment by enabling decision-makers to observe positive and negative outranking flows simultaneously.
