The group Young Conservatives of Texas, for example, has said that rolling back the clock on tuition deregulation is its top priority for the session</p><p>“The Texas Legislature must reassess how we manage our public universities and consider whether the deregulation policies enacted over a decade ago still make sense for our students,” state Sen. Charles Schwertner, R-Georgetown, wrote in a TribTalk column in late 2014.</p><p>Some veteran lawmakers have stood by the decision to deregulate tuition, which was made with the understanding that universities needed alternative revenue sources since the Legislature was unable to provide the necessary support. Regulating tuition would cut off that option for the schools.</p><p>Recently, there have been efforts to curb tuition increases short of re-regulating it. For example, all public universities in the state now offer tuition plans that guarantee a flat rate for four years.
