Ao instituir a cidadania da União e ao criar um espaço de liberdade, segurança e justiça, coloca o ser humano no cerne da sua ação».</p> <p>A Carta reúne num texto único todos os direitos individuais, civis, políticos, económicos e sociais de que as pessoas usufruem na UE e que são vinculativos para as instituições europeias e os Estados-Membros quando aplicam o direito da UE.</p> <p>Um nacional de um Estado-Membro, para além de ter a nacionalidade desse país, é sempre cidadão da União Europeia. Os direitos inerentes à cidadania da UE incluem, nomeadamente, o direito de livre circulação e residência no território da UE.
