La candidata de centro-izquierda Sandra Torres, del partido Unidad Nacional de la Esperanza (UNE), lideró los resultados con el <a href="https://web.archive.org/web/20190620150235/https://nomada.gt/elecciones-guatemala-2019/" target="_blank" rel="noopener">25,7 por ciento</a> de los votos. Torres ha sido acusada de aceptar<a href="https://web.archive.org/web/20190620150235/https://www.efe.com/efe/america/politica/la-justicia-frena-el-afan-presidencial-de-exfiscal-guatemala-thelma-aldana/20000035-3977245" target="_blank" rel="noopener"> 2,5 millones de dólares</a> en fondos de campaña ilícitos y no declarados. Cuando Aldana anunció su candidatura a la presidencia, se <a href="https://web.archive.org/web/20190620150235/https://www.bbc.com/mundo/noticias-america-latina-47662687" target="_blank" rel="noopener">presentaron dieciocho denuncias y querellas en su contra</a>, un juez emitió una orden de arresto y una corte le <a href="https://web.archive.org/web/20190620150235/https://www.efe.com/efe/america/politica/la-justicia-frena-el-afan-presidencial-de-exfiscal-guatemala-thelma-aldana/20000035-3977245">prohibió que contendiera</a> <em>un día antes</em> de que su candidatura se volviera oficial; todo por cargos fabricados y falsos. Para entonces, Aldana lideraba las encuestas de intención de voto.</p> <p class="story-body-text story-content" data-para-count="441" data-total-count="2634" data-intl-total-words="412" id="story-continues-9" tabindex="-1">La consigna unificadora en esta elección ha sido que no importa quién gane la presidencia, mientras no sea Aldana. Por eso los resultados de la primera vuelta fueron extremadamente fragmentados: <a href="https://web.archive.org/web/20190620150235/https://nomada.gt/pais/elecciones-2019/giammattei-20-anos-de-candidato-y-una-coleccion-de-criminales-cerca-suyo/" target="_blank" rel="noopener">Alejandro Giammattei</a>, quien quedó en segundo lugar de los diecinueve aspirantes, recibió menos del <a href="https://web.archive.org/web/20190620150235/https://resultados2019.tse.org.gt/201901/" target="_blank" rel="noopener">15 por ciento</a> de los votos. En 2018, un año después de que la Cicig investigara y acusara a Morales de financiamiento ilícito de su campaña de 2015, el presidente le prohibió ilegalmente la entrada al país a su comisionado, Iván Velásquez, y más tarde revocó el mandato de la comisión, que cerrará sus puertas en septiembre.</p> <p class="story-body-text story-content" data-para-count="445" data-total-count="3523" data-intl-total-words="549" id="story-continues-12" tabindex="-1">La comisión tiene una lista extensa de logros. En febrero de este año, la Cicig dio a conocer las pruebas de las acusaciones contra Sandra Torres. Y, gracias a sus esfuerzos, <a href="https://web.archive.org/web/20190620150235/https://www.prensalibre.com/guatemala/justicia/uno-de-cada-5-diputados-tiene-lios-con-la-ley/" target="_blank" rel="noopener">33 diputados en funciones</a>, una quinta parte de la legislatura, son investigados por corrupción, aunque su estatus como legisladores les otorga inmunidad. Estos políticos pertenecen al influyente bloque parlamentario conocido en Guatemala como el <a href="https://web.archive.org/web/20190620150235/https://nomada.gt/blogs/los-integrantes-del-pacto-de-corruptos-estan-envalentonados-pero-tienen-miedo/" target="_blank" rel="noopener">Pacto de Corruptos</a>.</p> <p class="story-body-text story-content" data-para-count="453" data-total-count="3976" data-intl-total-words="618" id="story-continues-13" tabindex="-1">Morales y el Pacto de Corruptos planearon y manipularon estas elecciones para protegerse de las investigaciones en su contra y fueron respaldados por otras personas decididas a evitar los desafíos democráticos que ponen en riesgo el <em>statu quo</em> corrupto del país. (De acuerdo con la Cicig, en las últimas dos elecciones, los partidos políticos guatemaltecos han obtenido el <a href="https://web.archive.org/web/20190620150235/https://www.theguardian.com/world/2019/jun/13/guatemala-election-corruption-creeps-in-again-four-years-after-uprising?fbclid=IwAR2wNxVXvgMoUv-njdzyk2XTauOfeY6cALQVdtDCbU1p9hWrNZs7F1HsYTk" target="_blank" rel="noopener">50 por ciento</a> de su financiamiento del crimen organizado y la corrupción).</p> <p class="story-body-text story-content" data-para-count="690" data-total-count="4666" data-intl-total-words="731" id="story-continues-14" tabindex="-1">La Cicig también proporcionó las pruebas por las que Alba Elvira Lorenzana Cardona, esposa del magnate de medios Remigio Ángel González, cuyo monopolio en la televisión abierta guatemalteca ha jugado un papel similar al de Fox News con Donald Trump a favor de Morales y en contra de la comisión, <a href="https://web.archive.org/web/20190620150235/https://es.insightcrime.org/noticias/noticias-del-dia/interpol-emite-orden-arresto-contra-prominente-empresaria-guatemala/" target="_blank" rel="noopener">se convirtió en fugitiva de la justicia</a>. En una década, la Cicig ha procesado a más de <a href="https://web.archive.org/web/20190620150235/https://www.cicig.org/cicig/informes_cicig/informe-de-labores/xi-informe-anual-de-labores-de-la-cicig/" target="_blank" rel="noopener">680 personas</a> y sus esfuerzos han llevado a prisión a dos presidentes, a militares, a líderes empresariales corruptos y a narcotraficantes. Los más célebres de ellos, como es el caso de Pérez Molina, se encuentran en la prisión militar Mariscal Zavala, <a href="https://web.archive.org/web/20190620150235/https://www.theguardian.com/world/2019/jun/13/guatemala-election-corruption-creeps-in-again-four-years-after-uprising?fbclid=IwAR2wNxVXvgMoUv-njdzyk2XTauOfeY6cALQVdtDCbU1p9hWrNZs7F1HsYTk" target="_blank" rel="noopener">desde donde aún ejercen su influencia</a>.</p> <p class="story-body-text story-content" data-para-count="115" data-total-count="4781" data-intl-total-words="750" id="story-continues-15" tabindex="-1">Si analizamos estos comicios como el acto de crimen organizado que está siendo, Morales es el culpable más obvio.</p> <p class="story-body-text story-content" data-para-count="658" data-total-count="5439" data-intl-total-words="860" id="story-continues-16" tabindex="-1">La Cicig es por mucho la institución más popular en Guatemala, tiene un índice de aprobación del <a href="https://web.archive.org/web/20190620150235/https://www.cicig.org/apoyo-ciudadano/poblacion-guatemalteca-apoya-labor-de-la-cicig/" target="_blank" rel="noopener">72 por ciento</a>. ¿Qué motivaría a un candidato presidencial a oponerse a la comisión? Sin embargo, si Aldana hubiera estado en la boleta, habría sido la única aspirante con altas intenciones de voto a favor de renovar el mandato de la comisión. Y, a menos que se produzca un giro inesperado —como que Torres o Giammattei prometan apoyar a Cicig para ganar votos al tiempo que traicionan a sus partidarios más poderosos, y, en el caso de Torres, estar dispuesta a enfrentar a un juicio próximo—, esta elección significa el final de la comisión.</p> <div id="MiddleRight2" class="ad ad-placeholder middle-right-ad nocontent robots-nocontent"></div> <p class="story-body-text story-content" data-para-count="233" data-total-count="5672" data-intl-total-words="892" id="story-continues-17" tabindex="-1">Cuando escribo sobre Guatemala para los lectores estadounidenses —como he hecho ocasionalmente en los últimos treinta años—, siempre tengo que responder a la pregunta de por qué debería importarles este país centroamericano.</p> <p class="story-body-text story-content" data-para-count="593" data-total-count="6265" data-intl-total-words="983" id="story-continues-18" tabindex="-1">En muchos sentidos, estas elecciones dicen más sobre el Estados Unidos actual que sobre Guatemala. Es una idea generalizada en Guatemala que el gobierno de Donald Trump fue el facilitador activo de Morales y sus aliados. “El país seguirá estando bajo el control de las mafias que lograron expulsar a la Cicig gracias únicamente al apoyo de Trump”, me dijo mi amigo Manfredo Marroquín, quien dirigió la organización de la sociedad civil Acción Ciudadana y fue uno de los pocos candidatos presidenciales prometedores pero poco reconocidos que representaba a los partidos marginales.</p> <p class="story-body-text story-content" data-para-count="752" data-total-count="7017" data-intl-total-words="1101" id="story-continues-19" tabindex="-1">Sin embargo, Morales, un excomediante de la televisión que realizaba montajes cómicos <a href="https://web.archive.org/web/20190620150235/https://www.washingtonpost.com/news/worldviews/wp/2015/09/19/jimmy-morales-used-to-do-black-face-comedy-hes-now-poised-to-be-guatemalas-president/" target="_blank" rel="noopener">con el rostro pintado de negro</a>, sabe cómo congraciarse con Trump. Al igual que el mandatario estadounidense, pone sus intereses corruptos por encima de los de su país, sobre todo por encima de los ciudadanos más marginados y pobres —en este caso, las poblaciones mayas de las zonas rurales, quienes han estado huyendo en grandes cantidades de la violencia cruda, la pobreza y la falta de oportunidades en Guatemala—. “Siria sin guerra” es como Marroquín describe la situación en el país y predice que habrá un aumento de refugiados desesperados a medida que las mafias corruptas vayan intensificando su control sobre el gobierno y las instituciones.</p> <p class="story-body-text story-content" data-para-count="548" data-total-count="7565" data-intl-total-words="1187" id="story-continues-20" tabindex="-1">Estas elecciones guatemaltecas han sido una representación fiel de la falta de respeto a los valores democráticos fundamentales, las instituciones y el Estado de derecho que comparten Morales, Trump y sus simpatizantes. Lo que ha sucedido en Guatemala ha sido una coproducción y probablemente sea la expresión más paradigmática de la visión que tiene Trump de lo que es un gobierno democrático. Estas elecciones son un indicador alarmante del mundo que le gustaría ver a Trump y que está tratando de formar. Todos debemos poner atención.</p> <p class="story-body-text story-content" data-para-count="1011" data-total-count="8576" data-intl-total-words="1350" id="story-continues-21" tabindex="-1">La democracia de Guatemala, por la que se luchó tanto durante estos años y <a href="https://web.archive.org/web/20190620150235/https://www.nytimes.com/es/2019/06/11/guatemala-elecciones/" target="_blank" rel="noopener">especialmente en 2015</a>, ahora está casi extinta. Sin embargo, hay señales paradójicas de vida: la participación electoral fue más baja que en las dos elecciones anteriores, algo que no suele ser una señal de vida, pero en este caso lo es, refleja el rechazo generalizado al <em>statu quo</em>. Otra señal es que se presentaron candidatos alentadores, como Marroquín, que quizá obtuvieron visibilidad para el futuro. La más importante entre estas nuevas figuras es <a href="https://web.archive.org/web/20190620150235/https://www.plazapublica.com.gt/content/thelma-cabrera-la-lideresa-que-quiere-cambiar-el-sistema-desde-dentro" target="_blank" rel="noopener">Thelma Cabrera</a>, una candidata indígena maya mam que viene de un partido campesino poco conocido, con escasa infraestructura y financiamiento limitado, pero quien recibió el apoyo de Aldana cuando salió de la boleta. En el último conteo, Cabrera quedó en el cuarto lugar de la votación y algunos dicen que si la elección hubiera durado dos semanas más, habría pasado a la segunda ronda.
