For Iraqis, the documents and transcripts which were part of a massive state archive that American forces captured after they invaded Iraq in 2003 are considered a treasure and part of Iraq’s national heritage which should be returned to Iraq.</p> <p> <div style="border-bottom: black 1px solid; border-left: black 1px solid; padding-bottom: 5px; margin: 5px 0px 5px 15px; padding-left: 5px; width: 48%; padding-right: 5px; float: right; border-top: black 1px solid; border-right: black 1px solid; padding-top: 5px"> <p>All the archive of Saddam’s era were taken to the US after the invasion and Iraqis want them back, writes Salah Nasrawi</p> </p></div> <p> A very small portion of the documents, which include notes and recorded meetings, were made available to a few American and British media outlets and researchers last week, raising eyebrows among many Iraqis about the morality, legal responsibility and academic honesty of keeping and re-examining foreign documents seized during occupation. What makes the matter worse is that Iraqis have had no access to these documents and no single Iraqi expert participated at the discussions co-sponsored by the National Defence University and the Woodrow Wilson International Center for Scholars in Washington, though they were supposed to provide new perspectives on Iraq under Saddam.</p> <p>Among the documents released were some which give a highly unusual look into Saddam’s most intimate thoughts and his calculations and perceptions of foreign affairs, such as American policy, Iran, Turkey, and relations with his Arab neighbours. align="right"> <p>تحل اليوم الذكرى الثامنة لاحتلال العراق، والبلد لا يزال ينزف دما، ولا تزال ذاكرة الشعب العراقي مزدحمة بالمآسي والفظاعات التي ترتكب بحقّه وبحق العراق بلا توقّف، منذ عام 2003 وحتى اليوم. يوم التاسع عشر من آذار كان شاهدا على واحدة من أبشع الجرائم في العصر الحديث إن لم يكن أبشعها على الاطلاق، حين ذبح العراق و"اغتصبت" عاصمة الرشيد على مرأى ومسمع العالم كله، دون أن يحرّك أحد ساكنا. في مثل هذا اليوم احتلت بغداد، ودمرت بسلاح الابادة الشامل في جريمة لم يشهد التاريخ مثيلا لها. بعد ثمان سنوات عجاف مرت على ذلك المشهد الهوليودي المعد باحتراف في ساحة الفردوس، والذي اعلن فيه عن بداية الاحتلال الأمريكي لبلاد النهرين وازاحة نظام صدام حسين، يحق لنا ان نسال ما النتيجة التي تحققت على ارض الواقع، واين يقف هذا البلد بعد هذه السنوات من الاحتلال؟. الواقع أن هناك نتائج يمكن القطع بها دون ريب وقد تحقق ظهورها ولا يمكن الجدال في درجة مصداقيتها ولا يوجد عاقل حتى في الإدارة الأمريكية يمكنه أن يتبرع للطعن بجملة هذه الحقائق الدامغة، فضلا عن أن تجد لها من يحاول الدوران حولها من أي مكان آخر في هذا العالم المفتوح اليوم تقنياً على مصراعيه. ابرز انجازات الاحتلال الأمريكي لبلاد ما بين النهرين وعاصمة الرشيد اليوم، هي صناعة نهر من الدماء العراقية إلى جانب نهري دجلة والفرات واقامة محرقة عراقية مفتوحة تلتهم مئات العراقيين يوميا، وبات العراقيون يبيتون على جريمة بشعة ويصحون على اخرى، وتختلف الجرائم المستهدفة للمدنيين حسب البرمجة السياسية للاحتلال، وحسب الحاجات الآنية وتوافقها مع رغبات البيت الأبيض الأمريكي. ومنذ ان عين الحاكم الأمريكي السابق في العراق بول بريمر اعضاء مجلس الحكم المنحل وفق المحاصصة الطائفية والعرقية التي رأت فيها الادارة الامريكية التركيبة الأفضل لأحكام سيطرتها على العراق، ومنذ ان اعلن الشعب العراقي رفضه للاحتلال ومحاصصته عن طريق المقاومة، حتي بدأت جرائم القتل الجماعي، بأبشع الصور، وبشكل أذهل العراقيين، على الرغم من كل ما مروا به على مدى العصور من انظمة قمعية وحروب. مضافا الى ذلك المؤشرات التي  تحدثت عن استشهاد اكثر من  655 الف عراقي منذ غزو العراق في آذار 2003 . في حين وصل الامر بالبعض للقول بان الرقم وصل الى المليون شهيد، وايا كان الرقم فان الامر برمته يعطي انطباعا اقرب الى ان نطلق عليه كارثية هولوكوستية بكل ما يحمله هذا المصطلح من مضامين وتداعيات واستخلاصات اجرامية لم يشهدها التاريخ. ومما يعزز هذه الصورة الكارثية ان مفوضية اللاجئين التابعة للأمم المتحدة اكدت على "أن اربعة ملايين عراقي نزحوا داخليا أو الى خارج البلاد جراء الاوضاع الامنية في حين تتحدث المعطيات العراقية عن نحو اربعة ملايين لاجىء عراقي". وما يفاقم الكارثة العراقية ان هذه الاوضاع لن تتوقف وفقا لرؤية الخبراء والمحللين، اذ اكد المحلل الاستراتيجي في مركز الدراسات الاستراتيجية والدولية في واشنطن انتوني كوردسمان ان حظوظ الجيش العراقي الذي تعول واشنطن على بنائه في حفظ الأمن والاستقرار في العراق لا تتجاوز 50 في المائة، مستبعدا ان تستقر الأوضاع في البلد المحتل قبل العام 2012 ان لم يكن 2015. وهو ما ذهب إليه أيضا رئيس أركان الجيش الأمريكي الجنرال بيتر شوميكر الذي أكد ان مستوى القوات الأمريكية في العراق سيبقى كما هو إلى حين حلول العام 2010. وكل هذه المعطيات لا تشكل عمليا سوى غيض من فيض جملة حقائق مرعبة تمس صميم المشهد العراقي وجرائم الاحتلال الامريكي ضد كافة بنى ومقومات وجود الوطن العراقي والحياة العراقية. الذكرى الأليمة تأتي اليوم وفق معطيات جديدة بدا المشهد العراقي يتلمسها، على رأسها تنامي روح الثورة الشعبية في داخل المواطن العراقي الذي لا يزال يخرج يوميا وأسبوعيا إلى الشوارع العراقية من أجل إدانة الإحتلال الأمريكية ورموزه وأتباعه الذين خلفهم في العراق والذين لم يهتموا بالمواطن العراقي الذي يعاني الأمرين في متابعة حياته العادية، وسط فساد كبير للسياسيين العراقيين.  معطى الثورة يكاد يكون بداية التغيير الحقيقي في العراق، حيث ستعمل أفرازات هذه الثورة على بلورة واقع عراقي يرفض تماما الإحتلال ورموزه وأتباعه من العراقيين، وبالتالي فالجميع سيغادر عاجلا أم أجلا بعيدا عن العراق ويترك البلد لأهله وشبابه لبنائه من جديد. ان هذه المناسبة تستدعي اليوم اكثر من اي وقت مضى القوى الوطنية العراقية والنخب العراقية بشكل خاص الى العمل من اجل توحيد صفوفها للنهوض بمشروع ميداني شامل للتصدي للاحتلال ورموزه واستعادة المبادرة في اطار الدفاع عن الكيان العراقي وانقاذه من حالة التدهور والانهيار الراهنة، واسقاط العملية السياسية المستضلة بقوات الاحتلال والقمع الدموي للحكومات العميلة له، ودعم الثورة الجماهيرية الواسعة التي تشهدها مدن العراق، والمطلبة بالحقوق الاساسية للمواطن العراقي وفي المقدمة منها حرية التعبير والحق في العيش والكرامة. أن هذه المناسبة ستبقى علامة سوداء في تأريخ العراق والعراقيين، حتى يرحل اخر جندي محتل وتستقط رموز الخيانة والفساد وترجع شمس الحرية والكرامة مشرقة في سماء العراق، لتنشر ضوء الامل لبناء عراق ناهض مستقل وحر.</p> </p></div> </div> Handing over a copy of one of his books, his face breaks into a wide grin as he asks: "Would you like me to sign that for you? I tell you what, I’ll use this pen. It was the same one used to sign Saddam Hussein’s death sentence." </p> <p>Such a macabre piece of historical memorabilia might appear an unusual keepsake for an Anglican priest but then Canon White – the so-called Vicar of Baghdad – is no ordinary clergyman. As pastor to St George’s, the only Anglican church in Iraq, Canon White has been on the front line of the most violent and barbaric persecution of a Christian minority in living memory. </p> <p>Cut off from the streets of Baghdad by blast-proof barriers, razor wire and round-the-clock security, St George’s is one of the few churches still able to operate weekly services for the Iraqi capital’s rapidly diminishing Christian congregation. Scores of his worshippers have been kidnapped or murdered, and militants have routinely tried to storm the complex which lies outside the comparative safety of the Green Zone. </p> <p>Canon White, 47, who suffers from multiple sclerosis, has been shot at and kidnapped but still he returns, making sure to spend at least three weeks of every month with an embattled congregation that refer to him as their abouna (father). </p> <p>The 6ft 2in, bowtie-loving priest spoke on a brief visit back to his picturesque home in a quiet Hampshire village which he shares with his wife and two boys (for security reasons he asks us not to give their names or location). The stopover was part publicity tour for his new book Faith Under Fire, part a chance to catch up with the family. </p> <p>The Hampshire house is a pretty, single-storey family home in a quiet curving cul-de-sac, containing a theologian’s study filled with books and crucifixes from across the world. Work is a war zone 3,000 miles away, where Canon White is protected by 30 security guards. A place of sandbags and terror, particularly for Iraqi Christians, whose population has plummeted in the past 20 years from 1.4 million to just 300,000. </p> <p>The fountain pen, which Iraqi Prime Minister Nouri al-Maliki borrowed for a couple of days and used to sign Saddam’s death warrant, is a way of breaking the ice before talking about a subject that will inevitably be gruesome. We meet just days after Shahbaz Bhatti, Pakistan’s only Christian cabinet member, was gunned down in Islamabad and it is inevitable that the conversation quickly turns to violent persecution of Christians. "All over the world there are increasing threats against Christians," Canon White says. "Bhatti’s death is deeply disturbing. But when you’re living in the midst of the fire like in Baghdad, it’s really what happens there that concerns you. We have had 123 people killed in Baghdad since November." </p> <p>Last year in fact was a particularly brutal year for Iraq’s Christians and 2011 looked like it was going to be no different. But in the past few weeks the killings have stopped. </p> <p>As head of the Foundation for Relief and Reconciliation in the Middle East, Canon White has built unparalleled relationships with Iraq’s senior Sunni and Shia clerics. In late January he gathered them in Copenhagen to issue a joint fatwa (religious edict) condemning any attacks on minority communities. "Until then Christians were being killed every day," he says. "After the fatwa the killings stopped. It’s crucial to remember that the vast majority of Muslims we work with, they are our friends. We can only do what we do with their help." </p> <p>When he is not administering to his flock, it is these kinds of delicate negotiations between Iraq’s religious power players that occupy much of Canon White’s time in Baghdad. He has been a key negotiator in kidnappings including that of the IT worker Peter Moore, who was released, and Ken Bigley, who was killed. He has himself been taken hostage, held in a room where freshly severed fingers and toes littered the floor, and has negotiated for the release of countless Iraqis. The violence he has seen is harrowing. Does he ever lose his faith? "Never," he says. "If anything, my faith has got stronger." It’s a reply you often hear from religious people in conflict zones – but how can religion be a force for good when it does so much harm in these situations? </p> <p>"I remind myself that if religion is a force for bad it is also a force for good," he says. "If religion is the cause of this horrific violence then it is also the cure. The only way you will be able to stop this violence is engage with Iraq’s religions in a religious way. The best thing we can do is work with the Islamic leaders as most of them are not terrorists." </p> <p>Canon White places the blame for the violence against his congregants squarely at the feet of al-Qa’ida in Iraq, the primarily foreign militant network inspired by Osama bin Laden. "Those who instigate violence are mainly from outside," he says. "There are certain people you simply can’t work with and the al-Qa’ida people fall into that category." </p> <p>But he is equally infuriated by Christian bigots and publicity seekers – such as the American pastor Terry Jones, who threatened to burn the Koran. "Pastor Terry Jones is directly responsible for the murder of some of our people," Canon White says. "They have no idea how terrible it was. Throughout the time he threatened to burn the holy Koran, they were warning us that our people would be attacked. Four of my guards were killed throughout that time. He can try and say from the safety of Florida he was trying to make an important point. But it was an important point that killed our people." </p> <p>Canon White was himself a supporter of the American-led invasion of Iraq, but after all the killing, the mutilations, the kidnappings and the mass exodus of Iraq’s Christians – does he still think it was worth it? </p> <p>It’s the first time he seems unsure of himself. "I had one day in the whole of my life when I thought to myself, why did we do this," he says. "But I remember what it was like in Iraq before the war, the fear people lived under." Yet he adds: "But at least you could walk down the street." </p> <p>I press again, was it really worth it, so much violence, so many deaths? </p> <p>"I had seen the terror of the Saddam regime and I knew there was absolutely nothing the Iraqis could do to remove that terror," he replies. "It’s been hell. So many people killed. I still say the regime had to be removed but we should have done things differently afterwards." </p> <p>Regrets are a luxury Canon White cannot afford. He has a flock in Iraq to attend to. While a semblance of peace has returned for Baghdad’s Christians thanks to the joint fatwa, Canon White knows it is temporary. "From my years and years in Palestine, Israel and Baghdad I know that the majority of people can live together," he says. "But you only need a few fanatics and it all falls to pieces." </p> <p><b>Christianity under fire</b></p> <p>IRAQ In the past 20 years, the flight of Christians has reduced the community’s population from 1.4 million to 300,000. </p> <p>EGYPT On New Year’s Day, 21 Copts were killed in a bomb in Alexandria. </p> <p>PAKISTAN Shahbaz Bhatti, the country’s only Christian cabinet member, was assassinated last week. </p> <p>NORTH KOREA Christianity is vehemently prosecuted in North Korea, where any expression of religion in the totalitarian state is viewed as open insurrection against the Communist regime. </p> <p>NIGERIA Sectarian conflict between Muslims and Christians in central Nigeria has broken out with horrendous violence over the past two years in and around the city of Jos. قالت هيومن رايتس ووتش في تقرير أصدرته اليوم إن حقوق المواطنين الأكثر استضعافاً وعرضة للخطر، لا سيما النساء والمحتجزين، يتم انتهاكها بشكل متكرر مع الإفلات من العقاب. أجرت هيومن رايتس ووتش بحوثها في سبع مدن في شتى أنحاء العراق أثناء عام 2010 وانتهت إلى أنه مع استمرار العنف والجريمة في العراق، فإن انتهاكات حقوق الإنسان تقع بوفرة.</p> <p>تقرير "<a href="https://web.archive.org/web/20130124050039/http://www.hrw.org/node/95608" class="external" target="_blank">عند مفترق الطرق: حقوق الإنسان في العراق بعد ثماني سنوات من الغزو بقيادة الولايات المتحدة</a>" الذي جاء في 102 صفحة يدعو الحكومة إلى حماية حقوق الجماعات والفئات المستضعفة وإلى تعديل قانون العقوبات وجميع القوانين الأخرى التي تميز ضد النساء وتخرق الحق في حرية التعبير. ويدعو التقرير أيضاً بغداد إلى فتح تحقيقات نزيهة ومستقلة في جميع مزاعم الإساءات بحق المحتجزين والأقليات والصحفيين.</p> <p>وقال جو ستورك، نائب المدير التنفيذي لقسم الشرق الأوسط وشمال أفريقيا في هيومن رايتس ووتش: "بعد ثماني سنوات من الغزو الأمريكي، فالحياة في العراق تتدهور بالنسبة للنساء والأقليات، بينما الصحفيون والمحتجزون يواجهون انتهاكات حقوقية جسيمة. اليوم يقف العراق على مفترق الطرق – إما أن يتبنى مبادئ إجراءات التقاضي السليمة وحقوق الإنسان، وإلا فهو في خطر التحول إلى دولة بوليسية".</p> <p>الغزو في عام 2003 وما تلاه من فوضى أدى لتكبد المدنيين العراقيين خسائر فادحة. تدهور الوضع الأمني أدى لعودة بعض ممارسات العدالة التقليدية والتطرف السياسي المدفوع بتوجهات دينية، مما كان له أثر سلبي على حقوق النساء، داخل البيت وخارجه، كما تبينت هيومن رايتس ووتش.</p> <p>روجت الميليشيات لأفكار كراهية المرأة واستهدفت النساء والفتيات بالاغتيالات والترهيب لإبعادهن عن المشاركة في الحياة العامة. وبشكل متزايد تتعرض النساء والفتيات للوقوع ضحايا في بيوتهن نفسها، بسبب جملة من التعديات المتصورة للمرأة على شرف الأسرة أو المجتمع. وتنتشر ظاهرة الإتجار بالنساء والفتيات داخل وخارج العراق لأغراض الاستغلال الجنسي.</p> <p>وقال جو ستورك: "تحملت النساء والفتيات العراقيات أكبر الأعباء في هذا النزاع وما تلاه من انعدام للأمان". وتابع: "بالنسبة للنساء العراقيات المتمعات ببعض أعلى مستويات تدابير الحماية الحقوقية والمشاركة الاجتماعية في المنطقة قبل عام 1991، كان ما حدث غصة مريرة في الحلق يصعب تحملها".</p> <p>رغم التحسن الذي طرأ على الحالة الأمنية منذ عام 2008 مما أدى لانخفاض معدلات قتل العاملين بالإعلام، إلا أن الصحافة مهنة خطيرة في العراق، على حد قول هيومن رايتس ووتش. قام متطرفون ومعتدون مجهولون بقتل صحفيين وتفجير مقارهم ومكاتبهم. وتزايد تعرض الصحفيين للمضايقات والترهيب والتهديد والاحتجاز والاعتداءات البنية من قبل قوات الأمن التابعة للمؤسسات الحكومية والأحزاب السياسية. كما يسارع المسؤولون الحكوميون بمقاضاة الصحفيين ومطبوعاتهم إذا كتبوا عنهم موضوعات انتقادية.</p> <p>وقال جو ستورك: "مع مشاهدة ما حدث في شوارع مصر وتونس، على الحكومة العراقية أن تتخذ خطوات ملموسة من أجل حماية حرية التعبير".</p> <p>كما انتهت هيومن رايتس ووتش إلى أن المحققين العراقيين لجأوا بشكل ممنهج إلى الإساءة للمحتجزين، بغض النظر عن طائفتهم، وفي العادة يسيئون إليهم لانتزاع الاعترافات. ورغم معرفة وجود خطر التعذيب الواضح، فإن السلطات الأمريكية أحالت آلاف المحتجزين العراقيين إلى الحبس طرف السلطات العراقية، التي استمرت في ممارسة التعذيب القائم منذ عصر صدام حسين وقوات التحالف من بعده.</p> <p>بينما أصدرت الحكومة قوانين لحماية بعض جماعاتها المُهمشة، وفي بعض الحالات بادرت بفتح برامج مساعدات هامة، فإنها ما زالت تخفق في حماية بعض أضعف الفئات من المواطنين العراقيين، على حد قول هيومن رايتس ووتش. الأشخاص النازحون داخلياً والأقليات وأصحاب الإعاقات من بين الأكثر عرضة للخطر. الكثير من المساعدات الحكومية وبرامج الحماية لا تعمل بكامل طاقتها أو غير كافية لبلوغ أكثر من يحتاجون إليها.</p> <p>وقالت هيومن رايتس ووتش إن هناك أكثر من 1.5 مليون عراقي فروا من أحيائهم السكنية مع تمزيق العنف الطائفي لتجمعاتهم السكنية في عامي 2006 و2007. الآلاف من النازحين داخلياً يعيشون حالياً في بنايات مهجورة استوطنوها، دون توفر الضروريات الأساسية لديهم، مثل المياه النظيفة والكهرباء والصرف الصحي، على حد قول هيومن رايتس ووتش.</p> <p>أما الجماعات المسلحة التي تتبنى الأفكار المتطرفة فقامت بتنفيذ هجمات على الأقليات، أدت إلى ضرر بالغ لحق بجماعات من السكان الأصليين في العراق، وأجبرت الآلاف على الفرار إلى خارج البلاد دون نية للعودة. أخفقت الحكومة أيضاً في وقف الهجمات التي استهدفت الصابئة المندائيين والمسيحيين والأزديين، بالإضافة إلى جماعات أخرى.</p> <p>واكتشفت هيومن رايتس ووتش أن الآلاف ممن بُترت أطرافهم والجرحى خلال سنوات النزاع المسلح وجدوا أنفسهم وقد تحولوا إلى هامش المجتمع، غير قادرين على العثور على عمل، أو الحصول على رعاية طبية ملائمة، أو حتى الحصول على أطراف صناعية جديدة ومقاعد متحركة.</p> <p>وقال جو ستورك: "مستقبل العراق كمجتمع ديمقراطي يعتمد على احترام حقوق الإنسان الأساسية، سوف يستند إلى حد كبير على ما إذا كانت السلطات العراقية The report also urges Baghdad to open independent and impartial investigations into all allegations of abuse against detainees, minorities, and journalists.</p> <p>"Eight years after the US invasion, life in Iraq is actually getting worse for women and minorities, while journalists and detainees face significant rights violations," said Joe Stork, deputy Middle East director at Human Rights Watch. "Today, Iraq is at a crossroads – either it embraces due process and human rights or it risks reverting to a police state."</p> <p>The 2003 invasion and its resulting chaos have exacted an enormous toll on Iraq’s citizens. The deterioration of security has promoted a return to some traditional justice practices and religiously inflected political extremism, which have had a deleterious effect on women’s rights, both inside and outside the home, Human Rights Watch found.</p> <p>Militias promoting misogynist ideologies have targeted women and girls for assassination, and intimidated them to keep them from participating in public life. Increasingly, women and girls are victimized in their own homes for a variety of perceived transgressions against family or community honor. Trafficking in women and girls in and out of the country for sexual exploitation is widespread.</p> <p>"The women and girls of Iraq have borne the biggest brunt of this conflict and resulting insecurity," Stork said. "For Iraqi women, who enjoyed some of the highest levels of rights protection and social participation in the region before 1991, this has been an enormously bitter pill to swallow."</p> <p>Although improvements in security since 2008 have reduced the murder rate of media workers, journalism is a hazardous occupation in Iraq, Human Rights Watch said. Extremists and unidentified assailants kill journalists and bomb their offices. Increasingly, journalists find themselves harassed, intimidated, threatened, detained, and physically assaulted by security forces attached to government institutions or political parties. Senior politicians are quick to sue journalists and their publications for unflattering articles.</p> <p>"Watching what’s happened in the streets of Egypt and Tunisia, the Iraqi government should take meaningful steps to protect freedom of speech," said Stork.</p> <p>Human Rights Watch also found that Iraqi interrogators routinely abuse detainees, regardless of sect, usually to coerce confessions. Despite knowing there was a clear risk of torture, US authorities transferred thousands of Iraqi detainees to Iraqi custodians, who have continued a tradition of torture that was also the case under Saddam Hussein and coalition forces.</p> <p>While the government has passed laws to protect some of its marginalized communities, and in some cases has instituted significant assistance programs, it is still failing some of its most vulnerable citizens, Human Rights Watch said. Internally displaced persons, minorities, and persons with disabilities are among those at risk. Many of the government’s assistance or protection programs are sub-operational or are insufficient to reach those who need it most.</p> <p>More than 1.5 million Iraqis fled their neighborhoods as sectarian violence tore up their communities in 2006 and 2007. Thousands of internally displaced persons now live in squatter settlements without access to basic necessities such as clean water, electricity, and sanitation, Human Rights Watch said.</p> <p>Armed groups proclaiming intolerant ideologies carry out assaults on minority communities, causing grave harm to Iraq’s indigenous populations and forcing thousands to flee abroad with no plans to return. The government has failed to stop attacks targeting Sabian Mandaeans, Christians, and Yazidis, among other groups.</p> <p>And the thousands of amputees wounded during years of armed conflict find themselves relegated to the margins of society, unable to find work, access adequate medical care, or even to obtain new prostheses and wheelchairs, Human Rights Watch found.</p> <p>"Iraq’s future as a democratic society based on respect for fundamental human rights will in large part depend on whether Iraqi authorities will adequately defend those rights," Stork said. "To do so, Iraqi authorities need to establish a credible criminal justice system meeting international standards with respect to torture, free expression, and violence against women and other after the US- and UK-led invasion of their country, Iraqis continue to endure an occupation that has systematically violated their rights to life, dignity, self-determination and economic development. The occupation has been and continues to be so destructive and so violent that one in four Iraqis are estimated to be dead or displaced. From torture to rape to assassination, from forced separation for mixed couples to women and their children enduring the death of their husbands and fathers, from a loss of educational rights to expulsion from the workplace and public life, and from sexual slavery to forced flight or enforced disappearance, for the past seven years Iraqi women and girls have endured the most terrifying of fates. They are living at the mercy of an occupation that both seeks to terrorize them into submission, and to use them as objects for the terrorization of the whole of Iraqi society. </p> <h3>No security </h3> <p>Dr. Souad al-Azzawi, who authored a study on Iraqi women entitled "Deterioration of Iraq women’s rights and living conditions under occupation," published in January 2008, told The Electronic Intifada: "The most significant loss that Iraqi women have suffered is a complete and total loss of security." She explained that the loss of security entails both the loss of physical security and "the economic, social and civil securities Iraqi women were so accustomed to prior to the occupation." </p> <p>In fact, it appears that the loss of physical and other aspects of security have a Catch-22 effect on the lives of women. The lack of legal and institutional support for women by an Iraqi puppet government which is at best ineffective has meant that in the vast majority of cases the criminals, mafias, militias, death squads, US occupation forces and Iraqi police and army forces committing crimes against women are not held accountable for their actions. This has in turn encouraged the development of a situation characterized by lawlessness and criminality, in which women are prime targets. As such, many women have been forced to leave their jobs and quit their education, for fear that they may be the next victim of rape or assassination. </p> <p>According to al-Azzawi, Iraqi women have had to resort to "the relative security of their homes," often taking their children out of school too if they were the only parent able to accompany them there and back. </p> <p>Echoing al-Azzawi’s words, an Iraqi refugee speaking on condition of anonymity said that she was forced to leave Iraq precisely because of death threats issued against her by militias who had found out she was actively working as a journalist seeking to expose the injustices taking place against women. Had she stayed in Iraq, the threats likely would have been fulfilled. </p> <p>"Not only was I being targeted, but I was also without protection, given that Iraq has no government to speak of," she explained. She added that "I could have been killed at any moment, and no one would have been held accountable for it. It was for one reason alone that I fled: because I had no choice." </p> <h3>Criminal levels of poverty </h3> <p>The figures speak for themselves. According to a dossier on Iraqi women published by the BRussells Tribunal, prior to the invasion 72 percent of working women were government employees. The dismantlement of state institutions immediately after the invasion meant that these women became unemployed. Instability and ineffective institutions in Iraq render it impossible to pinpoint the total rate of unemployment today, but estimates range from 15 percent to 70 percent. The few stable jobs that exist, according to the dossier, are usually given to men, though a growing number of female-headed households means that many women need to take extraordinary risks in order to try and cater for their children ("<a href="https://web.archive.org/web/20130124050039/http://www.brussellstribunal.org/pdf/Women.pdf" class="external" target="_blank">Iraqi Women Under Occupation</a>" [PDF]). </p> <p>The same economic insecurity affects Iraqi refugee families. Aseer al-Madaien, the Protection Officer for the United Nations High Commissioner for Refugees (UNHCR) – Syria, says that out of 139,000 registered Iraqis in Syria, 28 percent are households headed by women. In total, estimates for the total number of displaced Iraqis, including both refugees and internally displaced persons (IDPs), range up to almost five million, according to the international organization Medecins Sans Frontieres, which believes that there are 2.5 million Iraqi IDPs and 2.3 million refugees. </p> <p>IDPs suffer both extreme vulnerability and insecurity, as they seek refuge in the homes of relatives and friends, said Hana Al Bayaty, member of the Executive Committee of the BRussells Tribunal. Many of them are the victims of ethnic cleansing, whereby a country once free of sectarianism is increasingly witnessing the targeting of persons on the basis of their religion or ethnicity. Mixed marriages in these conditions are all too often broken up by force, according to a report published by the UN-affiliated IRIN humanitarian news agency ("<a href="https://web.archive.org/web/20130124050039/http://www.irinnews.org/report.aspx?reportid=26268" class="external" target="_blank">Mixed Marriages confront Sectarian Violence</a>," 6 April 2006). </p> <p>The majority of Iraqi refugees have headed to neighboring countries Syria and Jordan, where they are not allowed to work, as they are legally considered "guests." In 2007, the UNHCR reported that an estimated 40 percent of Iraq’s middle class had fled the country. Not only have almost half of those with the qualifications and experience to help rebuild Iraq left the country, but they are also suffering from the most extreme form of disempowerment, according to Al Bayaty. </p> <p>Al-Azzawi explained that "For the educated middle class, this situation is shattering as everything we have worked so hard to earn and build up over decades of war and sanctions is being brought down by military force before our very eyes." </p> <p>Unable to work legally, it is often refugee women who take upon themselves the burden and the risk of working as they are less likely to be asked for documentation on the streets of Amman, Damascus and beyond, and they thereby hope to be less likely to be deported. </p> <p>Unemployment levels in Syria and Jordan, however, mean that even illegal work is hard to come by. It is because of this that the phenomenon of forced prostitution is becoming increasingly rife. The growing problem of sex trafficking is partly caused by poverty. </p> <p>According to al-Azzawi, the lack of work permits, qualifications and opportunities "leads some women to prostitution in order to feed their children and their families." In other cases, the sheer lack of protection faced by some women push them into prostitution. Problems in such cases include threats of kidnapping issued against women should they not accept to prostitute themselves. These threats are issued especially against women whose husbands are dead or missing. "The women of Iraq live in a very fragile situation as a result of the American occupation’s crimes," al-Azzawi said. </p> <h3>Death, torture and enforced disappearance </h3> <p>No statistical reference can adequately convey the sheer suffering experienced by the people of Iraq, as a whole, from the genocidal sanctions period through the invasion and ensuing occupation. Current estimates place the number of dead at anywhere between 1.5 million and 2.5 million. </p> <p>According to Iraqi human rights analyst and advocate Asma al-Haidari, "Up to one million Iraqis have been forcibly disappeared." Behind the enforced disappearances are the US army, Iraqi government forces including the army and police, and al-Qaeda and other militias that operate freely across the country, according to a presentation given by Dirk Adriaensens, member of the BRussells Tribunal Executive Committee, at a London conference organized by the International Committee Against Disappearances on 9-12 December 2010. According to calculations by Adriaensens, based on UNHCR statistics, 20 percent of internally displaced Iraqi families have reported cases of missing children ("<a href="https://web.archive.org/web/20130124050039/http://www.brussellstribunal.org/pdf/Disappearances_missing_persons_in_Iraq.pdf" class="external" target="_blank">Enforced Disappearance. The Missing Persons of Iraq</a>" [PDF]). </p> <p>It is also understood that, given that there is a very real and justified fear of retaliation against families who report the disappearances of their loved ones, many others suffer in silence. Thousands of detainees, some of them in secret, illegal prisons, according to al-Azzawi, are women. Estimates published in 2008 by the Iraqi Parliamentary Women’s Committee and the Iraqi Ministry of Women’s Affairs indicate that between one and two million Iraqi women are widows. </p> <p>Inside Iraq’s jails, legal or not, cases of torture and sexual abuse have been widely reported. Revelations by WikiLeaks published on 22 October 2010 were described by Iraqi activists such as Sabah al-Mukhtar, president of the Arab Lawyers’ Union, as just "the tip of the iceberg," as he said on an Al-Jazeera English interview on 24 October. According to al-Azzawi, women are usually jailed on trumped-up charges of terrorism, where there is no proof and while there is no adequate legal system to ensure their right to a fair trial. "Many are awaiting execution," al-Azzawi added. </p> <p>Further, when it is the man who disappears, whether he is dead or missing, women and their families have to fend for themselves in a hellish situation. Out of this horror comes forth one of the more obtuse trends, inexistent in Iraq up until 2003, of families giving their daughters away in early marriage for fear of being unable to adequately support them. </p> <p>One immediate effect of this phenomenon is the fact that girls aged 13, 14 and 15 sold into early marriage lose their right to education. As figures currently stand, according to the United Nations Children’s Fund (UNICEF) report published on 1 September 2010, for every 100 boys in school, there are only 89 girls ("<a href="https://web.archive.org/web/20130124050039/http://www.reliefweb.int/rw/rwb.nsf/db900SID/MCOI-89RD6Y?OpenDocument" class="external" target="_blank">Girls Education in Iraq 2010</a>" [PDF]). </p> <p>"Lots of those little girls are very bright and are willing to finish their education if they are allowed to," said al-Azzawi. </p> <p>Worse still is the flourishing of what are known as "pleasure marriages." These are short-term marriages conducted out of court, whereby separation is also very simple. It is a practice that Iraqi women’s rights advocates describe as linked to prostitution, because of the wrongful abuse of the practice by men in power, often blackmailing fathers into giving their daughters away in a "pleasure marriage," and also because once a girl or a woman has married in this way and has received alimony for her short-term commitment, she will find it very difficult to reintegrate back into her family. </p> <p>"Many girls are forced into prostitution and ultimately sex trafficking this way," al-Azzawi added. </p> <h3>Forced Islamization of society </h3> <p>It is deeply telling that Iraqi society is becoming forcibly Islamized by militias tied to the Iraqi puppet government, which is dependent upon the United States for its survival. Meanwhile, Washington claims to be fighting a war on Islamic terrorism. The reality, as is frequently the case, is the precise opposite. Previously a secular state, Iraqi society is becoming forcibly transformed into a theocracy. In such systems, women and girls inevitably lose. </p> <p>The results of the proliferation of fundamentalist militias are varied. While reports of Christian women veiling in order to avoid attacks are troubling in the Iraqi context, what is potentially much worse is that the notion of an Iraqi state for all its citizens is fast disappearing. just a little over a year after the U.S. invasion of Iraq and before the sectarian violence began, the Iraqi Association of University Teachers (AUT) reported that <a href="https://web.archive.org/web/20130124050039/http://www.timeshighereducation.co.uk/story.asp?storyCode=191084&sectioncode=26" class="external" target="_blank">250 academics had been killed</a>. Award-winning British journalist Robert Fisk <a href="https://web.archive.org/web/20130124050039/http://www.thetruthseeker.co.uk/article.asp?ID=2042" class="external" target="_blank">had warned</a> early that year of the assassinations of Iraqi academics, but few U.S. newspapers picked up on the story.  By the end of 2006, according to<a href="https://web.archive.org/web/20130124050039/http://www.independent.co.uk/news/education/higher/iraqs-universities-are-in-meltdown-427316.html" class="external" target="_blank"> <em>The Independent</em></a>, over 470 academics had been killed. Another British paper, <em>The Guardian</em>, <a href="https://web.archive.org/web/20130124050039/http://www.guardian.co.uk/education/2006/dec/12/internationaleducationnews.highereducation" class="external" target="_blank">reported</a> that about 500 academics were killed just from the Universities of Baghdad and Basra alone.</p> <p>Based on multiple sources, the B<em>Russell</em>s Tribunal sifted through such reports and <a href="https://web.archive.org/web/20130124050039/http://www.brusselstribunal.org/Academics.htm" class="external" target="_blank">published on its website</a> the names of over 400 murdered academics and when they were killed. Although the exact total number of assassinated academics is not really known, the indefatigable advocate for human rights Dirk Adriaensens gives a detailed analysis of the data available so far in his contribution to the book <em><a href="https://web.archive.org/web/20130124050039/http://us.macmillan.com/culturalcleansinginiraq" class="external" target="_blank">Cultural Cleansing in Iraq</a></em>. According to Adriaensens, most of those killed were from the Universities of Bagdad (57 percent) and Basra (14 percent). In addition, 35 percent died in detention after being arrested/kidnapped by some security forces. The modus operandi for the killings was a professional, well-organized assassination. Fifty-four percent of the deaths occurred as a targeted killing, at point-blank range with hand guns or automatic weapons. The killing of academics did not follow any sectarian agenda since the murdered were Sunni and Shia. No one has taken responsibility for the killings, and no one has been arrested.</p> <p>The reports of these murdered Iraqi academics have been around for a few years, mostly in the foreign press and on websites. I admit to an initial skepticism about their veracity. I was even more concerned about who was responsible for these heinous crimes and why. Iraqis living in Iraq knew of these murders first-hand, but did not know the culprits. Their suspicions fell naturally on the occupying power.</p> <p>Along with these tragic deaths was the concomitant wave of death threats and intimidation against other Iraqi academics, which resulted in tens of thousands of Iraqi academics literally running abroad for their life. <em>The Washington Post </em>recently described the <a href="https://web.archive.org/web/20130124050039/http://www.washingtonpost.com/wp-dyn/content/article/2010/11/23/AR2010112306747.html" class="external" target="_blank">plight of one Iraqi family</a> living in the United States after the husband, a professor, was assassinated and the wife, a physician, survived but gravely wounded. For some, the escape abroad was only temporary. A<a href="https://web.archive.org/web/20130124050039/http://iraqiacademicsunderattack.wordpress.com/2010/10/27/two-iraqi-academics-killed-after-their-returning-to-iraq-english-arabic-castellano/" class="external" target="_blank"> professor and a dean</a> who left and returned in the past six months to Iraq were professionally assassinated.  Iraq has suffered the decapitation of its intellectual class on a staggering scale, which has thrown the country back to the dark ages.</p> <p>According to the new revelations of Wikileaks, in some cases the United States, through the military, contractors, and others, killed innocent Iraqi civilians including women and children. As a matter of policy we handed over Iraqi detainees to Iraqi security forces with full knowledge that they would be subjected to torture, rape, and murder. Moreover, when our military received the reports of torture, rape, and murder it chose to ignore them. Such a policy is contrary to international law, U.S. laws, and American values.</p> <p>It’s not clear whether the U.S. government or the U.S. military knows who assassinated the Iraqi academics. We don’t know if U.S. officials or military commanders looked the other way when local security forces committed those crimes. But the Wikileaks documents raise many disturbing questions about a possible U.S. role in these assassinations. Even the Gulf Cooperation Council, and its half-dozen U.S.-friendly Arab members, has <a href="https://web.archive.org/web/20130124050039/http://www.google.com/hostednews/afp/article/ALeqM5hiUt15hxCn1JG0tU8iLw_Oj6yb8A?docId=CNG.1c29e0b64ef02ac621d8a8911f61ba89.191" class="external" target="_blank">called on</a> the Obama administration to "open a serious and transparent investigation" into possible "crimes against humanity."</p> <p>The evidence so far is sufficient to warrant a thorough investigation by an independent body. align="right"> <p>Even with a new government finally in place in Iraq, the country is still on the brink of disaster, writes <b><a href="https://web.archive.org/web/20130124050039/http://weekly.ahram.org.eg/2010/1029/re6.htm" class="external" target="_blank">Salah Hemeid</a></b></p> <p>Ordinary Iraqis expressed their relief last week at the fact that a new government was finally in place after nine months of gridlock, hoping that this will now be a step towards peace and stability in the beleaguered nation.</p> <p>However, while the breakthrough may have ended the governmental impasse, the crisis has only highlighted the fragility of Iraqi state-building more than seven and a half years after the US-led invasion of the country.</p> <p>The year 2010 did not start off well for Iraq as violence persisted and politicians’ bickering raised concerns about the country’s ability to get back onto its feet after the US withdrawal next year. </p> <p>Thousands were killed, including civilian bystanders, army and security officers and government officials, and thousands others wounded in a string of suicide bombings and attacks in Iraq throughout the year.</p> <p>The violence proved that the Iraqi security forces are not yet able to protect civilians in terms of numbers, equipment and training, while insurgents tied to Al-Qaeda continue to launch attacks, spreading an air of danger in many Iraqi cities.</p> <p>Critics maintain that the newly trained Iraqi armed forces are incompetent and sharply divided along ethnic and sectarian lines and that they cannot be expected to succeed in ending the violence, raising questions about whether the remaining US troops in Iraq will be able to exit the country as many Iraqis desire. </p> <p>The United States has reiterated that it will stick to plans to withdraw all its troops from Iraq by December next year, but Washington might have second thoughts if the new government fails to restore stability and insurgents continue their campaign to bring it down. </p> <p>In addition to the security problems, the newly formed government has to end the chaos in Iraq and deal with multiple political, social and economic setbacks.</p> <p>One of the biggest problems is the deep schism facing the country, which needs to be bridged by national reconciliation. Reconciliation of Iraq’s ethno-religious communities is seen as a necessary precursor to stemming the country’s sectarian violence.</p> <p>There are dangers that the country is descending into a situation in which it is becoming less tolerant in terms of religious freedoms and human rights, as the government fails to deal with increasing fundamentalism.</p> <p>An intensifying campaign is putting more pressure on the government to go after religious fundamentalists, operating in Baghdad and other Iraqi cities, who seek to impose their strict interpretation of Islam.</p> <p>There have been widespread reports that these groups have ordered social clubs, bars and alcohol shops to close down and that they are intimidating people who do not follow their version of Islamic values. </p> <p>The crackdown has included shutting music and drama departments in arts institutes, banning arts festivals and circuses, and imposing strict codes of behaviour.</p> <p>The moves have heightened concerns among academics and intellectuals that Iraq, now emerging from foreign occupation and war, is displaying all the tendencies of a Taliban-like Islamic state.</p> <p>The year 2010 was also among the worst for the country’s Christians, with thousands fleeing their homes and more leaving the country during 2010 than at any time since the US-led invasion. </p> <p>The latest exodus follows a massacre led by Al-Qaeda at a Christian Catholic Church in central Baghdad on 31 October, which left some 60 people dead, almost 100 maimed and an already apprehensive community terrified.</p> <p>Since then, the terrorist group has targeted Christians in their homes, including family members of those who survived the attack.</p> <p>In Baghdad, as well as in the northern cities of Mosul and Kirkuk, Christmas services have been cancelled for fear of further violence. </p> <p>After more than seven years of war, the Iraqi economy is in tatters, with the country depending largely on imports for nearly everything from cars to tomatoes. Unemployment is among the highest in any country worldwide.</p> <p>The country also still lacks basic services. Electricity is in short supply, medicines are available mainly through the black market, and there are long lines for fuel in a country that has the third largest oil reserves in the world.</p> <p>Another serious problem is corruption, which is spectacular even by world standards. Iraq is ranked fifth from the bottom of the pressure group Transparency International’s list of 180 nations.</p> <p>Bribery and outright theft surround virtually every Iraqi government department, with some of the kickbacks being used by rival politicians to cement their power bases in order to perpetuate their hegemony in the country.</p> <p>Some two million Iraqi refugees are either abroad or displaced inside Iraq after being forced to flee their homes to safe havens because of violence and sectarian threats.</p> <p>Today, most of Baghdad’s neighbourhoods are shielded by high concrete walls from the rubble-strewn streets and are cordoned off by the security forces as residents are trapped in fear of a renewal of sectarian conflict. </p> <p>However, the good news in 2010 was that Iraq increased its oil exports. New Petroleum Minister Abdel-Karim Luaibi said on Wednesday that Iraq’s crude oil production had increased by 100,000 barrels a day to 2.5 million barrels. </p> <p>The ministry had announced earlier that sales from Iraqi crude oil exports during the first 11 months of 2010 had reached $46.9 billion. Last year, Iraq’s oil revenues reached $41.3 billion, compared with $60 billion in 2008.</p> <p>Iraq might have made other small advances in 2010, especially in avoiding civil war, but the country still has a long way to go. At the end of a long and exhausting year, it is hard to see a clear end in sight.</p> <p>Strengthening the Iraqi state will be hard, especially after the March elections that produced a government many Iraqis consider to be weak, fragmented and incompetent.</p> <p>According to some scenarios for post-2010 Iraq, next year will be crucial as it will see the withdrawal of the remaining US troops. The pullout will mean that the US will no longer have a large foothold in Iraq, leaving the country to local forces and interests as it absorbs the after- effects of the American-led invasion.</p> <p>One scenario is that the national partnership government will succeed in holding the country together and that a strong central government will emerge. This will be able to prevent violence escalating and erupting into all-out civil war.</p> <p>A second scenario would be that the instability in Iraq continues, with the growing confrontation between the country’s Sunnis and Shias over power and resources leading the country into chaos.</p> <p>Neighbouring countries will be fearful of the risk of contagion and will try to keep the chaos contained within Iraq’s borders. A proxy war could be the result, along the lines of what is happening in Somalia.</p> <p>Another scenario would be the collapse of the government because of sectarian fighting and the country descending into outright civil war. This would most likely lead to Iraq’s disintegration with instability spreading to the entire region.</p> <p>The year 2011 will be pivotal for Iraq’s future, and that future will be more than anything else determined by the fortunes of the new government. </p> <p>It is to be hoped that Iraq’s politicians will not repeat their previous mistakes and that they will stand together to end the people’s
