Comme le montrent les incidents récents qui ont touché nos réseaux d’énergie et de communication, tout cela exige que nous intensifiions nos efforts pour que nos infrastructures de communication par câbles sous-marins soient sûres et résilientes, à la fois aujourd’hui, mais aussi à l’avenir. </p> <p class="contents">L’importance du rôle des câbles sous-marins ne peut être sous-estimée. En effet, ils représentent 99 % du trafic de données que nous échangeons avec le reste du monde. Les câbles sous-marins assurent également des flux de données critiques au sein de l’Union européenne, en particulier pour relier les îles. Une coordination au niveau de l’Union européenne peut renforcer considérablement la réalisation de notre objectif de sécurité et de résilience élevé dans ce domaine, notamment en raison de la nature transfrontière des câbles sous-marins. </p> <p class="contents">Dans ce contexte, le livre blanc sur les infrastructures numériques européennes récemment adopté par la Commission analyse les défis auxquels l’Europe est actuellement confrontée dans le déploiement des futurs réseaux de connectivité et présente des scénarios possibles pour attirer les investissements, favoriser l’innovation, accroître la sécurité et réaliser un véritable marché unique numérique. </p> <p class="contents">Dans ce livre blanc, nous examinons la question de la sécurité et de la résilience de nos infrastructures de réseau, compte tenu du niveau élevé de menaces que nous connaissons dans l’environnement géopolitique mondial en rapide évolution. C’est pourquoi, pour répondre aux appels urgents et répétés des États membres et de tous les acteurs du secteur, nous avons également adopté une recommandation invitant les États membres à lancer une série d’actions et de mesures au niveau national et au niveau de l’Union européenne pour remédier aux principales lacunes. Le but est d’accélérer les travaux sur les mesures préventives. </p> <p class="contents">Ces travaux seront coordonnés par l’intermédiaire d’un nouveau groupe d’experts des États membres. Cela n’exclut pas la mise en place d’un futur cadre de coopération plus complet, qui pourrait donner naissance à un véritable système commun de gouvernance de l’Union européenne pour les infrastructures de câbles sous-marins. Cette voie pour le futur est développée dans le livre blanc. Cette nouvelle recommandation constitue également une réponse directe à la recommandation du Conseil de 2022 qui, en ce qui concerne les infrastructures de câbles sous-marins, a chargé la Commission de réaliser des études, de consulter les parties prenantes et les experts concernés et de présenter des mesures appropriées pour répondre aux risques d’incidents les plus importants. </p> <p class="contents">Les études sont désormais achevées, et les résultats seront communiqués aux États membres en respectant bien les exigences de confidentialité appropriées. Une conclusion essentielle de ces études est que le cadre actuel de l’Union européenne ne peut pas relever pleinement les défis recensés et qu’une approche plus globale au niveau de l’Union européenne est nécessaire. </p> <p class="contents">Pour pallier les lacunes constatées, la recommandation comprend les éléments suivants. Premièrement, les États membres et la Commission devraient établir une cartographie précise des infrastructures câblées existantes, en s’appuyant sur une évaluation consolidée à l’échelle de l’Union européenne, à la fois des risques, des vulnérabilités et des dépendances critiques. Ceci permettrait d’envisager d’établir une boîte à outils pour assurer la sécurité des câbles, à l’instar de ce que nous avons déjà fait pour la cybersécurité des réseaux 5G. Deuxièmement, la mise en place des premiers pas vers une gouvernance commune des technologies de pointe liées aux câbles sous-marins ainsi qu’aux services de pose de câbles et à ceux garantissant la réparation et l’entretien rapides et sûrs de ces câbles. Enfin, la recommandation comporte un élément de financement très important. </p> <p class="contents">Nous voulons une collaboration entre États membres pour établir une liste de projets de liaison par câbles sous-marins d’intérêt européen. Ces projets devraient répondre aux lacunes recensées dans les mesures d’évaluation et de réduction des risques et pourraient, à terme, être retenus en vue d’un financement au titre de différents programmes de l’Union, pour la connectivité tant intra-Union européenne qu’avec les pays tiers. Ces actions concerneront non seulement les câbles eux-mêmes, mais aussi les infrastructures connexes, qui font partie intégrante de leur fonctionnement, tels que les sites de débarquement de ces câbles sur le rivage, les centres de contrôle opérationnel et les navires de déploiement, d’entretien et de réparation. </p> <p class="contents">D’autres éléments importants recensés dans le livre blanc prendront plus de temps pour être mis en œuvre et nécessiteront une coopération allant bien au-delà du champ d’application de la recommandation, tels que le renforcement des activités de recherche et d’innovation avancée concernant les nouvelles technologies de la fibre et du câble ou l’harmonisation des exigences en matière de sécurité. Il importe aussi de rappeler que l’Union développe des systèmes spatiaux permettant une communication sécurisée. </p> <p class="contents">La présente recommandation n’est pas le seul instrument dont nous disposons actuellement. En fait, elle complète les principales initiatives législatives de l’Union européenne déjà entrées en vigueur au début de l’année dernière, notamment les directives concernant les mesures destinées à assurer un haut niveau commun de cybersécurité dans l’ensemble de l’Union (directive SRI 2) et la directive sur la résilience des entités critiques (directive REC). </p> <p class="contents">Grâce à cette panoplie d’instruments opérationnels à notre disposition et dans un esprit de coopération fructueuse et efficace, je suis convaincu que nous pouvons étendre pleinement la notion d’une Europe qui protège à nos infrastructures critiques de câbles sous-marins. Maar de waarschuwingen voor Russische spionage- en sabotageplannen in de Noordzee en de concrete voorbeelden van sabotage zijn talrijk. De baas van de Nederlandse MIVD, generaal Jan Swillens, drukte ons al met de neus op de feiten: de Russen hebben niet één schip, maar een heel programma dat erop gericht is om met name de onderwaterinfrastructuur in kaart te brengen, zodat ze daar eventueel verstorend kunnen optreden.</p> <p class="contents">Het belang van onderzeese kabels en leidingen is enorm: 97 % van de wereldwijde communicatie loopt via onderzeese internetkabels, 40 % van onze elektriciteit moet in 2030 van zee komen, en de leiding uit Noorwegen levert meer dan 25 % van het gas dat we in Europa gebruiken. Heel goed dus dat de Europese Commissie met verdere plannen komt om onze onderzeese infrastructuur te beschermen.</p> <p class="contents">Maar dit is natuurlijk niet genoeg. Stapjes die we met 27 landen kunnen zetten, gaan te langzaam. Er is nu actie nodig. Dat kunnen en moeten we niet allemaal tegelijk met elkaar willen doen. Daarom pleit het CDA voor een Europese kopgroep voor het beschermen van de onderwaterinfrastructuur, samen met de NAVO. Samenwerking tussen landen als Nederland, België, Noorwegen, het Verenigd Koninkrijk en Frankrijk. De eerste stappen zijn hiervoor gezet, maar het gaat nog te langzaam. Oggi il 99 % del traffico internet transita già sotto i mari, attraverso cavi che sono quindi essenziali per le comunicazioni e la tenuta di una rete digitale ormai al centro dei nostri sistemi socio-economici.</p> <p class="contents">Ma non solo: anche l'energia scorre sott'acqua. I cavi, che già collegano Stati membri e zone insulari, saranno sempre più importanti per un'Europa rinnovabile e interconnessa. Penso all'enorme potenziale dell'energia eolica offshore, così come l'obiettivo di un Mediterraneo dove l'energia colleghi sponde ancora troppo lontane. </p> <p class="contents">Parliamo di infrastrutture altamente critiche che, in un contesto geopolitico instabile, hanno una funzione strategica e quindi devono essere protette da possibili attacchi. È di questi giorni la notizia preoccupante di danneggiamenti nel Mar Rosso a cavi essenziali per la connessione tra Europa e Asia: questo in una zona dove i combattenti Houthi hanno già colpito navi con droni e missili. Inoltre, ci sono i danni causati da eventi naturali o incidentali: penso alle reti da traino o alle ancore trascinate su fondali marini.</p> <p class="contents">È quindi importante un approccio integrato che abbracci la sicurezza, la qualità delle infrastrutture, la loro sostenibilità ambientale e le tecnologie per il loro dispiegamento, manutenzione e protezione. Ci sono grandi vascelli speciali posacavi di ultima generazione. Oggi abbiamo droni subacquei autonomi in grado di monitorare e proteggere queste infrastrutture. </p> <p class="contents">È urgente una prospettiva europea. Bene quindi lo scambio di informazioni, le mappature, le valutazioni comuni dei rischi, la predisposizione di progetti strategici, come ha ricordato il Commissario. Ma non basta: occorre fin da ora lavorare alla diffusione di soluzioni innovative per contrastare le minacce e aumentare la resilienza dei cavi. Per questo servono fondi, a partire dal Fondo europeo per la difesa, il Meccanismo per collegare l'Europa e Orizzonte Europa. </p> <p class="contents">Colleghi, la sicurezza e il futuro del progetto europeo passano anche dai fondali marini. Thank you! But I ask you to focus only on the things that the EU does best, and leave the rest to NATO or individual Member States.</p> <p class="contents">First, make sure that Russian and Chinese companies are excluded from commercial projects connecting Europe with internet cables. I ask for binding rules so that they can be enforced by the European Commission.</p> <p class="contents">Secondly, actively increase the connectivity of our continent with the rest of the world so sabotage will be less effective and consumer prices will be lower.</p> <p class="contents">Thirdly, create joint European subsea capabilities. Start by setting a standard for a European repair ship, for example, and build it. Set a standard for coast guard vessels; jointly build them; set the standards and do it. Buy them; set up a joint programme around it for joint information sharing, joint response, joint mitigation. Undersea cables between Ireland and Europe are increasingly important for our economies and our communications and our energy supplies. Some 90% of Ireland’s territory is underwater. Pipelines, electricity and data cables traverse this space, and offshore wind installations are increasing. We must ensure that all of this critical infrastructure is protected.</p> <p class="contents">In 2022, the Russian Ministry of Defence proposed exercises over vital cables off the Irish coast. While this proposal was rescinded, it highlighted a key vulnerability. If our defence forces are to effectively defend the state against new hybrid threats, their budget must be upgraded. This will help plug the gaping holes in our ability to identify who or what traverses our sea and sky.</p> <p class="contents">We must work with our neighbours in the future to ensure that this infrastructure, which is critical for Ireland and the European Union, is protected. I welcome the Commission’s recommendations that we should regularly assess and improve the security and resilience of existing and new submarine cables infrastructure.</p> <p class="contents">And I believe that Ireland should participate in the PESCO Critical Maritime Infrastructure Protection project, in continued alignment with the state’s neutrality position. Той е нападнат и това нападение не е само в полетата на Донбас, това нападение може да бъде и по въздух, и по вода, и под вода. И затова е крайно време да се осъзнае този факт и европейските правителства да се изправят лице в лице със заплахата, която стои срещу нас. </p> <p class="contents">А за решаването, за отговарянето на тази заплаха трябва да се осъзнаят няколко простички факта. Времето на приказки, на компромиси, на безкрайни обещания отдавна е приключило. Трябва да бъде мобилизирана европейската икономика. Трябва да бъде възстановена европейската отбранителна способност. Трябва да престанат европейските държави да разчитат за своята защита само и единствено на основния стълб на Северноатлантическия договор, а именно Съединените американски щати. </p> <p class="contents">Сегашната ситуация с европейските отбранителни арсенали показва това – изчерпани арсенали, неподготвени персонали, липса на мотив, на желание за служба в тези структури. Jetzt fordert die Kommission die Mitgliedstaaten auf, chinesischen Telekom-Firmen den Zugang zur EU zu verbieten oder ihnen keine Genehmigungen zur Verlegung von Unterseekabeln mehr zu erteilen.</p> <p class="contents">Sprechen wir aber von wirklicher Sabotage: Nach den Nord-Stream-Sabotageakten ordneten einige Staaten sogenannte Ermittlungen an. Schweden fand nichts. Die dänische Ermittlung endete mit dem Befund, es handele sich eindeutig um Sabotage, aber das – man höre – sei keine Straftat. Deutsche Behörden fanden bislang nur Hinweise auf pro-ukrainische Amateurtaucher, die den gewaltigen Sprengsatz platziert haben sollen. Kein Experte hält solch eine Einzelaktion für möglich.</p> <p class="contents">Gleich nach dem Anschlag dankte der Pentagon-nahe polnische Außenminister Sikorski den USA für den Sabotageanschlag. Seitdem legte der Journalist Seymour Hersh detaillierte Recherchen vor, die Sikorskis Äußerungen untermauern. Vielleicht sollten Sie hier erst einmal über den Schutz wirklich kritischer Infrastruktur nachdenken. A report commissioned for the Security and Defence Committee – months after the Russian invasion of Ukraine – stated that there were no verified reports indicating deliberate attacks on the cable network by any actor, and that the large-scale scenario of complete lack of connectivity suggests a substantial risk of threat inflation.</p> <p class="contents">So is it not the case that this is just another part of the relentless drive to launder public money into the defence industry, this time underground? Om vi tittar på kartan och tar i beaktande att Ryssland är vår granne, så innebär det att Finland i praktiken är en ö i Europa. Alla våra förbindelser går över Östersjön. </p> <p class="contents">Vi kunde se när det kinesiska fartyget släpade ett ankare efter sig och Baltic Connector gick av. Med den enkla teknologin kan vi förstöra alla förbindelser mellan Finland och Estland och Finland och Sverige, vilket försätter Finland i en oerhört utsatt position. Av den enkla orsaken är det av yttersta vikt att vi kan beskydda de här förbindelselederna.</p> <p class="contents">Det är också viktigt att i det här sammanhanget konstatera att nu, när Sverige har blivit medlem av Nato, är våra förutsättningar att bevaka Östersjön och våra kablar och våra förbindelseleder betydligt bättre än de var tidigare. We are home to 16 of the 20 largest tech companies, the top three enterprise software companies. We have 82 data centres from companies such as Facebook, Amazon and Apple located in the country.</p> <p class="contents">Crucially and most importantly, three quarters of all subsea cables in the northern hemisphere pass through or near Irish waters with massive flows of data through them. Therefore, I welcome the Commission statement last week on subsea cables, and I am calling on my government to engage to ensure that they protect our strategic and economic interests to ensure that these cables are safe and protected from nefarious third countries.</p> <p class="contents">In January 2022, we all remember when Russian warships were moored off the coast of Ireland, pretending not to be scoping out the cables and looking for weaknesses. For Ireland, it will mean properly working with and collaborating with the military and cyber authorities in other western Member States and our friends in the United Kingdom and the United States.</p> <p class="contents">And the Irish Government must also invest strategically in the Irish navy, enhancing its capacity with regard to additional ships and radar as well. Je veux parler d’une stratégie qui intégrerait tous les enjeux de préservation de l’économie bleue, mais aussi géostratégique. C’est ce pacte bleu que j’appelle de mes vœux depuis le début de mon mandat, et j’espère qu’il verra le jour à l’occasion de la prochaine mandature.</p> <p class="contents">Je voudrais concentrer mon propos sur un point évoqué par votre communication, à savoir la nécessité de garantir un impact réduit, minimal, de ces infrastructures sur le climat et l’environnement, et notamment sur les écosystèmes marins et côtiers qui abritent une biodiversité riche, mais qui sont également des puits de carbone. Il est donc, à mon sens, nécessaire d’écoconcevoir ces infrastructures dont je soutiens le développement. Cela doit être intégré également dans la planification des espaces maritimes, compte tenu de la conjonction avec les autres activités. Et cela peut se faire notamment par la mise en place de solutions basées sur la nature afin de créer un effet dit «récif». C’est ce qu’on appelle les infrastructures maritimes à impact positif.</p> <p class="contents">Cette écoconception doit aussi s’appliquer à terre, notamment pour les centres de données qui sont très énergivores. Il peut être intéressant d’examiner des solutions qui sont actuellement testées, comme l’immersion ou la récupération de la chaleur. Questa raccomandazione introduce alcune utilissime innovazioni, a partire dalla creazione di infrastrutture di interesse europeo per aumentare la connettività del nostro continente. E ancora, le future valutazioni dei rischi e delle vulnerabilità congiunte. </p> <p class="contents">Ma mi chiedo e le chiedo: stiamo davvero facendo abbastanza? Non dovremmo forse pensare anche a quanto avviene al di là dei nostri confini, soprattutto nelle aree di maggiore instabilità? Proprio negli scorsi giorni, il sabotaggio dei cavi sottomarini nel Mar Rosso ci ha dimostrato chiaramente quali possono essere i devastanti impatti di tali azioni ostili. Il 99 % delle informazioni viaggia sotto i mari, sotto tutti i mari, tanto quelli nostri quanto quelli degli altri. </p> <p class="contents">Costruiamo nuove reti europee, garantiamone la sicurezza, ma non rifugiamoci nella pia illusione che creare una "fortezza Europa" ci renderebbe esenti da rischi, in un mondo così interconnesso. Lanciamo una coalizione internazionale, insieme ai nostri alleati e partner che condividono i nostri principi e valori, e la necessità di difendere queste infrastrutture, assicurando monitoraggio e protezione costante. </p> <p class="contents">Questa è una sfida globale e la risposta non può che essere globale. They are solely targeting ships that are facilitating the Israeli genocide in Gaza.</p> <p class="contents">Now, how are we supposed to take the Commission’s concern for undersea cables seriously when the Nord Stream investigations are going cold? This was a terrorist attack on critical EU infrastructure that has affected the lives of every person in the EU. Along with the brain-dead sanctions against Russia, this act of sabotage compounded rising energy costs, a cost of living crisis and an EU-wide economic downturn.</p> <p class="contents">Sweden and Denmark have abandoned their investigations into the destruction of Nord Stream. How bad that the EU countries don’t even want to know the truth about what really happened? See no evil, speak no evil. Accountability is less important than maintaining propaganda narratives. Smear the enemy and bury the evidence. It’s not about joining NATO, but about cooperating in a flexible way with NATO on exchange of information and situation analysis.</p> <p class="contents">Finally, Ireland can make a significant contribution to the new expert group referred to in the recommendation. We can provide information, carry out risk assessments and cable mapping, and cooperate with the expert group in this way. Il est de notre devoir commun d’assurer leur protection physique et leur cyberprotection, leur résilience ainsi que notre sécurité économique à long terme dans ce domaine. </p> <p class="contents">La présente recommandation arrive à point nommé en raison de l’urgence de la question et de l’attention croissante accordée à cette problématique par nos partenaires et concurrents dans d’autres régions. Je pense en particulier à des initiatives récentes, telles que le <span class="italic">Undersea Cable Control Act</span>, la loi sur le contrôle des câbles sous-marins proposée par la Chambre des représentants des États-Unis, ou le projet chinois de câble Europe-Moyen-Orient-Asie. Ce sont des exemples parmi d’autres, qui montrent l’importance accordée par les gouvernements étrangers ainsi que la sensibilité associée aux liaisons sous-marines internationales pour garantir la résilience de la connectivité mondiale. </p> <p class="contents">Dans ce contexte mondial, nous devrions veiller à coopérer étroitement avec nos partenaires internationaux — plusieurs d’entre vous ont insisté sur ce point —, en particulier avec les États-Unis, l’OTAN et le G7.
