class="topic-paragraph">Akbar (ruled 1556–1605) was proclaimed emperor amid <a class="md-dictionary-link md-dictionary-tt-off eb" data-term="gloomy" href="https://www.britannica.com/dictionary/gloomy" data-type="EB">gloomy</a> circumstances. <a href="https://www.britannica.com/place/Delhi" class="md-crosslink autoxref " data-show-preview="true">Delhi</a> and <a href="https://www.britannica.com/place/Agra" class="md-crosslink autoxref " data-show-preview="true">Agra</a> were threatened by <span id="ref485783"></span><a href="https://www.britannica.com/biography/Hemu" class="md-crosslink ">Hemu</a>—the Hindu general of the Sūr ruler, ʿĀdil Shah—and Mughal governors were being driven from all parts of northern India. Akbar’s hold over a fraction of the Punjab—the only territory in his possession—was disputed by Sikandar Sūr and was precarious. There was also disloyalty among Akbar’s own followers. The task before Akbar was to reconquer the empire and consolidate it by ensuring control over its frontiers and, moreover, by providing it with a firm administrative machinery. He received unstinting support from the regent, Bayram Khan, until 1560. The Mughal victory at <span id="ref485784"></span><a href="https://www.britannica.com/topic/Battles-of-Panipat" class="md-crosslink " data-show-preview="true">Panipat</a> (November 1556) and the <a class="md-dictionary-link md-dictionary-tt-off eb" data-term="subsequent" href="https://www.britannica.com/dictionary/subsequent" data-type="EB">subsequent</a> recovery of Mankot, <a href="https://www.britannica.com/place/Gwalior-India" class="md-crosslink autoxref " data-show-preview="true">Gwalior</a>, and <a href="https://www.britannica.com/place/Jaunpur" class="md-crosslink autoxref " data-show-preview="true">Jaunpur</a> demolished the Afghan threat in upper India.</p><span class="marker MOD1 mod-inline"></span> <section data-level="5" id="ref46949"> <h2 class="h5">The early years</h2> <span class="marker PREMOD2 mod-inline"></span><p class="topic-paragraph">Until 1560 the administration of Akbar’s truncated empire was in the hands of <span id="ref485785"></span><a href="https://www.britannica.com/biography/Bayram-Khan" class="md-crosslink ">Bayram Khan</a>. Bayram’s regency was momentous in the history of India. At its end the Mughal dominion embraced the whole of the Punjab, the territory of Delhi, what are now the states of <a href="https://www.britannica.com/place/Uttar-Pradesh" class="md-crosslink autoxref " data-show-preview="true">Uttar Pradesh</a> and <a href="https://www.britannica.com/place/Uttarakhand" class="md-crosslink autoxref " data-show-preview="true">Uttaranchal</a> in the north (as far as Jaunpur in the east), and large tracts of what is now Rajasthan in the west.</p><span class="marker MOD2 mod-inline"></span> <span class="marker PREMOD3 mod-inline"></span><p class="topic-paragraph">Akbar, however, soon became restless under Bayram Khan’s tutelage. Influenced by his former wet nurse, Maham Anaga, and his mother, Ḥamīdah Bānū Begam, he was persuaded to dismiss him (March 1560). Four ministers of <a class="md-dictionary-link md-dictionary-tt-off mw" data-term="mediocre" href="https://www.merriam-webster.com/dictionary/mediocre" data-type="MW">mediocre</a> ability then followed in quick succession. Although not yet his own master, Akbar took a few momentous steps during that period. He conquered <a href="https://www.britannica.com/place/Malwa" class="md-crosslink autoxref " data-show-preview="true">Malwa</a> (1561) and marched rapidly to <a href="https://www.britannica.com/place/Sarangpur" class="md-crosslink autoxref " data-show-preview="true">Sarangpur</a> to punish <span id="ref485786"></span>Adham Khan, the captain in charge of the expedition, for improper conduct. Second, he appointed <span id="ref485787"></span>Shams al-Dīn Muḥammad Atgah Khan as <a href="https://www.britannica.com/topic/prime-minister" class="md-crosslink autoxref " data-show-preview="true">prime minister</a> (November 1561). Third, at about the same time, he took possession of Chunar, which had always defied <a href="https://www.britannica.com/biography/Humayun-Mughal-emperor" class="md-crosslink autoxref " data-show-preview="true">Humāyūn</a>.</p><span class="marker MOD3 mod-inline"></span> <span class="marker PREMOD4 mod-inline"></span><p class="topic-paragraph">The most momentous events of 1562 were Akbar’s marriage to a Rajput princess, daughter of Raja Bharmal of <a href="https://www.britannica.com/place/Amer-India" class="md-crosslink autoxref " data-show-preview="true">Amber</a>, and the conquest of <a href="https://www.britannica.com/place/Merta" class="md-crosslink autoxref " data-show-preview="true">Merta</a> in Rajasthan. The marriage led to a firm alliance between the Mughals and the Rajputs.</p><span class="marker MOD4 mod-inline"></span> <span class="marker PREMOD5 mod-inline"></span><p class="topic-paragraph">By the end of June 1562, Akbar had freed himself completely from the influence of the harem party, headed by Maham Anaga, her son Adham Khan, and some other ambitious courtiers. The harem leaders murdered the prime minister, Atgah Khan, who was then succeeded by Munʿim Khan.</p><div class="module-spacing"> </div><span class="marker MOD5 mod-inline"></span> <span class="marker PREMOD6 mod-inline"></span><p class="topic-paragraph">From about the middle of 1562, Akbar took upon himself the great task of shaping his policies, leaving them to be <a class="md-dictionary-link md-dictionary-tt-off mw" data-term="implemented" href="https://www.merriam-webster.com/dictionary/implemented" data-type="MW">implemented</a> by his agents. He embarked on a policy of conquest, establishing control over <a href="https://www.britannica.com/place/Jodhpur" class="md-crosslink autoxref " data-show-preview="true">Jodhpur</a>, Bhatha (present-day Rewa), and the Gakkhar <a href="https://www.britannica.com/topic/nation-state" class="md-crosslink autoxref " data-show-preview="true">country</a> between the Indus and Beas rivers in the Punjab. Next he made inroads into <a href="https://www.britannica.com/place/Gondwana-historical-region-India" class="md-crosslink " data-show-preview="true">Gondwana</a>. During this period he ended <a class="md-dictionary-link md-dictionary-tt-off mw" data-term="discrimination" href="https://www.merriam-webster.com/dictionary/discrimination" data-type="MW">discrimination</a> against the Hindus by abolishing pilgrimage taxes in 1563 and the hated <em>jizyah</em> (poll tax on non-Muslims) in 1564.</p><span class="marker MOD6 mod-inline"></span> </section> <section data-level="5" id="ref46950"> <h2 class="h5">Struggle for firm personal control</h2> <span class="marker PREMOD7 mod-inline"></span><p class="topic-paragraph">Akbar thus commanded the entire area of Humāyūn’s Indian possessions. By the mid-1560s he had also developed a new pattern of king-noble relationship that suited the current need of a centralized state to be defended by a nobility of <a class="md-dictionary-link md-dictionary-tt-off mw" data-term="diverse" href="https://www.merriam-webster.com/dictionary/diverse" data-type="MW">diverse</a> ethnic and religious groups. He insisted on assessing the arrears of the territories under the command of the old Tūrānī (Central Asian) clans and, in order to strike a balance in the ruling class, promoted the Persians (Irānī), the Indian Muslims, and the Rajputs in the imperial service. Akbar placed eminent clan leaders in charge of frontier areas and staffed the civil and finance departments with relatively new non-Tūrānī recruits. The revolts in 1564–74 by the members of the old guard—the Uzbeks, the Mirzās, the Qāqshāls, and the Atgah Khails—showed the intensity of their indignation over the change. Utilizing the Muslim orthodoxy’s resentment over Akbar’s liberal views, they organized their last resistance in 1580. The rebels proclaimed Akbar’s half-brother, <span id="ref485788"></span>Mirzā Ḥakīm, the ruler of Kabul, and he moved into the Punjab as their king. Akbar crushed the opposition ruthlessly.</p><span class="marker MOD7 mod-inline"></span> </section> <section data-level="5" id="ref46951"> <h2 class="h5">Subjugation of Rajasthan</h2> <span class="marker PREMOD8 mod-inline"></span><p class="topic-paragraph">Rajasthan occupied a prominent place in Akbar’s scheme of conquest; without establishing his suzerainty over that region, he would have no title to the <a href="https://www.britannica.com/topic/sovereignty" class="md-crosslink autoxref " data-show-preview="true">sovereignty</a> of northern India. Rajasthan also bordered on Gujarat, a center of commerce with the countries of western <a href="https://www.britannica.com/place/Asia" class="md-crosslink autoxref " data-show-preview="true">Asia</a> and Europe. In 1567 Akbar invaded <span id="ref485789"></span><a href="https://www.britannica.com/place/Chittaurgarh" class="md-crosslink " data-show-preview="true">Chitor</a>, the capital of <span id="ref485790"></span><a href="https://www.britannica.com/place/Udaipur-historical-state-India" class="md-crosslink ">Mewar;</a> in February 1568 the fort fell into his hands. Chitor was <a class="md-dictionary-link md-dictionary-tt-off mw" data-term="constituted" href="https://www.merriam-webster.com/dictionary/constituted" data-type="MW">constituted</a> a district, and Āṣaf Khan was appointed its governor. But the western half of Mewar remained in the possession of Rana Udai Singh. Later, his son <span id="ref485791"></span>Rana Pratap Singh, following his defeat by the Mughals at Haldighat (1576), continued to raid until his death in 1597, when his son Amar Singh assumed the mantle. Gujarat had lately been a haven of the refractory Mughal nobles, and in Bengal and Bihar the Afghans under Dāʾūd Karrānī still posed a serious threat. Akbar conquered Gujarat at his second attempt in 1573 and celebrated by building a victory gate, the lofty Buland Darwāza (“High Gate”), at his new capital, <a href="https://www.britannica.com/place/Fatehpur-Sikri" class="md-crosslink autoxref " data-show-preview="true">Fatehpur Sikri</a>. The conquest of Gujarat pushed the <a href="https://www.britannica.com/topic/Mughal-dynasty" class="md-crosslink autoxref " data-show-preview="true">Mughal Empire’s</a> frontiers to the sea. Akbar’s encounters with the Portuguese aroused his curiosity about their religion and <a class="md-dictionary-link md-dictionary-tt-off mw" data-term="culture" href="https://www.merriam-webster.com/dictionary/culture" data-type="MW">culture</a>. He did not show much interest in what was taking place overseas, but he appreciated the political and commercial significance of bringing the other gateway to his empire’s international trade—namely, Bengal—under his firm control. He was in <a href="https://www.britannica.com/place/Patna" class="md-crosslink autoxref " data-show-preview="true">Patna</a> in 1574, and by July 1576 Bengal was a part of the empire, even if some local chiefs continued to agitate for some years more. Later, <span id="ref485793"></span><a href="https://www.britannica.com/biography/Man-Singh" class="md-crosslink ">Man Singh</a>, governor of Bihar, also annexed <a href="https://www.britannica.com/place/Odisha" class="md-crosslink autoxref " data-show-preview="true">Orissa</a> and thus consolidated the Mughal gains in the east.</p><span class="marker MOD9 mod-inline"></span> </section> <section data-level="5" id="ref46953"> <h2 class="h5">The frontiers</h2> <span class="marker PREMOD10 mod-inline"></span><p class="topic-paragraph">On the northwest frontier Kabul, <span id="ref485794"></span><a href="https://www.britannica.com/place/Kandahar" class="md-crosslink " data-show-preview="true">Kandahār</a>, and <span id="ref485795"></span><a href="https://www.britannica.com/place/Ghazni" class="md-crosslink " data-show-preview="true">Ghaznī</a> were not simply strategically significant; these towns linked India through overland trade with central and western Asia and were crucial for securing horses for the Mughal cavalry. Akbar strengthened his grip over these outposts in the 1580s and ’90s.</p><span class="marker MOD10 mod-inline"></span> <span class="marker PREMOD11 mod-inline"></span><p class="topic-paragraph">Following Ḥakīm’s death and a threatened Uzbek invasion, Akbar brought Kabul under his direct control. To demonstrate his strength, the Mughal army paraded through <a href="https://www.britannica.com/place/Kashmir-region-Indian-subcontinent" class="md-crosslink autoxref " data-show-preview="true">Kashmir</a>, Baluchistan, Sindh, and the various tribal districts of the region. In 1595, before his return, Akbar wrested Kandahār from the Ṣafavids, thus fixing the northwestern frontiers. In the east, Man Singh stabilized the Mughal gains by annexing Orissa, <a href="https://www.britannica.com/place/Cooch-Behar-India" class="md-crosslink " data-show-preview="true">Koch Bihar</a>, and a large part of Bengal. Conquest of Kathiawar and later of <a href="https://www.britannica.com/topic/Asirgarh" class="md-crosslink autoxref " data-show-preview="true">Asirgarh</a> and the northern territory of the Niẓām Shāhī kingdom of <a href="https://www.britannica.com/place/Ahmadnagar" class="md-crosslink autoxref " data-show-preview="true">Ahmadnagar</a> ensured a firm command over Gujarat and central India. They were appointed, promoted, and dismissed by the emperor, and their duties were well defined.</p><span class="marker MOD13 mod-inline"></span> <span class="marker PREMOD14 mod-inline"></span><p class="topic-paragraph">The empire was divided into 15 provinces (<em>subah</em>s)—<span id="ref485796"></span><a href="https://www.britannica.com/place/Prayagraj" class="md-crosslink " data-show-preview="true">Allahabad</a>, Agra, <span id="ref485797"></span><a href="https://www.britannica.com/place/Ayodhya" class="md-crosslink " data-show-preview="true">Ayodhya</a> (Avadh), <span id="ref485798"></span><a href="https://www.britannica.com/place/Ajmer" class="md-crosslink " data-show-preview="true">Ajmer</a>, <span id="ref485799"></span><a href="https://www.britannica.com/place/Ahmadabad" class="md-crosslink " data-show-preview="true">Ahmedabad</a> (Ahmadabad), <span id="ref485800"></span><a href="https://www.britannica.com/place/Bihar" class="md-crosslink " data-show-preview="true">Bihar</a>, Bengal, Delhi, Kabul, Lahore, <span id="ref485801"></span><a href="https://www.britannica.com/place/Multan" class="md-crosslink " data-show-preview="true">Multan</a>, Malka, <span id="ref485802"></span><a href="https://www.britannica.com/place/Khandesh" class="md-crosslink ">Qhandesh</a>, <span id="ref485803"></span><a href="https://www.britannica.com/place/Berar" class="md-crosslink " data-show-preview="true">Berar</a>, and Ahmadnagar. Kashmir and Kandahār were districts of the province of Kabul. Sindh, then known as Thatta, was a district in the province of Multan. Orissa formed a part of Bengal. The provinces were not of uniform area or income. There were in each province a governor, a <em>dīwān</em>, a <em>bakhshī</em> (military commander), a <em>ṣadr</em> (religious administrator), and a <em>qāḍī</em> (judge) and agents who supplied information to the central government. Separation of powers among the various officials (in particular, between the governor and the <em>dīwān</em>) was a significant operating principle in imperial administration.</p><span class="marker MOD14 mod-inline"></span> <span class="marker PREMOD15 mod-inline"></span><p class="topic-paragraph">The provinces were divided into districts (<em>sarkār</em>s).
