At 4:48 p.m. Wednesday, after a brief and boisterous debate, members of South Africa's racially segregated parliament voted 237-45 to approve a new constitution that ends more than three centuries of white domination. Under the new constitution, on April 27, South Africa will hold its first election in which black citizens will be able to vote. The three racially separated houses of parliament voted in joint session. In the all-white House of Assembly, the vote was 132-42 for the constitution, in the mixed-race House of Representatives, 72-1, and in the House of Delegates, which represents South Africans of Indian ancestry, 33-2. ``Now, for the first time, the future holds the promise of a brighter tomorrow,'' said Nelson Mandela, president of the African National Congress and likely the next president of South Africa. ``We have embarked on a new Great Trek into the future,'' President F.W. de Klerk said after the vote. ``We are on our way to a new South Africa and we are determined to settle there in peace and cooperation with all our fellow countrymen.'' De Klerk did not use the image of the Great Trek lightly.
