ماہ سے بلوچستان کی صورت حال تشویش ناک حد تک بگڑ چکی ہے۔ گزشتہ چند دنوں سے خطے میں کشیدگی عروج پر ہے۔ پرامن احتجاجی ریلی کو روکنے کے لیے حکام کی جانب سے طاقت کے استعمال نے پہلے سے ہی غیرمستحکم حالات کو مزید بگاڑ دیا ہے۔ اس وقت صوبے میں تقسیم عروج پر ہے لیکن اس کے باوجود اقتدار میں براجمان لوگوں کو حالات کی سنگینی کا ادراک نہیں۔</p> <p>چاروں صوبوں سے ہزاروں کی تعداد میں لوگ گوادر میں جمع ہوئے اور انہوں نے صرف جبری گمشدگیوں کے خلاف نہیں بلکہ اپنے جمہوری حقوق کے لیے بھی مظاہرہ کیا۔ سیکیورٹی اہلکار سمیت متعدد افراد تصادم میں ہلاک اور زخمی ہوچکے ہیں۔ مارچ کرنے والے سیکڑوں مظاہرین کو حراست میں لیا گیا جبکہ مختلف مقامات پر سڑکوں کو رکاوٹیں ڈال کر بلاک بھی کیا گیا۔</p> <p> <figure class="media sm:w-1/2 w-full media--left media--embed media--uneven"> <div class="media__item allow-popups allow-modals allow-forms"></iframe></div> </figure></p> <p>تاہم انتظامیہ کی تمام کوششیں رائیگاں گئیں کیونکہ وہ بلوچ یکجہتی کمیٹی کی جانب سے نکالی گئی ریلی کو روکنے میں ناکام رہے۔ ریلی کی کال کو بلوچ قوم پرست جماعتوں کی حمایت بھی حاصل تھی۔ یہ پہلا موقع نہیں تھا کہ جب صوبے یا اس سے باہر جبری گمشدگیوں کے خلاف اس نوعیت کا احتجاج ہوا ہو لیکن حالیہ مظاہرہ یقینی طور پر نتیجہ خیز ثابت ہوا۔ نوجوان ڈاکٹر ماہ رنگ بلوچ کی قیادت میں بلوچستان یکجہتی کمیٹی انتہائی مضبوط آواز بن کر ابھری ہے۔</p> <p>مشتعل مظاہرین نے جنوبی بلوچستان کے تمام بڑے علاقوں میں نظامِ زندگی کو مفلوج کردیا ہے جوکہ کشیدگی کا مرکز بن چکا ہے۔ انتظامیہ کی جانب سے مارچ کے شرکا پر تشدد اور سڑکیں بلاک کیے جانے نے عوام کو مزید مشتعل کیا۔ اسٹیبلشمنٹ مخالف مظاہروں بڑے پیمانے پر صوبے میں پھیل چکے ہیں۔ یہ واقعات ظاہر کرتے ہیں کہ بلوچ آبادی کس قدر ملک سے ناخوش ہیں جوکہ طویل عرصے سے اپنے بنیادی حقوق سے محروم ہیں۔</p> <p>مظاہرین میں خواتین کی بڑی تعداد شامل ہے جن کے خاندان کے افراد لاپتا ہیں یا انہیں قتل کرکے ان کی تشدد زدہ لاشیں پھینک دی گئیں۔ الزامات عائد کیے جارہے ہیں کہ انہیں سیکیورٹی حکام نے اغوا کیا تھا۔</p> <p>ماہ رنگ بلوچ نے بھی اس سب کا سامنا کیا۔ ان کے والد کو 2009ء میں اغوا کیا گیا تھا اور ان کی تشدد زدہ لاش 2011ء میں ملی۔ اس دل سوز واقعے نے انہیں بلوچ متحرک کارکن بننے پر مجبور کیا۔</p> <p>مرد سیاسی کارکنان کے ساتھ ہونے والے ظلم نے ان کی خواتین اقربا کو مجبور کیا کہ وہ سڑکوں پر آئیں اور تحریک کی قیادت کریں۔ جبری گمشدگیوں اور ماورائے عدالت قتل کے واقعات میں اضافہ ہوا جبکہ ریاست کو پہلے ہی بڑھتی ہوئی علحیدگی پسند عسکریتی قوتوں کا سامنا ہے۔ اس پُرامن احتجاج کا حقیقی مقصد غریب اور پسماندہ آبادی کی </figure></p> <p>بدقسمتی سے ان مظاہرین کی انصاف کی فریادوں سے حکام بالا کی کانوں پر جوں تک نہ رینگی بلکہ ان کی پریشانیوں کا ازالہ کرنے کے بجائے مظاہرین کی آوازوں کو دبایا جارہا ہے۔ ہم نے ایک بار پھر اسی پرانے ترانے کی گونج سنی کہ ان مظاہروں کے پیچھے ریاست مخالف عناصر ملوث ہیں۔</p> <p>ریاست اور بلوچ عوام کے درمیان خلیج کس حد تک بڑھ چکی ہے، اس کا کسی کو اندازہ نہیں۔ عوام کو انتخابات میں ہیراپھیری کرکے اقتدار میں براجمان ہونے والی صوبائی حکومت پر اعتماد نہیں۔ جمہوری عمل کو دبانے کے ردعمل کے طور پر اب عوامی طاقت کے ذریعے ریاست کی عملداری کو چیلنج کیا جارہا ہے۔</p> <p>کئی برسوں سے بلوچستان میں تنازعات دیکھے گئے ہیں لیکن حالیہ سلسلے کی کڑی، تقریباً 2 دہائی پہلے 1980ء سے 1988ء تک امن معاہدے کے بعد سے جڑتی ہے۔ 1988ء میں جمہوریت کا دور واپس آیا اور بلوچ قوم پرست رہنماؤں کو سیاسی دھارے میں شامل کیا گیا۔</p> <p>حالات پُرسکون تھے لیکن یہ سکون اس وقت ختم ہوا کہ جب 2006ء میں جنرل پرویز مشرف کے دور میں قبائلی سربراہ نواب اکبر بگٹی کو ایک فوجی آپریشن میں قتل کردیا گیا۔ ان کے قتل کے بعد سے بلوچ عوام میں اضطراب کی کیفیت پیدا ہوئی اور نئی دشمنیوں کا آغاز ہوا۔ عوام کے عدم اطمینان کو کم کرنے کے لیے سیاسی حل تلاش کرنے کے بجائے ریاست نے طاقت کے استعمال کو ترجیح دی۔</p> <p>بلوچ عوام کی شکایات دیرینہ اور حقیقی ہیں لیکن اس کے باوجود طاقت کا استعمال کرکے عوام کی آواز کو دبایا جارہا ہے۔ قدرتی ذخائر کے خزانے کے باوجود بلوچستان ترقی کی دوڑ سب سے پیچھے جبکہ سماجی اشاریوں میں سب سے نچلے درجے پر ہے۔ یہاں تک کہ سی پیک کے تحت ہونے والی ترقی نے بھی بلوچستان کو غربت سے نجات دلانے میں مؤثر کردار ادا نہیں کیا۔</p> <p>گوادر بندرگاہ جسے سی پیک کا اربوں ڈالرز کا فلیگ شپ پروجیکٹ سمجھا جاتا ہے، حیرت انگیز طور پر یہی عوام میں اضطراب کی اہم وجہ ہے۔ مقامی آبادی غربت میں زندگی گزارنے پر مجبور ہیں جہاں ان کے پاس تعلیم اور صحت کی بہتر سہولیات تک دستیاب نہیں، وہاں گوادر کی ریئل اسٹیٹ مراعات غیرمقامی لوگوں کو الاٹ کی جارہی ہیں۔ گوادر میں حالیہ برسوں میں متعدد مظاہرے ہوچکے ہیں لیکن بلوچ یکجہتی کمیٹی کی ریلی کو انتظامیہ نے ’سیکیورٹی وجوہات‘ کی بنا پر اجازت نہیں دی۔</p> <p>یہی وہ حالات ہیں کہ جو بلوچ نوجوانوں کو عسکری گروپس میں شمولیت پر مجبور کرتے ہیں جوکہ پہلے ہی جمہوری سیاسی نظام سے مایوس ہوچکے ہیں۔ سیاسی کارکنان کے ماورائے عدالت قتل اور غیرقانونی گرفتاریوں نے تعلیم یافتہ اور مایوس نوجوانوں کو دیوار سے لگا دیا ہے۔ بلوچ طلبہ کی بڑی تعداد کو ملک بھر کی جامعات سے مبینہ طور پر سیکیورٹی حکام نے اغوا کیا۔ خدشہ یہ ہے کہ لاپتا افراد کبھی اپنے گھروں کو واپس نہیں لوٹ سکیں گے۔</p> <p> <figure </figure></p> <p>ریاست کے سخت اقدامات اور جمہوری حقوق دینے سے انکار، بلوچستان میں علحیدگی پسند گروپس کے زور پکڑنے کی اہم وجہ ہیں۔ یقیناً اس میں بھی کسی حد تک سچائی ہوگی کہ بلوچ انتہا پسندوں کو بیرونی قوتوں کی سپورٹ حاصل ہے لیکن عسکریت پسندی کی اصل وجہ ریاستی جبر اور جمہوری حقوق دینے سے انکار ہے۔</p> <p>ریاست کے کریک ڈاؤن کی وجہ سے مزید افراد انتہا پسند گروپس میں شامل ہورہے ہیں۔ ہمیں یہ سمجھنے کی ضرورت ہے کہ طاقت کا سہارا لے کر عوام میں بڑھتے عدم اعتماد کو قابو میں نہیں کیا جا سکتا۔ گزشتہ ہفتے کے واقعات نے ظاہر کیا کہ جابرانہ اقدامات سے عوام کی جدوجہد کو نہیں دبایا جاسکتا۔</p> <p>ماہ رنگ بلوچ اور دیگر بلوچ رہنماؤں کی شنوائی ہونی چاہیے۔ وہ صرف یہ چاہتے ہیں کہ ریاست جبری گمشدگیوں کے سلسلے کو ختم کرے اور بلوچ عوام کو ان کا جمہوری سیاسی حق دے۔ ان کا یہ بھی مطالبہ ہے کہ مقامی معاشی وسائل اور صوبے میں ترقی میں سے بلوچ عوام کو بھی حصہ دیا جائے۔</p> <p>اگر جائز مطالبات کرنے والی آوازوں کو بھی دبایا جائے گا تو مستقبل کے لیے کوئی امید باقی نہیں رہے گی۔</p> </div> <div class="grid
