If we are committed to security, human right is a problem and also a solution, and if we deliberate on human rights, security is a problem but also part of the solution. Ultimately, we have to maintain a balance between the two co-related terms. As more and more armed forces are being deployed by the government within the nation for maintaining peace and security, using force against its own citizen, the search for a judicious balance between intent and action needs to be emphasized. Notwithstanding that a nation state needs complete political independence; the search for security is a driving force behind unquestioned sovereignty. If security is a human value, it overlaps the value of freedom, order, and solidarity. Now, the question needs to be explored, to what extent human rights can be compromised in the name of security in Kashmir or Mizoram like places. The present study aims to explore the issue of maintaining a balance between the use of power and good governance as human rights, providing security as a human value. Fixed-wing VTOL UAVs combine the advantages of rotary-wing aircraft, such as vertical take-off and landing capabilities, with the efficiency and speed of fixed-wing flight. The primary objective of this study is to explore the aerodynamic design principles that optimize performance parameters, including range, endurance, and stability while maintaining the VTOL capability. The design process involves selecting appropriate airfoils, optimizing wing configurations, and integrating propulsion systems suitable for both hovering and forward flight. Analytical methods are employed to evaluate aerodynamic performance, with a focus on lift-to-drag ratio, power requirements, and control strategies. The results highlight the challenges and trade-offs inherent in designing such hybrid aircraft, particularly in balancing the conflicting requirements of VTOL and fixed-wing flight. Launcher reusability is the most efficient approach to decreasing admittance to space access economy, however stays an incredible specialized hurdle for the aerospace industry. Major concern of the difficulties lies in guidance and control procedure and calculations, specifically for those of the controlled landing stage, which should empower an exact landing with low fuel edges. Although cutting edge ways for navigation and control are present viz hybrid navigation and robust control. But for powered descent and landing of first stage of launch vehicle the guidance control is need to enable on board optimization. At first the CAD model of the launch vehicle I.e. space x falcon 9 rocket is presented for better understanding of the architecture that needs to be identified for the guidance and control solution for the recovery of the launcher. The focus is on providing the landing phase guidance scheme for recovery and re usability of first stage using retro propulsion.
